Sources impact are domestic solid disposal derived by offIce activity (such
as paper and plastics). gardening (domestic waste such as leaves) and used
foods/soft drinks packaging. Proper domestic solid waste management will
increase aesthetics quality. Pile of domestic waste will invite disease vectors
which can potentially decrease the quality of environmental sanitation within
the site of PT Jakarta Tank Terminal.

Parameter to be monitored are Cleanness and tidiness of the site area.

To monitor aesthetics and environmental sanitation qualities within the site
in order to know the effectiveness on environmental management program
which has done so can implement/ determine the good environmental

PT Jakarta Tank Terminal.

within area PT Jakarta Tank Terminal and transportation activity outside PT
Jakarta Tank Terminal area. If they were not managed properly. it potentially lead
to traffic jam espedaUy at exit/enterance of PT Jakarta Tank.

Jakarta Tank Terminal which caused by operational activitj of PT Jakarta Tank

to know effectiveness of traffic management which has been done so can

Traffic monitoring conducted by direct field observation to observe the exixting of
traffic jump around enterance/exit gate of PT. Jakarta Tank Terminal caused by
operational actIvity of PT. Jakarta Tank Terminal.

Monitoring location of traffic is the exit/enterance area of PT Jakarta Tank
Terminal.

The existance of high public expectation to be an employee of PT Jakarta Tank
Terminal but available vacancy is limited. This condition if not managed properly
has the potential to cause public unrest arount which can cause interference of
security and public order.
B. Monitored Parameter
Parameter to be monitored is there was no conflict! anxiety of surrounding
community due to operational activity of PT Jakarta Tank Terminal.
C. Monitoring Aim
To monitor the security an order condition in surrounding area with respect to
operational activity of PT Jakarta Tank Terminal in order to know the effectiveness
of management which has been done to aspect of security and public order so can
implement the properly environmental management program.
D. Monitoring Method
Monitoring carried out with deep interview directly to community who
living/having routine activity around the site and observe the record of securThi
and public order interference that disrupt the operational activites of PT Jakarta
Tank Terminal.
E. Monitoring Location
Monitoring location of security and public order are office and surrounding area of
PT Jakarta Tank Terminal (sub-district Koja. district Tanjung Priok Jakarta
Utara).

/participation have been given by PT Jakarta Tank Terminal to the surrounding

Operational activity of PT Jakarta Tank Terminal mainly from tankers unloading
activeties. fuel storage and transportation (loading) from storage tank to trucks
considering to the fuel is a combustible material that is resistant to fire hazard.

Parameter to be monitored is there was no a fire/ explotion ifl the area activity of
PT Jakarta Tank Terminal caused by operating activities of PT Jakarta Tank
Terminal.

To monitor the number of fire! exploition that occurred during operation activityof
PT Jakarta Tank Terminal took place as well as to determine effectiveness of
environmental management to fire hazard which has been done so it can
implement I determine approriate environmental management program.

usage by employees and inspection records of APAR.

accordance with company standard operating procedures that have been
determined with reference to NFPA and OSHA.
Any employee who activity/work in the potential hazard area have been wearing
PPE which has provided by the company.

may be affecting public transportation line who crossed /to/from the public port.

Jakarta Tank Terminal.

To monitor the number of shipping accident which occured in area of PT Jakarta
Tank Terminal in order to know effectiveness of the management of shipping
safety that has been done hence it can implement/determine appropriate
environmental management program.
D. Monitoring Method
Direct observation in jetty area and waters area related to fuel loading unloading
activity of PT Jakarta Tank Terminal in the waters to observe record number of
shipping accident.
E. Monitoring Locations
Monitoring locations are Jetty area and waters area which connect-ed to fuel
loading-unloading activity of PT Jakarta Tank Terminal and at the office of PT
Jakarta Tank Terminal (HSE Dept).

There area guidelines of shipping in the areas of jetty and waters which related to

2.2. EVALUATION OF ENVIRONMENTAL MANAGEMENT AND
MONITORING IMPLEMENTATION. SEMESTER 1/2013

Implementation of Environmental Management Plan and Environmental


Monitoring Plan activity of PT Jakarta Tank Terminal periode Semester I I 2013
refers to RKL & RPL as state in the Updating ANDAL document which has been
getting a recommendation from the Commision on ETA Assessment of DKI
Jakarta Provence No. 25/ANDAL/4.774.151 date August 24t 2009.
Implementation of RKL-RPL of PT Jakarta Tank Terminal in Semester I I 2013
performed on May 2013.
The scope of implementation of the Environmental Management Plan and
Environmental
Monitoring Plan is focused on activityes which are potentially significant impacts
on the environment including air quality. seawater quality. fire hazards and public
perception. Environmental management has been carried out by PT Jakarta Tank
Terminal in Semester 1/2013 not much different from tne hamagement that has
been done in previous period. PT. Jakarta Tank Terminal keep doing the
management has been done
before. as mentioned in the management plant in RKL-RPL of PT Jakarta Tank
Terminal To fulfill its obligations. PT Jakarta Tank Terminal has conducted
management and monitoring of Semester 1/2013 as has been stated in RKL-RPL.
Generally. PT. Jakarta
Tank Terminal has condacted Environmental Management Plan and
Environmental Monitoring Plan (RKL-RPL). In effort to implement the
management of air quality. PT Jakarta Tank Terminal carry out management of
ambient air. area/working area and emission ( vehicle. generator and fire pum
jetty). In seawater quality management efforts. PT Jakarta Tank Terminal also has
performed management of seawater wastewater. groundwater qualities including
both solid and liquid waste which hazardous and non hazardous can potentially
affect seawater quality. Environmental management efforts against fire have also
been carried out by PT Jakarta Tank Terminal. Management eftiorts on public
perception has been done through variousmanagement actions such as management
of employment and business opportunities. security and public order. and social
awareness. PT Jakarta Tank Terminal also performed management of vehicle and
shipping traffic activities.

In order to be able to know the effectiveness of various environmental
management program which have been made during Semester 1/2013. PT Jakarta
Tank Terminal has conducted monitoring of various management programs that
have been done. However.
there area not yet able to do the monitoring of the generator emission quality which
can

not be implemented due to the generators was damage so can not be measured.
Untuk To determine the performance of environmental management and
monitorIng which has been conducted to evaluate the trends. critical and
compliance as follows.

2.2.1. Trend Evaluation


2.2.1.1. Air Quality
The impact of air quality management which have been performed by PT Jakarta
Tank Terminal can be known through the change/trend in the ambient air,
workplace and emission qualities (as Graph 2).
2.2.1.1.1. Ambient Air
Measurement of ambient air in monitoring semester 1/2013 was held in SHE
storage.
Utility, fire pump and truck loading bay areas. Trend evaluations of ambient air
quality
are conducted for each areas as shown in Table 13a to Table 13d and graph 2.1 to
Graph
2.11 below
Sulphure Dioxide (SO2)
Measurement result of SO2 in the ambient air quality monitoring in pacla pacla
SHE Storage. Utility. Fire Pump Jetty and Truck Loading Bay (TLB) areas (Table
2.12a to 212d) in 4 (four) monitonng periods of semester II I 2010 up to semester I
I 2013 shows insignificant change. (Graph 2.1)

Particulate (TSP)
Measurement result of particulate (TSP) in ambient air quality monitoring in the
area of SHE Storage, Utility, Fire Pump Jetty and I ruck Loading Bay (TLB) areas
during monitoring periods Semester II/2010 to I/2013 as shown in Graph 2.3.
Graph 2.3 shows particulate content in ambient air quallity (monitoring result on
Semester I/2013) on SHE storage, truck loading bay and utility areas tends to
decrease and still fluctuate. Particulate content on fire pump ambient tends to
increase.

Carbon Monoxide (CO)


Measurement result of CO in ambient air quality monitoring n the area of SHE
Storage. Utility, Fire Pump Jetty and Truck Loading Bay (TLB) areas (Tables 2.
13a to 2. 13d) during monitoring periods since Semester II/ 2010 to Semester
I/2013 shows insignificant change and tends to increase (Graph 2.4). Graph 2.4
shows the parameter of CO on ambient air according to monitoring result in
Semester 1/2013 in all ambient air area monitored increase tends to relatively
stable.

Hydrocarbon (HC)
Measurement result of HC in ambient air quality monitoring SHE Storage and
utilitty area, fire Pump Jetty and Truck Loading Bay (TLB) areas (Tables 2.13a to
2.13d) during monitonng Periods of Semester II/ 2010 to I/2013 shows varied
change (Graph 2.5).Graph 2.5 shows HC content in the ambient air quality on SHE
storage. truck loading bay, utility and fire pump areas tends to increase.
Oxidant (03)
Measurement result of 03 in ambient air quality monitoring in the area of SHE
Storage. Utility. Fire Pump Jetty and Truck Loading Bay (TLB) areas (Tables
2.13a to 2.13d) during monitoring periods since Semester II/ 2010 to I/2013 also
shows change insignificantly and relatively stable (Graph 2.6).

Lead (Pb)

Measurement result of PM10 in ambient air quality monitoring in the area of SHE
Storage, Utility and Truck Loading Bay (TLB) areas during monitoring periods
since Semester II/ 2010 to I/2013 shows still fluctuate while on fire pump area ts
tend to increase (Graph2.8).

Particle (PM 2,5)


Measurement result of PM2,5 in ambient air quality monitoring in the area of SHE
Storage. Utility, truck loading bay and fire pump jetty areas during monitoring
periods since Semester II/2010 to I/2013 shows insignificant change (Graph 2.9).
Overall PM2,5 content in ambient air on all monitoring areas trends to decrease.

Amoniac (NH3)
Measurement result of NH3 in ambient air quality monitoring in the area of SHE
Storage. Utility, truck loading bay (TLB) areas during monitoring periods since
Semester II/2010 to I/2013 have variety change with increase trends (graph 2.10)

Hydrogen Sulfide (H2S)


Measurement result o H2S in ambient air quality monitoring in the area of SHE

2.2.1.1.2 Workplace Area Air Quality


Working area air quality monitoring semester I/2013 has been done in workshop
area.

Suiphure Dioxide (SO2)
Monitoring result of SO2 on working area air quality monitonng held in Semester
I/2013 shows it tends to increase insignificantly. Trend of SO2 content in working
area quality on workshop area during monitoring periods of Semeter 11/2010 to
I/2013 shows stable (Graph 2.12a)
Nitrogen Dioxide (NO2)
Monitoring result of NO2 on working area air quality monitoring which held in
Semester I/2013 shows it tends to increase. (Graph 2.12b)
Particuiate (TSP)

which held in Semester I/2013 shows it began to move down. But the trend I trend
in the levels of Co in the ambient area wokshop ri 6 (six) the monitoring periods

Monitoring result of HC in working area air quality monitonrig held in Semester
I/2013 shows increase than previous result. Trends of HC levels on the air in the
workspace workshop area during 6 (six) the monitoring period since monitoring
period II/2010 semester to semester I/2013 shows declining trend (Graph 212e)

Oxidant (O3)
Monitoring result of 03 in working area air quality monitoring held in Semester
I/2013 shows the increase result than previous. The trend of 03 levels according to
monitoring result in semester II/2010 to Semetser 1/2013 shows a dedining trend
(Graph 2.120

Lead (Pb)
Monitoring result of Pb in working area air quality monitoring which held in
Semester I/2013 shows its tends to stable. (Graph 2.12g).

Amonia (NH3)
Monitoring result of NH3 in working area air quality monitoring which held in
Semester I/2013 shows increase than previous. Refers to monitoring results on
semester II / 2010 to semester I/2013 ammonia levels has a relatively stable trend

Hydrogen Sulfide (H2S)
Monitoring result of NH3 in the quality of working area air monitoring which held
in Semester I/2013 shows higher than previous result. According to monitoring
results on semester II/2010 until I/2013 levels of H2S has relatively stable trend

2.2.1.1.3. Emission Quality
Emission quality measurement conducted on stationary and moving source of
emission. Emission of Stationary Source In Monitoring Semester I/2013.
measurement the quality of emission of stationary sources held on fire pump jetty
and generator units. Trend evaluation for stationary source emission is carried out
on both (Table 2.15a).

Table 2.15a above and Graph 2.13 show the monitoring result semester 1/20 13
result where the movement of each analyzed parameter on stationary sources
emissions quality of fire pump stack measurement on Semester I/2013 compared to
previous measurement results.
Analysis results on Semester I/2013, the levels of particulate matter in fire pump
stack emissons higher than previous and has stable trend (Figure 2.13a)t Levels of
sulfur dioxide (SO2) emissions on the quality of the analysis fire pump stack on
Semester I/2013 has a significant decrease compared to previous results. Based on
the results of the monitoring period anailisa Semester I/2011 until I/2013 trends of
SO2 levels in the emissions stack fire pump quality is still fluctuating (Figure
2.13b). Levels of nitrogen dioxide (NO2) decreased significantlY with the trend
that began to fall. Levels of carbon monoxide (CO) emissions on the quality of flue
gas of fire pump has decline trend and also the trend levels of NO2 (Graph 2.13c
and Graph 2.13d). While the level of opacity of stack emissions quality of the fire
pump represents the movement at a relatively fixed with a stable trend (Figure
2.13e).
By considering Table 2.15b and Graph 2.14 the following graph shows the
movement of each analyzed parameter on quality stationary sources emission

measurements on generator stack on Semester I/ 2013 compared to the previouS
measurement resuits.
The results of the analysis period of semester I/2013, NO2 and CO content on the
flue gas of stack emissions of generator set has decreased compared to previous.
Level NO2 has decrease trend wihie CO level still has fluctuate trend graph (Graph
2.14a. Graph 2.14c to Graph 214e.) While the levels of particulate matter and
sulfur dioxide (502) of stack emissions quality of generator stack have increasing
improvement compared to the measurement results in prior periods that show a
trend graph moving up (Graph 2.14b) While opacity level has relatively stable
trend (Graph 2.14e).
Emission of Monitoring Source
Massurmant of quality of vehicleemission conducted on 2 (two) operational
vehicles belongs to PT Jakarta Tank Terminal, they are vehicle with number B
9750 UCO and B 9004 UIA.
Refers to Table 2.14b. measurement result of vehicle with No. B 9004 UIA with
diesel fueled during monitoring periods from Semester II/2010 to I/2013 shows
flue gas emission quality has good quality. Trend of opacity level of operational
vehicle with number B 9004 UIA has decrease trend while opacity level of
operational vehicle with number B 9750 UCO has increase trend (Graph 2.15).

2.2.1.2. Seawaters Quality


Seawaters quality monitoring carried out in sub sea pipe and jetty BD-II area by
seawaters quality analysis and sea biota analysis on both.
Analysis result of seawater quality of seawater sample in sub sea pipe and jetty
BD-II areas during monitoring periods Semester II / 2010 to 1/2013 shows
changed but overall its insignificant change. (Table 2.16)
According to monitoring result of semester I/2013, turbidity of seawater of both
have increase trend but temperature has decrease about 1 C compared to previous.
TSS level of both area has increased than previous. Both sahnity and p1-I Ieves
hEIS decreased than previous. (Table 2.1 6a, Table 2.1 6b and Graph 2.16)

Accordings to Monitoring semester 1/2013 results on Table 2.16 above. Both total
amoniac (NHN) and MBAS level are tower than previous (TaNe 2.16).
Graph 2 16a shows salinity, temperature and TSS levels of both tend to increase.
While pH level of both tends to be relatively stable with insignificant change.

(H) of plankton and benthos of both tend to increase (Graph 2.16c and Graph
2.16d)

2.2.1.3 Quality of Monitoring Wells Water

Ground water quality monitoring semester I/2013 conducted on the (five) units
monitoring wells located around the site area. Generally, there
(Table 2.17). While the trend of monitoring wells water quality

Measurement result of temperature level in 5 (five) units monitoring wells around
PT Jakarta Tank Terminal area in Semester I/2013 has decrease than previous level
(Table 2.17). The trend level of temperature increase (Graph 2.17a).
TDS
According to monitoring result 1/2013 (Table 2.17), TDS level of all monitoring
wells water located Sub Station and LPS areas have increased significantly than
previous (semester II/2012). While in others area have decreased compared to the
previous. Over all TDS levels has trend moving clown unless which located at LPS
area has moving up trend. (Graph 2.17b)
TSS
TSS level of monitoring wells water quality analysis result during changed.
Comparing to previous result (Semester wells water has decreased (Table 2.17).
Generally. has increasing with fluctuated trend (Graph 2.17c).
DO
Levels of DO (dissolved oxygen) analysis results (five) monitoring wells were
analyzed in semester 1/2013, generally show decrease compared to the previous
(Table 2.17) with fluctuated trend (Graph 2.17d).

pH Level
The pH level of all monitoring wells water quality which monitored in semester
I/2013 insignificantli increase compared to the previous period II/2012
measurement results (Table 2.17). Trends pH level of monitoring wells water

monitored are fluctuate (Figure 2. 17e).

BOD
BOD levels on monitoring wells water quality were analyzed show a relatively
stable trend with insignificant changes. BOD levels on monitoring wells water
quality of monitoinr wells located near to PT Segara and SHE Storage area has
decrease than previous (II/2012) while others have increase (Table 2.17).
Generally, BOD level of monitoring wells qualities have decreasing trend (Graph
2.17F)
COD
Comparing COD levels of monitoring well water quality measurements on
Semester I/2013 to the prior period results show a decrease in the level of COD in
almost all monitoring wells water were analyzed unless which located near to PT
Segara (Table 2.17). Generally, trend of COD levels increase (Graph 2.17g).

2.2.1.4. Quality of Waste Water


Generahy. the analysis of domestic waste water quality monitoring which is carried
out at outlet of office and workshop STP having variety movement and trend
(Tabel 2.18).
Domestic Waste Water
pH
The pH level of effluent office STP on semester I/2013 measurment has increased
while ph level of effluent SPT workshop has decrease compared to the previous
(Table 2.18). Based on the monitoring Semester II/2010 to 1/2013, trend pH levels
of effluent of STP workshop tends to increase while on STP office tends to decline
(Figure 2.18a). Permanganate (KMnO4)
Results of analysis of effluent STP workshop and office KMnO4 levels decreased
compared to previous (Table 2.18). Based on the monitoring semester II/2010 to
semester I/2013, trend levels of KMnO4 of effluent STP workshop has increase
while in effluent STP office has decline (Figure2.18b).
Total Suspended Solid (TSS)
TSS analysis results on the quality of domestic wastewater in STP workshop and
Office in monitoring period Semenster 1/2013 show decrease compared to
previous (Table 2.18). Based on the monitoring Semester II/2010 to I/2013, trend
of TSS level of effluent STP office is incline while of effluent STP workshop its
decline (Figure 2.18c).

Total Amoniac (NH3N)
Results of analysis of NH3-N levels in the effluent outlet STP in semester 1/2013

Semester II/2010 to 1/2013, trend of MRAS levels in both SW effluent is moving
down (Graph 2,1 8e)

Biochemical Oxygen Demand (BOD)


Analysis results of the of the quality of domestic wastewater (effluent) at the outlet
of STF workshop and office in the first half of the monitoring period showed
1/2013 BOD levels are decreased significantly compared to previous. BOD levels
in the effluent outlet workshops decreased from 21 to 12 mg/L while in office STP
outlets decreased from 42 to 22 mg / L (Table 2.18). Refers on the monitoring
results of Semester 11/2010 to 1/2013, trend of BOD levels of effluent Office STP
is increase while other is down (Graph 2.180.
Chemical Oxygen Demand (COD)
Analysis results of domestic wastewater quality of effluent outlet STP workshop
and office in the semester I/2013 shows COD levels decreased significantly
compared to the previous. On the workshop STP effluent its decreased from 71 to
38 mg/L while the effluent outlet STP office it decreased from 141 to 70 mg/L
(Table 2.18). Based on the monitoring Semester II/2010 to 1/2013, trend COD
level of STP Office and workshops effluent down (Graph 2.18g).

Industrial Wastewater

To recognize the performance of wastewater management which have made to
wastewater storage in TPI/WWTP was performed in comparison to the analysis
result of quality of wastewater storage in TPI/WWTP monitoring period 1/2013
with previous results. (Table 2.19)

By comparing the analysis results of the TSS levels in wastewater (effluent)


storage TPI I WWTP on Semester I/2013 has increased compared to the previous
its 42 to 8 mg/L. The COD at STP WWTP/ TPI effluent quality also decrease from
370 to 60 mg/L. Likewise with F3OD levels were also decreased from 111 to 20
mg / L. While the rate of pH increase from 6.84 to 7.54. (Graph 2.19)

According to monitoring results on Semester II/2010 to I/2013 TSS, COD and


E3OD levels of TPI/WWTP storage effluent have decrease trend while for pH
level has increase trend (Graph 2.19).

2.2.2. Critical Evaluation


2.2.2.1. Air Quality
Ambient and Working Area Air Qualities
The result of ambient air quality monitoring carried out n Semester 1/2013 in SHE
Storage, Utility (LPS), Fire Pump (Jetty Area) and Truck Loading Bay (TLB)
areas shows entire
analyzed parameters still meet the prevailing regulation according to Decree of
Governor of DKI Jakarta No.55
The result of working area air quality in monitoring semester 1/2013 which
undertaken in 1 Year 2001 (Table 2.3).The result of working area air quality in
monitoring semester I/2013 wich undertaken in workplace area shows still meet
the prevailing threshold refers to PerMenakerTranS No PER13/MENfX/2O11.
Appendix II (Table 2.4)

By comparing to the previous result (Semester II/2012) there is a change on


analysis result of ambient air and working area qualities insignificantly and they
still meet the prevailing threshold.
Emission Quality of Stationary Sources
Corrective action and maintenance of fire pump units jetty that has been done by
PT JTT has been able to reduce the level of NO2 hence the NO2 levels in fire
emissions pump the jetty where the measurements of II/ 2012 which exceeded the

threshold and the measurement period I/ 2013 has been able to meet the prevailing
threshold.
Monitoring result of fire pump jetty emission quality in Semester I/2013, all of
parameters analyzed in accordance to meet the applicable standard of Jakarta
Governor Decree No. 670 Year 2000 (Table 2.5). Checking action on the work
system and fire pump jetty repairs will still be done in order to pump jetty fire
performance can be better so the quality emissions entirely permanent jetty fire
pump can meet the prevailing threshold. Monitoring result semester I/2013 on
generator stack emission unit shows almost au of analyzed parameter met the

measurement of 1/2013. The exceeding of CO level might caused by disturbance in
generator performance. Therefore some checking actions and necessary
repairments on generator system will be conducted in order to generator emission
quality can meet the prevailing standard.
Quality of Vehicle Flue Gas Emission
Measurement of quality of vehicle fluegas emission in Semester I/2013 carried out
on 2 (two) operational vehicles with diesel fueled belongs to PT Jakarta Tank
Terminal. Based on mesurement result which performed at Authorized Emission
Test Implementation Workshop in Semester I/2013, all measured parameter still
meet the prevailing threshold refers to Regulation of DKI Jakarta Governor No.
31/2008 (Table 2.6). However checking and repair actions of vehicles operation
will be performed so that the quality of the operational vehicle exhaust can still
meet the predetermined threshold.
2.2.2.2. Seawaters Quality
Monitoring of seawater quality in Semester I/2013 by laboratory analysis of
seawaters samples which took at sub sea pipe and jetty BD-II areas (Table 2.7).
Both of results shows almost all of analyzed parameter still meet the prevailing
threshold according to MOLE Decree No. KEP.51/MENLH/2004 (Appendix I for
port waters), unless brightness (in situ) and oil layer (in-situ). Presence of a layer
of oil (in situ) is estimated to not be sourced from PT Jakarta Tank Terminal
activity since the waters are public waters open so that these waters are also used
by other operating activities such waters. The brightness level (in situ) were
predicted by the presence of relatively low. contaminant material (such as dirt)

carried from upstream and flows into the sampling area waters thus the brightness
in the sampling area to be relatively low.
Referring to the decision of the Minister of Environment (KepMenLH) No 51 Year
2004 Annex 3 to the parameters of quality standards that are not blooming
plankton. the sea conditions in the area of Utility and Jetty can be said to have
fulfilled the threshold value for the number of individuals for all speciesenter the
highest each area still less than 5000 individuals/L (<5000 individuals / liter).
Based on Table 2.8 above it can be seen that the diversity index of plankton
(phytoplaflktOfl and zooplankton) in the jetty area and utility area is still above 2
(> 2). Based on the diversity index (H )above above (Table 2.20). the condition of
the sea she jetty area and utility area with a diversity index above 2 (> 2) indicates
that the condition is not / has not been contaminated.
Pollution Degree Classification according to Lee. et.al. 1978 based on the value of
diversity index (Table 2.20).

Categories of basic components making up the ecosystem or phytoplankton that


can be used to predict water conditions in accordance with the marine life is to
look at the sta bility of comm unity structure. The stability criteria related to the
corn m unity structure of phytoplankton diversity index values are the following.

The value of diversity index (H ) of Phytoplankton and Zooplankton at both area


in more than 2.41 (Table 2.8) and based on Table 2.21 above, the community
structure of marine conditions at jetty and utility areas predicted to be stable. These
conditions indicate the main components of the plankton are considered waters of
the groups were able to sustain trophik structures thereon for each position in the
structure of plankton species trophik not dominated by a particular species if those
species do not exist in the community will impact the lack of food sources for
trophik structure thereon. The criteria are very stable. showing that each species
has an equal importance for the survival of the food webs. So that in case of
absence of a particular species, they can be replaced by other species of plankton.

2.2.2.3. Ground Water Quality (Monitoring Wells Water Quality)


To monitor groundwater quality, monitoring on monitoring wells water has
conducted. Analysis result of monitoring wells water quality of 5 (five) monitoring
wells located at near to the PT. Graha Segara. Sub Station area. SHE Storage area.
Foam Bladder Tank area and LPS 2 area in Semester I/2013 (Table 2.9) shows

most of the analyzed parameters still meet the quality standard in accordance with
Decree of DKI Jakarta Governor No. 582/1995. Type D ( For Agricultural and
urban business) except parameters of TSS, DHL, DO, Na, SAR, Permangante
(KmnO4), BOD, TDS, RSC, COD and parameter oil & fat unevenly in some
monitoring wells water. The existence of parameters which exceed the quality
standard is not expected caused by operating activities of PT Jakarta Tank
Terminal.

TSS leveIs in the water monitoring wells located in the area or sub station and
foam bladder tank based on the analysis of water quaIty monitoring wells on
Semester 1/2013 showed levels that exceed quality standard (> 200 Mg / L) refers
to Jakarta Governor Decree No. 582 of 1995 Group D (designation of agricutural
and urban businesses). TSS levels in the water monitoring wells located in the area
of sub-station and foam bladder tank that exceeds the threshold, each 773 and 327
mg/I indicates the content of suspended substances (such as organic materials and
inorganic) in the high water sourced both from nature and from human activities. A
high content of suspended substances that affect the high turbidity levels affecting
manatari obstruction of light that can affect the process of photosynthesis inside.
Levels of electrical conductivity (EC), which exceeded the quality standard
(> 100 Mg I L) in water quality monitoring wells located in the area of Sub Station
and LPS indicate an intrusion of sea water because there is a fairly high salt
content. This condition can be seen from the level of TDS and salt content of alkali
(Na) is relatively high in water quality monitoring wells located in Sub Station and
LPS areas.
Refers to monitoring results of Semester I/ 2013, dissolved oxygen (DO)
level in the water monitoring wells located in sub station, Foam Bladder Tanks and
LPS areas does not meet the quality standard (<3.0 mg 1 L). This is evident from
the low DO values (<3) on water quality monitoring wells in these areas indicate a
high organic load in the water monitoring wells that are sourced from domestic
sewage and waste from various sources on the flow upstream I around the site
water monitoring wells.
Alkali salt content (Na) is high and exceed the applicable threshold (> 50
Mg I L) in water quality monitoring wells located in LPS area which analyzed on
Semester 1/2013 indicate the possibility of seawater intrusion in this area. Salinity
exceeds the quality standards can also be seen from the TDS and DHL levels to all
water quality monitoring well in LPS area was also higher than the prevailing

threshold.
SAR level (in almost all water quality monitoring wells were analyzed
except monitoring wells located in the area LPS) and RSC (at all water quality
monitoring wells were analyzed) that do not meet the quality standards expected
source of sodium content in the water monitoring wells
The high Permanganate value which exceed the prevailing threshold (> 25 mg / L)
in water quality monitoring wells located in the area of Sub Station indicate
organic substances which is high enough in the water monitoring wells. The
organic substances derived from animals or plants with major elements carbon,.
protein and rat vh;ch organic substances are susceptible to spoilage by bacteria
from oxygen dissolved using
The high BOD levels to exceed the quality standard (> 20 mg I L) in water
quality monitoring wells ocated in Area Sub Station indicates a high organic
content derived by various Sources on the water monitoring wells.
Parameters value of TDS according to results analysis ot water quality
monitoring wells located in Sub Station, Foam Bladder Tanks and LPS areas have
exceeded the threshold (> 200 Mg I L) refers to Jakarta Governor Decree No. 582
of 1995, Group D (designation of agricultural and urban businesses ). The high
value of TDS might be caused by the high dissolved solids in the water monitoring
wells that are derived from various sources including the possibility of salinity due
to sea water intrusion.
COD levels in the water quality monitoring wells located diarea Sub Station,
Foam Bladder Tanks and LPS area that exceeds the applicable standard (> 30 mg I
L) indicates the level of organic matter in the water monitoring wells that are high
can reduce oxygen levels in therein.
Oil and fat content exceeded the quality standard (> nil) on the quality of
water monitoring wells throughout the analysis estimated sourced from a variety of
sources including the upstream activities of the household.
2.2.2.5. Wastewater Quality
Wastewater quality monitoring carried out on domestic and industrial wastewater
qualities. Domestic wastewater quality conducted by sampling effluent at outlets of
workshop and office SIP. While on industrial wastewater conducted by took
effluent sample from the outlet of STP WWTP/TPI.
Laboratory analysis results of the quality of thewaste water at outlet of STP Office
and workshop on Semester I/2013 showed that almost all of analyzed parameters
are meet the quality standards applicable domestic wastewater in accordance with

Regulation No. Jakarta Governor. 122 Year 2005 on Domestic Wastewater
Management in the Province of Jakarta parameters except total ammonia (NHrN).
Parameter total ammonia (NH3-N) which exceeds the threshold is expected to
come from the middle of the performance impaired STP. PT Jakarta Tank
Terminal have checked and have to take some remedial actions. Thus the system
performance of STP Workshop and office going back to normal so that the
resulting effluent can meet the applicable threshold refers to the Jakarta Governor
Regulation No. 122 /2005.

The results of laboratory analysis of the quality of the waste water outlet STP
WWTP / TP on Semester I/2013 showed that all analyzed parameters meet the
quality standards applicable domestic wastewater in accordance wfth Jakarta
Governor Decree No. 582/1995 Lamp.V: Physics. Chemistry. Nevertheless PT
Jakarta Thnk Terminal will proceed with efforts to routine checks against that
system work STP WWTP I TPI Still be working normally and optimally. Thus the
resulting effluent can meet prevailing threshold refers to Jakarta Governor Decree
No. 582/1995 Lamp.V: Physics, Chemistry.
2.2.3. Compliance Evaluation
2.2.3.1. Compliance With The Environmental Management Plan
2.2.3.1.1. Air Quality
Management of air quality have been made since PT Jakarta Tank Terminal began
operation. The whole air quality management as mentioned in the Environmental
Management Plant (RPL) has been implemented. Management has been done on
air quality as :
Instalation of smoke. heat and flare detectors at several areas of fuel tank
location such as truck loading bay and office areas.
Planting plant in certain location which have been recommended. have been
implemented.
It has been requiring all fuel tank transporters to pass vehicle flue gas emission
measurement.
Having available green area approximately 18% of the total land area.
Beside air quality management as contained in. PT Jakarta Tank Terminal has also
made other air quality management programs such as those listed in section 2.1.1.
above.
Thus entire environmental management of air quality on operational phase as
specified in the RKL-RPL has been implemented.

2.2.3.1.2. Seawaters Quality
Management of seawaters quality has been done since PT Jakarta Tank Terminal
began operations. Management on seawater quality covers liquid waste
management as identified in the Environmental Management Plant (RPL) has been
implemented. including the operation and maintenance of an aerobic and anaerobic
combination biofliter unit (STP Office and Workshop) in domestik wastrewater
quality management. Oil sludge (classified as hazardous waste) which originate
from oil catcher and tank cleaning activity are still not collected in the hazardous
waste temporary disposai area (TPS B3) but still reside n the TPI storage tank due
to ts not drained yet. If TPT tank drained ater. the sludge will be collected and
stored jn TPS B3 for further management which will be established with partner
who had permission from Ministry of Environmental.
Thus entire environmental management on operational phase as specified in the
RKL-RPL has been implemented.
2.2.3.1.3. Fire Hazard
Management of potential fire hazard have been conducted since PT Jakarta Tank
Terminal began operation as identified in the Environmental Management Plant
(RPL). Beside air and seawater qualities managements as contained in RPL. PT
Jakarta Tank Terminal has also made fire hazard management programs such as
those listed in section 2.1.1.11 above.
Thus entire environmental management on operational phase as specified in the
RKLRPL has been implemented.
2.2.3.1.4. Public Perception
PT. Jakarta Tank Terminal has made various efforts /programS management of
public perception as mentioned in section 2.1.1.5 through 2.1.1.9 as
implementation of environmental management of public perception as specified in
the RKL-RPL has been implemented since began

2.2.3.2. Compliance With The Environmental Monitoring Plan
PT. Jakarta Tank Terminal has been carrying out environmental monitoring as
mentioned in the RKL-RPL document. Thus entire environmental management on

IlI. CONCLUION

3.1. Effectiveness of Environmental Management and Monitoring


According to environment monitoring result in Semester 1/2013 of
operational activIty of PT. Jakarta Tank Terminal, PT. Jakarta Tank Terminal has
endeavored to manage the environment as wel as mentioned in the RKL-RPL. PT.
Jakarta Tank Terminal has performed some additional environment management
actions such as in traffic and shipping safety aspects in order to make better
environmental management.
Generally, environment management of gas and seawater qualities, fire hazard and
public perception which performed during Semester 1/2013 has able to
control/reduce impact on physical and chemical environment and social
components of operational of PT Jakarta Tank Terminal.
Monitoring result showed that almost entire parameters fulfill the prevailing
thresholds However some of analyzed parameters still exceeding the prevailing
threshold such as some of emission quality, wastewater quality, groundwater
quality and seawaters quality parameters.

All of analyzed parameter of ambient air quality has met the prevailing threshold
refers to Decree of Governor DKI Jakarta No 551/2001.
All of analyzed parameter of workplace area air quality has met the prevailing
threshold refers to Regulations of Ministry of Labor and Transmigration
No. PER. 13/MEN/X/20 1 1.
In general all of analyzed parameter of emission quality of fire pump jetty has
met the prevailing threshold refers to Decree of Governor of DKI Jakarta No. 670
Year 2000, except NO2.
In general all of analyzed parameter of emission quality of generator has met the
prevailing threshold refers to Decree of Governor of DKI Jakzwta No. 670 Year
2000, except Co.
All of measured parameter of flue gas quality of operational vehicles has met the
prevailing threshold refers to Regulation of Governor of DIG Jakarta No. 31 Year
2008.

Derived hazardous and toxic wastes management has been cooperated with
partner who held license from Ministry of Environmental.
Analysis result of effluent quality of STP Office and workshop, almost all
parameter analyzed has met the prevailing threshold refers to Decree of Governor
of DKI Jakarta No. 582/1995 Appendix.V : Physics and Chemicalls, unless NH3-
N. Therefore PT Jakarta Tank Terminal will perform some manitenance and
improvements (if required) in order to better quality performance.
Analysis results of WWTP I P1 effluent STP on Semester 1/2013 showed all
analyzed parameters are meet the quality standards for domestic wastewater in
accordance with Jakarta Governor Decree No. 582/1995 Lamp.V: Physics,
Chemistry.
Monitoring result of fire hazard in semester 1/2013 shows number of
fire/exploition was zero due to environmental management of fire hazard have
been implemented well.
Monitoring result of public perception in Semester 1/2013 shows there were
many local people is being employee of PT Jakarta Tank Terminal and number of
unrest related to operational activity of PT iTT during Semetser 1/2013 was zero

3.2. Confirmity Implementation of Environmental Management and


Monitoring with Environmental Management and Monitoring Plan (RKL-
RPL)

Generally, PT. Jakarta Tank Terminal has carried out environmental management
