GROUP 1

TOPIC: KSSR; the best option for Malaysian school children

Panel 1: Sheron Olga Fedilis (Minister of Education)

Standard Curriculum for Primary Schools (KSSR) has been introduced in year 2011,
starting with Year One pupils to replace KBSR. It is a more holistic approach indeed.
The ministry highlights the need to make changes in areas related to curriculum,
assessment, teacher training, monitoring as well as teaching and learning
approaches.
It is based on six key areas which are communication, spiritual attitude and values,
humanitarianism, literacy in science and technology, physical and personal
development
Learning will be made more fun and the approaches used include project and activity-
based and problem-based learning, with ICT components introduced as early as Year
One.
Pilot project involving 500 schools was carried out throughout the country to get the
feedback
KSSR acts as an initiative to Malaysias commitment to being a world class
knowledge economy and a regional education hub.
It is the best option for current Malaysian school children.

Panel 2: Christopher Sim ( Curriculum Development Officer)

The relevance between KSSR and KBSR. KBSR has been in use since 1983.

KSSR is initiated due to the factors of technology and fast paced progressive world.

KSSR would be able to produce pupil centered learners as it focuses on 4M. Fun
learning element is expanded and HOTS is integrated in the subjects taught. It is not
only based on exam oriented.

The textbook is updated to the current syllabus as to develop Values Driven

Malaysians.

The new elements in the textbook integrate unity and creativity as correlated with
KSSR syllabus.

The textbook also empowers school to customise solutions based on needs.

KSSR is the best option to replace KBSR as it fits the current development in
education.

Panel 3: Ho Suk Ling (Teacher)

KSSR is officially initiated in 2011 for all primary one pupils.

It is an interactive approach compared to KBSR. Pupils have the chance to develop

more skills.

Pupils are expected to achieve a preset of band and no one is left behind.

In KSSR approach, pupils are advised to voice out their opinions regarding an issue.

Disadvantages: teaching is not a priority as lots of paperwork involved. The pupils are
not assessed according to KSSR guidelines.

It also gives pressure to the teachers as the pupils must meet the standard stated.
The learning benchmarking is 100%. More briefing should be given to the teachers on
the internal assessment to avoid confusion and valid assessment.

Personal comment:

KBSR has been used in our education system for a long time since 1983. I think KSSR is the
best option that we have to upgrade our education system so that we will produce a better
learner who can reason, extrapolate and creatively apply their knowledge. KSSR is seen to
meet the standard of global education as the methodology, syllabus and current of
assessment have been revamped. We want to produce better nation who can give out their
opinions in learning not just to memorise facts to excel in examinations. However, more
studies should be done by the ministry of Education to look on teachers perspective. This is
to have better teaching process in line with global standard and reliable assessment. In
conclusion, KSSR is the best curriculum for Malaysians in order to produce individuals with
positive self image and high self-esteem.
GROUP 2

Students will be more critical thinkers and life-long learners.

It emphasizes on students centred, problem and project based learning for a better

ICT into learning process.

ICT subject is introduced in the school (level 2 students)

Teachers would be able to produce human being who is balanced in 5 aspects which
consist of physical, emotional, spiritual, intellectual and social.

Personal comment:

The roles of teachers in 21st century are really vital in order to meet the standards of global
education system. The teachers will be assisted by the SISC+ in order for them to improve
their teaching and learning process. The teachers must be able to master the knowledge that
he or she wants to deliver in order to deliver an effective lesson. The introduction of ICT
subject is in line with current needs as every student must have adequate knowledge in
technology. Integrating collaborative learning in learning is another aspect that every teacher
needs to focus. This is to ensure that they are able to collaborate with each other and
improve their communication skill. In conclusion, the students will be equipped with relevant
knowledge, skills and values.

GROUP 3

TOPIC: Challenges in implementing the new Malaysian curriculum

Panel 1: Lorretta Cheremai Kong (Minister of Education)

Collaboration of stakeholders is needed in order to implement KSSR syllabus for

Malaysian education system
The parents need to collaborate with the school and teachers in order to ensure the
continuity of development in KSSR.
The educators need to have explicit understanding on how to implement the latest
syllabus.
The government has spent RM 6 billion for the ICT purpose in order to integrate
learning and teaching process.
The ministry is trying to reduce the gap of ICT savvy students between rural and
urban schools.

Panel 2: Muhammad Hilmi bin Parhin (Director of the Academic Sector)

Teaching profession needs time and money in order to develop a continuous

implementation of syllabus.

This is to ensure that we have sufficient teaching resources in line with international
standard of education system

The teachers need to improve themselves in order to meet the criteria of world class
educators

The teachers require vast knowledge in applying many skills in teaching methods.

Shortage of teachers should be solved by training more skillful and qualified teachers
in particular subjects.

Panel 3: Fung Guok Howe

Different schools environment will need different curriculum based on local context.
Differences in facilities and quality of teachers will hinder the aspiration of curriculum.

The changes in the system will require changes in many aspects that would cater the
whole system. This is because most of the changes are made due to the needs of
current development in education.

The format of assessment has been changed due to current globalisation and
economy. We do not want the students to only stress on National examinations and
they must focus on the objectives stated.

The availability of technology and ICT will improve the current mode of dissemination
strategy. This is to avoid misconception, confusion and affect the implementation of
the syllabus.

Panel 4: Mira Tey Wee Ling

The senior teachers have difficulty in changing their mind set and teaching approach
in line with KSSR syllabus. The teachers need to go for seminar, courses and
intensive coaching in order to implement KSSR effectively.

The school administrators need to give full support in order to execute KSSR
efficiently. The teachers should not be burdened with lots of workload and files to be
accomplished.

The main focus in the system should be the teaching process.

The lack of facilities will cause problems to the teachers and students in order to
deliver the lesson and update the SBA online.
Personal comment:

Teachers act as the executors in ensuring KSSR in achieving its objectives. This is because
there are many challenges that we need to face especially the teachers. They are the ones
who will deal with our children in order to deliver the lesson as planned. However, we have to
admit that changes will need sacrifices and time as not many of us could adapt to the new
syllabus immediately. We have to bear with the problems that we are facing and make sure
we are moving forward in order to reach world class education standard. In fact, all the shifts
in the blueprint need ample time in order for us to see its progress day by day. Slow and
steady wins the race. In conclusion, we have to collaborate together to ensure that we can
implement the curriculum as planned.

GROUP 5

TOPIC: Factors determining the design of the Malaysian curriculum

Panel 1: Muhamad Nazmi bin Tasman

Economy is a factor that will determine the design in our curriculum. This is to ensure
that Malaysia is able to produce to students who will cater the needs of current
economy.
Social factor is another factor that will mould the design of Malaysian curriculum. This
is because the society will determine on what kind of student that we want to
produce.
Child psychology is also important in order to design the curriculum. This is because
the pupils need to have a curriculum that is relevant and practical to their age, level of
proficiency and flexible.
Panel 2: Muhammad bin Abas

Students participation is really important as the teachers need to trigger their interest
to learn. The lesson must be in two ways of interaction so that the students are able
to be active learners.

Teachers need to choose the best teaching strategies in order to deliver the lesson
well. The learners outcomes are important in order to determine the effectiveness of
the lesson.

Learning approach is focused on as the ministry has revamped the type of

assessment (drilling and memorisation)

Panel 3: Syarifuddin bin Ezan

Globalisation and advancement of technology are the factor why old curriculum have
been abolished. We need to be relevant in our syllabus and revise on our content in
line with current system.

The KSSR system is the best module as it emphasizes on interactive and hands on
learning.

The changes in curriculum are the results of enhancement in the old curriculum.

New demands are needed in order to suit the design of Malaysian curriculum.

Panel 4: Devandran A/L Rangasamy

The students need to focus on the knowledge and how they apply it. This is to
integrate and enhance on their thinking skills.

National language will act as the medium of instructional language and other
languages will be taught as well.

The focus is also on the development and training of teachers (this is to upgrade the
delivery process in learning)-NEP

Core subjects are the subjects that must be learned and they have the opportunity to
learn other subjects.
Personal comment:

They are various factors that we need to consider in designing curriculum especially for our
Malaysian syllabus. This is because we are multi-racial country and we have to consider
many aspects before we implement the curriculum. The content and the learning outcomes
must be in line with the world class education so that we would be able to stand in line with
other developed countries. The factors in designing the curriculum content are the continuity
in enhancing the previous education system. We have to consider that the latest design is for
the current education system that cater the needs of current demands.

GROUP 6

TOPIC: The KSSR Bahasa Inggeris Curriculum aims to promote fluency in the language

Communication is one of the important elements in KSSR. That is why the students
need to focus on specific language skills.
This is to empower students knowledge in communication. The students will be able
to integrate learning and communicate with the others fluently.
It is part of the assessment in KSSR. That is why the students need to focus on the
language.
KSSR emphasizes on fluency rather than accuracy as they need to be fluent and
confident.

Panel 2: Siti Syahirah Nabila bt Mohd Yamin (Curriculum Development Officer)

KSSR curriculum is to improve the weaknesses in KBSR (integrate fun learning in

language)

LINUS programme has been expanded in order to ensure that students will be more
proficient in English and Bahasa Malaysia. Remedial coaching will be given to the
weak students.

It is designed to go beyond acquiring communication skills, self-development.

A modular-based system (KSSR) IS to ensure the pupils fluency in English equally

for all skills.

KSSR aims to promote fluency though learner-centered strategy.

It encourages fluency through fun, hands-on activities and communicative language

strategies

Fluency is one of the principles highlighted in KSSR under the point of education for
life.

It reflects the second shift in the blueprint (ensure every child is proficient in Bahasa
Malaysia and English Language)
Personal comment:

KSSR is one of the best strategies that we ever produced. This is because language is one
of the aspects in the criteria of assessment. The students need to be able to talk fluently
although they are not accurate yet. The KSSR approach is to trigger their confidence level in
order to communicate with the others and able to share what they think of. Accuracy will
come in the next phase when they are able to be fluent. In my opinion, it is really vital that
our students need to talk more and discuss about their opinions especially in learning
process. They will be more confident and in line with the demands of global education
system.
