1. A tender specification was uploaded on e-procurement portal inviting sealed bids from the
registered vendors of EPDCL for supply of 300Nos. 10/5A (Outdoor type), 100Nos. 20/5A (Out-Door),

4. In view of the above it is submitted that as per the clause no. (10) Bid Security Payable to of
Notice Inviting Tender Details in On line Version of the tender specification 2% bid security will be
accepted in the form of MICR DD on any Nationalized / Scheduled Bank payable at Visakhapatnam drawn
in favor of the Pay Officer, APEPDCL, Visakhapatnam OR in case submission of Bank Guarantee from
Nationalized Bank drawn in favors of the Chief General Manager (P&MM), Corporate Office,
Visakhapatnam.
5. Based on the pre-qualification requirements, the technical analysis is carried out by taking into
consideration of minimum 20% qty., minimum of 40% supplies of same or higher rating materials &
performance certificates for the satisfactory performance for 20% supply of similar materials for two years,
type tests and financial turnover.
6. Eligibility condition No.1
Bidder will quote a minimum quantity of at least 20% of the total quantity indicated in the bid
specification. Offers less than the minimum prescribed are liable for rejection

12. From the above, the summary of technical analysis on the qualification requirements (Eligibility
conditions) the following 4 Nos. participated firms has complied all the eligibility conditions.

(i). M/s. Vidyut control systems, Secunderabad

(ii). M/s.Vijay Electricals, Hyderabad
(iii). M/s. Vishal Transformers & Switch gears (P) Ltd, New- Delhi.
(iv). M/s. Concord Electrical Industries, New-Delhi

and the other participated firm M/s. Srinath Power systems, Vijayawada and M/s Soorya Electrical
components Pvt Ltd, Muppandal (TN) has not complied in eligibility condition No.3 and complied in
eligibility condition Nos.1,2, 4 &5.

13. Further the firm M/s. Soorya Electro components Pvt.Ltd who has participated in this tender is a
fresh bidder to EPDCL for procurement of 11KV Metering Cubicles of Outdoor type and Indoor type and
requested for trial order vide reference 2nd cited above.

It is to submit that as per clause 5.48, page no. 65, Trial Order and amendment T O O.
CEE/Construction / Ms No: 263 DT: 6 .12.2006, Trial Orders can be placed on Bidders whose bids are
technically qualified only.

However, for placing the trial orders their Quoted FOR Destination Price shall be lower by at
least 5% of the L1 price (which is technically & commercially qualified). Apart from this, the Bidder,
seeking the Trial Order, shall pass on any advantages on account of the duties & taxes to APTRANSCO.

Further it is to submit that as per the approval as per T.O.O.CE (Const/400 KV)/ Ms.No.1, dt: 03-
04-2010 & as per E.O.O.(P&MM) Ms. No. 107, Dt: 28.04.2010 "Fresh bidders can be given order up to
15% of total quantity as a Trial order, if equipment Justified".

14. In view of the Paras (12) & (13), Submitted for instructions whether,

A) To open the price bids of 4Nos.qualified firms M/s. Vidyut control systems, Secunderabad,
M/s.Vijay Electricals, Vijayawada, M/s. Vishal Transformers & Switch gears (P) Ltd,New Delhi, and
M/s. Concord Electrical Industries, New-Delhi, since all the 4Nos.firms has complied all the eligibility
conditions.

And

B) Not to open the price bid of the firm M/s. Srinath Power systems Vijayawada, and M/s Soorya
Electrical components Pvt Ltd, Muppandal (TN), since both the firms has not complied in eligibility
condition No.3 and complied in eligibility condition Nos .1,2, 4 & 5 and the firm M/s. Soorya Electrical
components Pvt Ltd, Muppandal (TN)requested for Trial order as the firm is a fresh bidder for
11KV Metering Cubicles of capacity 10/5A, 20/5A & 75/5A (Outdoor type), 40/5A (Indoor type) of 0.2S
class accuracy.
