Environmental Constraint

There is not much constraint for this project with regards to its effect on the

environment. The project is to be constructed at relatively smooth terrain of land and is

located with a good access to the road, see Figure??. Because of the history of agricultural

usage of the land to be used for the project, the area is not prone but is subjected to flooding

due to heavy rain. Lack of drainage system alongside the road may result to unexpected

flooding due to rain waste water accompanied by common household wastes from the

nearby residential area. Presence of trees in the area means that documents needed for the

cutting of those trees is needed

These constraints, shows that the main source of the problems is the waste water due to

heavy rain. To address this constraint, the completion of the road widening along the

location of the project will be able to provide necessary drainage combined with the

drainage system of the project itself.

Project Constraints

Basic Constraints

In project management, constraints are any restrictions that defines a projects

limitations. The three most significant project constraints in a project are the schedule,

scope and cost. These three constraints are often called as The Project Management

Triangle based on construction methods and project management.

The schedule, sometimes stated more broadly as time, specifies the timeline according

to which those activities will be accomplished, including the deadline for completion. The

projects scope involves the specific goals, accomplishments and activities that define the

boundaries of the project. The cost, may also be refer to as resources, involves the financial

limitation of resources input and also the limit for the total amount that can be used for the

project.

In Figure ??, it shows that as the scope of the project increases the two constraints also

increases, or as the time offered to finished the project decreases the increase of the cost

and reduced in scope is expected, and as the budget for the project decreases the time

increased and scope decreased. The increase in scope delivered high quality project while

the decrease in cost and time will delivered low quality project. The Project Triangle

may also be interpreted as follows:

Shorter Time of completion + High Quality = More Expensive

Shorter Time of completion + Less Expensive = Low Quality

High Quality + Less Expensive =Longer Time of Completion

Socio-political Constraint

Most of the emergency evacuation centers in the Philippines arent specifically made

for the purpose of sheltering evacuees. The use of gymnasiums and schools as emergency

centers is common on various provinces. The Government, including the local ones, should

plan and take to account the problem in formulating the projects objectives and goals.

With regards to social constraints, in our assessment, portions of the land to be used in

the project, which is will be constructed in Brgy. Sambat, is located in another sector of

the city, which is Brgy. Trapiche. To address this constraint, the government should notify

the locales and process all the necessary documents needed for the acquisition of the land

to be used.
