One of the roles of the government is to promote the common good and the general well-being of
the people. To achieve this goal, our government adopts measures intended to insure economic stability
of all the competent elements of society, through the maintenance of a proper economic and social
stability in the interrelations of the members of the community, constitutionally, through the adoption of
measures legally justifiable, or extra-constitutionally, through the exercise of powers underlying the
existence of all governments on the long-standing principle of salus populi est suprema lex, generally by
protecting and assisting the weaker members of society, are considered to be social legislation. Social
legislation is one of the most effective and efficient way in bringing about the aim of elevating the lives of
those considered as weaker members of the community. It is through social legislations that the
government promote the common good and welfare of the people by attending to the needs of the
weaker members of society by protecting and assisting them in getting a better life and having an equal
position with those higher members in the eyes of the law so that justice may be approximated.

Under Section 1, Article XII of the 1987 Constitution, it was provided that, the goals of the national
economy are a more equitable distribution of opportunities, income, and wealth; a sustained increase in
the amount of goods and services produced by the nation for the benefit of the people; and an expanding
productivity as the key to raising the quality of life for all, especially the underprivileged.

The State shall promote industrialization and full employment based on sound agricultural
development and agrarian reform, through industries that make full and efficient use of human and
natural resources, and which are competitive in both domestic and foreign markets. However, the State
shall protect Filipino enterprises against unfair foreign competition and trade practices.

To give the provision fangs for its enforcement, implementation and realization, social legislation
like the Republic Act No. 6657 otherwise known as Comprehensive Agrarian Reform Law is made
enforced. The law envisions to have an equitable land ownership with empowered agrarian reform
beneficiaries who can effectively manage their economic and social development to have a better quality
of life. The law established a program of agrarian reform or redistribution of lands, regardless of crops or
fruits produced, to farmers and regular farmworkers who are landless, irrespective of tenurial
arrangement, to include the totality of factors and support services designed to lift the economic status
of the beneficiaries. The institution of the Comprehensive Agrarian Reform Program aims to promote social
justice and industrialization empowering farmers in the Philippines develop a quality life and equal
opportunity to lift their economic and social status.

In an attempt to encounter one of the beneficiaries of the Comprehensive Agrarian Reform


Program, our group went to the Department of Environment and natural resources and tried to ask a list of
beneficiaries of said program. The Department of Natural Resources

In the interview conducted with the wife of the beneficiary, Mrs. _____________, and based on
what we have also witnessed, the acquisition of the land seemed to have elevated the familys social and
economic status. They lived in a furnished house with appliances. They also have a small sari-sari store
and acquired a tricycle and a motorcycle which they use as a source of additional income and as a means
of transportation in transporting their products within the municipality. These are all attained because of the
acquisition of the land and their continuous cultivation of the land. Aside from these, one of the most
important benefit that the family had as a fruit of their continuous cultivation of the land and livelihood that
they have reaped is that they have contributed a teacher in the society as their eldest daughter is now a
professional elementary school teacher and their youngest is now a graduating student of nursing in the
University of Cebu. These achievements were actually among the benefits that the family have gained
because of the acquisition of such land.

The lives of those beneficiaries will continuously progress if the government would select not just
those qualified beneficiaries but also those beneficiaries who are capable of developing their lives by the
use of the agricultural lands distributed to them. In the present, the effect of the redistribution of the lands
since the implementation of the law is slowly making a difference and improvement on the lives and the
lives of the descendants of those who have maximized the use and cultivated the lands to produce the
agricultural products such lands are compatible of producing. The governments role in assisting them and
providing the beneficiaries the knowledge, equipment and tools in maximizing the production of the crops,
vegetables, fruits and other products of animals plays a great factor in the continuous development of our
farmers and beneficiaries lives and the economy which would give a positive impact to the society as a
whole. Based on one beneficiary that we encountered, we were able to see a positive effect of the
Comprehensive Agrarian Reform Program to the familys economic and social life.

Social legislations like the Republic Act no. 6657 or the Agrarian Reform Law without a doubt could
change the lives of those considered as weaker members of the society. Such laws provide them equal
opportunity in making their lives and the life of their children better in terms of economic and social aspect.
The government have a lot of programs and activities offered concerning the implementation and
enforcement of the program. The government must disseminate the information about this programs and
activities so that the assistances may be provided to more beneficiaries of the Comprehensive Agrarian
Reform Law and other farmers in the agricultural activities they practice in their lands. Such activities and
programs imparting or sharing knowledge and methods or practices in producing agricultural products must
also be conducted not in certain areas only. Philippines have a lot of farmers and small time fishermen who
works hard and produce the provisions that we take in our everyday living. Programs and activities imparting
technical, financial and scientific assistance must also be spread to as many areas in the Philippines as
possible. By helping our farmers throughout the country learn and apply tested practices in agriculture and
in producing agricultural products, social and economic progress and development is definite.

Conclusion:

Agrarian laws like the Comprehensive Agrarian Reform Program and other social legislation laws without
a doubt gives the weaker members of the society equal opportunity in the development of their economic
and social status in the society. Such laws would bring about the common good and general welfare of the
people. We have seen how it affected the lives of Agrarian Reform Beneficiaries and has truly made a
positive outcome. For one beneficiary, several lives have changed and a whole familys social and
economic life had progressed. The governments involvement in enforcing social legislations, like the
Comprehensive Agrarian Reform Law, along with the programs that are established for its implementation
would give a significant impact in the development of its peoples economic and social lives and a substantial
contribution to the economy of the country.
