Agriculture Sector
There will be a uniform premium of only 2% to be paid by farmers for all Kharif crops
and 1.5% for all Rabi crops. In case of annual commercial and horticultural crops, the
premium to be paid by farmers will be only 5%.
The premium rates to be paid by farmers are very low and balance premium
will be paid by the Government to provide full insured amount to the farmers
against crop loss on account of natural calamities.
There is no upper limit on Government subsidy. Even if balance premium is 90%, it will
be borne by the Government.
Earlier, there was a provision of capping the premium rate which resulted in low claims
being paid to farmers. This capping was done to limit Government outgo on the
premium subsidy. This capping has now been removed and farmers will get claim
against full sum insured without any reduction.
The use of technology will be encouraged to a great extent. Smart phones will be used
to capture and upload data of crop cutting to reduce the delays in claim payment to
farmers. Remote sensing will be used to reduce the number of crop cutting
experiments.
The new Crop Insurance Scheme is in line with One Nation One Scheme theme. It
incorporates the best features of all previous schemes and at the same time, all
previous shortcomings/weaknesses have been removed.

The State government is set to launch a Rs. 70-crore scheme to provide custom-hiring
of agricultural machinery at affordable rents to farmers to make up for the shortage of
farm labour.
Each rural Assembly constituency will get one such custom-hiring centre to begin with.
Later, centres would be located at all hoblis.
Under the scheme, which is based on public-private-partnership model, the
government and the operator of the custom-hiring centre will together invest Rs. 75
lakh in two years to buy the farm machinery including tractors, tillers, cultivators and
diggers.
Hobli-level committees, comprising local farmers, would advise the proposed centres
on the farm machinery needed.
It would depend on the local requirements and cropping pattern, besides prescribing
the rent for each machine.
It is a flagship project of Karnataka State, where in the main object is to improve rainfed
agriculture scenario through efficient management of rain water and enhancing farm
productivity.
The scheme has different components such as insitu moisture conservation, construction
of water harvesting structures and providing micro irrigation system.
Under horticulture component, poly house construction and cultivation of crops in open
field are taken up.
This scheme has helped in conservation of natural resources and enhancing the
productivity of horticulture crops and income of farmers.

As per the National Forest Policy, 33% of the Geographical area must be tree cover. To
achieve the goal the Department is implementing various afforestation programmes. Since
the target of afforestation is very high, greening must be done through a revolution. This can
be achieved successfully by voluntarily of farmers, public and NGOs.
To enlist the cooperation of farmers and general public in the noble task of increasing tree
cover, the Krishi Aranya Protsaha Yojane, the State governments scheme has launched from
the year 2011. As per the guidelines of the programme, the farmers, public and NGOs may
obtain the seedlings at subsidized rates at nearest nurseries of the department and
incentives are given to farmers to encourage them to grow native tree species on their
lands.
The department provided Rs. 10 as incentive for each seedling that survived. Evaluation of
the seedlings would be done by the respective forest officers. A sum of Rs. 15 and Rs. 20 per
seedling was paid as incentive to farmers in the second and third year respectively.

A comprehensive and affordable Health Insurance Scheme for the Persons with
Disabilities (PwDs)
Objective: Health services and its access to persons with disabilities assume a very
significant role in order to enable and empower persons with disabilities (PwDs) to live
independently and with dignity as possible. In this context, the Health Insurance facility
becomes important but presently such products are not easily available for persons
with developmental disabilities. In such a situation, a tailor made Group Health
Insurance Scheme like Swavlamban Health Insurance Scheme has been conceived
with the objective of providing affordable Health Insurance to persons with blindness,
low vision, leprosy-cured, hearing impairment, loco-motor Disability, mental
Retardation and mental Illness.
It also aims to improve the general Health condition & quality of life of persons with
disabilities.
The scheme has been designed to deliver comprehensive cover to the beneficiary as
well as his family (PwD, Spouse & up to two children), has a single premium across
age band and can be availed by PwDs aged between 18 years and 65 years with
family annual income of less than Rs. 3,00,000 per annum.
The scheme also ensures coverage of any pre-existing condition and a health Insurance
cover up to Rs. 2,00,000 per annum as family floater.

Child Labour (Prohibition and Regulation) Amendment Act, 2016
The act has completely banned employment of children below 14 in all occupations and
enterprises, except those run by his or her own family, provided that education does not
hampered.
The 1986 act prohibited the employment of children under 14 years in certain occupations
like bidi-making, mines, domestic work, power looms, automobile workshops, carpet
weaving etc.
Addition of a new category of persons called adolescent. It defines children between 14
to 18 years as adolescents and bars their employment in any hazardous occupations.
The act makes child labour a cognizable offence.
Employing children below 14 years will attract a jail term between 6 months to two years
(earlier 3 months to 1 year) or a penalty between twenty-thousand to fifty thousand
rupees or both for the first time.
Repeat offenders will attract imprisonment between 1 year to 3 years (6 months to 2
years).
In case, the offender is a parent, it provides a relaxed penal provision and proposes a fine
of Rs.10,000 for repeat offence committed by parent.
The act has a provision of creating Rehabilitation Fund for the rehabilitation of children.
The number of hazardous occupations has been brought down from 83 to 3.
The three occupations are mining, inflammable substances, and hazardous processes
under the Factories Act.
It empowers Union Government to add or omit any hazardous occupation from the list
included in the act.

Training of 5 lakh youth under Chief Ministers Skill Development Programme based on
demand survey. Under this, 20% SC, 7% ST and 15% minority youth to be trained.

Over the next year, PMKVY will skill 24 lakh youth, across India
For the first time, the skills of young people who lack formal certification, such as
workers in Indias vast unorganised sector, will be recognised.
Through an initiative known as Recognition of Prior Learning (RPL), 10 lakh youth will

Announced in the 2013-14 budget to create employment opportunities for two lakh
unemployed rural youth in Karnataka.
Unemployed youths will be benefited with special skill training to start their own business,
besides the government will also help them in getting loan to start new venture.
At least 40 to 50 such unemployed youths should be identified by the local elected
members to make them self employed.
This scheme also helps in arresting the migration of youths to urban areas from the rural
areas in search of job.
The Department of Youth Affairs has been operating a number of Schemes for
development and empowerment of youth. In order to improve the effectiveness of these
Schemes, it has been considered necessary to merge these Schemes into a single Scheme,
which can act as the flagship scheme of the Department. This will help in achieving better
synergies between the Schemes and thereby, improve their effectiveness and help in
achieving better outcomes with the available resources.
The Ministry of Youth Affairs and Sports now has a new umbrella Scheme called 'Rashtriya
Yuva Sashaktikaran Karyakaram' (RYSK) along with two other schemes namely National
Service Scheme (NSS) and Rajiv Gandhi National Institute of Youth Development
(RGNIYD) for the development of adolescents and youth of the country.

Under Anna Bhagya Scheme, Karnataka government has distributed food grains to the below
poverty line (BPL) families at free of cost in the state.
Schemes Objectives
The main motto of this scheme is to provide rice free of cost for people who belong to
below poverty line. The Anna Bhagya scheme was improved in the recent state budget by
the Chief Minister Siddaramaiah and now, a single-member family will get 7 kg of rice
while a 10 member family will get 70 kg a month.
The aim of the scheme is to provide subsidized rice to the targeted beneficiaries like
families living below poverty line. The price of the food is increasing day by day and
under such circumstance, the condition of the poor families has become even worse since
they do not have enough money to purchase food grains at market rates. This is a very
noble initiative taken by Karnataka Government for helping poor and deprived families to
provide them food grains
Karnataka government has distributed food grains to the below poverty line (BPL )families

A 10 member family will get 70 kg a month under this scheme
Along with the food grains, government also distribute Wheat, Sugar, Salt, Kerosene and

Will provide free LPG connection to poor families without LPG connection and to make
Karnataka kerosene free. This will be done by:
Distribution of 2-burner gas stoves to all Ujwala beneficiaries at Rs. 1,000 each.
Rs. 1,600 subsidy for LPG connection, to 5 lakhs eligible poor families not selected
under Ujwala scheme.
Ration card holders having kerosene facility, to have the option of choosing either
kerosene or rechargeable LED sets.
The Ujjwala Yojana was launched by Prime Minister Narendra Modi in May 2016 from
Maldepur Morh, Ballia in Uttar Pradesh.
Tagline for the scheme: Swachh Indhan, Behtar Jeevan.
Purpose of the scheme: Empower women and protect their health by shifting them from
traditional cooking based on unclean cooking fuels or on fossil fuels to clean cooking gas.
Beneficiary: Under the scheme, an adult woman member of a BPL will be given deposit-
free LPG connection with financial assistance of Rs 1,600 per connection by the Centre.
Identification of beneficiaries: It will be through the Socio-Economic Caste Census (SECC)
in consultation with state governments and Union territories.
Implementing Ministry: The scheme is being implemented by the Union Ministry of
Petroleum and Natural Gas.
Targets: 8,000 crore has been earmarked for providing 5 crore LPG connections to poor
households within 3 years by 2019

The Government of Karnatakas vision for the Common Service Centre Project is that the
IT enabled Government Services should be accessible to the common man in his/her
village, through efficient, transparent, reliable and affordable means.
This vision shall be realized by the state Government by setting up the CSC project in
partnership with 1 or more private entities who will establish the network of common
service Centers and deliver range of G2C and B2C services through the network of CSCs.
Mission Statement: The mission of the CSC Project is to deliver efficient Government services
at the doorstep of Citizen. This project is in conceptualization stage.
Objective
1. The following is the list of objectives proposed for the CSC project:
2. To establish 2000 or more CSCs across rural Karnataka at Gram Panchayat level and
provide G2C services in a convenient and efficient manner.
3. To provide all the G2C services throughout the state, as and when the departments are
ready.
4. To enhance the accountability, transparency and responsiveness of the Government to

5. To provide efficient and cost effective methods of service delivery to departments and
agencies
6. To allow the delivery of services through partnership with a company, that will be
selected through a competitive bidding process.
7. To ensure speedy, timely and also certainty of providing the services to the citizens.
8. To enable Government departments and agencies to focus on their core functions and
responsibilities by freeing them from the routine operations like delivery of certificates,
land records, collection of utility bills of citizens and thereby enhancing the overall

By amendment to the constitution of India, Article 371(j) was inserted into the constitution in
2013 and the HKRDB was set up by the HKRDB order 2013.
Jurisdiction: The jurisdiction of the Board is spread over 40 assembly constituencies (after the
recent delimitation of constituencies) of Bidar, Bellary, Kalaburagi, Koppal, Raichur and Yadgir
districts.
The mission of the HKRDB is to achieve rapid inclusive growth and balanced regional
development with social justice for the six districts coming under Hyderabad Karnataka Region.
The vision is to achieve this through Macro and Micro level planning by filling the historical
developmental gaps in such a way that the centres of growth and the peripheries develop in
tandems and in an interdependent manner. The HKRDB has adopted the Taluka as a unit, taking
guidance from the Dr. Nanjundappa Report on Redressal of regional Imbalance. Funds for
Micro Projects (60%) are allocated proportionate to the CDI (Comprehensive Deprivation Index)
for that Taluka and must be spent on critical Infrastructure and institutional gaps. For Macro
Projects (40%) funds are allocated sector wise by the Board, to fill gaps in Macro sectors
identified according to scale or scope or a combination of the two. 31

Rajiv Awas Yojana (RAY) envisages a Slum Free India" with inclusive and equitable cities in
which every citizen has access to basic civic infrastructure and social amenities and decent
shelter.
Mission
Encourage States/Union Territories (UTs) to tackle slums in a definitive manner, by focusing on:
1. Bringing all existing slums, notified or non-notified (including recognized and identified)
within the formal system and enabling them to avail the basic amenities that is available
for the rest of the city/UA;
2. Redressing the failures of the formal system that lie behind the creation of slums by
planning for affordable housing stock for the urban poor and initiating crucial policy
changes required for facilitating the same.

1. Improving and provisioning of housing, basic civic infrastructure and social amenities in

RAY will also extend financial support States for creation of affordable housing stock through

The scheme is applicable to all slums within a city, whether notified or non-notified (including
identified and recognized), whether on lands belonging to Central Government or its
Undertakings, Autonomous bodies created under the Act of Parliament, State Government or its
Undertakings, Urban Local Bodies or any other public agency and private sector. It is also
applicable to urbanized villages inside the planning area of the city, urban homeless and
pavement dwellers
The scheme has been launched with objective of constructing more than two crore houses across
the nation within seven years time period. The beneficiaries of the scheme would be poor and
people living under low income group categories.

software developed by NIC.
Bhunaksha
It is a cadastral mapping software developed by NIC using Open source applications and
libraries to facilitate management of digitized cadastral maps.
With proper customization Bhunaksha can be integrated with existing Land Records
application of any states that deals with textual data.
The scanning, digitization, verification of cadastral maps are the pre-processes and input
to Bhunaksha application.
The interfaces are implemented differently for different states based on the structure of
that states database.
Various operations like storage of the maps, display of village maps, display of a land
parcels related to owners, division of land parcels, import of ETS data, creation of maps
from Field measurement books(FMB) and updation of plots because of mutations.
It also has an Android based light version for smartphones.

To popularize wilderness tourism and eco-trails across the State, 2017 has been declared
as the Year of the Wild.

The policy (under the Adopt a Tourist Destination programme) also allows tourist
destinations to be adopted by corporates (as part of their CSRactivities) to develop facilities
and infrastructure
Corporates will finance activities, operations, and maintain facilities. Those willing to adopt
such destinations will also ensure adequate funding for a minimum period of five years.
Accordingly, the government signed six MoUs with corporates for the adoption of tourist

Through a tax credit mechanism, this tax is collected on value-added goods and services

The system allows the set-off of GST paid on the procurement of goods and services
