Agriculture Sector

Extension of "Krishi Bhagya" to all talukas


of Coastal and Malnad areas (excluding
command areas)

The objective of the scheme is to rent out agriculture and farm equipment at
cheaper price
Charitable Trusts, non-governmental organizations (NGOs) and farm equipment
manufacturing companies can set up Krishi Yantra Dhare centres at hobli level.

About Pradhan Mantri Fasal Bima Yojana

There will be a uniform premium of only 2% to be paid by farmers for all Kharif crops
and 1.5% for all Rabi crops. In case of annual commercial and horticultural crops, the
premium to be paid by farmers will be only 5%.
The premium rates to be paid by farmers are very low and balance premium
will be paid by the Government to provide full insured amount to the farmers
against crop loss on account of natural calamities.
There is no upper limit on Government subsidy. Even if balance premium is 90%, it will
be borne by the Government.
Earlier, there was a provision of capping the premium rate which resulted in low claims
being paid to farmers. This capping was done to limit Government outgo on the
premium subsidy. This capping has now been removed and farmers will get claim
against full sum insured without any reduction.
The use of technology will be encouraged to a great extent. Smart phones will be used
to capture and upload data of crop cutting to reduce the delays in claim payment to
farmers. Remote sensing will be used to reduce the number of crop cutting
experiments.
The new Crop Insurance Scheme is in line with One Nation One Scheme theme. It
incorporates the best features of all previous schemes and at the same time, all
previous shortcomings/weaknesses have been removed.

machineries - Subsidy of Rs.5 lakhs per centre or maximum 50% (75% in case of SC/ST).

Custom-hiring centres to rent out farm machinery

The State government is set to launch a Rs. 70-crore scheme to provide custom-hiring
of agricultural machinery at affordable rents to farmers to make up for the shortage of
farm labour.
Each rural Assembly constituency will get one such custom-hiring centre to begin with.
Later, centres would be located at all hoblis.
Under the scheme, which is based on public-private-partnership model, the
government and the operator of the custom-hiring centre will together invest Rs. 75
lakh in two years to buy the farm machinery including tractors, tillers, cultivators and
diggers.
Hobli-level committees, comprising local farmers, would advise the proposed centres
on the farm machinery needed.
It would depend on the local requirements and cropping pattern, besides prescribing
the rent for each machine.

About Krishi Bhagya:

It is a flagship project of Karnataka State, where in the main object is to improve rainfed
agriculture scenario through efficient management of rain water and enhancing farm
productivity.
The scheme has different components such as insitu moisture conservation, construction
of water harvesting structures and providing micro irrigation system.
Under horticulture component, poly house construction and cultivation of crops in open
field are taken up.
This scheme has helped in conservation of natural resources and enhancing the
productivity of horticulture crops and income of farmers.

the target of afforestation is very high, greening must be done through a revolution. This can
be achieved successfully by voluntarily of farmers, public and NGOs.

To enlist the cooperation of farmers and general public in the noble task of increasing tree
cover, the Krishi Aranya Protsaha Yojane, the State governments scheme has launched from
the year 2011. As per the guidelines of the programme, the farmers, public and NGOs may
obtain the seedlings at subsidized rates at nearest nurseries of the department and
incentives are given to farmers to encourage them to grow native tree species on their
lands.

The department provided Rs. 10 as incentive for each seedling that survived. Evaluation of
the seedlings would be done by the respective forest officers. A sum of Rs. 15 and Rs. 20 per
seedling was paid as incentive to farmers in the second and third year respectively.

Beary Language or Beary Basse Byri Bs is an language mainly spoken by
the Muslim communities mainly in Dakshina Kannada and Udupi districts and some parts
of Kerala. Bearys speak a language made of Malayalam idioms with Tulu & Kannada

Janatha Bazar generic drug stores

To make available affordable drugs to the poor patients in the state.


The initiative is on similar lines of the Department of Pharmaceuticals (DoP)'s Jan Aushadhi
generic stores which was launched in 2008 to make available affordable drugs to the poor
patients.
The state government has decided to sell generic drugs at 50 per cent discount on maximum
retail price by opening up the generic drugs stores across hospitals coming under the medical
education department
The first of this store was opened at the Victoria Hospital, the oldest government medical centre
in the state.
The state drugs control department will carry out surprise inspections on similar lines of its
operations being conducted at the 25,000 pharmacy outlets across Karnataka.
The drugs which are being made available at the outlets will be for all diseases and disorders
covering asthma, anti hyper tension, cancer, cardiology, nephrology, ophthalmology,
dermatology and Parkinson's disease
The Janatha Bazar generic drug stores will sell medicines at 50 per cent of the MRP. This move
would be a boon to the general public especially the poor patients.
The stores would not just offer 50 per cent discount on MRP for generics but also for branded
drugs, life saving drugs, orthopaedics accessories and cardiac implants.

A comprehensive and affordable Health Insurance Scheme for the Persons with
Disabilities (PwDs)
Objective: Health services and its access to persons with disabilities assume a very
significant role in order to enable and empower persons with disabilities (PwDs) to live
independently and with dignity as possible. In this context, the Health Insurance facility
becomes important but presently such products are not easily available for persons
with developmental disabilities. In such a situation, a tailor made Group Health
Insurance Scheme like Swavlamban Health Insurance Scheme has been conceived
with the objective of providing affordable Health Insurance to persons with blindness,
low vision, leprosy-cured, hearing impairment, loco-motor Disability, mental
Retardation and mental Illness.
It also aims to improve the general Health condition & quality of life of persons with
disabilities.
The scheme has been designed to deliver comprehensive cover to the beneficiary as
well as his family (PwD, Spouse & up to two children), has a single premium across
age band and can be availed by PwDs aged between 18 years and 65 years with
family annual income of less than Rs. 3,00,000 per annum.

Child Labour (Prohibition and Regulation) Amendment Act, 2016

The act has completely banned employment of children below 14 in all occupations and

Rajiv Gandhi Yuva Chaitanya scheme

Announced in the 2013-14 budget to create employment opportunities for two lakh
unemployed rural youth in Karnataka.
Unemployed youths will be benefited with special skill training to start their own business,
besides the government will also help them in getting loan to start new venture.
At least 40 to 50 such unemployed youths should be identified by the local elected
members to make them self employed.
This scheme also helps in arresting the migration of youths to urban areas from the rural
areas in search of job.

Rashtriya Yuva Sashaktikaran Karyakram (RYSK)

The Department of Youth Affairs has been operating a number of Schemes for
development and empowerment of youth. In order to improve the effectiveness of these
Schemes, it has been considered necessary to merge these Schemes into a single Scheme,
which can act as the flagship scheme of the Department. This will help in achieving better
synergies between the Schemes and thereby, improve their effectiveness and help in
achieving better outcomes with the available resources.
The Ministry of Youth Affairs and Sports now has a new umbrella Scheme called 'Rashtriya
Yuva Sashaktikaran Karyakaram' (RYSK) along with two other schemes namely National

What is Anna Bhagya Scheme

Under Anna Bhagya Scheme, Karnataka government has distributed food grains to the below

Schemes Objectives

The main motto of this scheme is to provide rice free of cost for people who belong to
below poverty line. The Anna Bhagya scheme was improved in the recent state budget by
the Chief Minister Siddaramaiah and now, a single-member family will get 7 kg of rice
while a 10 member family will get 70 kg a month.
The aim of the scheme is to provide subsidized rice to the targeted beneficiaries like
families living below poverty line. The price of the food is increasing day by day and
under such circumstance, the condition of the poor families has become even worse since
they do not have enough money to purchase food grains at market rates. This is a very
noble initiative taken by Karnataka Government for helping poor and deprived families to
provide them food grains

The Government of Karnatakas vision for the Common Service Centre Project is that the

service Centers and deliver range of G2C and B2C services through the network of CSCs.

social amenities in each selected slums. Rental and transit housing will be admissible under the
scheme. Operation and maintenance (O&M) of assets created under this scheme will also be
eligible for funding.

Beneficiaries: The beneficiaries of the scheme include Women, Economically Weaker


Section of society (EWS), Scheduled Tribes (ST) and Scheduled Casts(SC).
The government will provide subsidy ranging between 1 lakh to 2.30 lakh to people from
above categories in order to make them secure.
The government would provide an interest subsidy of 6.5% on housing loans availed by
the beneficiaries for a period of 15 years from the start of loan.
The houses under Pradhan Mantri Awas Yojana would be allotted to preferably the female
member of the family.
Along with this, preference would be given to the female applicants. This scheme is mostly
a pro-women scheme.
While allotting ground floors in any housing scheme under the PMAY, preference would be
given to differently-abled and older people.
The construction of houses under PMAY would be carried out through technology that is
eco-friendly.
In addition to the above, an Rs 1.5 lakh would be provided to all eligible urban poor who
want to construct their own house in urban areas or wish to make necessary renovations
in their existing houses
Under this scheme, the ICICI will provide housing loans at subsidized rates of 6.5 %
annually for the loan amount of Rs. 6 lakh (maximum). This subsidy will be credit linked.
This housing loan will be provided along with the partnership with National Housing Bank,
which will administer the entire housing project. And the maximum loan tenure to get the
subsidy is 15 years

Atal Mission for Rejuvenation and Urban Transformation (AMRUT)

AMRUT is the new avatar of the Jawaharlal


Nehru National Urban Renewal Mission
(JNNURM).
It adopts a project approach to ensure basic
infrastructure services relating to water

transportation and development of green
spaces and parks with special provision for meeting the needs of children.
Under this mission, 10% of the budget allocation will be given to states and union
territories as incentive based on the achievement of reforms during the previous year.

efficient urban mobility and public
transport; affordable housing, especially for the poor; robust IT connectivity and
digitalization; good governance, especially e-Governance and citizen participation;
sustainable environment; safety and security of citizens, particularly women, children and
the elderly; and health and education.
Smart Solutions: The smart solutions under the mission refer to use of technology in such
a way that it leads to Smart outcomes.
Selection and spatial distribution of Smart Cities: Government plans to develop 100 Smart
Cities distributed among the States and UTs on the basis of an equitable criteria. The
formula gives equal weightage (50:50) to urban population of the State/UT and the
number of statutory towns in the State/UT. T
he distribution of Smart Cities will be reviewed after two years of the implementation of
the Mission.
Based on an assessment of the performance of States/ULBs in the Challenge, some re-
allocation of the remaining potential Smart Cities among States may be required to be
done by Ministry of Urban Development.
Special Purpose Vehicle: The implementation of the Mission at the City level will be done
by a Special Purpose Vehicle (SPV) created for the purpose. The SPV will plan, appraise,
approve, release funds, implement, manage, operate, monitor and evaluate the Smart

The Digital India Land Records Modernization Programme (DILRMP)

Launched by Government of India in August 2008, aimed to modernize management of


land records, minimize scope of land/property disputes, enhance transparency in the
land records maintenance system, and facilitate moving eventually towards guaranteed
conclusive titles to immovable properties in the country.
The major components of the programme are computerization of all land records
including mutations, digitization of maps and integration of textual and spatial data,
survey/re-survey and updation of all survey and settlement records including creation of
original cadastral records wherever necessary, computerization of registration and its
integration with the land records maintenance system, development of core Geospatial
Information System (GIS) and capacity building.

Digitisation of Parcel Maps (Tippanis) of all taluks using Bhoo Nakshe or Colab Land
software developed by NIC.

Bhunaksha

It is a cadastral mapping software developed by NIC using Open source applications and
libraries to facilitate management of digitized cadastral maps.
With proper customization Bhunaksha can be integrated with existing Land Records
application of any states that deals with textual data.
The scanning, digitization, verification of cadastral maps are the pre-processes and input
to Bhunaksha application.
The interfaces are implemented differently for different states based on the structure of
that states database.
Various operations like storage of the maps, display of village maps, display of a land
parcels related to owners, division of land parcels, import of ETS data, creation of maps
from Field measurement books(FMB) and updation of plots because of mutations.
It also has an Android based light version for smartphones.

Karnataka State Highways Improvement Project (KSHIP)

The Karnataka State Highways Improvement Project (KSHIP) is an initiative of the


Public Works Department of the Government of Karnataka for improvement of road
network of the state with World Bank assistance.
The Public Works Department carried out Strategic Option Study (SOS) during 1996 on
a road network of 13,362 kms comprising State Highways and Major District Roads and
the study identified 2888 kms of roads for prioritized improvements.
The World Bank have extended Technical Assistance (T.A.) Loan of US $ 3.2 million for
project preparation through the Department of Economic Affairs of Ministry of Finance,
Government of India for taking up the Project Coordinating Consultancy (PCC) Services
to investigate and prepare detailed project report on the 2888 kms and Institutional
Development Strategy (IDS) Study

The Karnataka State Highways Improvement III Project (KSHIP-III):

is designed to improve transport connectivity in the state by rehabilitating and


upgrading state highways (SHs) forming part of the Core Road Network (CRN) in the
state. The Project constitutes (i) rehabilitating and upgrading about 500km of SHs; (ii)
improving road maintenance and asset management through the use of public-private
partnerships (PPP); and (iii) improving road safety. Consulting services will be provided
to supervise the implementation of civil works. A project preparatory technical
assistance (PPTA) of $600,000 is included, which is completed.
The impact of the project will be improved road transport connectivity in the state of
Karnataka. The outcome will be improved road accessibility and road efficiency in
Karnataka. The outputs will be (i) improved and rehabilitated state roads; (ii) improved
road maintenance and asset management and; (iii) road safety improved.

DPR to be prepared for construction of additional Dock measuring 1508 meter for
stationing 5 ships of 14 metres depth in Karwar.
Rs.50 crore special package to be given for development of roads in Kodagu district.

Karnataka Tourism Policy 2015-20

The Karnataka government has envisaged a mammoth plan to make the State the top tourist
hotspot in India, as part of the Karnataka Tourism Policy 2015-20
As a first in India, the new policy intends to set a roadmap to accelerate and facilitate
private investments and promote entrepreneurship in tourism
The policy (under the Adopt a Tourist Destination programme) also allows tourist
destinations to be adopted by corporates (as part of their CSRactivities) to develop facilities
and infrastructure
Corporates will finance activities, operations, and maintain facilities. Those willing to adopt
such destinations will also ensure adequate funding for a minimum period of five years.
Accordingly, the government signed six MoUs with corporates for the adoption of tourist
destinations in the State. The government will provide suitable concession and investment
subsidies for various tourism products and services.
