Dear Learners,

It gives me great pleasure to welcome you to Indira Gandhi National Open University (IGNOU) and I congratulate
you for deciding to pursue your studies through the Open and Distance Learning (ODL) System adopted by the
University. This Central University, established by an Act of Parliament, has the objective of providing higher education
to all those who aspire for it.

The University is committed to excel in teaching, training, capacity building, scholarship, research and public service.
IGNOU values the appropriate use of information and communication technologies and the satellite media to support
quality teaching and learning. Self-instructional print materials, audio and video programmes, radio broadcasts, Gyan
Darshan Telecasts, face-to-face counseling sessions, teleconferencing and interactive radio counseling, periodic
assignments and project work constitute the teaching-learning methodology.

IGNOU has constantly endeavored to reach out to vulnerable groups in the society and contribute to the creation of
inclusive societies where all members get the opportunity to exercise and enjoy all their rights and participate fully in
community processes. Specifically, in context of persons with disabilities, IGNOU is proud to collaborate with the
Rehabilitation Council of India to develop programmes in the disability sector. Our first initiative was the launching of
the Awareness-cum-Training Packages in Disability for parents and family members of persons with disabilities in
the areas of mental retardation, visual impairment, hearing impairment and cerebral palsy. The Programmes, which
were launched in 2006, have been received enthusiastically by the target group.

The positive feedback received from the learners of the Awareness-cum-Training Packages in Disability guided
IGNOU and RCI to create Certificate Programmes, which would enable the learner to develop the knowledge,
attitude and skills, and acquire recognized qualifications, to work with young children with disabilities. This Certificate
Programme in Early Childhood Special Education Enabling Inclusion -Cerebral Palsy, is the first in the series of four
such Certificate Programmes.

I hope that completing the Programme will enable you to have a positive influence on the lives of those you are
associated with so that disability does not become a barrier to living a fulfilled and enriched life. The Certificate
Programme will be implemented through IGNOU Regional Centers in coordination with select Organisations working
in the field of disability. These organizations will function as Programme Study Centres. This Prospectus will provide
you the necessary information that will enable you to enroll for the Programme and complete it successfully.

up to the age of 6 years, in a variety of settings such as inclusive set-ups,
integrated set-ups and special schools.

register as “Personnel” in category B in the Central Rehabilitation
Register of RCI.

Please fill up the form and mail or submit in person the same along with copies of attested certificates to the
Concerned Regional Centre ONLY by 30th June, 2009 for July session and by 31st October (without late
fee) and by 30th Nov (without late fee of Rs. 200/-) for January Session.

GUIDELINES FOR FILLING IN THE APPLICATION FORM


Some instructions for filling-up of application form are given below:
1. Programme Code is printed in the Form.
2. Leave it blank. University will allot the Enrolment No.
3. Code of Regional Centres and Recognised Regional Centres is at Annexure 1. You have to write the code of
that Regional Centre in which your Programme Study Centre falls. List of Programme Study Centres at
Annexure 6.
4. For Programme Study Centre Code refer toAnnexure 6.
5. For State Code, refer to Annexure 2.
6. Please fill the relevant code for medium of instruction in the boxes provided. For example if you are choosing
Hindi medium then write B2 as shown below

(b) Write your main subjects of the highest qualification in short form.
(c) Fill in the year of passing of highest qualification.
(d) Write division - 01, 02 or 03 for (i) class Xth and (ii) highest qualification. If you have simply passed the
examination without containing any of three Divisions, write 04.
(e) Write down aggregate percentage obtained by you (i) in class X and (ii) at the highest level of your
qualification and round off to the nearest integer (i.e. 61.3 should be of 61 and 65.7 should be of 66) while
filling in the form.
(f) Leave the board code blank. Fill the Board Code which the list is given on page No 142.
25. You have to pay registration fee of Rs. 100/- along with this Application Form. If the form is downloaded from
website, you have to pay additional Rs. 100/-. Make a draft in favour of IGNOU payable at the city where
your Regional Centre is situated, and fill the relevant columns. Programme Fee of Rs. 4500/- has to be paid
only by short listed candidates who will be informed later.
26. The Registration fee and Programme fee can also be remitted in cash in the branches of Indian Bank or IDBI
Bank. The list of branches which are authorised for fee collection and the challan form are given in Annexure 4
and 5. For this, Rs. 5/- (Ruppes five only) is chargeable from the students per single transaction in cash while
depositing the fees with the Bank.
27. Fill in your address for correspondence where you would like to receive correspondence. Do not give post
box no. as address. Leave a box blank between each unit of address like house No. street name, P.O. etc. The
address given by a student must be in India otherwise the Registration will be invalid. The printed study
material will be despatched to the Programme Study Centre from where you have to collect it.

INSTRUCTIONS
1. This card should be produced on demand at
the Study Centre and Examination Centre or any
other Establishment of IGNOU to use its
facilities.
2. The facilities would be available only relating
to the course or courses for which the student
is actually registered.
3. Duplicate Identity Card will be issued by the
Regional Director, on payment of Rs. 100/- by
way of Demand Draft only in favour of IGNOU
payable at the city where Regional Centre is
located.
4. Loss of Identity Card is to be reported
immediately to the nearest Police Station.
5. Identity Card is to be submitted to the issuing STUDENT CARD
authority after completion of the said
programme.
