research fellowship came
from just 35 of Indias 800-
odd academic institutions,
underscoring what scien-
tists say is Indias failure to
spread talent.
Only two of the countrys
213 UGC-recognised universi-
ties the University of Hy-
derabad and Jawaharlal
Nehru University figure
among these 35 institutions, a
survey by the human re-
source development group of
the Council of Scientific and
Industrial Research (CSIR)
has found. (See chart)
It also found that just two
institutions the Indian In-
stitute of Science, Bangalore,
and the Tata Institute of Fun-
damental Research, Mumbai
accounted for 53 (37 per
cent) of the 143 Swarnajayanti
Fellowships awarded by the
department of science and
technology between 1997 and
2016.
The fellowship, established
in 1997 to provide scientists in
academic institutions with
unfettered freedom and
flexibility in terms of expen-
diture, offers Rs 25,000 a
month for five years with addi-
tional grants for equipment,
computational facilities and
travel.
It is available to early-stage

Swarnajayanti Fellows who
received doctoral training
under former Bhatnagar
awardees themselves went on
to win Bhatnagar prizes, says
the survey, accepted for publi-
cation in Current Science, a
journal published by the Indi-
an Academy of Sciences.
Science policy analysts say
the survey has revealed how
scientific talent in India is con-
centrated at a few academic in-
stitutions and affirmed long-
standing concerns that the
country isnt doing enough to
draw, nurture or sustain talent
in the universities.
Overall, the Swarnajaya-
nti Fellowship scheme should
be viewed as a great success
the fellows do excellent work,
many earn the Bhatnagar
prize, but theyre concentrat-
ed in only a few institutions,

today lowered its terrorism
threat level, a day after police
arrested a second man in con-
nection with the bombing in a
London subway station that
left dozens of people injured.
The man, 21, was arrested
late last night in Hounslow, a
borough in west London, the
Metropolitan Police said in a
statement. The suspect, who
was not identified, was de-
tained under the Terrorism
Act and was being held at a po-
lice station in south London,
according to the statement.
The second arrest came the
same day the police detained
an 18-year-old on suspicion of
being concerned in the com-
mission, preparation or insti-
gation of acts of terrorism in
connection with the bombing.
The Islamic State claimed
responsibility for the bombing
at the Parsons Green station.
After the bombing, Britain
raised its terrorism threat lev-
el to critical, the highest lev-
el, which means another atta-
ck is expected imminently.
Home secretary Amber Ru-
dd announced today that the
threat level had been downgra-
ded to severe, meaning that
an attack was highly likely.
She urged the public to be vigi-
lant. It is inevitable that so-
called Islamic State will reach
in and claim responsibility,
she told the BBC. We have no
evidence to suggest that yet.
The Metropolitan Police
said: At this stage we are
keeping an open mind around
whether more than one person
is responsible for the attack,
and we are still pursuing nu-
merous lines of inquiry.
The police confirmed tod-
ay they were searching two
houses, one in Stanwell, a vil-
lage in Surrey, and another in
Hounslow, in west London.
Around 12.30pm local time,
police forensics teams put up

exploring the technology
that is required to introduce
the boarding card-less sys-
tem at the 59 airports it

ty solutions at airports. You

that exist within the security

that the persistently narrow distribution of tal-
ent reflects how successive central and state
governments have failed to invest adequately
in the universities and unshackle varsity de-
partments from academic bureaucracies.
The solution lies in raising funds to im-
prove the research infrastructure and facilities
in our existing good universities, said IIT
Delhi director V. Ramgopal Rao, a former Swar-
najayanti Fellow and recipient of the 2005 Bhat-
nagar Prize.
Rao said that innovative ideas might be
needed to attract talent to the universities.
As of now, we estimate that the IITs, the In-
dian Institute of Science and the IISERs can ab-
sorb about 5,000 faculty (members) over the
next seven years, he said. We need new initia-
tives that will get some young talented people to
turn to the universities.
One option, he said, would be to offer IIT-
grade pay scales, which are higher than stan-
dard university pay scales, to select young
courage some to work in universities, maybe in
their hometowns.
A senior department of science and tech-
nology official, Milind Kulkarni, said the nar-
row distribution of Swarnajayanti Fellows was
not surprising. The selection criteria for awa-
rding the fellowships are rigorous; the selecti-

Lankesh has questioned a

Berlin in 1978 as a visitor, she had no inkling
of what destiny had in store for her.
I came as a tourist and understood that

neighbour and everything in her life

late have started abandoning their cows
when they grow old and stop giving milk.
Fondly called Sudevi Mataji, Bruning has
named the cowshed Surbhai Gauseva Nike-
tan. They are like my children and I cannot
leave them, she said, referring to her large
family of bovines.
Once a cow reaches her 3,300 square yard
gaushala (cowshed), Bruning takes care of
the animal by providing food and medicines.
Today, I have 1,200 cows and calves. I do
not have sufficient place to accommodate
more as the place is getting smaller. Still, I
cannot refuse. When somebody leaves sick or
injured cows outside my ashram, I have to

Chouhan relaxes rules for Emergency prisoners

of political activists who cla-

a monthly pension of Rs 8,000
from the Shivraj Singh Chou-
han government in Madhya
Pradesh without any docu-
mentary evidence.
The chief minister, himself
a beneficiary of the scheme, la-
st week presided over a cabinet
meeting that decided to waive
all the regulations relating to
such pension. The relaxation
followed a controversy involvi-
ng Union social welfare minis-
ter Thawar Chand Gehlot.
Recently, an RTI activist
procured documents from Uj-
jain jail suggesting Gehlot had
spent 14 days in the prison fr-
om December 23, 1975, to Janu-
ary 6, 1976 but was getting Rs
25,000 a month as pension.
Sources close to Gehlot, who is
from Madhya Pradesh, claim
he was in jail for 54 days.
Under the old rules, politi-
cal activists who had spent a
month or more in jail during
the 19-month-long Emergency
received Rs 25,000 a month. Th-
ere are 2,604 such pensioners.
Also, pension applicants were
required to give their jail re-
cords and the applications had
to be approved by the district
collector and vouched by two
prisoners registered under the
Shivraj Singh Chouhan, Indira Gandhi
Misa (Maintenance of Inter-
nal Security Act).
The new rules stipulate th-

spent only a day in jail and do
not find mention in police or
court records are entitled to
pension provided they hand
over a self-attested application.
Chouhan had started the
Jayaprakash Narayan Hono-
rarium scheme in December
2008, when he equated those

of letters. He was sympathetic
and lenient towards poets and
writers, Joshi said.
Many activists of that era
belonging to the Left-socialist
ideology have declined to avail
the government pension.
But some office-bearers of
the radical Muslim organisat-
ion Jamaat-e-Islami are taking
pension without any qualms.
Gaur said he could person-
ally vouch many Muslims who
were jailed during the Emer-
gency. He said there was no re-
ason why the CPM, CPI and Ja-
maat leaders should shy away.

dom of expression and democ-
racy. I remember 45 such col-
leagues, Gaur recalled.

The police headquarters in
Patna on Saturday sounded an
alert in seven districts along
the India-Nepal border to keep
a strict vigil for Honeypreet,
wanted in connection with in-
cidents of violence at Sirsa in

The railways have reduced the
sleeping hours of passengers
by an hour to prevent quarrels
because of oversleeping by
travellers on the middle and
lower berths.
According to a circular iss-
ued by the Railway Board, the
passengers in the reserved co-
aches can sleep between 10pm
and 6am instead of 9pm and
6am to allow others to sit on
the seats for the rest of the pe-
riod.
The sleeping times are
rarely enforced in trains.
Sleeping accommodation
between 2200 hours and 0600
hours and sitting accommoda-
tion for the rest of the period
are provided for the passen-
gers in the reserved coaches
having sleeping accommoda-
tion, said the circular, dated
August 31.
The circular makes an exc-
eption for certain passengers.
Passengers are, however,
requested to cooperate with
the sick, persons with disabili-
ty, and pregnant ladies in case
they want to sleep beyond per-
missible limits, it said.
The new provision replac-
es paragraph 652 of the Indian
Railways Commercial Manu-
al, Volume I, which provides
for sleeping accommodation
between 9pm and 6am.

from officials regarding issues
between passengers over slee-
ping arrangements. We alrea-
dy have a rule in place. Howev-
er, we wanted to clarify that
and ensure it is followed, said
railway ministry spokesper-
son Anil Saxena.
Another railway official
said the sleeping time was re-
duced by an hour because
often passengers go to sleep as
soon as they board a train
during the day or at night
causing inconvenience to co-
travellers on the upper and
middle berths.
On the other hand, officials
said problems also arise when
passengers on the middle
berths refuse to get up so that
those on the lower berths can
sit comfortably.
Officials said the problem
was more acute for side
berths. The circular said a per-
son booked on a side-upper
berth would not have any
claim on the lower berth be-
tween 10pm and 6am.
TTEs are responsible for
enforcing the stipulated sleep-
ing times.

ated an apolitical committee
to support the statehood agita-
tion at a time the Gorkha Jan-
mukti Morcha is divided into
two camps.
The National Gorkhaland
Committee (NGC) was formed
on September 15 after the
Gorkhaland Movement Coor-
dination Committee (GMCC)
had felt the need for an apoliti-
cal forum with experts in dif-
ferent fields to support the
statehood demand.

worked in different key posts
of the Indian Army, including

Alipurduar, Sept. 17: Trav-
ellers have started cancelling
trips to the Dooars for the com-
ing Puja season as they cannot
visit the neighbouring Dar-
jeeling hills which falls in a
larger tourism circuit.
The Dooars have over 150
properties with 15 to 40 rooms
and they have all reported ar-
ound 25 per cent cancellation
of bookings for the coming
season.
Biplab Dey, the joint secre-
tary of the Dooars Tourism
Development Forum, said all
reserve forests in the region,
which attracted a large num-
ber of visitors, had opened ye-
sterday after three months of
closure.
Every year, we get a good
number of tourists after the
forests open. But this year,
there is hardly any tourist ar-
ound and in fact, there are ma-
ny cancellations, he added.

Tamang faction of the Gorkha
Janmukti Morcha has decided
to visit closed tea gardens in
the hills from tomorrow and
urge workers to rejoin their
duties.
This is the first time that
the Binay camp has planned to
speak to people employed in a
particular sector, though its
leaders have been approach-
ing general public with an ap-
peal to defy the ongoing strike.
Karuna Gurung, a leader
of the Binay lobby, told a pub-
lic meeting in Kurseong today
that from tomorrow, they wo-
uld visit tea estates and urge
workers to rejoin jobs.

workers as well as the manage-
ment of a number of tea es-
tates in the hills, some of whi-
ch will reopen from tomorrow.

the future political discourse
of the hills though the com-
mittee members are largely
apolitical, said an observer
from the hills.
Both the Gurung and
Binay factions of the Morcha
have welcomed the NGCs
launch.
Anit Thapa, a leader of the
Binay camp of the Morcha,
also addressed the meeting in
Kurseong.
Karuna was one of the del-
egates who had represented
the Morcha at the second rou-
nd of bipartite talks with the
state government at Uttarkan-
ya here on September 12.
Tea garden workers and
their families are the worst af-
fected because of the ongoing
general strike that entered
Day 95 today. The labourers ha-
ve not received wages for the
past three months and it is not
clear whether they will get the
annual bonus ahead of the
Puja season.
The hills have 87 tea estates
with over 55,000 workers.
Over two lakh people live
in hill tea gardens. If the Bi-
nay faction manages to persu-
ade workers to defy the strike,
it would be a jolt to the Bimal
Gurung lobby. Equal number
of people are engaged in the
tourism sector and are bear-
ing the brunt of the strike. But
there is little chance that the
Puja season will be a hit for the
hills even if normality is re-
stored. But for the tea sector,
the production continues till
December, though in less
quantities, an observer said.

hen the Indian prime minister, Naren-
dra Modi, embraced his Japanese coun-
terpart, Shinzo Abe, at Ahmedabad air-
port last week, the display of warmth was recog-
nition not just of their personal camaraderie, but
also of one of Indias most successful diplomatic
legacies. Japan and India have stood by each other
at inconvenient moments in modern history,
when many others stood aside. During Mr Abes
visit, India and Japan appeared to have made
their relationship more focused on their shared
worries about China than ever before. For India
and Japan to collaborate to balance Chinas as-
sertive and, at times, threatening posture in the
Indo-Pacific is both natural and welcome. To
make that the primary focus of their relationship,
as was suggested in the title of the joint statement
Messrs Modi and Abe issued Toward a Free,
Open and Prosperous Indo-Pacific may end up
undermining and complicating Indias relations
with both China and Japan.
The friendship between the poet, Rabindra-
nath Tagore, and the Japanese intellectual, Ten-
shin Okakura, more than a century back was root-
ed in a shared respect. Okakura was impressed by
Bengals revivalist art and culture, and Japan, for
many Indian thinkers, represented a beacon
of Asian modernity at a time much of the rest of
the continent was still colonized. In 1957, when
post-war Japan was still viewed with suspicion
by many of its neighbours, the prime ministers,
Jawaharlal Nehru and Nobusuke Kishi
Mr Abes grandfather exchanged visits, New
Delhi lending support to Tokyos diplomatic reac-
ceptance. When India suffered its balance of pay-
ments crisis in 1991, Japan offered a critical soft
loan to help New Delhi. Today, the countries have
shared concerns over China. But plans to weld
their strategies for different parts of the world,
from East Asia to Africa, indicated during
Mr Abes visit, are fraught with risks. Even coun-
tries with very similar strategic interests may
have different priorities and appetites for risk-
taking. Their priorities and willingness to band
against a third power may overlap at times, but
cannot always match. India and Japan must avoid
sending the message that their relationship is
today fundamentally about containing China.
Such a signal would aggravate the already deep
suspicions in the region, with no guarantees that
India and Japan can always assist each other. It
would also serve to limit a relationship that
should be celebrated for its breadth.
SPAREATHOUGHT
N
o one can accuse Indians of being overly
compassionate towards their fellow citi-
zens. Surely, they lead hectic lives and
do not have the time and, consequently, the incli-
nation to spare a thought for others? Instances
of passers-by turning a blind eye to bleeding
accident victims on Indian roads are far too com-
mon to appear inhuman. It is no wonder then that
women, who are a minority among the working
population, feel unwelcome at the workplace. The
absence of a special room for lactating mothers in
the assembly building in Guwahati is just one in-
stance of the lack of empathy for working women.
This issue was recently raised by a Bharatiya
Janata Party legislator in Assam, Angoorlata
Deka, who complained that ever since the mon-
soon session of the Vidhan Sabha began, she has
been running to and fro between the House and
her quarters in the assembly complex to feed her
newborn. In the process, she is missing out on a
host of debates and discussions. Ms Dekas re-
monstrations, quite expectedly, have run into op-
position. The Speaker, Hitendra Nath Goswami,
made light of the problem by suggesting that
Ms Deka can nurse her baby whenever she wants
to as her quarters are not far away from the asse-
mbly. Going by Mr Goswamis logic, there should
be no washrooms in the legislative building eith-
er, as MLA quarters already have loos. It will not
at all be inconvenient for the members of the leg-
islative assembly to dash to their respective quar-
ters should they have to answer the call of nature
while serious deliberations are on in the House.
At a time when the Union government is trying
to spread awareness on the benefits of breastfeed-
ing (the Centre launched a nationwide breastfeed-
ing promotion programme termed Mothers Ab-
solute Affection last year), it is indeed perplexing
to learn that an elected legislator would have to
struggle to convince her peers about the need
of having a mother-and-baby room in the House.
Paradoxically, the amended Maternity Benefit
Act requires employers to set up crches in work-
places; an irony not lost on Ms Deka, who has
raised concerns about the effective implementa-
tion of the law. If Ms Dekas experience is any
measure, laws cannot make up for an absence of
sensitivity.

t is not surprising that the
Bharatiya Janata Party and
the army of social media
trolls for whom Rahul
Gandhi-bashing is a favou-
rite blood sport should have come
out in full force on September 12
when clips appeared on television
screens of his interactions with an
audience half a world away.
In his address to students at the
University of California, Berkeley,
Rahul said many things about the
state of India today that was un-
palatable to the BJP and its support-
ers. But it was his comment on dy-
nastic politics which provided ideal
fodder to his critics.
To a question on being a dynast,
Rahul defensively retorted: Most
parties in India have that problem.
So dont give us stick because
Mr Akhilesh Yadav is a dynast,
Mr Stalin is a dynast, Mr Dhumals
son is a dynast. Even Abhishek
Bachchan is a dynast. I mean, thats
how India runs. So dont get after
me because thats how the entire
country is running .
The BJP fielded Smriti Irani
who is particularly vituperative
about the Gandhi scion after con-
testing against him in Amethi to
slam the remarks of the failed
dynast.
But it wasnt only Rahuls politi-
cal adversaries who found his reply
distasteful. Many members of his
own party were disappointed that
an otherwise thoughtful speech was
marred by a sweeping remark justi-
fying nepotism and dynastic rule.
Equally, there are others who
argue that Rahul was right even
if imprudent in saying the truth
as it is.
India, they contend, does run on
family ties, and in practically every
field and profession, some form of
nepotism or another prevails.
This we are like this only de-
fence of the dynastic principle is
deeply problematic. It stems from
mixing up categories and failing to
see at least three different aspects
of what construes nepotism and
dynasty.

he first and most common
aspect is children follow-
ing their parents profession.
Many political leaders and Bolly-
wood stars who are accused of bene-
fiting from family lineage are quick
to retort that it happens in every
profession. If a doctors son can take
up medicine and a diplomats
daughter can join the foreign serv-
ice, why should the children of film
stars or politicians receive so much
flak, they ask.
This is a specious argument be-
cause it overlooks the fact that in
these professions, there is a certain

Murder most foul
Sir Sex crimes are on the rise
in India, notwithstanding the fact
that stringent laws have been pas-
sed to counter the menace. Now,
even schoolgoing children are
being preyed upon. The incident
in which a seven-year-old boy was
brutally murdered in a school in
Gurgaon is sure to rattle parents
of all schoolchildren (Worrying
gaps, Sept 13). It has been alleged
that the schools bus conductor,
Ashok Kumar, slit the throat of the
victim after trying to sexually as-
sault him. The police arrested Ku-
mar within hours of the crime
being committed. But all possible
angles must still be thoroughly in-
vestigated. The decision of the
chief minister of Haryana, Mano-
har Lal Khattar, to hand over the in-
vestigation of the case to the Cen-
tral Bureau of Investigation is,
therefore, right.
The school management owes a
lot of explanations to the aggrieved
parents. It cannot shirk away its re-
sponsibility by merely placing the
acting principal under suspension.
The school administration is as
much to blame as the principal. The
school did not put in place enough
security measures in spite of char-
ging hefty fees. It needs to answer
how Kumar got access to a wash-

Pradhyuman Thakur, was mur-
dered at the Ryan International
School in Gurgaon. Although this
incident happened in the state of
Haryana, schools in other states
like West Bengal should also take a
lesson from it. Security arrange-
ments in educational institutes
level of competence, a minimum set
of qualifications necessary at the
entry level itself. A professors child
might grow up in an atmosphere
that makes her more academically
inclined but she still has to pass a
whole range of examinations before
she can start in the teaching profes-
sion at the bottom of the scale. The
same is true for any number of pro-
fessions: an army generals son may
be more attuned to the military life
but he has to begin life as a lowly
lieutenant.
The second is drawing undue ad-
vantage because of ones lineage,
often to the detriment of those who
may be more deserving. Again, it is
quite legitimate to argue that this is
a fact of life in India given that we
are a grossly unequal society in
which the class and caste one is
born in determine to a great extent
what one might eventually achieve.
But the underlying ideal of the Indi-
an republic is egalitarian to the core
and aims at providing, as far as pos-
sible, a level playing field. The nepo-
tism debate has acquired a new ur-
gency because far from achieving
this ideal, there seems to be a rapid
regression from it in recent years
and blatant favouritism is practised
without a sense of embarrassment
or apology.
It is significant that Rahul Gand-
hi should have referred to Abhishek
Bachchan in his list of dynasts be-
cause Bollywood has also seen some
of the most vociferous debates on
the issue of late. This is thanks
largely to Kangana Ranaut who
openly accused the producer, Karan
Johar, of being the flag-bearer
of nepotism in the Hindi movie
industry.
While few are as outspoken as
Kangana, her words touched a

yas have fled Myanmar recently
(UN to Myanmar: End violence,

exert a lot more influence in the
Hindi film industry today than be-
fore. Even a few decades ago, almost
all the stars were first generation
actors who had come up the hard
way. But today, every other film
launches the son or daughter of an
established star.
Since Bollywood still runs on tal-
ent and the ultimate arbiter of suc-
cess is audience endorsement,
many argue that a Bollywood dy-
nast can only get a head start over
others; he or she will eventually
make it only on the strength of tal-
ent and hard work.
That may be true, but it is equal-
ly true that outsiders have to strug-
gle a great deal more and for a much
longer period than those born in tin-
sel town and family connections
help not just the star kids but have
encroached on other departments
of film-making too.
The third and most egregious
category of nepotism is when birth
in a powerful family gives not just
an unfair advantage but a complete
sense of entitlement and an auto-
matic claim to power. Rahul is right
in saying that he is not the only
politician to fall in that category.
Other than the Left parties and to an
extent the BJP, almost every party
in India today runs brazenly on the
dynastic principle.
Many blame Indira Gandhi for
introducing this into Indian politics
by first anointing Sanjay Gandhi
and then Rajiv Gandhi as her politi-
cal heir. But other parties adopted
the template with gusto, and many
have surpassed the Congress in con-
verting their parties into wholly
owned family firms.

worst kind of repression, Suu Kyi
has maintained a studied silence.
Incidentally, her party is in power
in the country. The developments in
Myanmar remind one of the ethnic
cleansing of Muslims in Bosnia in
the 1990s.
Other countries, especially Ind-
ia and Bangladesh, must put pres-
sure on the Myanmarese leader to
act. Otherwise, the refugee problem
triggered by the Rohingya crisis
would soon go out of hand. Keeping

tory to gain power. This cleverly
sidesteps the fact that scores of de-
serving party members never get
the chance to win elections because
they are not allotted tickets in the
first place.
I
t is no ones case that children of
politicians should be debarred
from politics. In fact, given how
tough politics can be, an early ac-
quaintance with its vicissitudes is
sometimes an advantage. But like in
other professions, they must start at
the bottom and not regardless of
age or experience at the very top.
Rahul Gandhi has himself been
critical of the way political parties,
his own included, have denied entry
to new blood, new ideas, new social
groups. Over the last decade or so,
he has sought to democratize the
youth and student wings of the Con-
gress in the hope that they will pro-
vide a catchment area for the parent
party. Even at the Berkeley speech,
he pointed out that there were a
large number of people in the Con-
gress who were not from dynastic
families at all.
If he wants to invigorate the
Congress, he must in spite of
being a dynast himself follow a
policy of negative discrimination to
undo the damage caused by pro-
longed nepotism. This means en-
couraging first generation political
workers and giving them a prefer-
ence in party posts over those who
come from dynasties. Rewarding
the second or third generation
politician who is exceptionally
good at his or her job must be the
exception, not the rule.
For this to happen, Rahul must
look not at his grandmother but his
great grandfather for inspiration.
Only a Nehruvian commitment to
equality and democracy within the
Grand Old Party can take on the
immense challenge posed by self-
made megalomaniacs and the
very different brand of family poli-
tics represented by the sangh pari-
var. Rahuls true success lies in
making himself superfluous after
restoring Congress to its pre-dy-
nasty vibrancy.

A
nother round of sanc-
tions has been imposed
on North Korea by the
United Nations security coun-
cil after its sixth and largest
nuclear test. These include re-
strictions on oil imports and a
ban on textile exports with an
eventual aim of starving the
North Korean regime of fuel
and income for its weapons
programmes. North Korea
warned the United States of
America that it would pay due
price and experience pain
and suffering for leading the
charge on a UN security coun-
cil resolution imposing harsh
sanctions on Pyongyang.
The new sanctions had to be
watered down in response to
Russian and Chinese objec-
tions. Originally, the security
council was to consider an oil
embargo and halting exports of
textiles while subjecting Kim
Jong-un to financial and travel
bans, causing North Korean
propaganda outlets to claim
that the US was frantic to
manipulate the security coun-
cil over Pyongyangs recent
test of a hydrogen bomb. But
the new measure drops the
blacklisting of Kim, and relax-
es the earlier sanctions pro-
posed on oil and gas.
Despite several rounds of
sanctions on North Korea, eco-
nomic pressure does not seem
to have had any significant ef-
fect on Pyongyangs nuclear
programme. Yet there are few
effective military options on
the table for the US. A pre-emp-
tive strike would, at best, only
be a temporary blow against
the North Korean capabilities.
Shooting down North Korean
missiles with the proven Aegis
anti-missile system on US war-
ships in the Pacific is also not
foolproof. Employing the $300
billion US ballistic missile de-
fence systems based in Califor-
nia and Alaska only have about
a 50 per cent success rate, that
too under testing conditions
designed to ensure success.
The Pentagon, as it does, has
been running war games about
potential conflicts in North
Korea for decades but it tends
to produce unpalatable out-
comes.

Asked if the US and North
Korea are destined to go to war,
Donald Trump suggested that
nothings inevitable. The US
had sought UN authorization
to use military force to board
and seize North Korean smug-
gling vessels on the high seas,
dramatically escalating the
Trump administrations stand-
off with the hermit kingdom.
The Trump governments
North Korea policy has come
under attack, with critics argu-
ing that it lacks consistency.
Trump has pushed Beijing to
take the lead in the North Kore-
an crisis, but it has not yielded
the desired outcome, leading to
the souring of ties between
Washington and Beijing.
Regional politics also keeps
intruding. Despite the White
Houses suggestion that Wash-
ington might be interested in
helping South Korea deploy
nuclear weapons, Seoul has
made it clear that this is not an
option under consideration.
Trumps announcement that
the US will scrap a free trade
deal with South Korea has
prompted a backlash with
growing fears that walking
away from a commitment
would lead Seoul to doubt
American security guarantees.
China is also keeping its
powder dry. It is preparing its
troops for an unspecified sur-
prise attack by organizing
drills on the coast of the Bohai
Sea in the wake of North Kor-
eas recent nuclear test. Russia
and China have reiterated that
the US and South Korea should
freeze all military drills since
they anger North Korea. They
have also asked for a halt in the
deployment of THAAD, the
controversial anti-missile sys-
tem, in exchange of Pyong-
yangs cessation of its weapons
programmes. The Trump ad-
ministrations Nuclear Posture
Review is examining the idea
of building smaller yield tacti-
cal nuclear weapons that the
US military could use to deter
adversaries. The proposal is
likely to face stiff opposition in
the Congress.
As the dust settles after the
North Korean nuclear belliger-
ence, there are more questions
than answers about the future
of East Asian security.

subject in mind, but I dont
want to click idols only, said
19-year-old Bishal, who is from
Shillong but lives in Salt Lake.
The artists, struggling to
be tolerant of this seasonal ad-
miration of their craft, have a
stock warning every time an
over-enthusiastic photogra-
pher comes too close to an idol.
Thakur dekhe (watch out, the
idol)! is a phrase familiar to
anyone who visits Kumartuli
around this time.
The problem with amateur
photographers, according to
veteran Asish Mitra, is that
most of them treat it as a com-
petition. Shooting in Kumar-
tuli in the run-up to Durga
Puja is the in thing to do. The
trend started a decade ago and
has grown, he said.
Associations of artists in
Kumartuli issue tickets to
cope with the rush. The
money that comes in goes to-
wards community welfare.
Three types of tickets are
available at the stall set up by
the Kumartuli Mritsilpi San-
skrity Samity. A season tick-
et that is valid for the entire
Puja period costs Rs 50. A daily
ticket cost Rs 10 and a seven-
day ticket Rs 25. We have been the heat and humidity, but idol
selling more than 500 tickets a
day, said the man at the stall.
Harry, who was at Kumar-
tuli with his 23-year-old son
Franklin, described it as a
once-in-a-lifetime experience.
The American has a keen in-
terest in ceramics and pottery.
What I saw was surreal, he
said, the Canon slung over his
shoulders.
He found it hard to believe
that the idols, created through
months of hard work, would
be immersed in the Hooghly
after the festival.
The crowd of visitors to
Kumartuli swells over the
weekend, as it did yesterday
and today. Some of the artists
depute workers to keep the
shutterbugs in check, lest they
get too close to the idols.
The last couple of Sun-
days before Puja are a worry
not only because of the
crowds. Several Puja organis-
ers turn up to see how the idols
they have ordered are turning
out to be. After Mahalaya (on
Tuesday), most idols will
make their way to the pan-
dals, said artist Srikanta.

SAIL has managed to re-
duce its losses after tax and de-
preciation to Rs 2,833.24 crore
in 2016-17 from Rs 4,021.44 crore
in 2015-16. Its earnings before
interest, tax, depreciation and
amortisation (EBITDA) for
2016-17 was a positive Rs 672
crore against a negative EBIT-
DA of Rs 2,204 crore in 2015-16.

Mumbai, Sept. 17: Reliance AIF, a sub-
sidiary of Reliance Nippon Life Asset
Management, is planning to launch 6-10
schemes over the next three years in the
alternative investment space.
This comes on top of six schemes float-
ed by Reliance AIF of which three have
been closed for subscription. In the case of
these three schemes Reliance Yield
Maximiser AIF Scheme I, Reliance Yield

accordance with a defined investment pol-
icy for the benefit of its investors.
There are three categories in which ap-
plicants can seek registration from the Se-
curities and Exchange Board of India
(Sebi) as AIF. Those that invest in start-
ups or early stage ventures/ social ven-
tures, SMEs, infrastructure, or areas
which the government or regulators con-
sider as socially or economically desirable
come under Category I AIF. These include
distressed assets.
Category III AIFs are those which em-
ploy diverse or complex trading strate-
gies and may employ leverage, including
through investment in listed or unlisted
derivatives.
As of July 2017, there were over 300
AIFs registered with Sebi. The total quan-
tum of funds raised by these funds rose
from nearly Rs 7 crore in December 2012
to Rs 48,100 crore as of July this year. The
amount of investments made by them has
payer-friendly and a 13- mem-
ber committee has been formed
to look into the implementation
issues, the official said.

initial hiccups, the hospitality
sector in Rajarhat is targeting
a comeback with several proj-
ects taking off and at least one
big hotel going live this festive
season.
While Westin will formally
open its doors later this month,
Holiday Inn will start construc-
tion of a new phase to add more
rooms and banquet space.
A conservative estimate of
the hotel industry suggests 750
rooms will be added in the next
three years over and above the
1,000-plus rooms that go for
sale every night now.
We have been doing rea-
sonably well after starting off
earlier this year. Occupancy is
around 65 per cent and we are
yet to enter the busy wedding
season during winter. The ini-
tial success has given us confi-
dence to add more rooms and a
build a bigger banquet to the
existing hotel, Rishi Jain, ex-
ecutive director of Jain Group,
said. The Jains own the Holi-
day Inn property in Calcutta.
The hotel, the closest star
property from the airport, will
add 25 rooms to its current
count of 137. A new banquet of
9,000-square-foot is being
built, adding to the existing
6,800 sq ft space. We will be
able to attract bigger events
and weddings once the new
banquet comes up, Kenneth
Scott, general manager of the
Holiday Inn, added.

around 100 rooms) usually

and Rs 4,500 a night.
Liquor woes

licence, affecting their busi-

baulk at hotels that do not
serve liquor.

While IQ levels had risen steadily in
the wealthy nations in the last century,
scientists have been noticing a drop in
average IQ since 2004. One
controversial theory states that the
most educated women in Western
countries have been having the fewest
children, leading to a drop in overall IQ.

Now Robin Morris of Kings College
London and his colleagues have found
a way to get around this.They have
broken down old IQ tests into different
categories that are easier to compare.
Morriss team looked through more
than 1,750 different types of IQ test
from 1972 onwards for two sub-groups
of tests: those that measure short-term
memory, and those that assess
working memory the ability to hold in
your head information for processing,
reasoning and decision-making.They
found that while short-term memory
scores have risen in the last 45 years,
working memory seems to have
declined.The other trend the team
spotted was the increase in people 60
years or older sitting for these IQ tests.
Now, it is a well known fact that while
short-term memory stays the same,
working memory declines with age.
The idea that population ageing may
be responsible [for falling IQ level]
makes sense, says Jakob Pietschnig
of the University of Vienna. He now
wants more specific tests looking at
elements of intelligence whose decline
with age are well established, such as
processing time and reaction speed.

n the face of it, music and science
are two radically different sub-
jects travelling on parallel tracks
that are usually not destined to
meet. Yet there are elegant over-
laps between music and science,
mathematicians and musicians. Take, for ex-
ample, Pythagoras the philosopher and
mathematician who we remember mostly for
his theorem. He believed that the universe
could be understood in terms of whole numbers
and devised a method of tuning music based on
simple ratios of numbers. Musicians used this
method to tune instruments for the next 2,000
years, till the early 16th century.
Talking of tuning instruments, this is what
Grammy-winning tabla maestro Zakir Hussain
has to say. Our ears have been trained by our
experienced gurus to spot the exact pitch and
tune our musical instrument in such a way that
there is perfect resonance between all the in-
struments and musicians on stage. Resonance.
Now that is another of those elegant overlaps.
The concept of resonance is widely used in
mathematics and physics whether it be between
resonant orbits in celestial mechanics, reso-
nant wavelengths in particle-wave physics, res-
onant frequencies in nuclear physics, thermo-
dynamics, particle physics, acoustics, electron-
ics and so on. A giant orchestra on stage as well
as a small radio on the streets rely on resonance
to achieve a successful performance. Incidental-
ly, one of the most widely used pitch notation

greatest artistic-scientific collaboration of re-
cent times. It brings to mind the Pulitzer-win-
ning book by Douglas Hofstadter. Gdel, Escher,
Bach: An Eternal Golden Braid looked at the
overlaps between the works of eccentric logi-
cian Kurt Gdel, unconventional artist M.C. Es-
cher and composer Johann Sebastian Bach and
how important numbers are to art and music.
I believe mathematics deals with logical
structures that are appealing to the mind for
their sense of purpose, internal consistency, un-
expected connections and occasional surprises.
For greater appeal, the structures should dis-
play a level of originality but also some amount
of familiarity. I think the same words describe
music very well, says Sunil Mukhi, eminent
string theorist at TIFR, Mumbai, and IISER,
NASA-JPL, Pasade-
na, the US. Music takes
you beyond the seeable,
thinkable and reachable in
your mind through the sounds it
produces. And astronomy is that
branch of science that looks beyond the
seeable, thinkable and reachable in the real
world, he adds.

Sometimes, patients skip med-
ication during fasting (for reli-
gious events), or else they for-
get or there is a few days
delay in replenishing the ex-
hausted stock of pills.
Lifestyle modifications (diet
and exercise) are ignored or
inadequate. This means that
the sugars, the blood pressure
and the lipid levels can go up
and down like a rollercoaster.
This causes catastrophic
events such as a stroke.
In developed countries,
strokes a clot or bleeding in
the brain occur around the
age of 65 but they occur
around 15 years earlier in
India. Also, earlier it was
thought that only men were at
risk but now more and more
women are suffering strokes.
Major risk factors include dia-
betes, hypertension, alco-
holism and tobacco use. Now,
the fad of fast food (laden with
trans fats) and diet drinks
have added to the risk.
A stroke occurs when
blood supply to a part of the
brain is compromised or com-
pletely cut off. Blood supplies
oxygen to the brain, without
which brain cells die. The
symptoms of a stroke depend
on the area of the brain affect-
ed, the extent of the damage
and whether the blood supply
is partially or completely af-
fected. Partial symptoms may
occur intermittently for days
or weeks. At that time, if the
symptoms are recognised as
TIA (Transient Ischaemic At-
tacks) it is possible to treat the
precipitating factor and pre-
vent progress to a full blown
stroke. Unfortunately, TIAs
may not be taken seriously as
they pass off spontaneously
and recovery is complete.
Blood supply may be com-
promised because blood ves-
sels in the brain have become
narrow or blocked by fat de-
posits, or a clot (embolus) pro-
duced somewhere else in the
body has travelled to the brain
via blood. It can also be due to
a bleed into the brain. This
may be cased by to congenital
malformations in the blood
vessels of the brain leading to
it suddenly bursting. Damage
may also occur because of
trauma to the head, when
weakness or paralysis of a
limb or one part of the body,
difficulty in swallowing and
loss of balance.
A stroke is a medical emer-
gency. Good results are seen if
treatment is started within
three hours. If the stroke is
due to a block in one of the ar-
teries supplying the brain,
emergency treatment with a
tablet of Aspirin should be
given at home. (This is con-
traindicated if the stroke is
due to a bleed). The potent clot
busting drug TPA (Tissue
Plasmogen Activator) can be
given intravenously. Blood
clots can be surgically re-
moved. Blood thinners and
anti clotting medication can
be administered, sometimes
directly into the brain. Nar-
rowed vessels can have stents
placed in them to open them
to lead a fairly normal life with
a damaged brain. About 70 per
cent of stroke patients manage
to achieve this. Undamaged
areas compensate and take
over required activity . Much
of this requires expert train-
ing, with close co-ordination
between physicians, physio-
therapists and occupational
therapists, as people relearn
how to walk, swallow, speak
and co-ordinate arm and leg
movements. Rehabilitation is
the key to stroke recovery.
