KAMBALINGAN-- IDP NO MORE!

In order to fulfill its objective to facilitate the smooth and safe return of Marawi IDPs who are

come from selected barangays, the City Government has come up with an IDP return plan, named

Kambalingan, or homecoming. Below are just some of the things that you may need to know about

this homecoming effort.

There are 3 phases in the return plan and they consist of the following:

*preparation before the return

*the return, and

*sustaining efforts to ensure the swift and smooth rebuilding of communities

May I Go Home?

Yes, if youre an IDP from the barangays not from Ground Zero which were cleaned and cleared
for the residents return. If you are qualified, then you and your family living with you prior to
the siege may return home. For this, you should get in touch with your barangay chairperson.

How Do We Get There?

On the scheduled date for the homecoming, the IDPs from the evacuation centers will be
led and guided by their respective Barangay Chairpersons. The terminal near the National Steel
Corporation premises in Iligan City will serve as the assembly area. The IDPs will be transported
to their home barangays for free. However, IDPs who are home based will need to shoulder their
transportation expenses.

Why Cant Everyone Go Home Yet?

We, the Marawi City Government are aware of the everyones wish to be allowed to come
home. However, the resources of the City Government are not enough to allow everyone to
come home yet. It cannot yet be able to manage the return of everyone. Rest assured though,
that were working hard to do what we can to make it possible for the other IDPs to return to
their homes in the near future.

Any Updates on Whats Been and Being Done?

Theres lots being done! The City Government launched an intensive clean-up drive, the
Brigada Marawi, to clean up the areas in preparation for the return. BPAT personnel were
deployed to produce more security personnel in the barangays while the BLGUs were deployed
in order to help bring back local governance to the selected barangays.

While all this were going on, whats also happening are the barangay halls
clean-up ,Community Mapping & IDP Profiling, making of Communication Plan, and
Brigada/Clearing for the 2nd batch of barangays.

Can We Clean Up the House Before We Return?

Yes. But only 2 will be allowed per household to clean the house to prepare for the familys
return. You can bring cleaning materials as well as items to use to make basic repairs.

What Happens When We Come Home?

When you come home you and your family will be given 4,000Php (if you had received
1,000Php before) or 5,000Php (if you have not yet received the 1,000) from the CSWD. A 1
months worth of food rations will also be given to you as pabaon. In addition, The City
Government will ensure supply of electricity and water for everyone.

Will We Have Opportunities When We Come Back? Will Basic Goods Be Available In My
Barangay?

Yes. There will be livelihood opportunities awaiting the IDPs. These will depend on the
results of the profiling of your barangay. Rolling stores and small markets will provide residents
with basic food and non-food needs while public transportation will be made available to
provide mobility.

Are there Rules/Regulations that We Have to Follow Once Were There?

Yes. There will be a curfew to be strictly observed from 9AM to 5AM. Motorcycle drivers
going in and out of the barangay will not be allowed to wear helmets. All vehicles must have
the required passes to be secured from the authorities. A speed limit of 30kph will be observed
in the streets. No person is allowed to cross any of the three bridges going into Ground Zero. No
person will be allowed to go to another barangay, but must stay in his own.

Can My Relative From Another Barangay Come and Live With Me?

Yes. Your relative will need to get a certification from his/her barangay of origin as well as
one from the barangay where the relative he or she will be living with is based.
If members of my family will not be coming home with me for the meantime, how will they be
able to come home later?

You would have to shoulder their transportation expenses should you wish to have them
come home.

I Used to Operate A Hospital in the Area. Can I Open it Again?

Yes. Just coordinate with the City Government and state your intention to get your hospital
back in operation. Well be happy to have more health providers in the area.

Can an office that used to be in Ground Zero transfer to a cleared barangay?

Yes, just coordinate with the City Government and express your intent to open your office
in that barangay.

Do I Need to Pay When I Apply for Certifications and IDs from the Barangay?

No. These are for free. You will not pay anything for these.
