a) Technical approach and methodology
1 Overview of Project and service objectives
1.1 Overview of Project and infrastructure provision
Ethiopia-Djibouti Railway Network Project starts from the west at SEBETA which is to the southwest of
Addis Ababa, the Capital, running in the east through ADAMA, MIESO and border station DEWELE,
and then entering DJIBOUTI until finally arrives at DJIBOUTI port area. The entire line will be 751.7km
long, including 113km for the double-track railway from SEBETA to ADAMA and 638.7km for the single-
track railway from ADAMA to DJIBOUTI port area. The main line in Ethiopia will be 670.7km long, while
that in DJIBOUTI 81km long.
It is designed that 45 stations will be established along the entire line, among which 19 stations will be
established in the preliminary period, including 1 passenger station, 1 freight intermediate stations, 9
passenger-freight intermediate stations and 8 overtaking stations. A dispatching command center will
be provided in LABU and a dispatching disaster recovery center in NAGAD. A locomotive and rolling
stock depot and a train inspection and repair point will be provided in INDODE, and a locomotive
turnaround depot and a train inspection and repair point will be provided in NAGAD station.
In the communication system, both wired communication and wireless communication are adopted. The
information system includes electronic freight invoice system, electronic passenger ticket system,
passenger service information system, generic cabling system and automatic fire alarm system. The
signaling system is composed of 64D type semi-automatic block system, computer interlocking system
and newly-added CTC central dispatching system, as well as axle counting equipment furnished at
entrances of all stations along the route. The operation division will be electric division.

information for the Project, and get familiar with technical information; a preparation group from the
Contractor shall be sent to the office provided by EDC to establish the relationship with Ministry of
Transport, EDC officers and local governmental authorities.
Involved personnel: with coordination from EDC, personnel shall be allocated as scheduled in
accordance with table T9.
Involved time: one month before the commissioning phase of the line.
2.2 Mobilization
Within 20 days from the effective date of the management contract, the management contractor shall
submit a mobilization work plan to EDC, while commencing mobilization. EDC is required to provide the
management contractor with assistance and a cooperation work list. The management contractor shall
report the mobilization progress every week to EDC.
2.2.1 Management mobilization
Within 20 days from the effective date of the management contract, an advance preparation team from
the management contractor will arrive at the office reserved by EDC to keep contact with Ministry of
Transport, EDC officials and relevant local authorities. Within 30 days from the effective date of the
management contract, at least 8 members of top and middle management from the management
contractor shall be mobilized. Within 60 days from the effective date of the management contract, at
least 50 persons appointed by the management contractor for early involvement will be mobilized.
2.2.2 Logistics mobilization
Management contractor shall submit vehicle procurement plan to EDC for approval after the effective
date of the contract. Vehicles' fuel consumption and routine maintenance are at cost of EDC.

Prior to preliminary operation, the contractor shall prepare a detailed preliminary operation plan mainly
with regard to functionality of infrastructure, locomotives, rolling stocks and their interfaces, adequacy of
traffic management and railway operation organization mode and adequacy of infrastructure
maintenance organization mode. Specific implementation approaches, participants, technical
conditions, function display and related organization and cooperation procedures for preliminary
operation shall be developed, and by simulating the specific scenes, functions and service effects of
operation and maintenance shall be verified.
2.5.3.1 Prerequisite for preliminary operation
For smooth preliminary operation, the following works shall be completed: firstly, the contractor shall
provide sufficient strategies and preparations for management on preliminary operation based on the
best international railway system practice; secondly,. assets taken over are safe and available under
operation conditions; thirdly, the contractors key personnel responsible for operation and safety shall
be in place and they shall be experienced in implementation and capable of handling various
emergencies. Therefore, the contractor shall consider in advance all involved operation personnel, time
selection, equipment, logistics organization, specification and functionality and maintainability of the line
and rolling stock.
2.5.3.2 Acceptance of operation rules and systems
Operation rules and systems shall be accepted in the following aspects:
Completeness: means several all-around scene simulations involved with all the personnel and all the
processes and with full coverage shall be conducted for all matters related to operation so that all
personnel involved with operation and maintenance will be familiar with the operation process and skills
on their respective jobs and can handle various emergencies, and all infrastructures for operation and
maintenance and all software and hardware facilities and equipment for operation can be applied in the
simulated scenes to enable them to reach good conditions.
Effectiveness: means all activities implemented can achieve the expected effects, and problems found
can be satisfactorily settled, thus improving the implementation efficiency.
Applicability: means all preliminary operation proposals shall be applied to operation and maintenance
in the project, and comply with local service demand and local cultural and legal requirements.
Specificity: means all preliminary operation proposals shall be developed for specific objectives, under
which specific function drills and operation service simulation shall be conducted.
Compatibility: means all scene simulation and drills can include various operation requirements, require
cooperation between units and positions, provide interfaces between infrastructure, operation facilities
and software and hardware facilities managed by different departments, and achieve timely, true and
valid information transmission.
2.5.2.3 Verification of functionality for infrastructure, rolling stock and their interfaces
One of the main purposes is to verify functionality of the infrastructure, rolling stock and their interfaces
during implementation, including stability of the track, correctness of signaling and switch transition,
smooth communication, effective control in substation, normal conditions of contact line, good
conditions of locomotive, operating states of rolling stock, indication of train operation, communication
between the driver and the station and operation center, operation of passenger ticket and freight
invoice systems, normal operation of axle counting equipment, train route arrangement and shunting,
etc. In the verification, mainly presenting the availability of devices or facilities, timely intervention with
the equipment and operation process in the operation center, and effective integration of sub-systems
managed under complex conditions are reflected.
2.5.3.4 Verification of organization mode for traffic management and railway operation
The traffic management rules developed in the project shall be verified in their completeness and
compliance with operation service demand in the project. During implementation, modification
recommendations shall be proposed, including adequacy of service organization, appropriateness of
logistics organization proposals related to incidents, accidents and emergency rolling stock and
organization intervention.

By simulating the train operation, which is conducted in organization of passenger and freight transport
and maintenance of locomotives and rolling stocks, adequacy of passenger and freight transport
service, qualification of operation personnel, emergency response drills for emergencies or accidents
by operation personnel, and effectiveness of rolling stock maintenance organization shall be verified
and improved.
2.5.3.5 Verification of infrastructure maintenance
Infrastructure maintenance simulation is mainly for the purpose of effective running of existing
infrastructure and timely elimination of possible faults to the infrastructure in order to ensure normal
operation. It will reflect effectiveness of diagnosis functions used in the control room and operation point
and effectiveness of (preventive and corrective) maintenance organized, especially effectiveness of
emergent service organization (in intervention time, personnel qualification, technical equipment and
logistics proposal); recommendations shall be proposed on the type and quantity of infrastructure
maintenance machinery which ERS has not planned to invest in or finance, including equipment
necessary for short-term maintenance from the initial operation period and equipment necessary for
renovation and long-term maintenance of infrastructure; supporting facilities for personnel camping,
living, traffic and production, etc. shall be provided.
2.5.3.6 Verification of capacity of railway system
Capacity of the railway system refers to capacity of the system under both normal and abnormal
conditions along the entire line, mainly including the maximum freight and passenger carrying
capacities of the line. By simulating, traveling speed of passenger and freight trains, turnover time of
rolling stock and turnover of locomotive shall be determined, and preliminary train diagram planning
shall be determined, in order to verify compatibility of train movement under restriction conditions
related to electric traction system, block system, on-board system and characteristics of rolling stock.
2.5.3.7 Operation management
Within 3 months after mobilization, the contractor shall, based on physical conditions of infrastructure
provided by EDC and local conditions, carry out capacity analysis and capacity enhancement
allocation, and develop detailed and feasible passenger and freight train operation solutions, including
Dispute coordination procedure;
Priority criteria in case of crowded infrastructure;
Capacity allocation for maintenance;
Capacity optimization and operation during emergency;
Specific requirements on transport of dangerous freight.
2.5.3.8 Others
During preliminary operation, the contractor shall also perform the following works: a sufficient number
of trains with sufficient loads shall be operated to speed up the track settlement in order to facilitate
timely commercial operation of the line with nominal characteristics; continuous improvement and
modification of passenger and freight transport schedule; preparation of capacity building plan; design
of line safety management system in accordance with national regulations, and preparation of
infrastructure and rolling stock management plan and annual estimate proposal, development of
marketing and sales plan for passenger transport, freight transport and auxiliary service, etc.
2.5.4 Preliminary operation result report
At the end of implementing preliminary operation, the contractor shall summarize the implementation of
preliminary operation to provide EDC with a preliminary operation result report which includes all
processes and results, the contractors recommendations on changes in specifications or organization
based on verified data, recommendations on modification to key performance indicators (KPI),
favorable operation and cost recommendations for passenger and freight business planning, etc.
3 Service operation
Upon completion of preliminary operation, all systems and equipment will be ready for operation, and
with all jobs in place, conditions for formal operation are available. The Contractor will commence

formal operation in accordance with operation documents issued and time designated by EDC. Service
operation mainly includes operation of infrastructure and operation of trains.
3.1 Operation of infrastructure
The Contractor shall be responsible for management on sub-processes related to infrastructure
operation, mainly including schedule management, management on control room and operation point,
traffic management, shunting, operation planning for infrastructure maintenance, management on
emergencies during operation, training and support for operation skills, production report, etc.
3.1.1 Schedule management
There are 30 stations shows in the tender document, but the site visit results show only 19 stations are
completed at current stage. Therefore, the schedule is been planned based on 19 stations, the other 11
stations will be planned later when in the condition for opening.
Safe operation of the train;
Rapid and convenient transport of passengers and freight;
Economical and rational operation of locomotives and rolling stocks and arrangement of construction
and maintenance gap by taking full advantage of the carrying capacity;
Combination of train operation line and traffic flow;
Coordination and balance between stations and sections;
Rational arrangement of timetable for the crew;
The locomotive working diagram is a plan for operation of locomotives and should be prepared along
with the train diagram.
Passenger train operation plan
Passenger train: according to the number of passenger trains provided by EDC, it is planned that 1 pair
of international passenger trains shall be arranged between LABU-NAGAD, 1 pair of inter-city
passenger train between LABU-DIREDAWA and 3 pairs of inter-city passenger trains between LABU-
ADAMA. The operation proposal and schedule for passenger trains can be published to the public after
they are finalized, and they will remain valid for a certain period of time.

number of pairs of freight trains to be operated shall be determined based on the freight volume, and
the train diagram for preliminary operation shall be prepared based on allowable operation speed,
passenger and freight transport volume and infrastructure (number of passenger and freight trains) of
the line. Since freight transport is restricted by gathering of loading and unloading vehicles, the
operation schedule should not be published, but can be inquired by the freight bill in the freight
marketing system.

Checking the observance of rules and regulations by operation directors of different jobs, and timely
correcting the violations and punishment in accordance with relevant regulations.
Communicating with EDCs safety supervision room, and timely confirming, instructing and correcting
the safety problems in operation directions of different jobs.
Checking and collecting various safety information in the operation center, and establishing the safety
problem library of operation center
Regularly checking the issuance of commands from operation directors, maintenance and recording of
operation directors command inspection information and account, and punishment as specified.
Leading and organizing related department to carry out joint inspection on operation directors
commands in order to achieve full coverage of inspection on operation directors commands.
Assisting in holding special safety analysis meetings, as well as record keeping and forming minutes
for such meetings.
Basic business training, employees visit to the site and technological training in the operation center
in order to improve business skills of personnel in the operation center.
Regularly notifying safety problems discovered during inspection and recommendations on awards for
person(s) preventing accidents.
The technical control expert shall be responsible for:
Leading the basic management on technologies in the operation center, , modification and
improvement of systems and measures in the operation center including Rules for Management in
Operation Center of Ethiopia-Djibouti Railway Network, modification, development, supplementation,
abolition, inspection and evaluation of temporary technical requirements and regulations (except those
for specialized operation directors).
Collecting and organizing information including train diagrams, review on operation director production
chart;
Application, management and repair of information equipment under management by the operation
center, management on consumables for the computer system and development, application,
upgrading and maintenance of application software systems in the operation center, as well as
modification to basic data in related information systems in the operation system.
Leading the technological education and training in the operation center; stipulating the training plans
for personnel in the operation center, organizing the basic business test, technological training, job
transfer test, placement test and certification test; managing related information, accounts and
operation directors exam question database.
Assisting in the integrated office to manage on-the-job training, continuing education, curricula
education, adult education and professional title application for personnel in the operation center.
Leading and organizing operation directors to regularly pay visits to the site, and managing operation
directors certificates.
Cooperating with the safety room in safety inspection and assessment on operation directors,
conducting the safety tackling activities and inspection, analysis and evaluation on safety critical points.
Cooperating with the special control room in organizing relevant personnel to study military transport
rules and regulations.
A traffic management director is provided in coordination department of the operation center to be
responsible for:
Organization of train operation on railways in Ethiopia-Djibouti, organizing and directing the train
operation directors and stations to organization train operation in accordance with the train diagram,
organization of late trains to recover the time lost, completion of loading, unloading, arrangement and
construction tasks specified in daily (shift) plans, improvement of train on-schedule rate.
Checking and directing the train operation director in train release, completion of charts, issuance of
staged plans every 3h or 4h and release of operation directors commands; supervision and inspection

on implementation and completion of key work by the train operation director, and establishment of
inspection and analysis account.
Maintenance of operation directors discipline, observance of commands from operation director of
upper level; inspection on compliance in individual units with operation directors commands and rules
and regulations, and notification of and settlement recommendations on consequences caused by
violations.
Rectification and analysis on stop outside signal, passenger train on-schedule and misconduct of
operation directors, as well as tracking of the rectification; daily collection, inspection and analysis of
train diagrams.
Inspection and notification of safety and on-schedule situations in individual units, correct and timely
settlement to problems during operation of the train in order to prevent accidents.
Management on transmission of related documents and telegrams. Related documents, telegrams,
operation directors command and key instructions shall be sent to the train dispatching console.
Based on demand in individual disciplines, the following positions shall be provided in the operation
center: plan operation director, train operation director, locomotive operation director, rolling stock
operation director, construction operation director, power supply operation director, freight operation
director, passenger transport operation director, statistics reporter and equipment monitor.
Regional operation directors with the following responsibilities shall be provided in coordination
department of the operation center:

Station for uncoupling and marshalling of district trains. The district station
shall be provided at border between locomotive traction districts. In generally,
only arriving and departing trains in the district will be sorted. In the station,
District freight locomotive or driver will also be replaced, and the freight trains will be

In the district station, receiving and departure trains and shunting yard,
shunting equipment, locomotive servicing and rolling stock maintenance

Technical management and operation organization in stations shall be specified in Rules for Train
Operation in Stations which shall be developed and revised by the station master together with related
units in accordance with these regulations and related specifications. Rules for Train Operation in
Stations shall mainly cover use and management of technical equipment in stations; organization of
train receiving and departure, shunting, and passenger transport, freight and military transport related to
train operation; technical operation procedure and time criteria for trains; regulations for development
and implementation of operation plans; regulations for management on information system in stations;
carrying and sorting capacity of stations; technical information including station track plan with slope
indicated, horizontal and longitudinal sections within brake distance but beyond the home signal,
interlocking chart, elevation of contact wire in electrified section and position of phased insulator and
section insulator, etc.
Jobs and their responsibility in the station:

3.1.2.4 Management on level crossing
There are 240 level crossings in the Project, which will be of great significance for safe operation and
operation efficiency of trains. It is recommended that attended crossings be provided in places where
there are crowded pedestrians and vehicles, 66 personnel shall attend these crossings, and
unattended crossing in places where there is no or few people. Management on operation of crossing
shall be responsibility of the operation center, while the comprehensive workshop of the infrastructure
department shall be responsible for management on maintenance of crossings. Management on

complete the transport production task, all stations and related departments are required to make
rational arrangement for train operation in accordance with the daily and shift train operation plan
issued by the operation center.

During train receiving and departure, the train receiving and departing personnel who are required to
carry radio dispatching communication equipment and hold hand signal flag (lamp) shall stand in the
designated location to receive or depart the train, paying attention to the train running and freight
loading states and checking signals with the conductor. If the marker light in the rear of the passenger
train is found to be off, the conductor (or crew if no conductor is available) shall be notified for servicing.
When it is impossible to make a notification in automatic block section, the train shall be stopped for
servicing. Any abnormal loading state of the freight must be immediately settled; if the train rear device
of the freight train is found to be lost, immediately report it to the train operation director so that the train
can be stopped in the next station for settlement. When the train is approaching, entering or leaving the
station, the train receiving and departing personnel shall immediately report to the station master on

duty the train entry/exit (except those which can be confirmed on the equipment). After the train has
arrived, departed or passed, the station master on duty will immediately report to the adjacent station
and train operation director, and record it on the Train Operation Log (or observe related regulations
when computer report system is available). In case of excessively long or out-of-gauge train, single-
locomotive trailer and train rear device with light off, a report shall be sent to the adjacent station.
Operation personnel at the crossing will work similarly according to train receiving and departure
procedures.
3.1.3.3 Transport of dangerous substances
Transport of dangerous freight shall be planned and rationally arranged based on transport demand of
dangerous freight and allocation of railway power resources. During preliminary operation of Ethiopia
railway, management contractor of Ethiopia railway shall develop Rules for Management on Transport
of Dangerous Freight based on specific infrastructure and power resources of Ethiopia railway, and the
operation center shall develop Measures for Tracking Management on Transport of Dangerous
Substances.
3.1.3.4 Special transport
Special transport refers to the freight to be carried is of excessive length, excessive width, excessive
weight or concentrated weight, and railway transport can be carried out only with respective measures
developed. During preliminary operation of Ethiopia-Djibouti railway, management contractor of
Ethiopia railway shall develop Rules for Railway Transport of Out-of-gauge and Overweight Freight and
Railway Freight Loading Reinforcement Rules based on specific infrastructure and power resources of
Ethiopia- Djibouti railway for observance by the operation center and station.
3.1.3.5 Movement of maintenance locomotive
Although the infrastructure maintenance locomotive is still not equipped with train conditions, it will be
treated as the train when it is designated to be with a train number. Operation of the infrastructure
maintenance locomotive shall be incorporated in the construction plan, which is published in the
daily/shift operation plan by the operation center.
Prior to operation, the infrastructure maintenance locomotive shall have received the command issued
by the train operation director which covers the construction level, location, construction content and
construction time.
3.1.4 Shunting
Except arrival at, departure from and passing the station and running between sections, all movement
of the rolling stocks for some purpose are called shunting, including marshalling, uncoupling, attaching
and detaching, line transferring; taking out and placing in, track transferring, track servicing and
deployment of rolling stock; alignment, track transferring, depot entry/exit of the locomotive.
3.1.4.1 Shunting preparation
The shunting coordinator of the station shall be make leading efforts in shunting in the station.
The shunting coordinator shall be solely responsible for giving instructions for shunting. In case of
shunting with the leading locomotive, the station master assistant can give instructions.
The shunting leader must correctly prepare and arrange the shunting plan in a timely manner. The
shunting plan shall be arranged by using the shunting notice.
For shunting with the leading locomotive in the intermediate station, use the shunting notice attached
with a diagram.
The shunting leading and the shunting instructor must hand over the plan in person. In case of difficulty
in plan handover in person for the reason of equipment or in stations provided with shunting notice
transmission device, the handover means are specified in Rules for Train Operation in Stations.
The shunting instructor shall develop specific operation methods and convey in person to the
locomotive driver such methods together with precautions; he can convey them by himself or by an
appointed shunter to other related personnel. For specific convey means, refer to Rules for Train
Operation in Stations.

Shunting can be commenced only after the shunting instructor has confirmed that all related personnel
have understood the shunting plan.
3.1.4.2 Shunting
During shunting, the shunting personnel shall correctly display the signal in a timely manner, while the
locomotive driver and crew must careful confirm such signal and reply to the display.
When coupling the propelling rolling stocks, the distance signals for the 10th, 15th and 3rd rolling stocks
shall be displayed, or the rolling stocks will not be coupled. If there is no reply from the locomotive
driver, immediately display the stop signal.
When propelling the rolling stock, trial pulling will be required first. Someone will watch in the front of the
train and give timely signal.
When it is confirmed by the shunting instructor that there is trouble with the rolling stock detention
location, rolling stock detention position signal shall be displayed.
Shunting operation will not be carried out if there are fewer than 2 members of shunting personnel.
During shunting, in case of operation of single locomotive or traction locomotive, the locomotive driver
will be responsible for confirmation of the route; in case of operation of propelling locomotives, the
shunting instructor will be responsible for confirmation of the route. If it is hard for the shunting instructor
to confirm the route due to his location, he may appoint another person in the shunting team to carry
out confirmation.
The locomotives shall not be started without starting signal from the shunting instructor. But when the
single locomotive is returning to the turnout or the locomotive is entering or leaving the section, the
locomotives can be started according to the turnout open signal displayed by the shunter or the signal
displayed on the shunting signaling machine. In the case of no shunter or shunting signaling machine,
the shunting instructor will give starting signal to the locomotive driver after he confirms that the turnout
is open.
Shunting must be operated accurately to the speed and safety distance, and comply with the following:
During traction on the empty track, the speed shall not exceed 40km/h; during propelling, it shall not
exceed 30km/h.
For shunting of rolling stocks with passengers or explosives, compressed air, liquefied gas or out-of-
gauge goods inside, the speed shall not exceed 15km/h.
When approaching the coupled rolling stock, the speed shall not exceed 5km/h.
Shunting on the stub-end track must maintain a safety distance of 10m from the line terminal; when
the distance has to be closer than 10m under exceptional circumstances, strict control shall be imposed
on the speed.
When shunting electric locomotives on the track with contact wire terminal, the speed shall be
controlled, and the locomotive shall maintain a safety distance of 10m from the contact wire terminal.
Slow up as appropriately under abnormal conditions including bad weather.
3.1.5 Operation planning for infrastructure maintenance
Proper maintenance of infrastructure is a guarantee for safe operation of trains, so the plan operation
director in the operation center must plan daily infrastructure maintenance gap. The maintenance
center will submit maintenance plan based on the maintenance content, which, after reviewed by the
construction operation director, will be incorporated into the plan for the next day by the plan operation
director. The maintenance center will apply for commencement and completion of construction in
accordance with the plan.
3.1.5.1 Coordination between operation planning and maintenance planning
All infrastructure maintenance construction shall be operated in accordance with the plans. The
infrastructure department shall submit to EDC or HQ of the management contractor annual, semi-
annual, quarterly and monthly construction proposals and construction plans based on the maintenance
construction level.

Based on duration of construction block and shutdown of signaling, interlocking and block equipment,
the workload and extent of impacts on railway transport, construction of operating railways is divided
into 3 levels:

Prior to implementation of the maintenance construction plan, the construction director shall apply to
the station for key registration points based on the approved construction plan.
After receiving the order that the construction is permitted, the construction director must confirm the
starting and ending time for the construction, and provide reliable protection on the construction site
before giving instructions for commencement of construction. The construction director shall ensure to
leave the construction section within the time specified on the construction order.
During construction, the maintenance unit must keep contact with the station. When construction is
conducted with the construction train, communication with the train operation director shall be
maintained. There should be reliable communication between the construction site and the station and
operation directors office.
At the end of construction with closure of track, the construction director can eliminate the protection
signal and apply for completion of construction state after it is confirmed that the railway line and
equipment are under normal operation conditions. All the construction personnel are allowed to leave
only after normal passage of the train.
In case that the section cannot be open as scheduled or the train is not allowed to run at the speed
specified in the construction proposal under exceptional circumstances, the construction director shall
give prior notice to the station, requesting prolonged construction time or restriction of train running
speed.
For construction at train interval time, the construction director shall communicate with the train
operation director via the station, and construction can be commenced only after permission is
obtained.
For construction at the train spacing, the construction director shall enhance communication with the
station and station liaison to obtain accurate knowledge about train operation and construction time.
Construction at the spacing between the passenger train and the leading train shall be strictly
forbidden.
3.1.6 Degraded operation and emergency management
In case of degraded operation due to the infrastructure, i.e. the railway line including subgrade, bridge
and tunnel, the maintenance center shall submit an application and plan to the operation center, while
the operation center, in turn, shall be responsible for incorporating them into the transport proposals for
observance by individual transport units.
When degraded operation is required due to factors of related external units and government agencies,
CRE shall issue a document to the management contractor who will give instructions to the operation
center for degraded operation.
3.1.6.1 Degraded operation
Degraded operation refers to abnormal operations due to failure to locomotive and rolling stock, failure
to infrastructure, extreme weather and other reasons. In case of the above, the train operation director
in the operation center will immediately issue the degraded operation command to ensure safe
operation of the train.
Failure to infrastructure
In case of failure to the railway line, subgrade and bridge, the maintenance unit shall immediately report
it to the station and operation center and require degraded operation, while train operation director in
the operation center shall immediately issue degraded operation command and notify all operation
units; the maintenance unit shall be responsible for providing respective protection signs as required in
the section where degraded operation is needed, and if necessary, technicians shall be appointed to
guard on the site. Respective signal will be displayed to warn the locomotive drivers. The maintenance
unit must take measures to restore normal operation as soon as possible.
In case of failure to the power supply system and communication signal, the maintenance unit shall
immediately report it to the station and operation center and require degraded operation, while train
operation director in the operation center shall immediately issue degraded operation command and
notify all operation units; the maintenance unit shall be responsible for providing respective protection
signs as required in the section where degraded operation is needed, and if necessary, technicians

shall be appointed to guard on the site. Respective signal will be displayed to warn the locomotive
drivers. The maintenance unit must take measures to restore normal operation as soon as possible.
Failure to locomotive and rolling stock
Locomotive or rolling stock which is found to have any failure during operation must be immediately
stopped. The driver and the crew will check whether the locomotive and rolling stock can continue
running, and if not, immediately call for help; if they can continue running, request degraded operation
and report it to the next station which will report it in turn tot eh operation center. Train operation director
in the operation center shall immediately issue degraded operation command and notify the next station
and the driver and the crew on the train. The locomotive or rolling stock with failure will be settled after
the train arrives at the next station. If the rolling stock with failure cannot continue to run, the train
operation director will issue a special command to operate the train in parts.
Extreme weather
When there is extremely bad weather which may bring impacts on safe operation of the train, train
operation director in the operation center shall immediately issue degraded operation command and
notify all operation units.
3.1.6.2 Management on emergency
With regard to various emergencies and accidents including train collision, fire in the train, evacuation in
the train, emergency involved with dangerous substances and derailment, the infrastructure operation
center shall develop safety emergency response plans (refer to 3.1.2.2) in advance, and regular
exercises will be conducted. The required rescue facilities and equipment will be furnished by the
management contractor after the intervention based on the existing rescue facilities and equipment,
while conducting internal management and taking preventive measures, the operation center must
negotiate with representatives from all units involved with operation of the train, all units adjacent to the
railway network, local authorities and local or national emergency service (including firefighting and
rescue) institutions so that in case of the above emergencies, help to the greatest extent can be
obtained as soon as possible in order to minimize personal injury and loss.
3.1.7 Operation skill training and maintenance
Before employment, promotion or transfer to another job, the infrastructure operation personnel shall be
provided with qualification training for the proposed job, and he can work on the new job only after he
has been tested qualified in vocational skill evaluation and qualification test for the job and has obtained
the qualification certificate at the respective level and qualification for the respective job.
During employment for the job, the employee is required to participate in orientation training and
business tests for the job, as well as exercises for degraded operation and emergencies, and those
failing the tests will not be allowed to work on the position.
3.1.7.1 Training and test procedures for new-recruited personnel
Newly-recruited personnel in EDC must be provided with vocational skill training which is organized by
the management contractor and conducted to the specified period of time and courses.
After completion of vocational skill training and tested to be qualified in theory test, the new employees
will be allocated to individual operation units, where they will be provided with labor safety training for at
least 40h (24h for training by the operation unit, and 8h for training in the workshop and in the work
team respectively). After being tested to be qualified in the labor safety training, they will be provided
with orientation training. Those tested to be qualified in the orientation training will be allocated to
individual production positions for apprenticeship training for at least 3 months. During this period of
time, these new personnel shall participate in the vocational skill evaluation organized by EDC. Those
evaluated to be qualified will participate in the placement test organized by the operation unit after
apprenticeship training. The human resource department will issue an order for assignment to those
tested to be qualified in the placement test so that they can officially work in the new job.
Orientation training for new employees: vocational skill training by management contractor safety
training at center level safety training at workshop level safety training at team level
apprenticeship training skill evaluation placement test work on the job after being tested to be
qualified.

3.1.7.2 Personnel at the same type of jobs from lower level to higher level
Newly-recruited employees can be provided with job-transfer training or promotion training based on
the personal competence after having been working on the position for 6 months.
Prior to job transfer, the employee shall be provided with safety education for at least 24h (8h in
depots, workshops and teams respectively), and apprenticeship training for at least 3 months shall be
organized in the workshop.
Prior to promotion, the employee shall be provided with theory training for at least 50h, and after
satisfactory theory training, he will be provided with apprenticeship training for at least 3 months.
Employees to be transferred to another job or to be promoted shall be provided with vocational skill
evaluation by EDC. Those evaluated to be qualified will participate in the placement test organized by
the capacity building department on regular basis, and those physically unqualified for the position shall
be changed to another position. Occupational health examination shall be provided every year.
3.1.8The contractor shall conduct whole-process monitoring on the train in accordance with the
integrated transport management system, and carry out management based on the production report
generated in the system.
3.1.8.1 Train report
In the operation center, integrated transport management system with the following functions is
adopted: real-time record on train departure, arrival and transfer time, as well as comparison of the time
against the schedule (early, late, over-speed, etc.); real-time display of train locations, including train
identification, station identification, running section, station arrival and departure time, description of
report on late train and the time behind schedule, train with all/part of journey cancelled.
Statistics operation director in the operation center will submit daily train operation production report to
experts in the production coordination department for analysis and rectification.
3.1.8.2 Infrastructure report
An equipment monitoring operation director shall be provided in the operation center to be responsible
for daily monitoring on the infrastructure, generation of monthly infrastructure reports, regular technical
verification for all safety equipment and signaling system, statistics of abnormal conditions and
accidents and analysis of reasons. The infrastructure report shall be submitted to the maintenance
center in which adjustment will be made to the maintenance plan according to the infrastructure report.
3.1.8.3 Quality indicator
Basic operation quality indicators are mainly performance indicators with regard to production level and
punctuality. These quality indicators provide parameters for key performance indicators. The operation

Preparation for the train mainly includes competence and position competency of personnel involved
with operation, related requirements on infrastructure and operation, specific requirements on
passenger and freight transport service.
3.2.2.1 General requirements
All personnel involved with passenger and freight transport shall have been tested to be qualified and
be competent for their respective positions to ensure smooth implementation of work.
The passengers should know about laws and regulations on railway safety in the country, and the
railway transport division shall make clear safety rules to be observed by passengers in the form of
safety instructions; freight (dangerous freight, out-of-gauge freight, fresh and live freight) to be
transported shall be accepted, taken care of, stored and handled in accordance with safety regulation
for railway freight; all personnel involved with the operation shall ensure safety of the work environment;
safety of the locomotive system shall be consistent with locomotive operation and maintenance safety
regulations.
Operation infrastructures shall be installed, accepted, planned, operated and maintained in
procedures specified in the design.
Train refers to marshalled train which is connected with locomotives and provided with specified train
sign. Besides forming the rolling stock and locomotive, train equipment should include other equipment
and facilities for external and internal joint control on rolling stock and locomotives and to ensure safety.
Such equipment will be used for train operation, train braking and freight loading safety.
Train preparation is the key to normal operation of the train, and it is composed of several processes
and shall be provided with the following inspections and tests: the train must be suitable for the up and
down directions, train length, train weight and allowable technology and speed specified on the train
diagram; train brake requirements shall ensure sufficient brake performance and rolling stock incapable
of braking shall be restricted during marshalling, and any train in unexpected separation must be able to
be stopped with sound braking; preparation for passenger trains shall be made in the station where it
stays, with tests on air conditioning, cleaning, drinking water, sales, electronic display, audio and video,
in order to achieve better comfort for passengers; the freight trains shall be loaded as planned and
reinforced according to the load, and all doors and windows of all freight trains shall be closed, sealed
and locked; passenger trains shall be marshalled as they are fixed, while freight trains shall be
marshalled in groups arriving at the stations and in the required sequence for marshalling; train in
operation shall be provided with required documents including basic train information, record (on
passenger number and luggage, etc.), freight train marshalling sequence list, freight bill, freight invoice,
special freight certificate, quarantine certificate, free-of-charge certificate, various lists and delivery
documents; agenda information of the train shall be collected and completed by a special personnel,
including information on time for departure, staying, operation and arrival of the train.
3.2.2.2Specific requirements on passenger and freight transport service
In passenger transport service, safe channels shall be provided for passengers into and out of the
station, and if possible, workers will be appointed to provide guidance. Warning signs of safe access
shall be provided, and emergency channel shall be provided under special circumstances; passengers
are not to walk about in compartments of the train which is running, and they are required to place their
luggage as required.
In freight service, access roads for the freight to and from the freight yard, stock yard and storehouse
shall ensure safe and smooth logistics, and be provided with protective facilities against moisture, theft
and fire for the freight.
3.2.3Train operation
3.2.3.1 General requirements
During train running, relevant personnel must execute the following safety specifications:

Technical characteristics of locomotive
Locomotive must reach applicable status, and main components and equipment shall be in good
conditions, conform to the regulations on application and maintenance of locomotive, and meet the
following requirements: the height between coupler center horizontal line and rail surface ranges from
815 to 890mm, and the interval of wheel flanges is 1,3533mm;
Vertical abrasion height of wheel flange is not over 18mm, without grinding; scratch depth of wheel
tread does not exceed 0.7mm; defect or peeling length on wheel tread does not exceed 40mm, and the
depth does not exceed 1mm; and abrasion height of wheel tread does not exceed 7mm.
Technical characteristics of vehicles
The vehicle shall be equipped with automatic brake and manual brake. Brake beam, lower link,
crossing rod, horizontal control rod and antiroll torsion bar of the vehicle must be equipped with security
device.
Passenger train shall be equipped with axle temperature alarm device; air for pneumatic brake system
shall be separated from that for pneumatic spring and other related devices; and the passenger train
shall be provided with emergency brake valve and pressure gauge inside, all of which shall be in good
condition.
Freight train shall be set with automatic empty and load brake equipment.
The interval of wheel flanges is 1,3533 mm.
Commercial plans and timetable restraints
During movement of the train, the driver shall operate according to the drawing requirements and
dispatching command, and trains shall run on schedule without unreasonable delay. For each delay,
explanation shall be provided, and the driver of train with unreasonable delay shall be punished
correspondingly.
Capacity of train-related personnel
Train-related personnel shall be healthy; master basic professional knowledge and skills; be familiar
with related safety rules and regulations; pass the examination and have relevant certificates.
Furthermore, the personnel are capable of operating in degraded conditions according to the
operational rules; communicating with traffic regulators and station with standard driving terms;
assisting relevant personnel in emergency treatment; providing assistance to passengers in case of
health and security needs; and informing security bodies timely in case of emergency.
3.2.3.2 Special requirements for passenger or freight service
As to the transportation of hazardous goods, the goods shall conform to transformation condition, the
technical data of transported goods shall be complete, the safety measures required shall be taken, and
the packing mark for hazardous goods shall be coated as specified; it is necessary to specially assign
personnel to escort in transportation, and the escorts shall have the certification issued by management
contractor . As to the goods for which humping is prohibited or speed limit is required during coupling, it
is necessary to hang the signboard "No humping" and "Speed-limit coupling" correspondingly; mark the
position of hazardous goods in Train Marshalling Sequence Table, so as to prompt related personnel to
control strictly during train shunting and running.
3.2.4 Management of cross border transportation
In case of cross border traffic, the Contractor must ensure compliance of transport with international
rules and implement cross border transit management according to coordination principle to facilitate a
seamless railway traffic between Ethiopia and Djibouti.
3.2.4.1 Strict national agreement for cross border transit shall be signed between Ethiopia and Djibouti
to specify the matters involving customs, safety, tariff, inspection and quarantine. The Contractor shall

be responsible for assigning management and technicians in railway border station, while other relevant
personnel shall be assigned by the two countries.
3.2.4.2 According to the design of railway between Ethiopia and Djibouti, set border station and cross
border field at DEWENLE, and provide special equipment and organization, as well as corresponding
management and operation personnel.

The organization and corresponding management and operation personnel: DEWENLE shall be
configured with station masters serving railway traffic; station master assistants, eight persons for
passenger and freight service (including cargo handover check), technical security personnel, security
guarders and cleaning workers. Armed organization, tariff organization, inspection and quarantine
organization as well as personnel quota are arranged and appointed by local government.
Cost increased due to frontier inspection shall be specified in the agreement signed by both
countries.
Equipment and facilities of DEWENLE Station shall pass acceptance inspection, commissioning and

for organizing the passengers to return to the original compartment. (3) Passengers who buy tickets of
international through-traffic train at DEWENLE Station shall take passport and luggage to the joint
inspection hall (together with other passengers) according to the joint inspection request time (viz. train
arrival time) to handle exit formalities and get inspected, and then take the train with ticket after being
confirmed upon qualification. (4) Employees and locomotive drivers at DEWENLE Station shall get
inspected by joint inspection unit and exit for working according to Railway Employee's Cards and
Certificate for Entry-Exit Railway Employees prepared by the transfer point.
After all of the exit formalities are handled, Ethiopia's frontier inspection station assigns inspector to
guard along with the train to the frontier inspection duty points of both Ethiopia and Djibouti, and get off
at Ethiopia's frontier inspection duty point. The train runs continuously to Djibouti's frontier inspection
duty point, and then Djibouti assigns frontier inspection guarder to ALISABIEH Station in Djibouti.
After international through-traffic passenger train arrives at ALISABIEH Station, train crew organizes
passengers to get off and take luggage and passport to ALISABIEH Station to get inspected and handle
entry formalities, and then take the train to the destination.
Operation process of inbound passengers
After operation personnel who exit the country along with the train handle various formalities such as
train inspection and handover abroad, station master assistants assigned by the station handle
departure according to the driving instruction of ALISABIEH Station.
Frontier inspection guarders of both Ethiopia and Djibouti are responsible for the safety supervision of
trains within their own countries.
Train chief on duty submits customs declaration for passengers to joint inspection unit. Train crew is
responsible for organizing inbound passengers and crew staff (with passport and luggage) to get to the
joint inspection hall for inspection and disposal by each relevant department as per the sequence of
inspection and quarantine, frontier inspection and customs through the inspection bench orderly. After
inspection, the crew is responsible for organizing the passengers to return to the original compartment.
In case of the passengers with inconformity, the frontier inspection station shall detain and arrange
repatriation. Besides normal safety and security at DEWENLE Station, both of the countries shall
assign armed forces and judicial organ and personnel to maintain normal order at border station.
Common official language shall be jointly determined by both of the countries.
Operators shall have legal status specified by the country.
Both of the countries shall specify the cooperation matters in cross border agreement.
Railway employees who conduct cross-border transportation shall enter in and exit from frontier with
Certificate for Exit and Entry of Railway Personnel. When entering in or exiting from the other border
station, issue the railway employee's card with photo of himself / herself being pasted and Certificate for
Exit and Entry of Railway Personnel to the frontier organ for inspection.

Locomotive drivers are uniformly dispatched by the Contractor during unmarshalling and shunting of
DEWENLE; all of the commercial and service companies established at the border between Ethiopia
and Djibouti carry out cooperation based on their own functions; competent departments of Ethiopia
and Djibouti cooperate with the Contractor to issue traffic permit safety certificate to the railway trains
which enter in and exit from DEWENLE; various normative documents and regulations & rules under
the management of DEWENLE are prepared; the specification is applicable to train running, entrance
and exit, unmarshalling, shunting, technical inspection, exception handling, accident survey, safety and
security, etc.; the prepared specifications and documents are in bilingual and electronic form for both of
the countries; labor laws and regulations and work conventions are prepared by each country for
emergency and disease.
3.2.4.7 Rejection procedure for imported goods
Handover personnel receive the translated bills and check whether the bills are complete, whether the
matters filled in each column are correct, whether the reception condition is met, and whether there is
prediction, license and qualification certificate for the unplanned and special transportation. All special
goods such as hazardous goods and out-of-gauge goods without contracted record shall be rejected.
After bills review, the freight personnel mark "XXX" rejection in TMIS system, prepare rejection record
by batches for the rejected good on receiving-departure line, write off from the cargo handover list and
vehicles handover list, prepare common record and mark the rejection record number, deliver the
freight bill to related personnel and sign in "Rejection registration sheet".
After train receiving formalities are complete, the agency company submits application for train
receiving, sends it to the handover personnel to handle reception upon approval, notes the original
handover sheet number in the rejected train handover sheet, and sends it together with bills to the

customs for confirmation. Translate bills and input related data again, and the surveyor writes off "XXX"
sign in TMIS system.
After the agency company reports for examination and inspection, and conducts customs declaration
(customs declaration for the first time), return the bills to bills room prior to 18:00 on that day, otherwise
demurrage will be counted.
The bills room confirms handling restriction, customs formalities, license, qualification certificate, etc.
of the arrival or dedicated line.
Field freight personnel report train handling through their own computer system, import freight
personnel conduct output printing of the handling report sheet, freight personnel of the bills room select
bills according to the printed report, and deliver it to the import freight personnel.
Import freight personnel review, confirm and print freight bills.
In case of inconformity during customs inspection, stowing or unloading is required, and unmarshalling
is needed at DEWENLE;
Special department shall be established during operation preparatory period according to the
agreement between Ethiopia and Djibouti and the demand thereof;
Application devices such as computer in DEWENLE shall realize complete application function at
commissioning stage;
Locomotive crew, station personnel, cross-board train personnel and management, technicians and
operators in DEWENLE shall have safe operation capability and excellent language skill.
3.2.4.8 Disposal of emergency
Set up sound Emergency Response Method for Stranding and Blocking during the Travelling of
International Through-Traffic Passenger Train, Traffic Accident & Incident Disposal and Information
Transfer Method for Ethiopia-Djibouti International Through-Traffic Railway and Reporting System for
Outbound Emergency of International Train; in case of travelling accident at border station or border
station interval, the railway involved shall be responsible for rescue and repair at once; and the railway
of the other side shall assign rescue (equipment) train according to the request of accident section; and
the accident responsibility shall be undertaken according to national laws and railway rules of the
railway involved.
Note: All of the specifications and various processes above shall be described based on international
conventions; in view of the particularity of the railway, the frontier inspection of cross-border passengers
and goods will be more convenient.
3.2.5 Shunting service
Shunting service in train operation is consistent with that in infrastructure operation in terms of work
content, mode and method. It shall be noted that the shunting of locomotive at station shall not exceed
three couplers in principle; and the shunter shall be responsible for unmarshalling operation and
alignment loading of trains. All of the locomotive drivers shall follow the command of shunting leader
during shunting operation, obey single instruction of shunting commander and complete the shunting
service safely and efficiently. Shunting within locomotive depot is in the charge of Operation Division
under Procurement Maintenance Division.
3.2.6 Skill training and maintaining for train operation
Skill training and maintaining for train operation are substantially consistent with the content in 3.1.7. It
shall be noted that the training for train chief and train crew shall further include language training, thus
realizing communication with passengers and other railway network personnel; and shall master related
knowledge about infrastructure to meet the demand of train operation. Refer to T5 Capacity
Construction for specific training requirements and plans.
3.2.7 Production report

monitoring procedure according to China's experience in operation to monitor and analyze the effective
operation of all related services, and eliminate man-made influence, so as to reduce or prevent
accidents which affect effective operation of network.

Ground monitoring system: record the date and time, identify trains, and support safety monitoring,
infrared detection and axle-counting detection;
The locomotive is installed with locomotive joint control device (LKJ) to fully record the running data of
train, including but not limited to the following data: date and time, interval mileage, signal transfer and
emergency stop in case of danger or "movement authorization termination", running train speed, all
isolation or coverage situations of on-board train control (signal) system, operation condition of audible
warning device, detection through on-board hot axle box detector, etc.. After the train returns, the driver
submits IC card to the driver coordinator, and the Maintenance & Procurement Department conducts
analysis of the data.
3.2.8 Fleet management
Locomotive crew fleet include passenger train fleet, freight train fleet and shunting fleet, and main
responsibilities of the fleet are as follows: manage locomotive, execute the train operation drawing
strictly, arrange locomotive operation and organize locomotive driver on duty reasonably, implement day
shift plan, complete transportation and production task, strengthen safety management, ensure driving
safety and personal safety, analyze tendentious and key problems in safety production monthly, find out
the reason, formulate preventive and control measures correspondingly; reinforce employees'
education management, provide training for employees, and improve the professional skills of drivers
constantly.

take safety measures to prevent train overrunning, tail chasing, coupler failure, stop at slope, fire and
running at severe weather.
Education and assessment
The fleet often provides safety education and regulations & rules education for locomotive drivers and
co-drivers to enhance their safety awareness and understanding of regulations & rules; and organizes
regulations & rules examination of drivers once half a year, and the personnel who fail to pass the
examination shall receive off-job training and shall not work until passing the examination.
3.2.8.4 Economic and rational arrangement of locomotive, and improvement of rocking stock
application
Driving coordinator arranges locomotive routing economically and reasonably according to the train

4.1 Maintenance plan
4.1.1 Routine maintenance and updating of infrastructure
Infrastructure maintenance refers to routine maintenance and special maintenance of subgrade,
bridges and tunnels, housing construction, water supply and drainage, railway track, power supply,
communication, signal and security system of Addis Ababa - Djibouti Railway.
4.1.2 Setting of infrastructure maintenance organization
A comprehensive maintenance center is set for infrastructure maintenance, which has 1 overhaul,
engineering and machinery department and 2 comprehensive center and 6 comprehensive workshops
to take charge of all basic inspection and facilities maintenance. The overhaul, engineering and
machinery department is responsible for checking the track geometry and OCS status parameters by
track inspection car, analyzing and submitting the inspection conclusion to comprehensive maintenance
workshop for maintenance. The comprehensive maintenance center is responsible for comprehensive
maintenance involving many specialties such as track, power supply, communication, signal, subgrade,
structure and building; and there are 3 comprehensive maintenance groups. Comprehensive workshop
is responsible for regular inspection, checking and maintenance involving many specialties such as
track, power supply, communication, signal, subgrade, structure and building; and there are several
comprehensive inspection groups. (depends on section mileages and specialties)

workshops, all workshop stations refer to formal houses built for construction project and suitable for
the operators to use and storage equipment and tools.
4.1.2.3 Group setting
According to the railway project planning implemented, comprehensive inspection group is set at the
station which is planned with comprehensive work area and the station which is set with comprehensive
maintenance workshop; the comprehensive inspection group is set toward intervals at both ends by
centering on the station, all of the group stations refer to the nearest stations; if the operation distance
is long, comprehensive transport vehicle or passenger and goods double-service trucks can be used for
transportation.
Comprehensive maintenance group is set with a team in charge of comprehensive maintenance of the
whole line relying on a set of large ballast bed regulator; and two teams in charge of comprehensive
maintenance of segmented railway relying on small ballast bed regulator. Comprehensive maintenance
group base is set in ADAMA, MIESO and ADIGALA, and the maintenance team of large ballast bed
regulator is set at MIESO. Comprehensive maintenance group uses track car and medium bus for
transportation, and each group is equipped with one or two boarding cars.
All workshop stations refer to formal houses built for construction project; if the tenderee cannot provide
enough formal house facilities for the Contractor, he shall provide substituted houses for the operators
to use.
4.1.3 Troubleshooting of infrastructure
An overhaul, engineering and machinery department is set for infrastructure to take charge of checking
the track geometry and OCS status parameters by using track inspection car, analyzing the defect
trend, judging according to the line and equipment defect, and submitting the inspection conclusion to
comprehensive maintenance workshop for planned maintenance.
The Track inspection car checks dynamic partial unevenness (peak management) of track, involving
track gauge, level, height, track alignment, twist of track, vertical vibration acceleration and horizontal
vibration acceleration. Dynamic quality of overall unevenness (mean value management) at line section
is assessed through track quality index (TQI).
The track inspection car detects the following items of catenary: height and slope of contact wire,
stagger value and midspan offset value of contact wire, impact force (hard point), contact pressure and
OCS voltage.
The comprehensive inspection workshop and group is responsible for conducting visual inspection of
track, power supply, communication, signal, subgrade, structure and building; measurement of small
instruments; and self inspection of equipment; judging the inspection results; and submitting it to the
comprehensive maintenance workshop for maintenance. The inspection workshop can repair
independently if competent.
4.1.4 Maintenance of infrastructure by specialties
Infrastructure to be maintained by the project Contractor mainly involves civil works, railway track,
power traction, signal device, power supply, data transmission and remote communication system,
safety and security subsystem and service facilities subsystem. According to EDC demand and
organization setting in Bidding Document, EDC integrates the infrastructure maintenance, in the bidder
country, and the specialties refer to separate systems for which the bidder proposes maintenance plan
independently.

4.2.3.2 Troubleshooting

operator on duty is informed of handling it, and related maintenance personnel shall judge the failure
property, reason and section timely and accurately, and minimize the failure influence based on the
principle "preliminary before specific inspection". When receiving the equipment failure during shift, the
operator on duty shall conduct breakdown rescue at once according to the failure processing procedure
of corresponding equipment to reduce failure extension. If the failure cannot be eliminated immediately,
it is necessary to take degrading mode or stop the equipment to avoid failure extension influencing the
operation.
4.2.4 Information system
Routine maintenance of information system includes monitoring, inspection, detection, switching and
troubleshooting of the system and equipment, so as to make sure that the equipment always in good

status. Routine maintenance of information system refers to "three-fixed and four-realizing", which are
respectively fixed equipment, fixed personnel and fixed maintenance cycle, realizing operation
institutionalization, realizing quality standardization, realizing detection modernization and realizing
maintenance technicalization.
4.2.4.1 Maintenance classification of information system
Operator on duty of information system conducts 24h monitoring of the equipment running status
through network management terminal, performs daily maintenance of center machine room, and
carries out proper disposal according to actual situation in case of warning information; the information
system inspects the information equipment at each station regularly every week, and makes a record of
the running status; according to the maintenance plan, it is necessary to conduct primary maintenance
(routine maintenance), secondary maintenance, tertiary maintenance (minor repair) and medium repair
of the information system equipment.

Signal system equipment is the key equipment to ensure railway safety, its maintenance refers to
combination of preventive and corrective maintenance and prevention shall be put first. Conduct
scheduled maintenance and take several measures during maintenance; carry out equipment failure
diagnosis at early stage according to the equipment state parameters, and transit to state maintenance
gradually.
4.2.5.1 Maintenance classification of signal system
Maintenance classification of signal system refers to "routine maintenance" (primary maintenance),
"cyclical maintenance" (secondary maintenance), "minor repair" (tertiary maintenance), "medium repair"
(quaternary maintenance), "overhaul" (quinary maintenance), "preventive test" (test) and
"troubleshooting" (corrective maintenance). "Medium repair" and "overhaul" are temporarily outsourced,
and so does the replaced failure module.

4.2.5.2Signal testing
Regular testing of electrical property and safety property of signal equipment is important to
maintenance. Testing of signal equipment refers to routine testing (taken responsibility by each signal
group, completing the testing items of daily inspection, monthly inspection and maintenance place in
the record), level-I testing (taken responsibility by each signal group, completing the testing items of
quarterly inspection and annual inspection in maintenance plan) and level-II testing (taken responsibility
by technology group of signal workshop, cooperated by each signal group, completing the periodical
and temporary testing task and items of equipment). The signal testing at each level shall be included in
annual and monthly work plans according to the maintenance and testing cycles, and then conducted
as planned upon approval. Testing of electrical property shall be conducted by specified instrument and
testing equipment, wherein the instrument shall be calibrated and checked by metering mechanism
regularly, and the testing equipment shall be provided by the supplier. Testing of signal equipment shall
be conducted after equipment stops running, integrated testing shall be adopted, and it is necessary to
continuously improve the testing means and methods to ensure safe testing and operation.
4.2.6 Power supply system
4.2.6.1 Overview
Power supply system includes substation and OCS system. OCS. Maintenance of the power supply
system refers to "three-fixed and four-realizing", which are respectively fixed equipment, fixed
personnel and fixed maintenance cycle, realizing operation institutionalization, realizing quality
standardization, realizing detection modernization and realizing maintenance technicalization.
4.2.6.2 Maintenance classification of power supply equipment
Maintenance classification of power supply equipment refers to routine patrol maintenance (daily,
weekly, special patrol or monthly), minor repair (6-24 months) of ordinary equipment, medium repair (3-
10 years) of partial equipment, and overhaul (over 10 years) of individual main equipment. The
maintenance cycle will be prolonged in long term, and periodical maintenance will be gradually
cancelled, and corrective and state maintenance prevail.
Routine maintenance and maintenance requirements: check whether the equipment foundation is
stable, whether the mechanical fastener is good, whether the contact wire transition is smooth, whether
the casing is damaged and whether the sanitation is within reasonable range; check whether the
external connecting rod, part and pipeline of equipment are intact, whether the action is flexible,
whether the equipment runs normally and steadily without noise, and whether the temperature rise is
normal; check whether the height and stagger value of contact wire are within specified range; monitor
and record the running status, indication and reading of equipment; check whether the indication is out
of standard; in case of exception, calibrate and report for disposal at once; clean the equipment
surface, inject lubricating oil as required and ensure the surrounding is in good condition.
Maintenance requirements: open to check the equipment regularly, clean the inside and outside of the
equipment, check and straighten the outgoing (incoming) lines and terminals; check and fasten the
locating clip, sling, section insulator, central anchoring and cantilever of catenary, and record the results

in maintenance log; test the voltage and current at sending & receiving ends, conduct insulation
inspection or testing; test and adjust key and main parts of the equipment; fasten the rods, bolts and
screws at action parts, clean related parts and inject lubricating oil inside. Requirements for minor repair
(referring to quarterly maintenance, semi-annual maintenance and annual maintenance): conduct
overall testing of mechanical property and electrical property of equipment, test insulation resistor
based on procedures; disassemble, inspect and adjust the key parts of equipment, replace the easily
damaged parts and components; perform detection, diagnosis and analysis on the equipment to which
large failure once occurred to eliminate hidden danger; level, adjust and stabilize the equipment
foundation and case, and clear away the oil stain from equipment surface
Requirements for medium repair: maintain the detachable and replaceable equipment on site through
returning to the depot; maintain the equipment which are easily detached and replaced through field
centralized maintenance; fully disassemble, repair and adjust the equipment; repair and replace key
and main parts, and replace the obsolete products; conduct overall testing and adjustment of the
system, and make sure the mechanical property and electrical property meet the technical
requirements of original design.
Requirements for overhaul: carry out overhaul of system equipment when the mechanical wear of
equipment is out of limit, the strength is insufficient, electrical property does not conform to the
standard, cable and wiring are aging, equipment quality decreases and is unqualified, and the system
equipment is unqualified; conduct overhaul in combination with the elimination of large hidden danger
and technical transformation; use standard equipment and pattern devices for the equipment subject to
overhaul, and put the system equipment undergoing overhaul into service after completion acceptance.
4.2.6.3 Maintenance items of power supply equipment

It is responsible for maintaining and repairing locomotives and related maintenance equipment of
Ethiopia- Djibouti railway; establishing sound maintenance technology text, operation flow and safety
management rules of locomotives and related maintenance equipment, and organizing the
implementation; conducting maintenance of maintenance equipment within the railway depot;
performing failure statistics and quality analysis of locomotives and related maintenance equipment;
cooperating with the supplier to rectify the locomotives and related maintenance equipment; completing
the mechanical processing of partial parts of locomotives and related maintenance equipment; and
completing the management of outsourced repair and transformation of locomotives and related
maintenance equipment.
5.1.2 Type of maintenance and repair
Equipment maintenance and repair often refers to preventive and Periodical maintenance on the
purpose of keeping the equipment always to be in good operating conditions and realizing maximum
utilization rate. And reasonable maintenance mode shall realize minimum maintenance cost under the
premise of achieving the purposes above.
Locomotive maintenance of Ethiopia-Djibouti railway refers to the combination of scheduled
maintenance (preventive maintenance) and unscheduled maintenance (corrective maintenance), and
the former shall prevail.
As a work repeated regularly based on fixed interval and maintenance range, scheduled maintenance
mainly refers to preventive maintenance on the purpose of inspecting existing technical performance
and recovering original technical performance of the locomotive. Scheduled maintenance of locomotive
is conducted regularly based on the operation time or running kilometer of locomotive, which can be
divided into the following types based on the scope of maintenance:

The Contractor formulates regular inventory checking system of spare parts (monthly inventory and
annual inventory), the spare parts keeper conducts inventory checking regularly to make sure that the
quantity of depot spare parts is correct. The inventory checking time is as follows: monthly inventory,
last two days of each month; annual inventory, from December 26 to 31 of each year. After each
inventory check, it is necessary to verify the actual quantity with account quantity; in case of
inconformity, conduct analysis, ascertain the reason and take corrective measures to realize account-
physical consistence, account-goods consistence and account-account consistence; and report the
inventory checking result to the competent department of spare parts.
6 SAFETY AND SECURITY
6.1 Safety
For Railway Operation Corporation, serving as an enterprise to offer infrastructure maintenance and
passenger and freight services, its construction of safety management system and height of safety
management starting point are the most direct embodiment of operation management and service
levels. One of the most important tasks of the Operation Enterprise is to construct an operation safety
system and to improve operation safety level. To realize common safety targets (CSTs), national safety
rules and common safety methods (CSMs), the Operation Corporation establishes and executes a
complete safety management system according to EDC requirements prior to official operation, so that
a mature safety management system is provided at initial operation stage to ensure operating safety.

Note: The accident grades are classified according to the accident severity. Accidents with casualties
due to railway accidents reaching the accident grade are directly classified as the accident grade. Direct
economic losses (economic losses directly resulting from accidents, such as loss cost of infrastructure
equipment; loss cost of cargos; rescue and medical treatment of injured personnel; obsolescence and
repair cost of collided locomotives) due to railway accidents reaching the accident severity value are
classified as the accident grade; Train derailment and interruption of railway operation resulting from
railway accidents reaching the accident severity values are classified as the accident grade; Other
railway accidents due to violation of rules without serious casualties or interruption of railway operation
can be classified as general accidents according to the nature of the accidents.

Statistical analysis of accidents: the Safety & Quality Department shall set up a management system for
Table for Overview of Railway Traffic Accident (Equipment Failure) and Table for Basic Situation of
Railway Traffic Accident in order to standardize statistics, analysis, summary, reporting and custody
work. Timely fill in Table for Basic Situation of Railway Traffic Accident and ensure to complete it
correctly after the accident is settled. The Operation Center shall timely and truthfully fill in the Table for
Overview of Railway Traffic Accident (Equipment Failure), build register books to conduct statistical
analysis, and establish a management system. The relevant specialized departments of Operation
Corporation shall set up a register book for the Table for Overview of Railway Traffic Accident
(Equipment Failure) to analyze and summarize accidents of this system monthly, half-yearly or yearly,
prepare appropriate corrective & preventive measures and implement them.

Implement the principle of who manages production must manage safety, who is in charge shall
assume full responsibility and Safety Production Responsibility System of Operation Corporation;
general manager is the first responsible person of fire safety of Operation Corporation, who shall
assume full responsibility for fire safety work. The departments of Operation Corporation shall
implement the safety responsibility system and determine fire safety responsibility system level by level,
define post fire safety duties and determine responsible persons of fire safety at all levels and posts.
The concrete measures: based on local regulations, set up voluntary fire detachments, prepare
necessary fire-fighting equipment and define an emergency collection place in case of fire; provide
relevant fire-fighters with operation training and assessment specific to key fire-fighting equipment; after
starting operation, pay special attention to hazardous material management, fire prevention
management, maintenance of fire-fighting facility, operation of fire-fighting facility, evacuation passage,
fire-fighting drilling, fire-fighting posts working with certificates, etc.; establish a fire-fighting facility patrol
system, define the fire safety responsibility department of stations and rolling-stock bases of the whole
line to carry out fire drillings for stations and rolling-stock overhaul foundations.

The Railway Operation Corporation establishes safety management institutions of railway
transportation according to such four levels as decision, supervision, execution and implementation, so
that all staff can participate in safety management.

The decision level refers to the Railway Operation Corporation and its functional departments, and it is
mainly responsible for establishing safety policies, target tasks and plan arrangement of annual
transport safety work, issuing rules & regulations, commands and provisions about train operation,
ensuring methods of installation, application, management and repair of safety technology equipment,
checking safety work effect of all units, etc.
The supervision level refers to Safety & Quality Department of Railway Operation Corporation and it is
mainly responsible for supervising and checking the execution of safety production policies, target
tasks, rules & regulations, commands and instructions by all departments and units inside the
Operation Corporation; implementation of rules & regulations, commands and measures about driving
safety issued by the Corporation; supervising how relevant departments strengthen quality and safety
management; participating in investigating and handling train operation accidents.
The execution level refers to the Operation Department, Infrastructure Maintenance Department and its
functional departments, and it is mainly responsible for establishing safety management targets and
implementation schemes, plans and measures of each department to accomplish safety targets and
tasks of Operation Corporation; preparing, changing and improving safety rules and regulations of the
departments concerned according to transport safety codes and relevant requirements of Operation
Corporation, and reporting to the superior department for approval; strengthening safety foundation
construction and launching safety breakthrough and safety joint control activities.

The execution level refers to workshops, work teams and staff. All workshops set up concrete safety
targets and safeguard measures according to safety target management requirements of superior
departments, issue them to work teams and individuals, urge and check implementation of safety
targets and safeguard measures, carry out analysis and evaluation, and find out weak links to improve
work and prevent occurrence of safety accidents.
Safety management of railway transport site
Strengthen control of operation safety at transport and production site, and focus on three points
respectively of standardized operation, operation in abnormal cases, and operation at system junction
part.
Control on standardized operation: three-level joint control is implemented for the department,
workshop and work team at transportation and production site, to improve standardization self- control
capability of work team, strictly observe operation standards and systems and enhance the staffs
consciousness of executing operation discipline, labor discipline and standardized operation, so that
the operation objects, methods, processes, procedures, time and slogans at transportation site are all
standard to improve safety control capability at transportation and production site.
Operation control in abnormal case: since some operation standards cannot be implemented and
special provisions are required in abnormal case, the corresponding measures and methods are
adopted based on operation characteristics in such case to strengthen management of field operation,
and define applicable scope, key links, main control points, standard requirements and monitoring
personnel in the form of control card, in order to provide programmed, systematic and strict operation
processes in abnormal case.
Joint control at junction part: the railway transport is a link formed by several units and departments,
which jointly participate in work or management and are interrelated with and restrained by each other,
so the operation standards, procedures and measures receiving joint control of relevant departments
are established to strengthen assessment of joint control. The operators of all departments shall carry
out self-control and mutual control, and provide control at junction part by using hardware facilities like
rolling stock and locomotive.
Preparation of rescue materials and building of rescue teams
Preparation of rescue materials: respectively prepare rescue-dedicated materials, tools and instruments
by special functions, such as vehicle rescue locomotive, special rescue vehicle in case of vehicle
failures, vehicle recovery tools, rescue vehicle for power supply and catenary, rescue and command
vehicle, etc. Set special storage places and establish a special account for rescue materials.
Building professional rescue teams: The Railway Operation Corporation establishes rescue command
and information transmission processes. Each department shall set up its own professional rescue
team. Prior to operation, carry out drillings and trainings repeatedly to improve the capability of
disposing emergencies.
Safety education of staff
Three-level safety education: set up a department-workshop (station)-work team 3- level safety
education system for newly-recruited staff in order to carry out theoretical, professional and operational
trainings. The training content includes: general knowledge about driving safety, professional
knowledge about safety production, safety precautions of concrete operation, practical operation of fire-
fighting equipment, etc.
Professional technical education: execute working after being trained and other different levels of
employees education for the main jobs that have complicated technologies and strict operating
procedures or have direct relationship with life and property safety, such as locomotive driver, station
master assistant, shunter, etc. For special-type posts, the staff must work with certificates and it is not
allowed to use low-position staff to substitute for high-position staff.
Post skills training: continuously improve the operating skills of existing staff through employees
education, on-the-job drillings or in other ways, to meet requirements of post skills standards.

Deliver targeted and seasonal knowledge education to transportation staff with respect to driving safety,
personal safety and safety operation of new technologies and equipment according to characteristics of
railway transport and safety production policies of safety first and prevention oriented.
6.1.1.4Risk identification and analysis, and implementation and risk analysis of preventive measures

The safety reports of Operation Corporation submitted to EDC are special accident and event reports
and annual safety reports.
Format of special accident and event safety report
Brief introduction: briefly introduce the composition of an accident investigation team, accident
investigation and holding of accident analysis meeting, and simply describe the accident;
Accident overview: including time and place of accident, number and type of train, casualties, number
of derailed trains, instauration, opening time, time of breaking main line of delayed train, what accident
is caused, etc. Describe in a concise way.
Accident investigation: comprehensively investigate and describe operating process of workers,
material status and accident handling process; describe respectively if many objects or things are
involved.
Accident cause: carry out comprehensive analysis on three aspects respectively of direct cause,
indirect cause and management, point out relationship between accident cause and responsible unit,
and cite the violated laws, regulations, rules, provisions, standards, agreement, agreed clauses or brief
summary; respectively describe by units if many units are involved.
Accident loss: it refers to direct economic loss caused by accidents; since the loss amount cannot be
finally approved and affirmed for various reasons when the accident confirmation letter is issued, the
following is currently added: according to preliminary statistics, the economic loss caused by this
accident is RMB xxx ten thousand and the final economic loss shall be subject to the approved
amount.
Accident identification: point out the clauses cited for nature and liability cognizance of accident and
distinguish from direct, indirect and management liabilities. If more than one unit is involved, please
describe respectively by unit, and indicate the units that shall bear full, major, key and equal liabilities;
for equal liability, note what this equal liability is applied to, and proportion of accident loss shall be
borne.

Annual safety report
After operating and managing for one year, the Operation Cooperation shall submit an annual safety
report to EDC, including: content summary; enterprise profile; enterprise institutional framework;
introduction to annual operation and production of enterprise; enterprise safety (implementation of main
management means and measures adopted for operation safety management, and various safety
indicators); safety work plan of the next year.
6.1.3 Monitoring the effectiveness of the safety management system
6.1.3.1 Conducting analysis and safety auditing
The Safety & Quality Department of Operation Corporation organizes personnel to evaluate the safety
of Transportation Unit and Infrastructure Maintenance by using the safety checklist analysis method in
accordance with Internal Safety Assessment Procedures. After evaluation, an evaluation report is
formed, mainly containing whether the safety management system is sound, whether the safety
management foundation is perfect, whether the safety production system is executed, whether safety
analysis policy is effective, whether safety process control is efficient, whether safety supervision and
check is implemented, whether safety culture construction is strengthened and whether safety effects

are good; establish relevant corrective and preventive measures according to evaluation results to be
executed by relevant departments and units.
6.1.3.2 Check that the sub-systems are well operated and maintained according to safety provisions
The Safety & Quality Department of Operation Corporation organizes personnel to evaluate the safety
of Transportation Unit and Infrastructure Maintenance Unit regularly with the safety checklist analysis
method in accordance with Internal Safety Assessment Procedures. After evaluation, an evaluation
report is formed, mainly containing whether the safety management system is sound, whether the
safety management foundation is perfect, whether the safety production system is executed, whether
safety analysis policy is effective, whether safety process control is efficient, whether safety supervision
and check is implemented, whether safety culture construction is strengthened and whether safety
effects are good; establish relevant corrective and preventive measures according to evaluation results
to be executed by relevant departments and units.
After putting into operation, the Operation Corporation starts managing the monitoring system and the
Safety & Quality Department carries out accident statistical analysis and submits a safety report to EDC
Supervision Department one year later. The safety report must provide the following statistical data:

6.2 Security
The security system is an important part of safety system and the scope of security management is
defined as below: manage security procedures, protect railway workers and passengers from influence
of criminal events, and prevent railway assets and goods from being robbed or damaged; manage
internal security staff; manage the relationship between local and national police departments.
6.2.1 Implementation of security provisions
6.2.1.1 Organizations and functions

It is recommended for Ethiopia and Djibouti to set up the Railway Police Station, and affiliated police
offices, patrol teams and train police teams responsible for implementing joint defense for public
security, handling various public security events and emergencies, maintaining the railway operation
order and protecting railway assets from damage and their functions are as follows:
The Railway Police Station is established by local police agencies, serves railway operations and also
gives attention to management of local public security;
The Railway Police Station sets up a police office at the designated station, taking responsibility for
social public security of the station, around the station and along the station;
The Railway Police Station arranges passenger train police to provide onboard services to ensure
security on train and handle emergencies;
The Railway Police Station sets up a patrol team to patrol the station without a police office and areas
along the station, to ensure safety of railway assets;
The Railway Police Station is responsible for handling public security events and emergencies related
to railway;
The Railway Police Station is obligated to supervise the work of security team;
In case an emergency cannot be handled timely, please contact local or national police departments
and cooperate with the police to handle it.
6.2.1.2 Security measures of station
Security scope of station: it refers to safety guarantee in the scope of fixed buildings of station, including
passengers and railway workers at the station, station lines, rolling stock at the station, fixed station
facilities and equipment, yards, facilities and equipment for passengers and freights, etc. The station
security guards are responsible for safety of people, facilities and equipment at the station, and timely
contacting the stations police office or patrol team in case of an emergency, as follows:
Set up a security room at the station, which is responsible for electronic monitoring of key areas in the

6.2.1.3 Security measures for headquarters, rolling stock section and comprehensive maintenance
workshop
Provide security teams at headquarters, rolling stock sections and comprehensive maintenance
workshops respectively, to be responsible for maintaining office order and ensuring safety of office staff
and facilities and equipment, as follows:
Execute closed management; provide 24-hour monitoring at several key parts of office area, and the
security guards will take actions immediately once abnormalities are found;
The staff go in and out all workplaces by scanning employees cards, and external visitors cannot be
released until they register their valid certificates and the security guard confirms with interphone;
Regularly patrol all key areas;
Handle various emergencies.
6.2.1.4 Train security measures

Provide train police on passenger trains to cooperate with train crew to protect the personal and
property safety of passengers; the freights train will assign patrol police from time to time to check extra
train crew and provide guard all the time. In case the goods are stolen, the Railway Police Station is
responsible for tracking the case and trying to solve it as soon as possible.
6.2.1.5 Financial security
The railway revenues are mainly from passenger and freight businesses; in addition to handing-over
safety, databases and other technical support, cash security seems to be very important, described as
follows:
Safety of ticket revenue at passenger station: the passenger ticket revenue at passenger stations is
cash, so a cash management system must be established for cash at ticket windows to reasonably
assign shifts, so that the cash received can be deposited into a local bank on that day; the pay-upon-
arrival service window at exit is incorporated into unified management of ticket windows at station.
Concrete cash management provisions can be established according to specific requirements of local
banks and escorting.
Safety of revenues on passenger train: the compensation fare and other service revenues on
passenger trains receive unified management of train chief; after the train arrives, the train chief
protects cash under the company of train police and hands over it at the designated place.
Safety of freight revenues: after acceptance of freight, freight revenues are mainly subject to bank
transfer and only a little cash is allowed. The cash management is consistent with that of cash revenues
from passenger service.
Safety of other service revenues: bank transfer is mainly adopted according to actual situation, and
measures will be prepared for necessary cash trade according to actual conditions.
6.2.2 Management of security facilities and equipment
6.2.2.1 Management of internal security guards
The internal security guards refer to full-time security personnel of Corporation and the full-time security
personnel hired. The specific management is as follows:
At early stage, the full-time security guards are mainly Chinese personnel, responsible for setting up,
running and improving security system; the security workshop shall be set up at Infrastructure Division
and staff shall be assigned as required by the security system.
Each security team is responsible for the implementation of concrete security measures. Each security
team assigns staff for shifts according to work quantities and the local people shall be mainly hired as
full- time security guards to promote cooperation with local communities.
Management of security teams: set up a strict shift-relief system and a strict guard and patrol system,
taking responsibility for monitoring and recording the area under administration, and timely handling
security events.
During pre-job and on-the-job periods, the Capacity Building Department delivers regular trainings to
security teams, and summarizes shift exchange each day to continuously improve security capacity.
6.2.2.2 Continuously strengthen contact with local and national police departments
Railway is the national infrastructure and public transit facility, which shall receive local and national
protection to avoid damage. The Security Defense Division of Railway Corporation sets up a police
office, whose staff is managed by the permanent personnel assigned by National Police Bureau and
serves for railway operation and maintenance institutions.
Establish the relationship between local and national police departments, and announce local security
emergency telephone number and address of receiving places. All the police timely once a criminal
case appears.
With the development of passenger and freight businesses, repeatedly request the National Police
Bureau to increase the number of police offices along the line, improve external security measures of
railway operation and enhance security means, to timely send police to handle emergencies.

Regularly invite local and national police departments to visit Operation Corporation and ask them to
propose security suggestions, to continuously improve security level combining with local and national
police.
Develop anti-terrorism and anti-riot emergency drillings in combination with local and national police
departments to continuously strengthen the contact with local and national police departments.
6.2.2.3 Management of security facilities and equipment
It is an effective way to execute security tasks to select, use and manage advanced security facilities
and equipment, in order to effectively execute security procedures and ensure realization of security
targets. For the characteristics of railway infrastructure and particularity of railway operation, it is
recommended to manage security facilities and equipment as follows:
Closed management: all sections, headquarters, trains, stations and freight yards are fixed office and
work sites; bounded by vehicles, fences and other facilities, work or operation must be conducted at the
designated areas. Therefore, it is only required to manage entrance and exit and strengthen patrol
inside the areas.
Strict access system: all units go in and out by swiping employees cards, and external visitors cannot
be released until they register their valid certificates and the security guard confirms with interphone; for
access into stations, people have to show t tickets and get through safety monitoring equipment to
prevent inflammables, explosives and other dangerous goods entering into stations; for access into
freight yards, freight bills shall be presented; passengers have to get on the train with tickets, etc.
Strengthen security facilitates and equipment: it is recommended to set 24-hour monitoring
equipment at key areas and public areas, and the security guards monitor 24 hours, handle it
immediately a problem appears, and reserve image and video materials as credentials. It is
recommended to install HD X-ray foreign matter detecting system at passenger stations to detect
luggage of all entry passengers to avoid dangerous goods access into stations and trains. Besides, it is
recommended to provide security guards with the most advanced safety defense equipment that is
allowed in China, to improve their security defense ability.
Carry out effective management to security facilities and equipment: prepare an emergency treatment
plan and provide timely repair in case the gates, fences, elevators, lamps, sensing devices, monitoring
devices, communication devices and other relevant security facilities and equipment fail.
7 Commercial items
7.1 General description
The Contractor will maximize its ability to develop the market. The business must be conducted by
adjusting measures to local conditions and giving full consideration to the characteristics of two
segments of freights and passengers, and established the management and development for facilities
and equipment.
For freight service, the Contractor will be committed to the development of market and the activities to
be performed, and set up sound local management institutions and modes.
Concerning to the passenger service side, EDC will provide, in detail, direction lines of the activities to
be implemented, so the Contractor will have to focus on operational and management tasks.
Except providing freight and passenger services, the Contractor will also focus on additional services
that are different from transportation services, and will develop auxiliary services to increase revenues.

Ticket selling transaction is required be paid in lump sum.
Ticket refund
Get a refund in cash for a ticket through any windows for refunding in a station; where refunding is
required due to any reasons of the passenger, a certain proportion of handling charges will be charged;
where it is caused due to any reasons of the railway, no handling charges will be charged.
Buy a ticket after the normal time
The ticket bought on the train will be paid in cash only; seat types available to be bought after the
normal time include hard seat, standing-room-only, hard sleeper and soft berth.
Endorse a ticket
Where a passenger is unable to take the train or replace the seat type on time due to his or her own
reasons, he or she may go to one of the dedicated windows for endorsing. Cash will be the only mode
of payment when endorsing a ticket. Each ticket is only allowed to be endorsed once. When endorsing
a ticket, it is only allowed to change the train number, departure date and seat type. Endorsing may be
carried out in any one of the stations belonging to the country where the original ticket issuing station is
located. The current for endorsing shall be the same as that for payment. Endorsing may be conducted
2 hours before the desired train departs or within 1 hour after the train departs.
Rules for ticket faces
The following information is to be printed on tickets: identifier of cross-border tickets, issuing location,
departure date, time, departure station, train number, destination station, price, ticket type, seat
information, seat type information (including hard seat, hard sleeper, soft berth, standing-room-only), full
ticket number and two-dimension code.
The ticket number at the bottom of each ticket is generated by the rules as: 5-position issuing station
code + 3-position window number + 6-position accounting date (YYMMDD) + 7-position printed number.
Ticket price defining rules

Bulletin board: The bulletin content shall be simple and clear. Avoid using railway terms if possible.
In principle, bulletins can be removed 30 days after implementation; other temporary bulletins

(such as any train influenced by heavy rain or the pre-sale period adjusted) shall be removed
timely after implementation (recovery).
The service shown in the waiting hall at least includes the following 5 items:
1 Safety tips: Standard for Defining Controlled Knives, Warm Prompt, catalog of prohibited articles
and abstract of laws and regulations for checking of passengers belongings. Safety tips shall be
fixed on the floor at the entrances of the waiting hall.
2 Hints for railway travellers: combined to the safety instructions for railway passengers.
3 Abstract of railway passenger station service quality standard: combined to the service standard for
passenger clerk and station master on duty
4 Safety hint for escalators: stations with escalators shall attach tips to both sides of escalators by a
high-precision sticker process or fix them on the floor at an obvious position of the entrance of
escalators.
5 Others: hints like do not lie down, no smoking, line of elevation for children.
The service shown at the exits of a station is notes for compensation fare which are combined to the
charging standard of passenger transport incidentals. The notes are fixed on the floor at corresponding
positions of each exit. Stations without a compensation fare room at each exit may set up one in the
ticket lobby.
Audio/video management: covering rules for the main playing content, management when using the big
screen at entrances and small ones on the ticket windows for advertising publications, announcement
when any train delays, playback of music works, examination and approval of audio/video playing in
stations and trains, audio/video arrangement in stations/trains, etc.
Compilation and management of water filling scheme for passenger trains
Water Filling Scheme for Passenger Trains and Management Rules shall be prepared well by the
Ministry of Transport before operation to ensure filling water timely.
Fire-control management on stations and trains
Apply the guideline of putting prevention first and combining prevention with fire-fighting, implement
the requirements in Railway Fire Control Management Methods and establish complete Regulations on
Fire-fighting and Safety and Management, Safe Operation Rules for Fire-fighting Equipment and pre-
proposal on fire-fighting and emergency evacuation. Set up a fire-control and safety leading group,
convene fire prevention meetings at regular intervals, organize and coordinate the fire prevention works
and study to solve significant problems in fire safety.
Fully apply the level-by-level responsibility system on fire safety and the fire protection responsibility
system of each post. Clearly divide the area of fire safety responsibility and clearly define the
responsibilities on fire-fighting facilities. Implement the fire protection and inspection system with the
focus on: fire-fighting facilities and fire symbols in proper positions and in sound conditions; service
conditions of fire and electricity; unblocking of emergency exits and escape routes; sound conditions of

emergency lighting; on-duty conditions of personnel for key fire-fighting positions. Inspection records
will be established.
The workplace of passenger transport will be provided with a sufficient number of fire-fighting facilities
as required which will be checked and maintained at regular intervals. Such facilities shall meet national
standards; otherwise, they shall meet industrial standards.
The plane layout of stations and workplaces, fire barriers, fire resistance rating, safe evacuation,
emergency lighting, warning marks, smoke control and evacuation and fire-fighting facilities and
apparatuses will be in strict accordance with relevant national and parent companys fire technology
standards. The waiting rooms, concourse, ticket lobby and passenger passages will be equipped with
emergency lighting and evacuation indicatory signs and the evacuation exits will be kept unblocked.
Evacuation exits, emergency exits and fire-fighting truck passage in various workplaces will be kept
unblocked and the fire and smoke bays and fire separation distance will reach the fire technical
requirements.
Carry out fire source and power management strictly as required. Take fire protection measures. Do not
place or connect up electrical circuits without authorization. Do not break rules or regulations when
using any electric appliance. Do not overload power. Guard against fire caused by aging of any
electrical equipment or circuit.
Establish and perfect a fire safety training, education and emergency drill system; carry out emergency
drill quarterly as scheduled; staff of passenger transport will be trained on fire control knowledge before
taking their positions; only after getting the three-getting and three-capability "and passing the
examinations can they take up their positions.
Measures to investigate and intercept flammable and explosive hazardous substances will be strictly
implemented to trains in passenger stations. Security check for any hazards will be carried out as
stipulated. That the inspection testers for hazardous articles are in sound conditions and running
normally will be guaranteed.
Fire safety propaganda shall be strengthened o trains in passenger stations. Do not allow smoking in
any places which smoking is prohibited. No belongings will be allowed to block any fire-fighting access.
Do not use any fire-fighting apparatus or facilities if without approval.
Various units of the passenger transport system shall set up fire safety groups and volunteer fire
brigades by levels. The conductor shall be the captain of the volunteer fire brigade of a passenger train
while the railway policeman director and the train crew members shall be the alternate captains; each of
such brigades has a command team, evacuation team, fire-extinguishment team, the wounded rescue
team and alert team with definite responsibilities.
Fire prevention requirements shall be implemented. Passenger trains shall strictly carry out the three-
check system. Fire prevention inspection to key positions such as the five coaches and one room
shall be strengthened and recorded during operation.
The specific method shall be compiled by the Transportation and Production Department before
operation.
Safety management of passenger transport
It covers operation safety, food safety, labor safety, passenger traffic equipment safety, passenger traffic
construction safety, etc. The specific details shall be compiled by the Ministry of Transport before
operation.
Passenger transport data account management
The passenger account data mainly includes:
Account: report forms and handover certificates, etc. to be completed.
Documents: messages of passenger transport regulations, management system, operation process, job
responsibilities, etc.

management, operation safety management and food safety management, etc. before operation.
7.2.5.3 Revenue management
The contractor will compile Revenue Management Regulations, Management Rules for Received
Notes of Passenger Transport, Management Method for Freight Rate and Passenger Transport
Incidentals, Revenue Audit Management and Inspection Management Method, Note and Cash
Management Method, etc. in the earlier phase of operation to ensure the security of revenues and
cash.
7.2.5.4 Customer service management
Passengers shall pass the inspection by safety testing fixtures at the entrance of a
station; check for hazardous articles;

7.2.5.5 Emergency response plan
Before operation, the Ministry of Transport shall work out corresponding emergency response plan

4 pairs of freight trains (3 pairs of through freights ones and 1 pair of pick-up freights ones) are
estimated to be opened between INDODE and NAGAD in the earlier phase. The specific freight
timetable will be made by the Ministry of Transport within 5 months after the management contract
works begin according to the specific local circumstances, freight quantity demanded by corresponding
cities, forecasts of demand flows of the alternative modal road estimated by Ethiopian Railways
Corporation and the potential demand on the railway route currently active between Addis Ababa and
Djibouti. Then it will be submitted to the general manager for approval; if approved, it will be submitted
to EDC.
7.3.2.3 Calculation rules of freight
Only bulk cargo and containers are to be delivered in the earlier phase before official operation.
Breakbulk cargo will be transported as well when conditions are met.

Computing method of the unit weight freight of goods: freight per ton of goods fully loaded on a train =
basic price of goods + basic transportation price X freight kilometers; freight per container of goods =
basic price of goods + basic transportation price X freight kilometers.
The basic price of goods means the guaranteed minimum price per unit weight goods to be transported,
irrelevant to the freight kilometers; the basic transportation price means the transportation price of unit
weight goods per kilometer; freight kilometers mean the kilometers between the departure and
destination stations.
The source of the basic price of goods and the basic transportation price is the railway freight rate table
which includes items of category, goods price number, basic price of goods, basic transportation price,
etc. The category covers two freight types, full-load and container.
The goods price number is related to product name. Each name has a full-load goods price number and
container goods price number. Each goods price number is corresponding to a batch of names with the
same freight rate. The full-load types include Dry Bulk, Liquid Bulk, General Cargo and Live animals
and so on; containers can be divided into 8-feet ones, 9-feet ones, 20-feet ones and 40-feet ones.
The charged weight of goods is to be determined by the following principle: in case of full-load freight
type, subject to the carrying capacity (cargo weight not exceeding the carrying capacity); in case of
using containers, the weight of each container shall not exceed the loading capacity of each container.
The basic price of goods and the basic transportation price in the freight rate table are to be localized
based on the local price structure and shall be determined by EDC and local government. The freight
rate table is subject to the format shown below:

8.2 Management
The contractor will carry out management within the scope of the contract according to the descriptions
and compensation scheme specified in the contract. The contractor will conduct management from two
aspects: management to achieve the contract target and the revenue and expenditure control of the
contractor. In order to achieve the contract management objectives, staff dispatched by the contractor
to the site shall be qualified for the work and the number of dispatched staff shall satisfy the basic
requirements for operation, maintenance and training. The output technologies and management shall
combine with local and China railway management modes to become applicable to local operation and
maintenance. Local staff shall be trained as quickly as possible for different jobs. From the perspective
of the contractors own income, the contractor shall dispatch works based on the actual needs so as to
minimize the quoted offer; strengthen the project management, realize various KPI, guarantee fixed
incomes, expand freight marketing and other services to generate profits and strive to maximize the
variant incomes. Therefore, the contractor shall set up a budgeting and control flow and do the following
management works in order to ensure effective management.
8.2.1 Budget plan
When the contract comes into effect, the Financial Budge Control Department will organize other
departments, in cooperation with production units, to compile a budget plan and then submit it to the
general manager and then to EDC if approved. On the basis of the requirements in different phases, it
can be divided into three stages: the first stage refers to the earlier stage of commissioning and
operation after engineering involvement, i.e. the first three months upon implementation of MC during
which the first annual budget plan is to be drawn up to estimate the incomings and outgoings from the
aspects of infrastructure, passenger transport, freight transport, auxiliary services and safety guarantee,
etc. based on preliminary understanding on the infrastructure functions and actual operation demands;
the second stage refers to the two months after the first budget plan, during which variance analysis is
to be conducted based on the actual passenger and freight volume to provide a revised budget plan;
the third stage is to compile the budget plan of the next year based on the implementation situation of
the last years budget plan and the actual operation and maintenance conditions every year.
8.2.2 Investment Plan
When the contract comes into effect, the Budge Control Department will organize other departments, in
cooperation with production units, to compile an investment plan and then submit it to the general
manager and then to EDC if approved. It can be divided into two stages: the first stage is before the
official operation, during which the contractor will conduct preliminary evaluation to determine whether
the operation requirements are met based on the commissioned and received infrastructure, IT system,
rolling stock, etc., propose rectification and improvement plans to facilities or equipment below the
operation requirements and draw up an investment plan three months later the start of the activities of
the MC and make investments in place before official operation; the second stage is after the official
operation, during which the contractor will, according to the infrastructure functions learned before
operation, define facilities and equipment which can restrict the long-term operation or is with
incomplete functions and thus needs to be further improved though they meet the basic requirements
for operation, and; investment projects that need to be continuously improved and expanded after
operation. The investment plan of the next year shall be compiled based on the progress of the one of
the last year every year to continuously perfect various railway facilities, equipment and service
systems under operation and maintenance.
8.2.3 Operational Plan
When the contract comes into effect, the Ministry of Transport will organize relevant departments to
compile an operational plan and then submit it to the general manager and then to EDC if approved.
The first operational plan will be prepared within three months after the start of the activities of the MC;
a Passenger timetable will be provided by EDC and further completed by the contractor; a freight
timetable will be presented by the contractor based on the estimated freight volume five months later
the start of the activities of the MC.
After the first Operational Plan, the planning organization will be executed on a yearly basis and will be
submitted six months before the end of each year of the MC.
8.2.4 Business Plan

The Budge Control Department will organize relevant departments, in cooperation with production units,
to prepare a business plan and then submit it to the general manager and then to EDC if approved
twelve months from the start of the activities of the M.C. On the basis of the business development
conditions and development planning of the first year, the contractor will prepare a five years Business
Plan of the line management. This document will be coordinated with all other planning documents
(budget plans, investment plan, operational plan, operating plan, marketing plan, capacity building plan
and handover plan) and give the guidelines for the whole period of the MC. The Plan will be at least
detailed for operation, Passenger, Freight, infrastructure maintenance, rolling stock maintenance,
capacity building and technical staff handover, etc.
8.2.5 Infrastructure and Maintenance Plan
The Infrastructure Department will organize the relevant units to prepare an infrastructure and rolling
stock maintenance plan and then submit it to the general manager and then to EDC if approved within
three months after the start of the activities of the MC. The Purchase Maintenance Department is
responsible for presenting a locomotive and train maintenance plan based on the repair program. The
comprehensive maintenance workshop is responsible to present a infrastructure and track maintenance
plan, a maintenance plan for signal, communication, IT system and other electromechanical device, a
maintenance plan for facilities of the overhead line system and power distribution stations based on the
repair program, and; verify the maintenance plan of various section according to technical standards,
supplement and complete the maintenance plans and submit them to the general manager for
approval.
8.2.6 Marketing and Sales Plan
The Ministry of Transport, Budget Control Department and Business Planning Department will jointly
compile a marketing and sales plan within three months after the start of the activities of the MC and
submit to the general manager for approval and then to EDC if approved. After the start of the contract,
staff of the three departments will carry out field visit and study the actual situation of the site of each
passenger/freight station and the passenger/freight transport demands for the cities to which the
passenger/freight stations belong and service demands around stations and then prepare a first
Marketing and Sales Plan based on the estimated passenger/freight volume and other potential
services. The marketing plan will be adjusted constantly during operation. A five-year marketing and
sales plan will be prepared at the end of the first years operation and then will be implemented.
8.2.7 Capacity building Plan
The Capacity Building Department will organize other departments, in cooperation with production
units, to compile a capacity building plan and then submit it to the general manager and then to EDC if
approved twelve months from the start of the activities of the M.C. The Plan contains at least three
performance areas to be carried out: flanking of EDC key managers, training on the job of the young
EDC managers and complete training of EDC operational employees. The contractor will try to prepare
a training plan based on requirements for different specialties, positions and times, provide software
and hardware facilities and equipment for training as soon as possible, create a good training
environment, satisfy the demands for local staffs physical and psychological health, reach the training
goals as quickly as possible and allow local employees who have been trained and qualified to take up
their positions.
8.2.8 Handover Plan
The Human Resources Department will organize other departments, in cooperation with production
units, to compile a handover plan and then submit it to the general manager and then to EDC if
approved ten months from the start of the activities of the M.C. The Plan mainly covers the gradual
substitution of grass-roots staff in the first 2 years, substitution of managers in the third year and that of
fright and senior managers from the 4 th to the 6th year. In the meanwhile, technical documents of
corresponding positions will be handed over gradually.
8.2.9 Technical and After-sale Assistance
In accordance to the paragraphs outlined above the Contractor will prepare and submit the planning
documents as follows within the specified time period:

9.2.1 After the termination of the operation and maintenance agreement, the contractor will, in
accordance to the provisions of the agreement between EDC and the Contractor itself, will remain
available and priority to provide a after-sale assistance for operation and maintenance of the line.
9.2.2 The contractor can provide post-sale assistance to EDC at any time if so requested. The
assistance providers will be the management and technical experts that have been seconded to EDC
or, in case of unavailability, experts with at least the same level of experience and seniority.
9.2.3The binding period for the after-sale assistance is of two years. The Contractor will sign a two-year
post-sale assistance agreement with EDC. Upon termination of the agreement, renewal option for EDC
for another two year period will be discussed with the contractor.
9.2.4 In its commercial offer the Contractor will have to specify the unit costs (monthly fee) offered for
the activation of the experts.
10 DELIVERABLES
10.1 Standard of deliverables
The contractor will provide EDC a package of deliverables (including report and file content) neatly
bound, up to the higher standards, in proper formats, with clear signs, project name, purchase number
and date.
10.2 Content of deliverables
Reports: Inception Report, Audit Report, Safety Report, Operations Report, Key Performance Indicator
Report, Monthly Progress Report and Completion Report.

The capacity building department shall give full considerations to the suggestions of the operating unit
and labor management unit, analyze the demand information and fully take into account the urgent
demands of future railway construction of EDC for capacity building, actively strength the contact and
cooperation with railway colleges and accordingly put forward the plan for investment in capacity
building facilities.
See Section T5 for the specific work plan.
3.2 Safety plan
In the stage of formal operation, set up the safety concept of being fully responsible for respective
posts, gradually develop the safety culture, establish the railway safety production responsibility
system, implement the one-vote veto system for safety production, conduct safety training and
publicity, improve the emergency plan and risk management, and organize drills of key items on a
regular basis. The safety quality department shall assess the safety of each department and division on
a quarterly basis and analyze and check whether the safety management system is effective. Conduct
the annual assessment and analysis every year, summarize the annual safety responsibility accidents,
and develop and submit the annual safety report to the supervisory authority of EDC. (See Section 6 of
Item a) in this chapter for the specific work plan.)
3.3 Operation plan
3.3.1 Train operation organization plan
After the project is started, each center and department of the operating company shall develop the
detailed annual work plan and decompose it on a quarterly basis, according to the local recruitment,
infrastructure conditions, passenger and cargo transportation capacity investigation and the following
work. The analysis of operation shall be strengthened, and the day shift shall be planned on a daily
basis to ensure the fulfillment of daily plans. Reliable measures shall be taken promptly in case of any
delay to reduce the extension of delay.
3.3.2 Overall goals of 6-year strategic planning of operation
In the planning stage, efforts shall be made to provide safe, reliable and high-quality passenger and
cargo operation services for Ethiopia and Djibouti and establish and improve the Ethiopian-Djibouti

railway transportation operation system, including the operation organization system, passenger
transportation organization system, cargo transportation organization system, maintenance
organization system, safety guarantee system, resource development, human resource management,
financial operation, training management, commercial operation management system. In addition, the
information management system shall be set up to improve the overall management level.
See Section 3 of Item a) in this chapter for the specific work plan.
3.4 Commercial plan
The contractor shall strictly implement the technical approach and method proposed in commercial
matters during operation management, and continuously improve the passenger and cargo
transportation service and develop auxiliary services in operation to provide better services for local
people.
See Section 7 of Item a) in this chapter for the specific work plan.
3.5 Rolling stock maintenance plan
The good mechanical performance of rolling stock is an important guarantee for completion of railway
transportation plans. In order to recover good mechanical performance, rolling stock must be
maintained as scheduled.
The locomotives (HXDIC electric locomotives and DF7G shunting locomotives) and trains (passenger
and freight trains) used in the project are maintained regularly according to the operating time, the
auxiliary repair of vehicles has been eliminated and only the depot repair and shop repair are required,
depot repair shall be started two years after the trains are put into operation. Therefore, no
consideration shall be given to regular maintenance of trains during pre-operation (i.e. the first and
second year of operation) of the project, and only the locomotives shall be maintained on a regular
basis.
According to the pre-operation plan of the project, five pairs of passenger trains shall be operated every
day, requiring 4 HXD1C locomotives; four pairs of freight trains shall be operated every day, requiring
16 HXD1C locomotives, and 5 DF7G shunting locomotives shall be required in the whole depot.
Therefore, 20 HXD1C locomotives and 5 DF7G shunting locomotives shall be operated during pre-
operation of the project.
According to the locomotive operation in pre-operation of the project, the corresponding locomotive

3.6 Infrastructure maintenance plan
According to the experience of the bidder and the current general practice in the country, the integrated
infrastructure maintenance plan of the project is developed according to the total carrying capacity of
the line and the specific conditions such as the actual equipment conditions, line conditions (such as
sections with concentrated small-radius curves, large slopes, tunnels, etc.), transport conditions (such
as sections with concentrated transportation of coal, sand, mining materials and other bulk cargoes)
and natural conditions (such as wind-blown sand hazard area). Appropriate adjustment shall be made
based on the actual operating conditions in a certain period.

inspection, maintenance and updating cycle plan.
4 Plan revision
The contractor shall revise the plan according to the actual conditions in case of any delay or change
caused for objective reasons along with the progress of tasks.

EDC to the operating company; development and implementation of the safety strategy and procedures
to create a safe and stable environment for customers and employees; close cooperation with local and
national police authorities to deal with emergencies with the management scope; analysis and safety
audit activities; development and updating of rules for operation of relevant units and guidance over
development of implementation procedures; determination of qualifications and training courses of
employees in charge of railway safety; planning, coordination and implementation of conformity
assessment of fixed facilities and rolling stock (supervision procedures); implementation of quality goals
and verification of standard definitions of application procedures to develop and monitor the system
from the perspective of cost reduction and ensure the quality of the process and products/services; and
promotion of the spreading of quality culture of the supplier/contractor to improve the system
effectiveness and subsequently improve the quality of products/services and work.
1.2.4 Responsibilities of Production Department
1.2.4.1 Responsibilities of Transport Department
Be responsible for freight organization, passenger transport organization, implementation and
management of rolling stock maintenance and procurement and establishment of the operation
organization system according to the above operation organization. All production divisions of the
Transport Department are mobile operating units and main revenue units of the project.
Passenger Transport Department: be responsible for operation of the passenger ticket system; sales
and development of passenger tickets; management of the customer service system; management of
the passenger transport trains; crew management of passenger trains; passenger transport planning
and development; technology safety of passenger trains, etc.
Freight Department: be responsible for operation of the freight system; freight marketing planning and
development; container sales and management; cargo transportation; loading and unloading of all
cargoes, technology safety of freight trains; management of freight trains; shunting management, etc.
Maintenance & Purchase Department: be responsible for depot management; rolling stock
maintenance; cleaning and servicing of passenger and freight trains; management of spare parts of
locomotives; locomotive servicing, etc.
1.2.4.2 Responsibilities of Infrastructure Department
It shall be responsible for infrastructure operation and maintenance and include the operation center
and maintenance center.
The Production Control Department under the operation center shall be responsible for operating
technology management, planning and coordination; management of station crew; control of
dispatching and command system; management of level crossing operation. The Supervision & Risk
Analysis Department under the operation center shall be responsible for plan adjustment.
The maintenance center shall include the integrated maintenance shops and Large Maintenance
Machinery Department. The integrated maintenance shops shall be responsible for implementing
maintenance of power supply, communication, signal, rail, infrastructure, mechanical and electrical
equipment, ICT and other facilities, establishing the maintenance system, and preparing the
maintenance flow chart and operational standards. The Large Maintenance Machinery Department
shall be responsible for diagnosing infrastructure maintenance, preparing the plan and supervising the
plan implementation.
2 Staffing
2.1 Staffing principles
2.1.1 Post setting principles

The posts shall be set in strict accordance with the professional business demands, responsibility
requirements and professional requirements. The completeness of posts shall be guaranteed. The
workload of each post shall meet the employee capability requirements. While meeting the demands of
daily operation and maintenance, attention shall be paid to reduction of labor costs.
2.1.2 Shift setting principles
The regular day shift system, double-shift system, three-shift system and four-shift system may be
adopted according to the operation requirements and the working time requirements of various
specialties and specified in the local labor laws. The system of regular day shifts and weekend
attendance shall be implemented for the majority of management personnel; and the system of
alternating shifts for production and logistics personnel. The normal rest time of all employees shall at
least meet the requirements of local laws and regulations.
2.1.3 Gradual transition from Chinese employees to local employees
The Chinese party shall be responsible for management of the project and continuous upgrading
training of local employees in accordance with the contract requirements during execution, so that local
employees can independently manage the project after expiration of the contract. Therefore, the
operation and management of the Chinese party shall be gradually changed into those of local
employees in the following six years.
2.2 Staffing requirements

1.1.1.4 Setting of annual safety indicator
According to the experience in operation of new railways, the accident rate is high in a few years at the
beginning of operation of new railways, especially in areas where no railways were built before. In
particular, the casualties beyond railways and collision of local vehicles and livestock against trains
occur frequently. Therefore, it is recommended to set a relatively low safety indicator in the first year of
the contract period and adjust it subsequently. Based on the careful considerations of the contractor,
the safety indicator K1 is set to be no less than 90 for the first year and will be modified according to the
subsequent load (train kilometer).
1.1.2 Infrastructure indicators
Infrastructure refers to the subgrade, bridge, culvert, tunnel, railway, communication, signal, power
supply, housing, mechanical and electrical equipment, IT system and other stationary facilities. It is one
of the goals of infrastructure maintenance to ensure good conditions of infrastructure and meet the
requirements of normal operation. The definitions of EDC for the key performance indicators of
infrastructure availability are as follows: cancel the number of marshaled trains for infrastructure
management; cancel the train counting and total number; and associating the total number with the
number of marshaled trains, which are understood by the contractor as follows.
1.1.2.1 Definition of responsibility for cancellation of train operation caused by infrastructure failure
In case of cancellation of train operation as a result of improper or non-prompt infrastructure
maintenance or infrastructure failure caused by errors in management, the contractor shall be
assessed. For the infrastructure damage or failure caused by force majeures (earthquakes, floods and
landslides) or artificial destruction (terrorist organizations, anti-governmental arms, etc.), the contract
shall bear no responsibility.

According to the definitions of EDC, the accessibility refers to the total number of ticket office windows
opened to the public in all passenger transport stations during working hours. The contractor shall
recommend the set total number of open windows to EDC according to the total number of ticket office
windows and actual ticket sales of stations. The accessibility indicator shall be calculated as follows:
(the set total number of opened windows of one year-the number of windows closed for the contractor
reasons)/the set total number100%. Based on careful considerations of the contractor, the operating
passenger train indicator K6 is 98% in the first year.
1.2.2 Freight indicators
EDC selected two key freight indicators, i.e. train load coefficient and effective train speed, to motivate
the contractor to enhance market development and continuously increase the freight revenue.
1.2.2.1 Train load coefficient
The train load coefficient is defined by EDC as the result of dividing the cargo weight by the total
carrying capacity of the train. As the freight is charged based on the train weight, the load coefficient
defined by EDC only affects train marshaling and is not associated with freight revenues. Therefore, this
coefficient is used to assess the organization of heavy trains by the contractor, so as to increase the
freight revenue and reduce waste of transport resources.
The uplink, i.e. from Djibouti to Addis Ababa, involves heavy train flow. The initial predicted capacity is
3.98 million tons, and the average loading capacity in the port is 200 trains per day. Assuming that the
average carrying capacity is 55 tons, the load coefficient is 78%. Based on careful considerations of the
special vehicles (locomotive maintenance vehicles, double-level automatic loaders, etc.), containers
and necessary empty trains, the uplink load coefficient K7 is 65% in the first year.
The downlink, i.e. from Addis Ababa to Djibouti, involves light train flow. The initial predicted capacity is
1.51 million tons, and the average loading capacity is 40 trains per day. More than 200 empty trains are
required in the port, and over 160 empty trains return, therefore, the average load coefficient is 15%.
Considering the freight unbalance in different seasons and the importance of return of empty trains, the
contractor recommends to only take into account the uplink load coefficient and not to assess the
downlink load coefficient.
1.2.2.2 Effective train speed
EDC definition: the effective train speed is calculated as follows: (the difference between the train
departure time and arrival time, including the stop time but excluding the stay at borders)/the rated train
speed. It is used to measure the ratio between the sum of all recorded effective speeds and the rated
speed in the schedule.
According to the understanding of the contractor, the effective train speed refers to the ratio of the
actual freight train speed to the train speed in the train working program. The actual train speed is
calculated as follows: train mileage/(the difference of train departure time and arrival time). The set train
speed is calculated as follows: train mileage in the train working program/(the difference of the planned
departure time and arrival time). The ratio has great influence on the time of technical operations of
freight trains in each station yard (including the time of setting-out, alignment and other shunting
operations), and is closely associated with the skills of relevant shunting personnel. Based on careful
considerations of gradual substitution of Chinese employees by local employees and cultivation of
employees in the first three years, the effective train speed K8 is 80% in the first year.
1.3 Capacity building indicator
Capacity building is key to the management contract. As for assessment, EDC shall establish an
independent committee to test and supervise the employee qualifications. Four indicators of the
contractor shall be assessed by EDC: training, technology transfer, skill transfer and handover
progress.
1.3.1 Training indicator
As for training, test results are selected by EDC as the final evaluation indicator, which is defined as the
ratio of the operation employees passing the test and the total number of employees participating in the
test. According to the understanding of the contractor, the qualified local employees are recruited to
participate in the training organized by the contractor, including the theory and practice, and the training

indicator is the ratio of the employees passing the examination to those participating in examination.
According to the training experience related to railways, the qualification rate of theory examination is
larger than that of practice examination. Therefore, it is recommended to divide the training indicator
into KA theory indicator and KA practice indicator. As few local employees are engaged in railway-
related work, training shall be started from zero, and a long-term constant training process shall be
required. Based on careful considerations of the contractor, statistics shall be conducted once a year.
The annual KA indicator is calculated as follows: dividing the number of employees passing
examination by the total number of employees participating in examination. The annual KA indicator is
85% for theory training and 80% for practice training.
1.3.2 Skill transfer indicator
According to the requirements of EDC and our understanding, EDC will arrange young management
personnel to work with the management personnel of the contractor, accumulate practical experience in
the work and substitute the corresponding personnel of the contractor 42 months after the contract
takes effect. The young management personnel shall have enough theoretical knowledge, and be
arranged by the contractor to assume different management tasks within 42 months so as to improve
their capabilities in comprehensive management. The item to be assessed by EDC for the contractor
shall be the ratio of the young management personnel resigned in the first stage (Y1-Y3) of the
management contract period to the total number of employed young management personnel. According
to the experience in employment of Chinese management personnel, the proportion of employees
resigned as a result of personal interest, adaptability, salary, etc. in the first is the largest in the first
year, followed by the second year and third year (basically stable). Therefore, the contractor shall
determine the indicator of the first year and modify that of the following year accordingly. The
satisfaction indicator refers to the ratio of the on-the-job young management personnel to the total
number of the employed young management personnel. Based on careful considerations of the
contractor, the KB is 80% in the first year, and will be modified subsequently.
1.3.3 Technology transfer indicator
According to the requirements of EDC and our understanding, the technology transfer indicator mainly
focuses on the technology for special rail operation activities. The number of local IT system operators
represents the EDC improvement of operation technology and increase of knowledge of EDC
employees. Therefore, the posts of IT operators shall be defined at first: transport dispatching and
command system operators, including the operation leader, station head and station head assistant;
passenger ticket system operators, including ticket sales coordination personnel and ticket sales
personnel; customer service system operators, including crew heads and members of passenger
transport stations; freight system operators, including marketing personnel and freight personnel; rolling
stock program maintenance personnel, etc. The number of local employees operating the IT system
shall be increased year by year according to the system training cycle and operating requirements. On
the average basis, the KC indicator is 15% in the first year, 50% in the second year, 80% in the third
year and 90% in the fourth year. The KC indicators of the five and sixth year are the same as that of the
fourth year (as the freight sales system operators of the contract will work continuously in the whole
contract period).
1.3.4 Handover indicator
The handover plan shall be submitted in the last 10 months of the management contract period,
therefore, this indicator shall be determined according to the specific handover plan. In case of any
delay, both parties shall jointly develop the specific handover plan. The handover plan is only predicted
here. The handover indicator refers to the ratio of the actual handover number to the planned number of
one year. Based on careful considerations of the contractor, the KD value is 95% in the first year and
will be modified subsequently.
1.4 Proportions of personnel
Proportions of nationality shall be observed when hiring local staff as the requirement of EDC, but the
specific KPI value will be negotiated with the EDC after the intervention.
