India and the UK signed two memorandums of understanding (MoUs) on increasing cooperation in
intellectual property rights (IPRs) and ease of doing business. Both the MoUs were exchanged in the
presence of Prime Ministers Narendra Modi and her British counterpart Theresa May here. The MoU on
IPR was inked between the Department of Industrial Policy and Promotion (DIPP) and the Intellectual
Property Office of the United Kingdom (UKIPO). The MoU on ease of doing business will harness UK
expertise to support India's efforts to climb the World Bank Ease of Doing Business ratings.

Chhattisgarh government has launched a campaign to complete the irrigation projects that could not be
completed. Under the campaign called Lakshya Bhagirathi, the water resources department had
identified 108 projects that could not be completed.

Hyderabad-based IT and engineering services company Cyient India Limited announced that it would
acquire UK-based ground surveying and digital mapping solutions provider Blom Aerofilms Limited.

The Odisha government signed a Memorandum of Understanding (MoU) with Software Technology Parks
of India (STPI) to set up four STPI centres in the state. The STPI centres would come up in Angul, Jajpur,
Koraput (Jeypore) and Sambalpur. With these four, Odisha will have eight centres of the total 55 in the
country.

Future Retail has signed a definitive agreement to acquire the retail, agriculture, and bakery businesses
of Heritage Foods in an all-stock deal. Heritage Foods, owned by Andhra Pradesh Chief Minister N
Chandrababu Naidu, will get 3.65% stake in Future Retail worth of Rs 295 crore.

Construction company Hindustan Construction Company (HCC) on 5 November 2016 became Indias first
firm to get Reserve Bank of India's (RBI) approval for debt recast under Scheme for Sustainable
Structuring of Stressed Assets (S4A). The RBI-mandated Overseeing Committee (OC) under the S4A
approved HCCs 5107 crore rupees debt recast that was passed by ICICI Bank-led joint lender forum in
September 2016.

City Union Bank (CUB) plans to deploy robots in its branches, becoming the first bank in the country to do
so. Japan's Soft Bank was the first to use a robot in banking operations. CUB's Managing Director & CEO
N Kamakodi said that the 'CUB-Lakshmi' humanoid is a pilot project to be deployed in the bank's T Nagar
branch in Chennai.

The Union Ministry of Skill Development and Entrepreneurship (MSDE) on 9 November 2016 launched the
Pradhan Mantri YUVA Yojana to boost up an ecosystem of entrepreneurship for young people.

Highlights of the Yojana

The scheme was launched for the time period of over five years (2016-17 to 2020-21) with a
project cost of 499.94 crore rupees.
It will offer entrepreneurship education and training to around 7 lakh students in 5 years through
3050 Institutes.

The Ministry also unveiled the guidelines for State Engagement under Pradhan Mantri Kaushal Vikas
Yojana 2.0 (2016-2020). It allocated around 3000 crore rupees for the States to achieve its target of
training 10 million people in over 4 years.

GMR Airports Ltd, a subsidiary of GMR Infrastructure Ltd, has entered into a concession agreement with
the Goa government for the development and operation of north Goas greenfield international airport
at Mopa.

The Reserve Bank of India (RBI) on 8 November 2016 notified withdrawal of legal tender of 500 and 1000
rupees denominations of Bank Notes of the existing series issued by RBI with effect from 9 November
2016. The withdrawal came following the Gazette Notification No 2652 dated 8 November 2016 issued by
Union Government. However, a new series of Bank Notes called Mahatma Gandhi (New) Series having
different size and design, highlighting the cultural heritage and scientific achievements of the country, will
be issued.

The Reserve Bank of India (RBI) on 7 November 2016 issued the Clarifications on hedging for External
Commercial Borrowings (ECB). The Clarifications were issued under section 10(4) and 11(1) of the Foreign
Exchange Management Act, 1999.

The Reserve Bank of India on 8 November 2016 issued new series of notes for 500 rupees and 2000 rupees
denomination with improved features and newer sizes. Both the designs will be very friendly towards
the visually-impaired by having features which make it accessible for all sections. The RBI said, 2000
rupees note, which is a first under the denomination, will be called as the 'Mahatma Gandhi (New) Series'
and has a design of the low-cost mission to Mars, the Mangalayan, on the reverse. It said that the base
colour of the note will be magenta.

The GST council on 3 November 2016 approved four tier tax structure of 5, 12, 18 and 28 percent under
the proposed Goods and Services Tax (GST). There will be two standard tax rates- 12 percent and 18
percent under the GST. Under the tax structure of 5, 12, 18 and 28 percent, the lower rates will be
applicable for essential items and the highest for luxury and de-merits goods that will also attract an
additional cess.

Main Highlights

Essential items including food, which presently constitute roughly half of the consumer inflation
basket, will be taxed at zero rate.
The lowest rate of 5 percent will be for common use items while there will be two standard rates
of 12 and 18 percent under the Goods and Services Tax (GST) regime.
Most white goods like washing machines, air conditioners, refrigerators, shampoo, shaving stuff
and soap will be taxed at 28 percent (with riders).
The highest tax slab will be applicable to items which are currently taxed at 30-31 percent (excise
duty plus VAT).
Demerit goods or sin goods such as luxury cars, pan masala, aerated drinks, and tobacco and
tobacco products, will invite a tax of 28 percent plus the cess which could vary between 40 percent
and 65 percent.
There has been no consensus yet on tax rate for gold.

The collection from this cess as well as that of the clean energy cess will create a revenue pool
which will be used for compensating states for any loss of revenue during the first five years of
implementation of GST.
The cess will be lapsable after five years.

The Reserve Bank of India (RBI) allowed banks to issue rupee denominated bonds, or masala bonds, in
the overseas market to shore up their capital base as well as for financing infrastructure and affordable
housing.

Indian automobile manufacturer Tata Motors has signed a Memorandum of Understanding (MoU) with
Indonesian state-owned enterprise specializing in military and commercial products - PT Pindad, to
effectively explore market potential of Tata Armoured Vehicles in Indonesia and other agreed regions of
ASEAN.

Earthport Plc, the leading payment network for cross-border transactions, has received the Reserve Bank
of Indias permission to provide outbound cross border payment services to banks in India.

Telecom Sector Skill Council (TSSC), a not-for-profit public-private partnership between National Skill
Development Corporation and the industry, has signed a memorandum of understanding (MoU) with
Taiwan to strengthen cooperation in the field of corporate job vacancies and recruitment services post
skilling in India and internationally.

The Reserve Bank of India (RBI) has asked banks to dispense more Rs 100 notes through ATMs within the
next 15 days. In a notification, RBI asked banks to calibrate 10% of their ATMs to dispense Rs 100 notes
exclusively on a pilot basis.

ICICI Bank has launched a credit facility against home loans for salaried customers. The Home Overdraft
facility will enable a salaried customer to seek loans up to Rs. 1 crore for personal needs against his/her
property. The minimum and maximum loan over the Home Overdraft facility is Rs. 5 lakh and Rs. 1 crore,
respectively.

The Benami Transactions (Prohibition) Amendment Act, 2016 came into effect on 1 November 2016. The
Act was formulated to curb black money. An official release of Central Board of Direct Taxes said, after
coming into effect, the existing Benami Transactions (Prohibition) Act, 1988 will be renamed as the
Prohibition of Benami Property Transactions (PBPT) Act, 1988. The new legislation provides for seven
years imprisonment and fine for those indulging in illegal transactions. The previous Act provided for up
to three years if imprisonment or fine or both. It says that properties held as Benami are liable for
confiscation by the government without payment of compensation. The act has amended the definition
of benami transactions and establishes adjudicating authorities and an Appellate Tribunal to deal with
benami transactions.

Tata Consultancy Services (TCS), India's largest IT Services provider said that University of New South
Wales (UNSW) Australia and TCS have signed a memorandum of understanding to pursue technology
research collaboration.

Zensar Technologies, an RPG Company, announced that it has entered into a definitive agreement to
acquire Foolproof Ltd. along with its two wholly-owned subsidiary companies in UK and one wholly
owned subsidiary Company in Singapore for an undisclosed sum.

The Union Government on 31 October 2016 notified the rules for Real Estate (Regulation and
Development) (General) Rules, 2016 that seeks to regulate the housing sector besides bringing
transparency and ensuring timely completion of projects in five Union Territories.

India and Myanmar on 19 October 2016 signed three agreements to boost the bilateral relations between
the two nations. Keeping in view the sensitivity of each others strategic interests, the two nations also
agreed for close security coordination in border areas.

Agreements inked includes

1. MoU for designing an academic and professional building programme for insurance industry of
Myanmar. The MoU was signed between Financial Regulatory Department of Myanmar and
Insurance Institute of India.
2. MoU on Cooperation in the field of Power Sector: India has also offered to enhance power supply
from Moreh in Manipur to Tamu in Myanmar.
3. MoU on Banking Supervision between RBI and Central Bank of Myanmar

The Telangana Government has signed a memorandum of understanding (MoU) with the Government
of Illinois State for collaboration and interaction between the two States in various fields in the form of
sharing expertise.

The Union Government in the second week of October 2016 has formally granted a licence to BP Plc to
set up 3500 petrol pumps in India. The company was granted a formal licence on 14 October 2016. It was
granted licence to market Motor Spirit (petrol) and High Speed Diesel (diesel). With this, BP became the
10th company to enter the fuel retailing sector.

The Reserve Bank of India (RBI) on 20 October 2016 notified the amended norms for foreign investment
in startups. For this, the bank amended the Foreign Exchange Management (Transfer or Issue of Security
by a Person Resident Outside India) Regulations, 2000. Investment in India by Foreign Venture Capital
Investors (FVCI), registered with SEBI, is governed by the provisions of Schedule 6 of the aforesaid
Regulations. FVCI can invest in following sectors- Biotechnology, IT, Nanotechnology, Seed research and
development, pharmaceutical sector, Dairy industry, Poultry industry, Production of bio-fuels, Hotel-cum-
convention centres and Infrastructure sector.

India on 21 October 2016 signed a 650-million US dollar loan agreement with the World Bank for the
Eastern Dedicated Freight Corridor-III (EDFC-III) Project. The project will benefit industries of Northern
and Eastern India, which rely on railway network for transportation of material inputs and exports. The
EDFC-III Project is to augment rail transport capacity, improve service quality and enhance freight carriage
throughput on the 401 km Ludhiana-Khurja section of the Eastern Dedicated Freight Corridor.

AT&T Inc on 22 October 2016 agreed to buy Time Warner Inc for 85.4 billion US dollars in a deal that will
transform the phone company into a media giant.

Union Government on 21 October 2016 unveiled the regional air connectivity scheme UDAN (Ude Desh
ka Aam naagrik), which seeks to get more people to fly in the smaller towns. The Civil Aviation Minister
Ashok Gajapathi Raju who launched the scheme in New Delhi said the scheme is expected to be rolled
out by January 2017.

Telecom Regulatory Authority of India (TRAI) in October 2016 recommended imposition of 3050 crore
rupees penalty on Bharti Airtel, Vodafone and Idea cellular. The penalty was imposed for allegedly
denying interconnectivity to newcomer Reliance Jio.

Airtel: Penalty amounts to 1050 crore rupees for 21 service areas (all, except Jammu and Kashmir)
Vodafone: Penalty amounts to 1050 crore rupees for 21 service areas (all, except Jammu and
Kashmir)
Idea: Penalty amounts to 950 crore rupees for 19 service areas (all, except Jammu and Kashmir,
Himachal Pradesh, and North-eastern States).

The State Bank of India (SBI) on 20 October 2016 declared Silchar as its 5th zone in North-East India. This
zone will cater to the banking needs of the people of Mizoram, Tripura and Manipur along with the Barak
Valley. The other four zones of SBI in region are located in Guwahati, Shillong, Dibrugarh and Jorhat.

The Union Ministry of Road Transport and Highways made it mandatory for all automobile
manufacturers to provide emission and noise pollution details for every vehicle they produce. The new
pollution norms will be made applicable from April 2017.

The Union Ministry of Shipping on 17 October 2016 sanctioned the Capital Dredging Project for Ro Pax
Ferry Services between Gogha & Dahej, in Gulf of Cambay in Gujarat. The step was taken as a part of
promoting coastal shipping in the country under Sagarmala programme. It is one of the flagship projects
under Sagarmala which aims to increase share of waterways transportation in modal mix to 10% from
present level of 7% by year 2025. The total project cost is estimated to be 234 crore rupees of which 50%
will be funded by Union Government under the Sagarmala programme.

Maharashtra Government on 19 October 2016 launched Kaushalya SETU (Self-Employment and Talent
Utilisation) initiative. The initiative, which is a skill development programme for students, is likely to
generate employment for as many as 7.5 lakh people in state.

BSE Institute Ltd has entered into a memorandum of understanding (MoU) with New Zealands University
of Otago to offer programs at the undergraduate and postgraduate levels.

The Union Ministry of Urban Development on 25 October 2016 signed a Memorandum of Understanding
(MoU) with National Buildings Construction Corporation (India) Ltd and Central Public Works
Department (CPWD). The MoU was signed for the redevelopment of General Pool Residential
Accommodation (GPRA) colonies in New Delhi.

Reserve Bank of India (RBI) on 27 October 2016 permitted startups to raise external commercial
borrowings (ECBs) of up to USD 3 million in a financial year. Under this, Funds can be raised with a
minimum maturity of 3 years. The move is aimed at boosting innovation and promoting job creation. The
RBI said while issuing norms for ECB route for startups that the borrowing should be denominated in any
freely convertible currency or in Indian Rupees (INR) or a combination thereof.

Highlights

In case of borrowing in INR, the non-resident lender, should mobilise INR through swaps/outright
sale undertaken through bank in India.

The regulator has not prescribed any cost-ceiling or restriction on the end use of the funds raised.
Such conditions are applicable to borrowings by companies across most other sectors.
The detailed rules would apply to startups looking to raise foreign borrowings, keeping restrictions
on such funds to a minimum.

India and New Zealand on 26 October 2016 signed three agreements in the areas of double taxation
avoidance, food security and sports.

List of agreements inked were

Arrangement regarding Food Safety Cooperation: It was inked between the Food Safety and
Standards Authority of India and the Ministry for Primary Industries of New Zealand.
MoU for cooperation in the field of Youth Affairs and Sports: It was inked between Union Ministry
of Youth Affairs and Sports and Sport New Zealand of the Government of New Zealand.
Third Protocol to the Convention for the Avoidance of Double Taxation and the Prevention of
Fiscal Evasion with respect to Taxes on Income: It was inked between the Union Government and
the Government of New Zealand.

Hewlett Packard Enterprise (HPE) India joined hands with Intel to launch a Centre of Excellence (CoE)
that would help demonstrate High Performance Computing (HPC) as a service for customers in
Hyderabad.

Global computer services major IBM has signed a deal to acquire Bengaluru-based cloud recovery and
migration software company Sanovi for an undisclosed sum.

State-run trading firm MMTC has tied up with seven banks, including ICICI and HDFC Bank, to sell
government minted 'Indian Gold Coin'. The coins are currently available at all MMTC outlets across India
along with select branches of seven banks - Indian Overseas Bank, Vijaya Bank, Federal Bank, Yes Bank,
Andhra Bank, ICICI Bank and HDFC Bank, a finance ministry statement said.

The one-man judicial committee on One Rank One Pension (OROP) submitted its report to the Defence
Minister Manohar Parrikar, on 26 October 2016. The committee was appointed under the Chairmanship
of Justice L Narasimha Reddy, retired Chief Justice of Patna High Court to look into the anomalies, if any,
arising out of implementation of OROP.

India and South Korea on 26 October 2016 signed a revised Double Taxation Avoidance Agreement
(DTAA) for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on
income.

India and Palestine signed the Memorandum of Understanding (MOU) for setting up of Palestine-India
Techo Park in Ramallah on 31 October, 2016. During the visit of Honble President of India to Palestine in
October, 2015, the announcement for setting up of park was made. Government of India has announced
grant of US$ 12 million for setting up the Park with payment of US$ 3 million each on half-yearly basis for
2 years.

The RBIs all-India home price index (base 2010-11=100) has sequentially increased by 5.5 per cent to
231.1 in Q1 of 2016-17 from 219.1 in Q4 of 2015-16. All major cities in the country witnessed an increase

in HPI in the first quarter of 2016-17. According to the RBI, on an annual basis, Chennai witnessed the
maximum increase of 23.9 in the first quarter whereas Jaipur witnessed maximum contraction (-4.4 per
cent). On a sequential basis (first quarter of 2016-17 over fourth quarter of 2015-16), Kochi recorded
highest home price index increase of 17.6 per cent whereas Jaipur recorded the lowest increase of 0.6 per
cent.

The Central Vigilance Commission (CVC) in October 2016 asked the public sector banks to share their
reports relating to all loan frauds involving funds over one crore rupees. Till date, such reports were
shared with the Reserve Bank of India (RBI) only. With this, the banks will have to report the modus
operandi of all the alleged frauds to the CVC, which will share these details with other banks to prevent
such cases being repeated.

The finance ministry released first instalment of special assistance of Rs 1,093.34 crore for repair and
permanent restoration of damaged public buildings in Jammu and Kashmir in pursuance of the
announcement made by the Prime Minister last November.

The Union Cabinet on 27 October 2016 approved the New Productivity Linked Reward (PLR) Scheme for
all Major Port Trusts and Dock Labour Board employees and workers for the years 2015-16 to 2017-18.
This PLR scheme will benefit about 38 thousand Port and Dock workers in all the Major Port Trusts and
the yearly outgo will be over 49 crore rupees.

Union Cabinet on 27 October 2016 gave its in-principle approval to NITI Aayogs proposal for strategic
sale of over a dozen public sector undertakings (PSUs). Finance Minister Arun Jaitley said the names of
PSUs that are up for strategic stake sale would be made public once they are going to be put up for the
auction. This list does not include PSUs for closure.

The Union Cabinet, chaired by the Prime Minister Narendra Modi, on 27 October 2016 approved the
agreement on Trade, Commerce and Transit between India and Bhutan.

The Union Cabinet on 27 October 2016 gave its green signal for establishment and operationalisation of
a National Academic Depository (NAD). The National Academic Depository aims at bringing another
dimension and enhancement of the vision of Digital India.

ICICI Bank, country's largest private sector lender, has become the first bank in the country to complete
a banking transaction using block chain technology. This remittance transaction has been completed in
partnership with another lender from the Middle East, Emirates NBD.

The Reserve Bank of India (RBI) on 6 October 2016 released the Report of the Internal Working Group
(IWG) on Rationalisation of Branch Authorisation Policy. The Group is chaired by Lily Vadera, Chief
General Manager, Department of Banking Regulation. The thrust of the recommendations is to facilitate
financial inclusion by ensuring availability of banking services in all centers through low cost delivery
channels and mapping the footprints of various banking channels. Banks need to open banking outlets to
meet the 25 percent norms of opening banking outlets in unbanked rural centres that does not have a
CBS-enabled banking outlet of a Scheduled Commercial Bank.

Maharashtra Chief Minister Devendra Fadnavis on 8 October 2016 inaugurated Indias first centre for
international arbitration in Mumbai. Inaugurating the Mumbai Centre for International Arbitration
(MCIA), Fadnavis said that India will leave its benchmark worldwide in business dispute redressal with the

setting up of international arbitration centre in Mumbai. The Mumbai Centre for International Arbitration
(MCIA) is located in Express towers, Nariman Point. It is being headed by CEO Madhukeshwar Desai.

The State Bank of India announced its entry into Myanmar by opening a branch in the capital city of
Yangon, becoming the first domestic lender to do so.

President Pranab Mukherjee on 6 October 2016 inaugurated the first edition of the World Sustainable
Development Summit (WSDS) in New Delhi. The theme for the summit is Beyond 2015: People, Planet
and Progress. The summit is being organized by The Energy and Resources Institute (TERI).

Multilateral lending agency Asian Development Bank (ADB) said it will extend a $200 million loan to India
for installation of energy-efficient home and street lights, and water pumps. The entire exercise could
save energy to the tune of 3,800 gigawatt-hours per year.

Foreign lender Standard Chartered Bank (SCB) on 10 October 2016 tied-up with Uber under which its
credit cardholders will get a cash-back of up to 25 percent for hailing cabs from the app across six
countries.

India and Russia on 13 October 2016 signed a bilateral agreement for cooperation in the development
of a network of integrated infrastructure irradiation centres. The agreement was signed between the
Indian Agricultural Association, Hindustan Agro Co-Op Ltd (HACL) and United Innovation Corporation
(UIC), a subsidiary of ROSATOM State Atomic Energy Corporation of Russia.

HDFC Bank announced that it has selected software major Adobe's 'Marketing Cloud' platform to deliver
personalised digital experiences to its 37 million customers. HDFC Bank has developed a comprehensive
e-mail marketing solution based on the Adobe platform that will span multiple outbound channels
including email, SMS, social and mobile apps.

Amazon has partnered with Yes Bank to provide working capital loans to merchants on its platform as
it looks to boost business during the festive season and overtake reigning e-commerce champion Flipkart.

The Reserve Bank of India cut policy rate (repo rate) by 25 basis points to 6.25% from 6.5% citing easing
inflation. In its first meeting, the Monetary Policy Committee (MPC) all members of policy decided for 25
basis point rate cut. This was the fourth bi-monthly monetary policy of the RBI. It was first monetary policy
statement after Urijit Patel took over as governor on September 04, 2016. On the basis of an assessment
of the current and evolving macroeconomic situation MPC decided to reduce the policy repo rate under
the liquidity adjustment facility (LAF) by 25 basis points from 6.5% to 6.25% with immediate effect.
Consequently, the reverse repo rate under the LAF stands adjusted to 5.75%, and the marginal standing
facility (MSF) rate and the Bank Rate to 6.75%.

State Bank of India (SBI) has signed a memorandum of understanding (MoU) with IIT Kharagpur for
collaborative research and running proof of concepts. SBI has a wider programme includes ideation,
incubation, experimentation and commercialization of new technology driven products and services for
the banking sector.

The Maharashtra government signed a Memorandum of Understanding (MoU) with Korea Land &
Housing Corporation (KLHC) of the Republic of Korea.

Jharkhand on 1 October 2016 became Indias first state to implement Direct Benefit Transfer (DBT) in
Kerosene. The scheme is being implemented in four identified districts of the State namely Chatra,
Hazaribagh, Khunti and Jamtara.

Anil Ambani-led Reliance Group and Rafale maker Dassault Aviation on 3 October 2016 announced a
joint venture in India. This new joint venture called Dassault Reliance Aerospace will develop major
Indian programs with high levels of technology transfer to benefit the entire aerospace sector. The Joint
Venture was announced by Dassault Reliance Aerospace within days of India and France signed
agreement for 36 Rafale fighter jets value of 59,000 crore rupees (7.87 billion Euros). The agreement on
Rafale jets was inked on 23 September 2016.

The Union Cabinet on 5 October 2016 approved setting up of Indias first Medical Devices Manufacturing
Park (Medipark) at Chengalpattu, Kanchipuram District, Tamil Nadu through a special purpose Vehicle.

The Cabinet Committee on Economic Affairs (CCEA) on 5 October 2016 gave its approval to an acquisition
by ONGC Videsh Ltd (OVL) for 11% stake in JSC Vankorneft from Rosneft Oil Company (Rosneft), Russias
national oil company.

Union Minister of Road Transport and Highways and Shipping Nitin Gadkari on 4 October 2016 launched
the Indian Bridge Management System (IBMS) in New Delhi. IBMS is the largest platform in the world
owned by a single owner, with database that could exceed one lakh fifty thousand bridge structures.

Oil India Limited (OIL) on 5 October 2016 signed Memorandum of Understanding (MoU) with the
University of Houston (USA), one of the leading universities on oil and gas of the world.

Union Finance Ministry on 4 October constituted a Public Debt Management Cell (PDMC). The cell was
created to streamline government borrowings and better cash management with the overall objective of
deepening bond markets. The Joint Secretary (Budget), Department of Economic Affairs, Ministry of
Finance would be the overall in-charge of the PDMC. As an interim arrangement, the PDMC will be
housed at the RBI's Delhi office. In about two years, the PDMC will be upgraded to a statutory Public Debt
Management Agency (PDMA).

The Union Cabinet on 5 October 2016 approved the signing of Memorandum of Understanding (MoU)
between India and the African Asian Rural Development Organization (AARDO) for capacity building
programmes in the field of rural development.

The Union Cabinet on 5 October 2016 approved the signing of MoU between India and European Union
in the field of water resources. It provides technical exchange on water issues, including on integrated
water resource management plans within river basins and through study visits.

India and Singapore on 4 October 2016 signed three Memoranda of Understandings (MoUs) agreements
during the visit of Singapore Premier Lee Hsien Loong to India.

Cabinet Committee on Economic Affairs (CCEA) on 13 October 2016 approved the mechanism for revision
of ethanol price for supply to Public Sector Oil Marketing Companies (OMCs) to carry out the Ethanol
Blended Petrol (EBP) Programme. The administered price of ethanol for the Programme will be 39
rupees per litre for the next sugar season from 1 December 2016 to 30 November 2017.

Union Cabinet on 13 October 2016 approved MoU between Export-Import Bank of India (Exim Bank) on
General Cooperation with the BRICS promoted New Development Bank (NDB), along with other
Development Financial Institutions of BRICS nations. This will be achieved through the BRICS Interbank
Cooperation Mechanism.

Dharmendra Pradhan, Minister of State (with Independent charge) for Petroleum and Natural Gas, on 12
October 2016 launched the National Seismic Programme (NSP) on Mahanadi basin (onshore) in Odisha.
The Programme was launched to carry out assessment of unappraised areas across the country for
potential oil and natural gas reserves.

India and Russia on 15 October 2016 signed 16 agreements during India-Russia Annual Summit across

A memorandum of understanding (MoU) was signed between the state government and mobile phones
major Samsung for setting up a manufacturing unit in Uttar Pradesh. The MoU was signed in the presence

Russia's Rosneft Oil Company and its partners on 15 October 2016 acquired Indias second biggest
private oil firm Essar Oil in an all-cash deal valued at about 13 billion US dollars.

Prime Minister Narendra Modi on 1 November 2016 launched the Saur Sujala Yojana in Chhattisgarh.

Water Jet Fast Attack Craft (WJFAC) INS Tihayu was commissioned into the Indian Navy by the Flag-

Tahiyu is the sixth WJFAC Car Nicobar Class vessel to be commissioned and allotted to the Eastern Fleet

The Indo-Italian Joint Committee established under the Scientific and Technological Cooperation
Agreement on 21 October 2016 re-launched the cooperation in the sectors of science, technology and
innovation. The original agreement was signed between Italy and India in 2003.

The Indian and Chinese armies on 19 October 2016 held second joint exercise Sino India Cooperation
2016 in Ladakh. The exercise was held as a part of the ongoing initiative to enhance interaction and
cooperation between India and China, under the provisions of Border Defense Cooperation Agreement,
2013.

Union Government in October 2016 decided to establish at least one Krishi Vigyan Kendra in each of the

The Union Government on 24 October 2016 issued a notification amending rule 23 of the Conduct of

The Uttarakhand High Court on 25 October 2016 ordered a complete ban on the sale of whitener in the
state. The decision came following the death of a teenager (14-year-old) in Bhowali town of Nainital
district after he sniffed an excess of whitener for a kick. The single bench of Justice Rajeev Sharma
directed the state government to put a complete ban on its sale.

Gandhi International Airport (IGIA) achieved Platinum rating from Indian Green Building Council (IGBC).
With this, the state-of-the-art Terminal 3 of IGIA has become the first Platinum rated green terminal
building under Green Existing Building O&M Rating System by IGBC. This is another significant

The Union Cabinet on 13 October 2016 approved the establishment of Indian Institute of Management
(IIM) at Jammu. The institute will from a temporary campus at Old Government College of Engineering

India on 18 October 2016 completed its nuclear triad by inducting country's first indigenously-
constructed nuclear submarine INS Arihant into service.

The Garden Reach Shipbuilders and Engineers Limited (GRSE) of Kolkata on 30 August 2016
handed over TIHAYU, the Water Jet Fast Attack Craft (WJFAC) to the Indian Navy. The warship
was handed over by Rear Admiral (Retd) AK Verma, CMD of GRSE to the Commanding Officer Cdr
Ajay Kashov. GRSE had earlier built and delivered 10 WJFACs to the Indian Navy during 2009 to
2011, which are proving well in service.
Troops of Indian and Kazakhstan Army on 7 September 2016 began the joint exercise 'PRABAL
DOSTYK 16'. The exercise being conducted in Karaganda region of Kazakhstan will conclude on

Indian Space Research Organization (ISRO) successfully launched advanced weather satellite,
INSAT-3DR on 8 September 2016. The advanced weather satellite was launched with the
Geosynchronous Satellite Launch Vehicle (GSLVF05), from the Satish Dhawan Space Centre in
Sriharikota. GSLV-F05, the tenth flight of India's GSLV, carried 2211 kg INSAT-3DR into a
Geostationary Transfer Orbit (GTO).

Assams Chief Minister Sarbananda Sonowal on 8 September 2016 inaugurated Majuli as the 35th
district of Assam. With this, Majuli became India's first island district. Recently on 1 September
2016, Majuli replaced Brazil's Marajo to become the world's largest river island in the Guinness
Book of World Records.
The Union Government on 6 September 2016 launched the Urja Mitra Helpline number 14401,
a dedicated pan-India helpline for power outages.
Union Government on 1 September 2016 constituted an expert committee to study slit in river
Ganga in Bihar. The four-member committee will be headed by Member of Ganga Flood Control
commission AK Sinha.
Gujarat Chief Minister Vijay Rupani on 8 September 2016 dedicated 2 mbps download and 512
kbps upload digital connectivity to 6000 villages. Under the E-gram program launched in 2006-
07, total 14000 villages had been connected to internet through V-SAT technology which offers
hardly 19-20 kbps speed. Many E-gram villages did not get enough speed when some centers
login at the same time.
Hindustan Aeronautics Limited (HAL) on 6 September 2016 successfully completed test flight of
indigenous Light Utility Helicopter (LUH) Bengaluru. During the test, the helicopter remained in
the air for 15 minutes inside the HAL complex. The LUH will replace the militarys obsolescent
fleet of Chetak and Cheetah helicopters that have flown for over three decades.
Union Government on 3 September 2016 approved the use of Pelargonic Acid Vanillyl Amide
(PAVA) as an alternative to pellet guns for crowd control. Pellet guns will be used in the rarest of
rare cases.
The Odisha Government on 3 September 2016 launched the Biju Kanya Ratna Yojana (BKRY) in
three districts of the state. The scheme was launched for the development of girls. The scheme
will be implemented for three years in Ganjam, Dhenkanal and Angul districts on a pilot basis.

The government has approved projects worth about Rs 450 crore under 'Swadesh Darshan'
scheme for five states, including poll-bound Uttar Pradesh. The scheme was launched with an
objective to develop 13 theme-based tourist circuits in the country and the approval for five was
given in a meeting of the central sanctioning and monitoring committee.
Western Odisha on 6 September 2016 celebrated the festival of Nuakhai, the agrarian festival of
the region, with religious fervor.
Indian Army on 30 August 2016 announced establishment of the Army Design Bureau (ADB) to
indigenise procurements and reduce import dependence. The ADDB will facilitate the weapons
and technology building efforts between the Defence Research & Development Organisation
(DRDO), industry and the army.
Health Ministry on 5 September 2016 launched the Leprosy Case Detection campaign (LCDC) in
the country. Objective of the campaign is to detect the disease early so that those affected can
be saved from physical deformity.
India on 6 September 2016 received certificates from World Health Organisation (WHO)
recognising the elimination of Yaws and Maternal and Neonatal Tetanus (MNT) from the
country. The certificates were presented to Union Health Minister JP Nadda at the 69th Session
of the WHO regional committee for south-east Asia region held in Colombo, Sri Lanka. With this,
India became the first country to be officially acknowledged as being yaws-free.
The results of the 2016 Swachh Survekshan (Cleanliness Index) for rural India was released on
8 September 2016. Mandi (Himachal Pradesh) and Sindhudurg (Maharashtra) were declared as
the cleanest districts in India. Mandi was judged as the cleanest district in Hills category and
Sindhudurg as the cleanest in the Plains category.
The first BRICS Wellness Workshop concluded on 11 September 2016 in Bengaluru, Karnataka.
The workshop was inaugurated by Union Minister for Chemicals and Fertilizers and Parliamentary

Union Urban Development Minister Venkaiah Naidu on 20 September 2016 released the third
list of Smart Cities that will get funding for initiating urban reforms. The list includes names of
27 new cities. The 27 smart cities announced are from 12 States including 5 from Maharashtra,
4 each from Tamil Nadu and Karnataka, 3 from Uttar Pradesh and 2 each from Punjab and
Rajasthan. Nagaland and Sikkim have made it to the smart city list for the first time. The Golden
Temple city of Amritsar topped the list of 27 new smart cities.
India on 20 September 2016 successfully test-fired the most advanced surface-to-air missile
'Barak-8' off the Odisha coast. The long-range nuclear capable ballistic missile, developed jointly
with Israel, was launched from a mobile launcher at the Integrated Test Range in Chandipur in

In a step to ensure that the details of Aadhaar is not misused, the Unique Identification Authority
of India (UIDAI) asked agencies in possession of Aadhaar number of an individual to not publish
or post the information publicly.

NITI Aayog on 31 October 2016 launched the first ever Agricultural Marketing & Farm Friendly Reforms
Index. The index was topped by Maharashtra.

The World Bank Group on 25 October 2016 released the report titled Doing Business 2017: Equal
Opportunity for All. It is the 14th report in a series of annual reports measuring the regulations that
enhance business activity and those that constrain it.

India moved one rank up to the 130th position in the Report. This marginal improvement came on the
back of slight improvement in four indicators- getting electricity, enforcing contracts, trading across
borders and registering property. In terms of starting a business, Indias ranking went down to 155th
position from 151st last year. This was also true for registering a property. In terms of resolving insolvency,
the countrys position slid a single rank to 136 from 135 last year. Indias ranking in trading across borders
also fell by 10 spots to 143 though the World Bank recognized Indias reforms in making imports and
exports easier through the launch of the ICEGATE portal.

World Economic Forum (WEF) on 25 October 2016 released the Global Gender Gap Report 2016. The
2016 report provides Gender Gap scores for 144 countries compared to 145 countries included in 2015
report. India which was ranked at 87th position had succeeded in closing the gender gap with regard to
wage equality and across all indicators of the Educational Attainment sub-index, fully closing its primary
and secondary education enrolment gender gaps.

2016. The report projects global growth at 3.1 per cent in 2016, with slight increase to 3.4 percent in 2017.
It says that the persistent stagnation, particularly in advanced economies, could further fuel anti-trade
sentiment, stifling growth.

World Economic Forum (WEF) on 27 September 2015 released the Global Competitiveness
Report (GCR) 2016-2017. The report assesses the competitiveness landscape of 138 economies.
Switzerland, Singapore and the US remain as the world's most competitive economies. The
report highlights that for second consecutive year, India has jumped 16 places in the GCI report
to occupy the 39th spot. In 2015-16 GCI report, India was placed at 55th position as compared
to 71st rank in 2014-15 report.
India's Centre for Civil Society in collaboration with Canada's Fraser Institute on 15 September
2016 released the Economic Freedom of the World 2016 Annual Report. Hong Kong topped the
index followed by Singapore and New Zealand at second and third position. India has slipped 10
positions and fetched 112th spot among all 159 countries in the World Economic Freedom
(WEF) Index. It ranks behind Bhutan (78), Nepal (108) and Sri Lanka (111) but stood higher than
China (113), Bangladesh (121) and Pakistan (133) in the Index.

It is the rate at which the RBI lends shot-term money to the banks against securities. When the repo rate
increases borrowing from RBI becomes more expensive. Therefore, we can say that in case, RBI wants to
make it more expensive for the banks to borrow money, it increases the repo rate; similarly, if it wants to
make it cheaper for banks to borrow money, it reduces the repo rate

5. Reverse Repo rate

It is the rate at which banks park their short-term excess liquidity with the RBI. The banks use this tool
when they feel that they are stuck with excess funds and are not able to invest anywhere for reasonable
returns. An increase in the reverse repo rate means that the RBI is ready to borrow money from the banks
at a higher rate of interest. As a result, banks would prefer to keep more and more surplus funds with RBI.

6. CRR

CRR is the ratio of banks total deposits for which they are bound to keep with the RBI. It could be between
minimum 3% to maximum 15% & CRR is the most effective measure to check inflation if CRR increases
bank are bound to keep more money with the RBI & the liquidity in market decreases & the value of
money increases & inflation come down.

The code can be read by a machine, minimising the chances of error in clearing of cheques, thereby making

is a nation-wide payment system facilitating one-to-one funds transfer. Under this Scheme, individuals,
firms and corporates can electronically transfer funds from any bank branch to any individual, firm or
corporate having an account with any other bank branch in the country participating in the Scheme.

-There is no limit - either minimum or maximum - on the amount of funds that could be transferred using
NEFT. However, maximum amount per transaction is limited to Rs.50,000/- for cash-based remittances
and remittances to Nepal.

17. Real Time Gross Settlement (RTGS)

which can be defined as the continuous (real-time) settlement of funds transfers individually on an order
by order basis (without netting). 'Real Time' means the processing of instructions at the time they are
received rather than at some later time; 'Gross Settlement' means the settlement of funds transfer
instructions occurs individually (on an instruction by instruction basis).

The minimum amount to be remitted through RTGS is ' 2 lakh. There is no upper ceiling for RTGS
transactions.

18. Cheque

It is a bill of exchange drawn on a specified banker ordering the banker to pay a certain sum of money to
the drawer of cheque or another person. Money is generally withdrawn by clients by cheques. Cheque is
always payable on demand.

19. Cheque Truncation:

I. Truncation is the process of stopping the flow of the physical cheque issued by a drawer at some
point with the presenting bank en-route to the drawee bank branch.

II. Cheque Truncation speeds up the process of collection of cheques resulting in better service to
customers, reduces the scope for clearing- related frauds or loss of instruments in transit, lowers the cost
of collection of cheques.

20. GDP

The Gross Domestic Product or GDP is a measure of all of the services and goods produced in a country
over a specific period; classically a year.

Gross National Product is measured as GDP plus income of residents from investments made abroad
minus income earned by foreigners in domestic market.

30. CRAR(Capital to Risk Weighted Assets Ratio)

Capital to risk weighted assets ratio is arrived at by dividing the capital of the bank with aggregated risk
weighted assets for credit risk, market risk and operational risk. The higher the CRAR of a bank the better
capitalized it is.

31. SDR (Special Drawing Rights): SDR are new form of International reserve assets, created by the
International Monetary Fund in 1967. The value of SDR is based on the portfolio of widely used countries
and they are maintained as accounting entries and not as hard currency or physical assets like Gold.

32. Non Performing Assets (NPA): An asset, including a leased asset, becomes non performing when
it ceases to generate income for the bank

33. Participatory Notes : are derivative instruments, used by Foreign Institutional Investors (FIIs) who
are NOT registered with SEBI. These are mostly used by overseas HNIs (High Net worth Individuals), hedge
funds and other foreign institutions, allow them to invest in Indian markets through registered Foreign

34. Commercial Paper: Commercial Paper (CP) is an unsecured money market instrument issued in
the form of a promissory note. Corporate, primary dealers (PDs) and the All India Financial Institutions
(FIs) are

eligible to issue CP. Maturity period: between a minimum of 7 days and a maximum of up to one year
from the date of issue. CP can be issued in denominations of Rs.5 lakh or multiples thereof. Only a
scheduled bank can act as an IPA (Issuing and Paying Agent) for issuance of CP.

35. Treasury Bills: Treasury bills (T bills) offer short term investment opportunities. They are thus
useful in managing short term liquidity. At present, the Government of India issues three types of treasury
bills through auctions, namely, 91 day, 182 day and 364 day. There are no treasury bills issued by State
Governments. Treasury bills are available for a minimum amount of Rs.25,000 and in multiples of Rs.
25,000. Treasury bills are issued at a discount and are redeemed at par.

36. Certificates of Deposit (CD): Certificate of Deposit (CD) is a negotiable money market instrument
and issued in dematerialised form or as a Usance Promissory Note against funds deposited at a bank or
other eligible financial institution for a specified time period.

Note: CDs can be issued by (i) scheduled commercial banks{excluding Regional Rural Banks and Local Area
Banks}; and (ii) select All ]India Financial Institutions (FIs) that have been permitted by RBI Minimum
amount of a CD should be Rs.1 lakh, and in multiples of Rs. 1 lakh thereafter. The maturity period of CDs
issued by banks should not be less than 7 days and not more than one year, from the date of issue

37. Core Banking Solution (CBS) :-Core Banking Solution (CBS) is networking of branches, which
enables Customers to operate their accounts, and avail banking services from any branch of the Bank on
CBS network, regardless of where he maintains his account.

38. IFSC: IFSC code means Indian Financial System Code. RTGS and NEFT payment system of Reserve
Bank of India (RBI) use these codes. IFSC code consists of 11 Characters identified as under (Lets take an
example of SBI, Madhapur Hyderabad):- First 4 digits show the Identity of the bank. i.e. SBIN 5th digits in
default as ZERO (for future use) i.e. 0 Last 6 Characters display the Branch Identity. i.e. 004187 So IFSC
Code is SBIN004187
