After the bifurcation of both the


Telugu states, this proposal is made long back, but finally now it came into implementation.

On Tuesday, the department announced that the Andhra Pradesh State Road Transport
Corporation will now be divided into two and they will be named as Andhra Pradesh State Road
Transport Corporation and the other is Telangana State Road Transport Corporation (TSRTC).

Coming to the division of the workers in it, the seniority of the workers up to June 1st, 2014 is
taken into consideration and accordingly the division will be made. On April 10th, the
notifications were released regarding the division of the officials for both the states. At Bus
bhavan, 'A' block is considered for Andhra Pradesh and 'B' block for Telangana.

There are total 22 HODs for Telangana and 18 HODs for AP. With this division from, May 14,
the officials got ready to carry their activities for the state they are allocated to. Telangana
transport minister Patnam Mahendar Reddy is making all the arrangements to start the activities
separately as soon as possible.

Most of the employees and workers union members like K Padmakar, Palishetty Damodara Rao,
Ashwatthama Reddy, Thomas Reddy, M.Nageshwara Rao, Sayyed Mohammad, Lakshmaiah,
Komirelli Raaji Reddy opined that though it is sad to divide the department, there is other go,
other than doing this.

From the past few years, it was heard many times that RTC is running in continuous losses and
in spite of it, it never turned down and continued its services in the state. At least after, the
division of the department, if the proper measures are taken making new strategies for
controlling the losses, then the ticket prices can also be reduced, then that will be a pleasure to
both the department and the public.

VIJAYAWADA: For the first time after the State bifurcation, a meeting of APSRTC Board
under the leadership of corporation vice-chairman and managing director M Malakondaiah is
likely to be held at the RTC House on the premises of Pandit Nehru Bus Station (PNBS) here
on August 24. In December 2016, officials had decided to conduct board meeting, but in
vain. Being higher authority of the board, Malakondaiah has called the meeting in which
seven board directors from AP, five from Telangana and five from Central government will
attend. According to APSRTC officials, the major issues in the agenda are the distribution of
corporation assets between AP and Telangana and implementation of GO 138 to enhance the
retirement age of the employees to 60 years from 58. Though the Central Government had
appointed Sheila Bide Committee to distribute the corporation assets between AP and
Telangana after bifurcation, the issue is yet to be resolved. With delay in committees verdict,
the APSRTC has been incurring losses and is not in position to include new buses into its
fleet.

AP employees are arguing that the 14 assets belonging to APSRTC, including the three prime
properties its headquarters Bus Bhavan, bus body building unit in Miyapur and sprawling
hospital in Tarnaka must be divided in the ratio of 52:48. They want the corporation to
complete the valuation of these properties and give AP its due share. Even after three years,
the corporation has not yet conducted board meeting to sort out assets distribution, said
APSRTC Employees Union (EU) additional general secretary P Damodar. If the suggestions
of Sheila Bide Committee decision over assets distribution favour Telangana, the APSRTC
will incur a loss of `1,500 crore as per the existing market value.

All decisions in the corporation are taken in the Board first and forwarded to the State
government for final approval and importantly, some of the decisions have to be endorsed by
the Centre, said a senior Board officer on condition of anonymity.

AP raises retirement age of govt employees to 60

The Andhra Pradesh Legislative Assembly today unanimously passed a Bill amending the AP
Public Employment (Regulation of Age of Superannuation) Act, 1984, enhancing retirement age
of government employees to 60 years from 58.

Chief Minister N Chandrababu Naidu moved the amendment Bill in the House and requested the
members to adopt it unanimously.

There is a significant improvement in the average life expectancy when compared to that of
1984 (when the Act was framed). As per the World Health Organisation, the average Indian life
expectancy is 65 years. The age of retirement of Central government employees was also raised
from 58 to 60 years in 1998, the Chief Minister pointed out, explaining the statement of objects
and reasons for the amendment Bill.

Consequent to the reorganisation of Andhra Pradesh, the (new) state government felt it
necessary to utilise the services of senior employees in view of their experience and expertise.
APSRTC STRIKE THROWS NORMAL LIFE OUT OF GEAR IN ANDRA
PRADESH, TELANGANA

Normal life in Andhra Pradesh and Telengana was thrown out of gear for the second day on
Friday after employees of Andhra Pradesh State Road Transport Corporation (APSRTC)
continued with their strike for hike in salaries.

Office-goers and normal passengers had a tough time after APSRTC buses stayed away from
roads, though alternative arrangements had been made.

APSRTC employees protested at different places in the two states, demanding a 43% hike in
their salaries. They tried to prevent buses from being operated by temporary staff brought in by
the APSRTC management to run bus services with police escort.

Incidentally, the APSRTC is yet to be divided between Andhra Pradesh and Telangana following
bifurcation on 2014.

The APSRTC is the major public transport company which operates more than 20,000 passenger
buses in both the states. APSRTC buses cover about 79.83 lakh kilometers and carry 156.78 lakh
people to their destinations every day.

APSRTC Managing Director N Sambasiva Rao told that about 38% of bus services were
operated until evening and the number would go up further by the end of the day. Highlighting
the huge demand for bus services due to the ongoing exams, the wedding season as well as
forthcoming competitive exams, he appealed to protesting APSRTC employees to stop their
strike and resume duties.

Rao said that the Andhra Pradesh state government has appointed a cabinet sub-committee to
hold talks with striking APSRTC employees and added that employees should come for talks as
well as approach the issue in a cordial manner.

He urged school and engineering college managements to run buses free of cost for as many as
2.50 lakh students scheduled to take the Engineering, Agriculture, Medical Common Entrance
Test (EAMCET) on Saturday.
Andhra Pradesh Human Resource Development Minister Ganta Srinivasa Rao also appealed to
APSRTC staff to report for duties due to students' exams. Andhra Pradesh Transport Minister
Sidda Raghava Rao told reporters that out of 12,000 buses, about 4,000 buses operated in the
state today.

The percentage of bus services to be run tomorrow could go up to 55%, he said. He said Andhra
Pradesh government would make arrangements to ensure that students appearing for EAMCET
tomorrow are not inconvenienced.

He said a 43% salary hike as sought by APSRTC employees would entail a burden of Rs 936
crore on the organisation which currently makes a loss of Rs 1,800 crore, the minister said.

APSRTC employees have demanded a 43% hike in salaries as given to state government
employees of Andhra Pradesh and Telangana but the management expressed its inability to do so
due to the organisation's poor financial condition.

However, the APSRTC management indicated that it is ready to give upto a 27% hike in wages.
APSRTC NEW SALARY STRUCTURE FOR DRIVERS, CONDUCTORS
AFTER 43 PERCENT FITMENT

The Andhra Pradesh Government has announced 43 percent fitment for the APSRTC employees.
The new salaries as per the revised pay structure will come into force from July 2015. About
62000 APSRTC employees will benefit from the decision. The arrears of the revised pay scales
will be disbursed on retirement day. The previous three months arrears will be given on Dasara
and Diwali. Following is the table indicating new pay structure for APSRTC employees from
July 2015:

After the 43 percent fitment, the junior drivers will get Rs. 13699 as basic in the new pay
structure. The Shramiks will get Rs. 10818 as basic pay in the new salary scales. The
Government of AP has deferred hike in RTC charges for the time being.

On the other hand, the Telangana Government also increased salaries for TSRTC employees.
The TS Government has announced 44 percent fitment with various other benefits to its RTC
employees. The benefits include free traveling for retired employees, regularization of contract
employees. The revised pay scale of Telangana employees is given above.
NEW HOSPITAL FOR RTC STAFF

Transport Minister K. Atchannaidu on Thursday inaugurated a new, spacious


dispensary on the premises of the Pandit Nehru Bus Station here.
The new facility will cater to the medical needs of the staff working in the main office
of the AP State Road Transport Corporation (APSRTC), Governorpet, Autonagar,
Governorpet I and II depots and Gannavaram.
Separate wing for out-patients
Constructed in an area of 4,850 square feet, the hospital is equipped with facilities like
a separate wing for treatment of out-patients, a pharmacy, a blood testing centre and a
rest house. It will extend services to 3,800 existing RTC staff and 1,100 retired
employees.
Earlier, a small dispensary catered to the medical needs of the local APSRTC staff.
But bifurcation of the State followed by transfer of additional staff from Hyderabad to
Andhra Pradesh necessitated upgrading of the facility.
Vice-Chairman and Managing Director of APSRTC M. Malakondaiah and other
officials of the Corporation were present.
APSRTC repatriates 150 staff to TSRTC

Amaravati: Andhra Pradesh Road Transport Corporation (APSRTC) repatriated all the 150
employees, who have been working on deputation in the corporation, to TSRTC except a senior
official of financial wing.

Some of the employees, who are working in APSRTC corporate office, received the orders on
Friday and they were directed to be relieved on the same day (Friday). Their attempts for their
continuation in APSRTC at least for some more time have failed and some of the employees are
planning to approach the High Court against the orders of APSRTC.

The APSRTC even transferred three employees who have been working in Transport Ministers
peshi in Velagapudi and an employee working at State Vigilance Commissioners office. The
corporations higher ups allegedly did not consider the request of Ministers peshi to stop
transfer of the three employees.

APSRTC Managing Director M Malakondaiah told The Hans India that around 150 employees
having nativity of Telangana State, had been repatriated as their deputation period completed by
June 30, 2017.

He said around 34 employees of APSRTC, who worked on deputation basis in Telangana, had
already been transferred to Andhra Pradesh. However, the RTC did not transfer a senior
executive officer of Telanganas nativity who has been representing RTCs financial wing. This
act attracted huge criticism from employees and officials.

An official asked why the management was biased over the officer and did not apply the same
rule to him. When contacted APSRTC executive director (administration) A V Rao said
managing director of TSRTC agreed for swap of a women employee of APSRTC in exchange of
the executive officer of TSRTC. But he did not disclose any name of the swap case.
Sources said the TSRTC did not agree for swap of the women officer of APSRTC who wanted to
go to TSRTC, whose husband works in Telangana. Meanwhile, some of the employees, who
repatriated to TSRTC, are not willing to go there as they are natives of Andhra Pradesh.

``Though we were appointed for regional cadre in Telangana due to some reasons, we are natives
of Andhra Pradesh and our families and relatives are here. RTC higher ups should consider our
case sympathetically, an employee said. While some employees have already been relieved
from APSRTC, the other employees having nativity of AP are planning to go to High Court
seeking stay orders on their transfers.
