PLANNING
Pre-planning stage, establishes and
determine the direction and success of a
construction project. Unfortunately, it seems
that some engineers and constructors have not
given the pre-planning special emphasis despite
their one direction of going there.
1. Project goals must be established and
priorities are set.
2. Different works must be identified and time
estimate must be determined.
3. Resource requirement must be projected,
and budget must be prepared.
4. Once underway, progress must be monitored
to assure achievement of the goal.
The worksheet
The initial move to get the project under
way is for the Project Manager to convene a
preliminary discussion on the documents, and to
gather more information as may be available at
the early stage. There should be additional and
pre-planning information available, such as, the
clients required operational date.
What project manager needs to know
1. The logical construction sequence that must
be followed.
2. The quantity and the delivery dates of
various materials to be used.
3. How much and what kind of manpower will
be needed.
4. When to start and complete the job on time.
Timetable
The project manager should conduct one
or more informal sessions with key personnel
assigned to the project such as:
1. The construction superintendent
2. Job buyer
3. Drafting room coordinator
4. Job expediter
Project Engineers Review
The project engineer must:
1. Review the timetable thoroughly
2. Raise questions on its overall logic and
workability
3. Offer constructive criticism on detailed work
functions and interrelated activities.

Requirements needed for Project Construction Life Cycle.
1. The site must be found and boundaries relocated
2. Plan must be drawn
3. Plan must be approved by the owner
4. Building permit must be secured
5. Succession of personnel follows
Succession of personnel is the rotation of personnel
who will be doing different kinds of job according to
their specialties.
1. Those doing site relocation and preparation, and
laying of foundation.
2. Erecting the foundation and column, floor and
roof framework.
3. Construction walls and partitions.
4. Plumbing and water supply connections
including drainage system.
5. Mechanical Equipment
6. Electrical and Communication writing system
7. Installation of kitchen, bathroom fixtures and
appliances
8. Interior finishing work
9. Doors and Windows
10. Painting and varnishing, and other finishing
works
THE PROJECT PLAYERS
1. Project Owners
They are the one who make the decision to build the
facility, define the need, provide the financing, and manage
the construction process. The primary responsibility of the
project owner is to define the scope of work.
2. General Contractors
Most contracts are awarded to a general contractor who
manages the project. The primary job of the general
contractor is to manage the job, keep it on schedule, control
costs, ensure the work is well coordinated and performed in
safe manner, and to coordinate with the owner on all matters
since the GC is the only one of the contractors holding a
contract with the owner.

3. Subcontractors or Specialty Contractors
These contractors make up the largest
portion of the construction industry. All
subcontractor have a specialty such as electrical
or mechanical, steel erection, acoustical, drywall
and painting, and carpeting.

4. Designers (Architects and Engineers)
The project owner should select the A/E
based on demonstrated to design the project, in
the time frame available, and at a cost
acceptable to the owner. Architects are the lead
designers for buildings. Engineers are normally
lead designers for heavy civil and highway
projects.
5. Construction Managers
6. Banks
Banks provide the working capital
contractors need to build the project. In some
countries, a payment is made to the contractor
at the time of the contract award to provide
working capital.
7. Suppliers
Everything from concrete to paint comes
from suppiers. Many suppliers assist the
contractors on preparing their bids, preparing
shop drawings, and fabricating items specifically
for individual projects.
8. Permitting Agencies and Building Authorities
These agencies represent the interests of
public safety. They administer publicly funded
construction projects, and they ensure private
construction comply with zoning laws and
building codes.
CONSTRUCTION LABOR FORCE
1. Masons
The work of a mason varies in complexity,
from laying a simple masonry walkway to installing
an ornate exterior on a high-rise building.
2. Carpenters
A carpenter directly hired by a contractor
often must perform variety of the tasks associated
with new construction, such as fraing walls and
partitions, putting doors and windows, building
stairs, laying hardwood floors, and hanging kitchen
cabinets.

3. Cement Masons and Concrete Finishers
In preparing a site for placing concrete,
cement masons fist set the forms for holding the
concrete and properly align them. Then they
direct the casting of the concrete and supervise
laborers who use shovels or special tools to
spread it.
4. Construction Equipment Operators
The machines used to move construction
materials, earth and rock, and to apply asphalt and
concrete to roads and other structures are
controlled by skilled operators.
5. Construction Laborers
Construction laborers perform a wide range
of physically demanding tasks involving building and
highway construction, tunnel, and shaft excavation.
5. Painters
Paint and wall coverings make surfaces
attractive and bright. In addition, paints and
other sealers protect outside walls from wear
caused by exposure to the weather. Painters
apply paint, stain, varnish and other finishes to
buildings and other structures.
6. Pipelayers, Plumbers, Pipefitters
Pipelayers lay clay, concrete, plastic, or cast
iron pipe for drains, sewers, water mains, and oil or
gas lines.
Plumbers install and repair the water, water
disposal, drainage, and gas systems in homes and
commercial buildings.
Pipefitters install and repair both high and
low pressure pipe systems in manufacturing, in the
generation of electricity, and in heating and cooling
buildings.
7. Sheet Metal Workers
The installation and maintenance of air-
conditioning, heating, ventilation, and pollution
control duct systems, and many other products
made from metal sheets is the responsibility of
the sheet metal worker.
