1. Collision between tanker Kartika Segara and dredger JBB De Rong 19 near Singapore,
Sept. 13, 201

Analysis :
The shipping lanes around Singapore are among the world's busiest and its
navigational challenges include a narrow strait, frequently limited visibility and
thousands of vessels sailing through daily.
On 13 September 2017, at about 12.40am (Singapore time), the Maritime
and Port Authority of Singapore (MPA) was notified of a collision between an
Indonesian-registered tanker KARTIKA SEGARA and a Dominican-registered
dredger JBB DE RONG 19 in Singapore territorial waters. The dredger was
transiting the westbound lane while the tanker was departing Singapore
information to both vessels prior the collision. The dredger capsized and is
currently partially submerged. The tanker reportedly suffered damage to her
starboard bow, but the authority said there was no spill. Joining the eastbound
lane of the Traffic Separation Scheme (TSS) in the Singapore Strait when the
incident occurred. The Singapore Vessel Traffic Information System had
provided navigational.

How did it happen ?


The collision occurred about 1.7 nautical miles, or just over 3 kilometers from
Sisters' Island. The dredger was transiting in a westbound shipping lane as it was
entering Singapore, while the tanker was joining an eastbound lane to depart
when they collided at 12:40 a.m. Due to narrow routes, the collision had been
unavoidable.

Causes :
Maritime and Port Authority of Singapore (MPA) is still investigating the
incident, but an expert says the main cause is human error and there is indicated
one of the ship's captains and lack of control over the subject matter of the
voyage.

Problem Solving
o Improve the management of the national shipping system. This is related
to the safety and law enforcement aspects of government as mandated in
Law No.21 / 1992 on Shipping.
o Coordinate with various parties such as BMG, navy, air police, customs and
other related parties. With this coordination, it is expected that
monitoring and control activities will become easier so that accidents can
be anticipated or the impact can be minimized.
o application of competency standards of crew and captain. Fourth, speed
up the dredging of the harbor

2. Shipping conditions in Indonesia as the ship sails in terms of safety and security.

The navigation of the ship is the one of most important factor that support the
security and safety in shipping vessel. Operation of Navigation is conducted to
overcome the accident or the high waiting time of the ship through the adjustment of
port facility development facilities as well as the safety of shipping and shipping
channel facilities to the increase of traffic density. And then there is operation. from
the operators (shipping companies) should prioritize the safety of the vessel to
support the smooth operation, in the recruitment of the Fruit Ship (ABK) must follow
the STCW standard and be responsible for the crew's capability. The last is human
resource. In terms of human resources in this case the relevant Officials / Officers
(Syahbandar, BKI and Pandu) need to be done Quality Improvement of Officers and
their placement according to qualification, increased supervision by Officers to the
ships, especially those with ISM certificate, in performing the duty of prioritizing ship
safety ( Ocean of Ships), conducting Continuous Control of crew skills, the quality of
occupying a position on the ship must follow the career ladder of the crew.
Security and Safety from the shipping in indonesia is a crucial factor to support
the smoothness of sea transportation and prevent accidents where shipping lanes are
intended to ensure the safety and safety of shipping through corridors for ships sailing
across waters followed by marking for navigational hazards. The operation of the
shipping line which includes the program activities, arrangement, development,
operation and maintenance is intended to be able to provide services and directions
to the parties to the sea transportation services to pay attention to the capacity and
flow capability associated with the weight of the vessel going through the groove in
order to sail safely, smooth and comfortable. According the government security and
safety, good shipping will created if three factor fulfilled.
From the percentage of the above graph we know that the condition of cruise
ships in Indonesia is very bad. The largest percentage of the graph is due to fire and
collision, of course this happens because 2 main factors are factors of that give the
license of the ship is feasible to use and factor ABK. Here we know that there is still
a lot of cheating in giving license of ship worthiness done by certain person without
thinking about safety aspect in sailing. ABK itself should be more careful not to
happen collisions.
3. The Role of Navigation Technology in the Process of Shipping
Navigation is an activity related to Sailing Navigation Support Facility (SBNP),
Telecommunication Sailing (Telkompel), Hydrography and Meteorology, Flow and
Crossing, Building or Installation, Guiding, Ship and Salvage, Safety of Sailing For the
sake of safe sailing and smooth ship traffic in areas where there is a danger of
navigation or activity in a message that may compromise postpaid safety provided
that the SBNP marking is in accordance with applicable provisions and broadcast
through coastal radio stations (SROP) as well as the Indonesian seafarers' News.
He development of trasportation equipment that is currently increasing with
the increase of population causes the number of transportation equipment to be
increased and varies the types of transportation from water, land transportation,
and air transportation. In Indonesia, transportation equipment is a must in the life of
Indonesian people because most people in Indonesia use transportation equipment.
Along with the overwhelming number of Indonesian population of over 250 million
inhabitants, the existing trasportation equipment also varies between land
transports using cars, buses, trains and motorcycles, sea transportation using ferry
boats, passenger and submarine vessels, air transportation using airplanes,
helicopters etc. Navigation is used for marine transportation equipment such as
passenger ships that use navigation as a guide in the sea, the technology used in the
form of a compass and GPS along with Radar. The use of navigation tools is very
important for the ship that was traveling in the middle of the sea off and used as a
determinant of the direction as well as used as a guide because at sea there is no
way that pazti to pass the ship so the use of navigation tools is very important for the
ship.
Navigation systems may be entirely on board a vehicle or vessel (on the ships
bridge, or they may be located elsewhere and communicate via radio or other signals
with a vehicle or vessel, or they may use a combination of these methods.
Navigation systems may be capable of: containing maps, which may be
displayed in human readable format via text or in a graphical format, determining a
vehicle or vessel's location via sensors, maps, or information from external sources,
providing suggested directions to a human in charge of a vehicle or vessel via text or
speech, providing directions directly to an autonomous vehicle such as a robotic
probe or guided missile, providing information on nearby vehicles or vessels, or other
hazards or obstacles, providing information on traffic conditions and suggesting
alternative directions
