special considerations

a. Screening of Potential Environmental Impacts and Mitigation Measures


The project will be initially screened to understand the nature and significance of anticipated
environmental impacts by using the ADB Rapid Environmental Assessment (REA) checklist.
Environmental impacts:
The road to be constructed will pass through a forest area in which the following guidelines are
already considered:
(i) there are no measurable adverse impacts on the critical habitat that could impair its
ability to function
(ii) there is no reduction in the population of any recognized endangered or critically
endangered species
(iii) any lesser impacts can be mitigated
(iv) the overall benefits from the project substantially outweigh the environmental costs
(v) Any conversion or degradation can be appropriately mitigated
Environmental Impacts and Environmental Mitigation Measures
The following w investigated
1. Potential impacts on biodiversity including modified, natural, critical habitat and protected
areas and necessary measures to minimize, mitigate and offset impacts.
2. Landslide, erosion, slope stability issues and necessary engineering and bioengineering
measures to address them (Inputs for this section can be taken from the Slope Protection
Study)
3. Potential waste issues including excavated spoil, hazardous materials and wastes and
appropriate measures for their disposal, treatment and other forms of management.
4. Climate change impacts to the project and recommendations for adaptation as well as
mitigation
5. Occupational Health Safety issues and measures for the construction workers as well as the
local communities in and around the project site.
6. Cumulative and Induced Impacts of the project in light of existing environment, on-going
development projects and planned projects in the near future
7. Potential impacts on physical and cultural resources and measures to avoid minimize or
mitigate impacts.

b. Identified Environmental Risks and Climate Change Vulnerability


The following are risks to be considered in the given road to be constructed due to climate change:
1. Flooding from storm surges
2. Wearing and tarring of roadways due to climactic conditions
c. Environmental/Road Safety Impacts
The following were considered in designing the road considered:

1. criteria derived from a road's designated mobility function


2. criteria derived from human tolerances (taking vehicle characteristics and protective devices
into account)
3. criteria derived from behavioural principles

d. climate change adaptation

An engineering vulnerability assessment is defined as the degree to which a system is susceptible to, or
unable to cope with, adverse effects of climate change, including climate variability and extremes in
which this vulnerability is a function of the character, magnitude, and rate of climate variation to which
a system is exposed, its sensitivity, and its adaptive capacity. An engineering vulnerability assessment of
the road to be constructed and solutions were made to address it:

The following is made to address these vulnerabilities on the roadway to be constructed:

1. Storm water systems this will help mitigate the effects of flooding on the road and also help in
reducing the load from the rainwater that that the road has to support
2. The Road must be designed to be resilient to the following
a. stresses due to thermal expansion and contraction
b. strong storms and rainfall
c. cracking from prolonged dry periods (Drought)
d. High wind/ Down burst
