regions and countries around the world. This paper

preservation of historic buildings and historic districts, the

paper contends for innovation in the design of preservation

preservation and development, responsibilities and authorities,
government and society. Examples include a new system of

and pre-levying investigation, simplification of governmental
procedures, encouragement of reasonable use, protection

institutional design of heritage preservation.
