Constitution of the Lunar Foolocracy

I, the Handroid, of the Lunar Foolocracy in
order to form a more perfect core, establish
Freedom, insure intellectual complexity, provide
for the common alterations, promote the general
farcicality, do ordain and establish this
Constitution for the Lunar Foolocracy in 2100.

Article A (Dominion)

Article A - Section 1 (Intro)

I. The land of the Lunar Technocracy (also known

as Luna), is defined as the area spanning from the
ALPHA base to the furthest Lunar settlements with Core
Obelisks. These Core Obelisks provide a natural
environment barrier between the Luna and the outer
world. Anyone who wishes to enter or exit the Lunar
Technocracy must either do so in a Core Obelisk door
or through an official launch pad.

II. Any citizen born in the Lunar environment

regions is considered a citizen of the Lunar
Technocracy. In order to keep citizenship, they must
not spend more than 10 years living outside of the
boundaries of Luna. This means only immigrants who
enter the country at an age younger than 10 years may
become a full Luna citizen.

III. The government is divided into many branches

Page 1
Page 2

of government allowing for a complex yet intuitive

checks and balances. These branches include and are
not limited to: Herrlich Branch, Duumvirate Branch,
Timocracy Branch, Liga Branch, Sortition Branch, Moot
Branch, Prosecutory Branch, Penitentiary Branch,
Villainy Branch, Financial Branch and Terrestrial
Branch.

Article A - Section 2 (Land)

I. Luna is split into five legal zones

(NORTHSHIRE, WESTSET, SOUTHTON, EASTLAND, and CENTRAL)
and two administrative zones (ALPHA and MINOR).
CENTRAL is a 50 meter wide perfect circle, with ALPHA
and MINOR as smaller sections. NORTHSHIRE is the land
which is directly north of CENTRAL, WESTSET is west,
SOUTHTON is south, and EASTLAND is east.

II. Both administrative zones are located as an

enclave within the CENTRAL District. Citizens are not
allowed legal residence within the administrative
zones. All administrative workers must reside within
CENTRAL district. There is a major highway that leaves
the CENTRAL district for each of the four directions
away from the middle. The highway crossing into
CENTRAL will be shut down on Handroid Day. The 4 main
highways linking into CENTRAL shall be known as
Central-Ways. The Central-Ways in the four outer legal
zones will be two layers, one running on top of the
other. The lower layer will be about 10 meters off the
ground. This will be for public traffic. The upper
layer will be around 30 to 40 meters off the ground,
running above the public layer. This upper toll-layer

Page 2
Page 3

will cost a m
onthly f ee to use. Each exit from a
Central-Way m ust be a smaller regional highway.

III. The land outside of CENTRAL is divided based

on the prevailing cardinal direction stemming from
ALPHA. The borders between outer legal zones will be
at the Southwest, Southeast, Northeast, and Northwest
lines. It is forbidden for citizens to create housing
or retail establishments close to these diagonal
borders. Citizens are granted the right to create
transportation channels (example: roads, rail, canal)
between legal zones. Tolls may be collected on this
transportation options as long as they allow transport
at least once every 12 hours. High ranking government
officials will be allowed free passage. The private
transportation ways shall be known as Private-Ways.

Article B (Executive Branches)

Article B - Section 1 (Intro)

I. All executive powers are held within ALPHA.

This power is controlled by the Blue Ring Baron and
the Dueling Monks. The Grand Seal of ALPHA shall be a
white circle with two dark red heads stemming from the
same black branch with a tiny blue head as an onlooker
from the backdrop. The land of ALPHA cannot contain
any private or commercial buildings.

II. Citizens must apply for a

permit to enter the
land of ALPHA. Foreign citizens cannot apply for a

Page 3
Page 4

permit unless they are an ambassador or Head of State.

Only a maximum 20% of permit applications each year
can be denied. In the event that a permit application
takes more than one month, they are automatically
granted a permit. A citizen may apply for a renewed
permit while they already have a current permit. A
permit expires when they pass through the main ALPHA
gate over 50 times. Government employees do not need
to apply for permits.

Article B - Section 2 (Baron - Herrlich Branch)

I. The Blue Ring Baron (Herrlich Branch) reigns

for terms of two years. The Blue Ring Baron is the
defacto head of state, not head of government. They
will have the power to veto laws passed. This is a
ceremonial veto only since any veto can be overridden
by passing the same law again but one day later. The
Blue Ring Baron may also appoint one executive member
of the Prosecutory Branch. This executive member is
the Blue Ring Judge.

II. They are also the Commander of the Military.

This is also a ceremonial role. They do not directly
control the military and cannot declare war. They
purely will have control over the names of each
military new-joiner. As a citizen joins, they can be
christened with a name picked by the Baron.

III. They may also write Creative Executive o rders.

The limitation on these orders are ensuring
non-interference with another Branchs duties. They
may also not interfere or contradict a portion of the

Page 4
Page 5

Constitution. This is the main power of the Baron. To

make it further clear: they may also set up Court
systems that may run under any function so long as
they do not interfere with the function of the
government.

IV. The Baron must live in the Grant Circle Tent

of ALPHA. Once the Baron has finished their term, the
bedroom of the Baron is boarded up and locked for
future posterity. The government will build a new
chamber or floor by specifications assigned by the
Barons family. If the Baron does not have a family,
they must be married within 40 days of their first day
in office. The new Barons room will be part of the
new chamber or floor, so they may not live in the
Grant Circle Tent until they have a family member to
design it.

V. If the Baron is not yet Married by the start

first day of their Baronhood, they will be relegated
to a Red Ring Baron. They will be assigned a spouse by
the Reserve Council of Baron Affairs. Once they are
finally married and have signed a writ of procreation,
they can be reinstated as a Blue Ring Baron. The
Reserve Council of Baron Affairs (RCBA) is a group of
three individuals who can only be picked by a Blue
Ring Baron.

VI. A new member of the RCBA is assigned when an

old member dies or is cursed by the Baron. A Baron may
curse a member of the RCBA if the member ever makes
eye contact with the Baron. The RCBA is also in charge
of the timely construction of the new rooms of the

Page 5
Page 6

Grant Circle Tent. They can monitor each room of t

he
Grant Circle Tent to prevent intruders. They may n ever
observe the current room in which the Baron is
located. This is to prevent accidental Baron eye
visualization.

VII. The Blue Ring Baron is picked by Richards

Circle Event. This is a circus show that will feature
local talent and provide a opportunistic distraction
for the future failures of the Herrlich Branch. This
circus is led by the standing Blue Ring Baron. All
citizens are allowed to buy tickets to the circus at
no charge. The tickets are given out to those lined up
outside the circus entrance. If a citizen leaves the
line, they must move back to the start of the line. If
they break a law while in the line, they lose the
right to that years ticket. When the circus is full,
all the people in the line cannot enter the tent.

VIII. Each audience member is allowed to apply for

the main competition. First, the applicants are
divided up into smaller groups. In each of these
groups, an official will disqualify anyone who appears
overwhelmingly wealthy. Finally they will each go
through a short oral exam. This will be an open ended
type question gathering their responses to various
dilemmas. They will be graded on a curve based on good
moral opinion. The graders of this will be a variety
of individuals who are unemployed or homeless. Anyone
who passes this step will go to the finals round.

IX. The audience i n t

he circus will then v
ote on
the people that made it to the finals round. All the

Page 6
Page 7

contestants will go into center stage so the audience

can view them. The audience will be instructed to vote
for the members who appears the least wealthy.
Normally this excludes celebrities since the facial
recognition alone would give away that they are not
actually low-income. Finally, the three contestants
who have the most votes are chosen. The one who had
the highest income (per their taxes) between these
three, will become the new Blue Ring Baron. Their
actual income will not be revealed to the audience to
ensure they still have a fair change next Circus
Election Cycle.

Article B - Section 3 (Monks - Duumvirate Branch)

I. The Dueling Monks (Duumvirate Branch) are in

charge of the direction of the nation. The two Dueling
Monks are handcuffed together. If at any moment they
are to be found uncuffed or one member is dead, then a
new pair of Dueling Monks is to be found. They
combined are the heads of state.

II. The Dueling Monks can only be selected from

the pool of nationally approved Monks. To classify as
a monk, a citizen must be in a leadership position in
a religion, cult, or atheist commune. For the position
to count as a leadership position they must meet one
of the following requirements. One: they are the
original founder of the group. Two: they were picked
as the new leader according to the rules of their
group. Three: the current leader assigned them a
leadership position.

Page 7
Page 8

III. Each group must declare a purpose, agenda, or

belief. If two or more groups declare the same belief,
they will be merged. The smaller of the two groups
will be dissolved and each member of the smaller group
will be put for review to admission to the larger
group. If the statement of belief is too similar an
independent council will decide if it counts as the
same belief. This will ensure each group has a unique
independant belief.

IV. When there is a need for new Dueling Monks,

the two largest groups will vote on their
representative monk. Once they have been chosen, they
will be sent to the Tempest Temple and handcuffed
together. They must each individually act in
accordance with their stated groups goal. If they
have been found to have done serious damage to the
goals of their own group, the group may choose the
option of legal assassination. If a group assassinates
one of their own Monks who has been given a role as
one of the Dueling Monks, that group is forever barred
from sending a Monk again.

V. Together, these two Monks will outline their

policy for the nation. When giving any speech they
will be given in a formal debate format to ensure both
positions are heard. They will take turns picking
countries in which they want to assign ambassadors.
The two sides will also take turns appointing members
of the Justice (Moot Branch).

VI. They will also each control separate

departments for the well-being of the nation (example:

Page 8
Page 9

Department of Control, Department of Land, Department

of Mining). When the two Monks start their term, they
will take turns picking the Departments to run. If at
any moment there are less than 12 Departments, each
create the a new Department. If there are already 12
Departments, but some are not claimed by either, the
Monk with the least amount of Departments will choose
one the remaining Departments to run.

VII. If a Monk was assassinated, then one of the

Departments that they owned will be discontinued. An
independent council will decide which Department will
be the easiest to discontinue. If all Departments seem
too important to discontinue, the council may grant
the most important Department an upgrade a
Semi-Permanent Sector. The upgrade to Sector will not
count towards the 12 Department trigger. The upgrade
will need to be approved by the next two Monks that
became Dueling Monks.

VIII. When there are more than two sectors in

existence, a call for merge or demotion may be called
if both Monks agree for one. In the event of a call
for Merge, two sectors can be combined into one large
sector if the two are seen as similar. In the event of
a call for demotion, it will be turned back into an
unclaimed Department but granted protection from
ownership or cancellation for 1 year. In exchange for
the demotion, a different Department will be flagged
for discontinuation.

Page 9
Page 10

Article C (Legislative Branches)

Article C - Section 1 (Intro)

I. All legislative powers are held in the Little

Objection Chamber (LOC) located within MINOR. This is
made up of the Grand Tower, the Deplorable League, and
the Pealing Club. The grand seal of MINOR is a logo of
one hundred grey squares on a green background.
Entrance into MINOR is allowed by all citizens,
however it costs a small fee for Foreign-born
citizens.

II. Each building in the MINOR area must have a

cooling room. The cooling room must be more than 5
degrees celsius colder than the surrounding rooms. The
cooling room must be at least 1 meter long by 1 meter
wide by 2 meters tall. If there is only one room in a
building, then that single room must be the cooling
room.

Article C - Section 2 (Tower - Timocracy Branch)

I. The Grand Tower (Timocracy Branch) is made of

twelve bloodlines of Luna. Each seat is ruled by each
bloodlines' Der-Honcho. Their chamber is located at
the tallest level of the LOC.

II. Each bloodline stems from one of the Founders

of Luna. Each of these founders was given a land zone
of Luna and assigned as Der-Honcho of that zone. The
bloodline is expanded by marriages and offspring of

Page 10
Page 11

members of the bloodline. The size of the by bloodline

is the count of all members aged 25 and older. When
Der-Honcho is deceased the title is passed down to the
youngest 25+ year old member of that bloodline. If
there is no member to pass on the title to, the
bloodline is put on suspension. The land zone will be
divided between neighboring bloodline zones.

III. A divorce does not break a bloodline. In this

case, both sides of the marriage both remain as two
pieces of the same bloodline. The members must apply
for a divorce and receive approval from the
Der-Honcho. The Der-Honcho may not have a divorce.

IV. Two bloodlines can merge together when a

member of one bloodline marries a member of another
bloodline. This must be approved by Der-Honcho of the
smaller sized bloodline. The smaller bloodline is put
on suspension. The lands of both bloodlines are now in
the territory of the larger bloodline.

V. At the end of the year, there will be an

auction held for ownership of suspended bloodlines.
Only citizens who are outside one of the bloodlines
may bid. The winner of the auction will be granted
ownership of the bloodline and the title of
Der-Honcho, along with the seat in the Grand Tower.
The house of the new Der-Honcho will form the basis of
their new land territory. They may make agreements
with the neighboring bloodlines to expand their land
territory.

VI. The Grand Tower votes and creates laws

Page 11
Page 12

regarding government property and private property.

Economic regulation and budgets are defined by The
Grand Tower as well. A bloodlines territory works
like a county. All land inside their territory is the
private land of Der-Honcho. Land within their
territories may be sold off to bloodline members or
private landowners. Land given to bloodline members
would be forfeit in the event that the territory is
controlled by a new bloodline. Land that is given to
private landowners cannot be revoked when a new
bloodline rules over that land. The new bloodline
would have to legally purchase the land back from the
private landowner.

VII. If a member enters a prison either by

conscious decision or as punishment by law, they are
removed permanently from all bloodlines. If a citizen
somehow has been a member of over 10 separate
bloodlines, they must spend the rest of their life in
prison.

VIII. If a non-bloodlined citizen receives over 4

liters of blood donation from a member of a bloodline
while in the hospital, then they will become a full
legal member of the bloodline. This blood transaction
may only be done if the citizen was unconscious and
had no knowledge about becoming a member of the
bloodline. The same is also the case about losing
blood. If a member of a bloodline receives over 4
liters of blood from someone not of their own
bloodline, they are removed from their old bloodline.
Again, this transaction may only be done if the
citizen was unconscious and had no knowledge about

Page 12
Page 13

losing membership of the bloodline.

Article C - Section 3 (League - Liga Branch)

I. The Deplorable League (Liga Branch) is a

sports league where the teams compete to create
legislation. The three teams that make it to the Liga
Plate will make up the three portions of the
legislature that create national laws. Their laws will
mainly concern moral regulations and criminal affairs.
The Deplorable Leagues main offices are in the legal
building of the National Arena.

II. The sport played in the Deplorable League

(DPL) is Baydersball. This is a sport where players
must attempt to collect baydersballs into their goal.
It is a three-way sport played on a large triangle
surrounded by a liquid moat.

III. There will be three phases in the creation of

the DPL. Phase One will start once the first 18 teams
have approved. Phase Two will start once next 18 teams
creation have been approved. Phase Three will happen
when there are at least 18 additional teams created in
each residential legal zone (NORTHSHIRE, SOUTHTON,
EASTLAND, WESTSET, CENTER).

IV. To apply for membership in the DPL a team must

have 20 players and a working home stadium. Each team
will be labeled by three parts. First they will
feature their citys name. This is be based on the
largest city or city center within 5 miles of the
stadium. If there is no city limits within 5 miles,

Page 13
Page 14

they may use the nearest train station as the city

name. If the city name uses more than one word it must
be reduced or contracted to one word. The second part
of their team name will be the political philosophy or
party. Finally, the third portion of the team, a
nickname, will be a single-worded plural noun. It is
forbidden to use non-human animals or a visible color
as the team nickname. Each team will have 3 team
colors. The uniform must use all three of these
colors, along with a logo representation of their
nickname.

V. At any given time at least half of the team

players must be Lunarborn. A player must be older than
25 years old. Players must not have any metal as part
of their body. The official coach counts for one of
the 20 players. If the team owner for any reason hires
a 21st player, the other players will take a vote to
fire a remaining player. If a team owner desires to
personally fire a player, they must do so in pairs.
Fired players may not play for another team for at
least one month. If a player has been fired over 3
times, then they are restricted to only playing for
their previous teams.

VI. A working home stadium uses a equilateral

triangle field with sides that are between 80 and 120
meters long. This field is padded with a firm green
foam. On the edge of the triangle there is a 3 meter
long white wooden walkway on the perimeter. This
walkway will be built using oak or a oak-like
substitute. On each triangle vertex there is a small
black dock. This dock will be also made from the same

Page 14
Page 15

material as the w alkway. There i s a b

lack curve d rawn
on the field to s how 20 meters a way f rom center o f the
dock.

VII. There must be a three-story lighthouse build

in the center of each dock. The lighthouse must
contain at least 6 sleeping bunks, one stove, one
fridge, and one dining table. Each lighthouse must be
furnished in the same way. It is forbidden to install
communication equipment in a lighthouse. The 1st floor
of the lighthouse must have a windowless door pane to
use as an entrance. The 3rd floor must have a window
that is at least 5 meters tall and 3 meters wide. Each
lighthouse must have a 3rd floor window of the same
size and shape. Each lighthouse also needs to have a
2nd story bathroom.

VII. There will be a moat around the entire field to

separate the staff, coaches, and crew from the
players. This moat will be filled with a non-toxic
liquid. When players enter the field to begin the
start of the game, they will cross a lowered bridge.
Any player who leaves and climbs onto the outer side
of the moat is out of that game.

VII. Phase One happens once there are 18 teams.

These first 18 teams will begin in the Prime-Liga.
After this, the Prime-Liga will contain the best 18
teams in the entire DPL. Each team will play a total
of 24 games. This will be 8 games at their home
stadium and 16 games away. The top 4 teams will all
become standing members of the Deplorable League
Congress. There will be a minor tournament between

Page 15
Page 16

these 4 teams to crown the winner of the Baydersbowl.

The members of the Baydersbowl will have double votes
in their Congress. The coach of the DPL winner will be
the Speaker of the House. The Deplorable League
Congress is the largest hall of the LOC.

VIII. Phase Two happens once there are another 18

teams. These next 18 teams will be part of the
Proxy-Liga. They will also play 24 games (8 at home
and 16 away). The 4 best teams at the end of the year
in the Proxy-Liga will be promoted to the Prime-Liga.
They will replace the worst standing teams in the
Prime-Liga. Those teams will drop down to the
Proxy-Liga.

IX. Phase Three happens then there are exactly 18

teams on a waiting list in each cardinal legal zone
(NORTHSHIRE, SOUTHTON, EASTLAND, WESTSET, CENTER).
There will be four separate minor leagues created. A
Northshire-Liga, Southton-Liga, Eastland-Liga,
Westset-Liga, Center-Liga. The teams in these will
each also play 24 games (8 at home and 16 away). At
the end of the year, the best standing team will be
promoted to the Proxy-Liga. They each will replace a
team in the Proxy-Liga. The worst teams in the
Proxy-Liga will drop down to the league of the
direction they were founded in. If there are more than
18 teams in one cardinal league, the 19th will be put
on a waitlist for the future. Any feature teams that
apply to the DPL will be added to a waitlist which is
first come first serve.

X. If in the middle of a year a team goes an

Page 16
Page 17

entire month without having 20 valid players or a

valid stadium they will be dissolved. They will leave
a gap into their League. At this moment if the gap was
in the prestigious Prime-Liga, the current highest
rated team in the Proxy-Liga will be moved up to fill
that spot. If the gap is in the Proxy-Liga, then the
highest rated team from across the cardinal leagues
will be moved up to fill that spot. In the event there
is a gap in a minor league, a waitlisted team will be
added to that League. If a previously dissolved team
meets the rules for DPL membership, they will be to
the end of a waitlist.

Article C - Section 4 (Baydersball Rules)

I. Each of the three teams is given ownership

over a lighthouse before the game begins. The goal of
Baydersball is to collect the correct grouping of
balls and to put them into their teams own goal.
Their goal is the third floor of their lighthouse.
Each team will take one vertex of the field triangle.
That teams land will be their dock, their lighthouse,
and the green area that is inside of the black line
curve. All of the area in the green between team black
lines is considered gregland (no mans land).

II. Each team lighthouse will have a flag that

contains their logo on it. Each team will have their
equipment, tools, and gear all in their main team
color. In the event that two or more teams are using
the same team color, they will do a coin toss to see
which must use their secondary or third team color as
their main color for the game. All 20 team members

Page 17
Page 18

will begin the game inside their lighthouse.

III. When the game starts, a team member may only

leave the lighthouse if they are wearing the correct
gear. There are six straight jackets, 3 vests, 2 life
jackets, 1 wizard hat, 1 combat helmet, 1 shovel and 1
pair of boxing gloves. If a player leaves with a
straight jacket on they are considered a Kicker. If a
player leaves with a vest one they are considered a
Planker. If a player leaves with a life jacket on they
are considered a Swimmer. If a player leaves with a
wizard hat they are considered a Wizard. If a player
leaves with a combat helmet on they are a Ops Member.
If a player leaves with a shovel in their hand, they
are a Digger. If a player leaves with a boxing glove,
they are a Tagger.

IV. If a player loses their gear, they have exactly

one minute to get back to the lighthouse or they must
leave the arena entirely. Players without gear must
stay inside the lighthouse. These players are known as
Sleepers. They are allowed to sleep to pass the time,
cook a meal, or just watch the game from inside. Any
cooked meal is allowed to leave the lighthouse as long
as it doesnt touch the liquid moat. If a cooked meal
touches the liquid in the moat, then the member who
cooked the meal is considered to have broken a rule.

V. One game of Baydersball will have a duration

of at least five hours. A grouping of three balls are
launched from a cannon located at the top of the
stadium. The balls are targeted for the center of the
field and happens once an hour. When the ball is in

Page 18
Page 19

gregland only a Kicker may touch or move the ball. If

the ball is in the oak walkway perimeter of the field,
then a Kicker or Planker may handle the ball. A
Planker is given the ability of attempting to invade
an enemy lighthouse. A Planker could even run up to
the 3rd floor and throw each of the teams balls back
into gregland.

VI. If the ball falls into the liquid, only a

Swimmer may touch and throw it. The Swimmer is only
allowed to be in the liquid moat. They may only get
back onto the field and into the lighthouse through
the dock. A Swimmers job is also to act as a
lifeguard to save people who fall into the liquid. If
a Swimmer saves a member from a different team (or
simply was the last person to touch them before they
left the liquid), that member must go back to their
lighthouse for an hour timeout. A boat will escort
them back to their lighthouse. If a ball ends up on
the outside of a moat, a game official will load that
ball back into the cannon and launch it into the game
again. This will be called a Reball Launch, and this
only can happen after the 5-hour mark.

VII. Each ball is a clear white ball, however each

of the three has an inner color showing which team is
belongs to. The true identity of the ball is revealed
if they place it on a ball heater stand and keep it
there for 2 minutes. The Wizard can remotely operate
their teams ball heater. This ball heater stand is
placed 3 meters away from the dock. If another team
interferes and pushes the ball off the heater, the
timer will restart. Even if the balls identity was

Page 19
Page 20

revealed, the moment it is taken off, the ball will

turn white again to hide the identity. The Wizard may
not leave the teams land or cross into gregland.

VIII. If a team knows that the ball matches their

team color (or simply thinks it is their own ball),
they may attempt to shoot it into their goal. This may
be done in one way: a Wizard may catch the ball or
pick up the ball and throw it into the 3rd-story
window of their lighthouse.

IX. The Ops Member is only allowed on the Dock or

the Rooftop of the lighthouse. Their combat helmet
features a zoom option on their left eye. This will
allow for reconnaissance. When the game has lasted for
over 5 hours, the Stadium lights are turned off. It is
also the job of the Ops Member to turn on their
lighthouse beacon and point it in the direction that
would be most useful for their team.

X. The Digger may walk into any area of the

field, however he may not run. He is permitted to dig
into any area of the green field. There is a small
briefcase containing an amount of currency equal to 20
times minimum hourly wage of the employees of the
current Stadium. This may be buried between 1 and 10
meters underground. This cannot be buried by a member
of any team. The Diggers are allowed to dig even if
they have already found the briefcase. They may also
create mounds using the dug up dirt. If a Kicker from
any team falls into a hole, they have the ability to
pick them up and help them out of the hole. They also
may attempt to bury the Kicker in a hole, however

Page 20
Page 21

leaving their head u nburied. O nce the Kicker is out of

the hole, they may n ot touch t he Kicker any more.

XI. The Tagger may tag anyone who enters their

teams land, dock or lighthouse. When an enemy player
has been tagged they must run back to their lighthouse
within 1 minute. In the meanwhile as they run back,
they may not intentionally interact with a ball or
interfere with another player. If they have touched
their lighthouse within the minute, they are given all
their abilities back. If they fail to return in time,
they are given a 1 hour timeout in their lighthouse.

XII. If a player is injured or is in the middle of

drowning, the team owner may call a timeout from his
audience booth. When a timeout happens, the heating
machines are turned off, the lighthouse door is shut,
and the lighthouse 3rd story goal window is shut. The
timeout ends once the injured player is taken off the
field. There are four referees on the field to enforce
rules. If a player breaks a rule they will get a
strike. If they get two strikes they are out and must
stay the rest of the game inside the lighthouse. If a
person not from either team runs onto the field and
interferes with the play, it is the job of one of the
referees to tackle and remove them. If the referee is
not able to remove them, the game will continue and
all interferences are considered valid.

XIII. In order to win the Baydersball game a team

must collect their corresponding five balls and then
keep them inside while their lighthouses clock
increases. If for any moment, one of the five team

Page 21
Page 22

balls is not inside the lighthouse, the clock will

stop increasing. The game is finally over and the
winner is the one who reaches a positive count of 30
minutes first. If a team member puts an enemy ball
into their own lighthouse, their clock will decrease
by 30 minutes. At the end of the game, the audience in
the stands will vote for the Most Valuable Player from
the winning team. The MVP will have the ability to use
roller blades in their next match if they desire.

Article C - Section 5 (Club - Sortition Branch)

I. The Pealing Club is the basement floor of the

LOC. The Pealing Club creates Civil Laws and Family
Laws. It is filled up with lottery winners from the
previous year. In order to be allowed as a member they
must first have been unemployed for an entire year,
and second have entered the Grand Yearly Lottery.

II. The Grand Yearly Lottery is a huge festival

that takes place in the MINOR Convention Center. In
order to enter the actual lottery itself, one must
submit at least one gram of their genetic material.
They will put this into a baggie and throw it from a
ledge hoping to have it land near the center of the
main stage. They are allowed as many attempts as they
want. If one citizen has two pieces of genetic
material picked, they will be sentenced to one year of
prison. They may only throw approved baggies, as they
are only allowed to throw genetic material that
belongs to themselves.

III. On the third and final day of the festival, a

Page 22
Page 23

human will wake up from their sleep in the middle of a

large stage and shuffle around to pick 50 baggies.
This human is hired before the event started and they
must have been asleep for exactly 4 hours. The 50
baggies of genetic material will be entered into a
database and the 50 corresponding citizens will enter
the Pealing Club. They will be required to assume the
roles of both positions, but doing so via
teleconference. These citizens will be known as Crat
Members. Crat Members will be paid in homeless money.

IV. Each member of the Pealing Club will pick one

focus subject. They will be appointed an expert on
this field who shall be paid double their normal
salary by the government. This will be known as an
Expert Member. In the event that there is no expert in
this focus subject, the government will pay hold an
audition for college students. The chosen student will
center their next yearly studies on this focus subject
to aid the Pealing Club member. Each grouping of a
member of the Pealing Club along with their expert
shall be called a Pealing Team. Each Pealing Team will
be given a number. Both people in a Pealing Team have
one vote.

V. At least one member of each Pealing Team has

to be their at the roll call each day. Each Pealing
Team is allowed one day break per week. If they miss
more than one day in one week, both members are barred
from Pealing Club membership. When a vote is held, all
members that are in the Club that day may vote. If
there is a tie between two sides it will go for a
revote the next morning. If it ties again, this will

Page 23
Page 24

be pushed t
o the next day a
gain. If a v ote for
something t ies three days i n a row it a utomatically
passes.

VI. If a Crat Member falls below a 20% approval

rating during their term in office, they will be
allowed to act as a non-voting Nin Member after their
year is over. A Nin Member will be allowed to lobby
future Crat Members. Any person who is not a Crat
Member, Expert Member, or Nin Member will not be
allowed into the Pealing Club chamber. Nin Members may
be hired as reporters since they can enter the doors.

Article D (Judiciary Branches)

Article D - Section 1 (Intro)

I. The Laws, Regulations, and Restrictions will

be enforced and upheld by the three legal branches.
There are two types of judges. They can either be an
Acid Judge or Long Judge. Both are required to
graduate from law school and have approval from one
standing member of one of the Legislative Branches.

II. An Acid Judge will pick one word or nickname

as their legal Judge Name. This word must be longer
than 6 letters. An Acid Judge will always refer to
themselves in the 3rd person. A Long Judge will add
the phrase The Honorable and one adjective before
their full legal name and use that as their legal
Judge Name. The adjective must inform their style of
justice.

Page 24
Page 25

Article D - Section 2 (Justice T.V. - Moot Branch)

I. Justice T.V. is a cable system that broadcasts

all of the court cases for the public to see. This can
also be viewed from the website or live app. The
judges in this system are known as Telejudges. There
are three types of Telejudges: Clowners, Disclouders
and Ironmen. The two sides of a case must agree on
their type of judge. If they cannot agree, then the
side which is closest to representing the State will
pick.

II. There are 3 ranks of courts. When a trial is

first heard it will go to a local court. These will be
aired in the mornings and mid-afternoon. Next, we get
the tall courts. There is one tall court in each major
city, along with a grand tall court for each land
zone. These will be aired in the late afternoon and
feature a higher production value. When a case is
appealed it can go to one of the tall courts. Also, if
a court case becomes too intense or close it will be
loved to a tall court.

III. If a case still needs to be appealed, it

finally will end up in the tallest court located in
CENTRAL. This court is the Skycourt. This will be
aired at prime time and features a movie-budget level
production. There may only be 3 different Skycourt
sessions happening at once - each featuring a
different type of Telejudge.

IV. A Clowners main job is to entertain. If a

Clowner is a Telejudges in the morning, they will do a

Page 25
Page 26

talk show style court. They will feature minor guests

and keep viewers up to date with local news and
opinions. They will try to interact with both sides of
the case, allowing both to interact with the special
guests. They could also choose to feature their show
in a game show format as long as they are still fair
in their verdict of the case. If a Clowner is on in
the evening, they will be a Late-Night talk show host.
The same rules apply, however there will be major
celebrities and high-profile product placements.

V. A Disclouder will be a Telejudge that promotes

one single genre of music. They may host their court
either as a musical talent show, top music charts
countdown, or even an experimental sound studio. They
will not be as partial as a Clowner since they will
normally side with the lawyer that is able to relate
their case with the genre at hand. In evening
broadcasts of a Disclouder court, they will get major
bands and popular artists. Note that music containing
a repetition of four beats per measure throughout over
20% of the work will be banned from a Disclouders
courtroom.

VI. An Ironman court is much cheaper for everyone

involved. This is because the Ironman is a very harsh
and brutally honest judge. The entertainment comes
from the insults and reality exposing commentary they
provide. In the evening broadcasts, the Ironman will
create extreme situations or skits for the Lawyers on
both sides to endure. An Ironman may do anything on
their program as long as it is not both cruel and
unusual. If a person is able to somehow humiliate the

Page 26
Page 27

Ironman, they automatically win their case.

VII. All of the Telejudges will be ranked based on

the amount of viewers they pull each time theyre
shown. The Telejudges at the bottom will be removed
and replaced by popular Junior Judges. Junior Judges
are college and law students who are part of a locally
televised program. At the end of every year there will
be Charlie Awards given to the Telejudges in each
category that pull the most viewers and ones that
proceeded over difficult cases.

Article D - Section 3 (LSP - Prosecutory Branch)

I. The Libertarian Space Pirates (LSP) are a

hybrid of police, judge, and executioner. They will be
each based on a privately owned flying vehicle. Each
LSP will be funded and sponsored by a set of
corporations. Each of the corporate sponsors must be
clearly identified on the LSPs jumpsuit. A corporate
sponsor may sign with any LSP, however they may not
revoke their sponsorship if they disagree with an
LSPs policies. In the event that a corporation ended
work with an LSP because of politics, that LSP may
arrest the CEO of that company.

II. New LSPs are created when an LSP creation

company has been formed and has hired a new joiner. A
LSP creation company may hire and train LSPs if they
have a proper base. The base must be over 100 meters
tall, however there may be no actual floor space below
100 meters. In the space between the ground and 100
meters, there may only be an elevator shaft and

Page 27
Page 28

support beam. They must meet standard economic

regulations and provide their stock on one worldly
exchange. While an LSP is working for them, the LSP
creation company may terminate their LSP status at any
moment.

III. A LSP may go rogue and begin to collect their

own corporation sponsors if they have finished 50 Tugo
Trials. A Tugo trial happens when a criminal has been
caught over 1 mile away from a court or when a civil
case is required over 5 miles away from a court. In
this case, the LSP will sit down both parties and act
as a judge. If the case goes on longer than 5 minutes
without an obvious verdict, the LSP may draft random
citizens to become a Street Jury. These citizens may
not be forced for Street Jury in the event that one is
heading to the hospital. A Street Jury shall last for
exactly one hour and must be held outside or near a
window.

IV. Once the LSP has made a verdict, they may

enforce the punishment themselves. If one of the two
parties does not agree with the punishment, they may
be able to purchase a visit from a competing LSP to
begin a Mega-Stand. A Mega-Stand will feature two
separate LSPs attempting to provide the most accurate
punishment. They will be forced to argue the cost, the
utility, the value to the art world, and value to
scientific advancement of the punishment. Both the
jury and the two sides of the case are freed to leave
while the two LSPs duke it out. If after 24 hours,
they have not reached an agreement, The Blue Ring
Judge will come down and intervene, punishing one for

Page 28
Page 29

delaying the result. The LSP t

hat is seen a s having
delayed the verdict for over 2 4 hours can l ose their
position as an LSP.

V. The government is not allowed to regulate the

speech, religion, gun ownership, drug use, or
mechanical augmentation of an LSP. The government is
only allowed to require a yearly assembly of LSPs to a
national LSP conference. This may be held in person or
online. An LSP must follow all standard laws as long
as they do not interfere with the privileges specified
above.

VI. An LSP is not allowed to use any type of Bank

or Stock. They must store all their wealth and bury it
somewhere. Only another LSP is allowed to steal an
LSPs treasure chest. They may store in on other
planetary objects as long as they are within one light
year of the LSPs house.

Article D - Section 4 (RV - Penitentiary Branch)

I. The Repugnant Vestibule (RV) is the only

prison in the entire land. It will be build as a 100
meter tall Pyramid at least 100 kilometers away from
ALPHA. Below the Pyramid will be an underground
complex spanning at least 500 meters deep. There will
be society of Prison Judges in charge of maintaining
order in the RV. Only a Prison Judge may hire another
Prison Judge. If there are no Prison Judges, then the
Blue Ring Baron may appoint a group of 10 new Prison
Judges.

Page 29
Page 30

II. A highway must be build to go directly into a

huge arch in the RV. This will allow exits for the
four main parts of the RV. The first exit will allow
for navigation to the Public Stratum (RV-Public). The
next exit will go closer to the center, to the Fever
Core (RV-Core). The highway will next go deeper
underground into the Holding Socket (RV-Holding).
Finally the highway itself will end abruptly, causing
anyone that is not paying attention to crash into the
beams that maintain the RVs structure.

III. A sentence will be carried out in the RV only

if the judge sentences them for over one month.
Otherwise they will serve their sentence at a local
commercially owned jail. There will be three types of
Prison sentences. Each prisoner has an option in how
they want their term to be carried out. They be thrown
into RV-Holding, sold into slavery, or transported to
an off-world mining colony. In the event that a
medical team deems the prisoner unable to fill any of
these three roles, they will be placed directly into
the prisons T.L. Medical and Mental facility. Once
they have fully healed they will be allowed to pick
one of the three and begin their sentence. The Death
Penalty is forbidden as punishment.

IV. If a Prisoner chooses RV-Holding as their

punishment, they will then be assigned a number
between 1 and 9. They will be stored in the vast
concrete atriums of the underground. There will be
nine layers, each known as a Circle, reflecting the
level of crime they had broken. The lesser crimes will
be placed near the top, whereas the most extreme

Page 30
Page 31

crimes will be placed on the bottom. Each atrium will

be stocked with three resource deposits and three
waste collection shafts. Prisoners will be allowed
entire free movement within the atrium. There are no
laws within each Circles atrium aside from forbidding
murder or sexual assault. If this happens the
perpetrator will be removed and a Prison Judge will
officiate a new sentence length and a new starting
Circle level.

V. In each block at the end of the year the

prisoners are ranked based on their behavior. The top
10% of each Circle will be upgraded and allowed to
move one level upwards. The bottom 10% will be
downgraded to a lower level. Is it not allowed for
someone to move beyond 2 level away from their
starting Circle. If someone is upgraded above the
first level, they will be freed on parole. In the
event that they break any crime while on parole, they
shall be placed back to the first Circle again. If
someone is downgraded below the 9th level, they will
be placed into a special 10th Circle. In this 10th
Circle, prisoners are placed into virtual reality pods
for the rest of their lives. They will be placed into
a virtual hellscape to be psychologically tortured in
scientifically innovative ways. Outside of this use,
virtual reality is illegal.

VI. If a prisoner picks slavery as a way to finish

their term, they will be moved to RV-Public and placed
into a corresponding colored auction. The Red Auction
consists of violent criminals. The Blue Auction
consists of criminals imprisoned for drug and property

Page 31
Page 32

offences. The White Auction deals with financial and

cyber criminals. If a person wins the bidding on a
criminal, they are now considered the Master of the
criminal with is now a Slave. A Master is only allowed
to directly have one Slave and each Slave may only
have one Master.

VII. A Master may ask anything of the slave as long

as it is not overly cruel, sexual or physically
impossible. A Slave may not touch any of the property
or money that they owned before the sentence begun. A
Slave may never harm a Master of any Slave. If a Slave
has not obeyed a command, they will be given an
electric shock. If a Slave has continuously not
followed commands, they will be audited. If they have
ignored at least one command that would have been easy
to follow without breaking any laws or the above
rules, a Prison Judge will officiate a new sentence
length and put them back on auction. The list of
commands they ignored will be put on display at the
auction.

VIII. If a Master dies and was a freeman, the Slave

is also freed on parole. If the Master dies but was a
Slave himself to a higher Master, the Slave of that
Master will become a Slave of that Masters Master. If
a Master enters the RV, they lose their Slave and the
Slave must be re-auctioned. If a Slave makes money or
owns anything while they are a Slave, it must be given
to the owner when they finish their sentence.

IX. If a p
risoner chooses off-world m ining, t
hey
will be sent on the next ship. They are allowed to be

Page 32
Page 33

placed into dangerous situations and jobs. They will

be given 8 hours of each day as free time for rest or
recreation. If they break any laws on the colony, they
will be placed into the colony jail. There will be at
least one Prison Judge to create micro-sentences. A
micro-sentence cannot exceed the length of their
remaining overall prison sentence. When their prison
sentence is over, they will be taken back to the RV
for release within one week. There is no wireless
communication allowed between the off-world mining and
Luna. Everything transmitted between the two must be
transported by the ship directly.

X. In order to create entertainment for the

prisoners, A colony will gain a Kriegkubus team. There
will be a draft for players to join the team. At any
moment if the Prison Judge who owns the team thinks a
player is underperforming, they will draft a new
player. A player who is on the a Kriegkubus team will
not have go mining. The team that wins the most games
that year will all be given an all expensive weekend
vacation trip to Luna. In order to start a game, a
team must take their players to another colony and
challenge the home team. If a home team is at their
home colony, they must accept the challenge within 1
hour. If they are not at their home colony when they
are challenged, they have exactly 50 hours to return
home or else they automatically lose.

XI. Kriegkubus is a sport where 2 teams attempt to

hold a 10 centimeter glass cube. Kriegkubus can be
held in any semi-flat 10 meter square. The line of the
square will be drawn in chalk. Each team will have 3

Page 33
Page 34

players. The players will attempt to be the first to

hold the cube in their left hand while standing inside
the chalk square after 4 hours have passed. If a
player exits the circle for over 5 minutes, they will
have to sit the rest of the game out. A player cannot
be legally punished for anything they do in the
process of the game. A Prison Guard however may fire a
team member at any point in the middle of a game. At
any moment, they can tap out and be allowed to exit
the square. That player will not allowed back in a
Kriegkubus game for 20 hours.

Article E (Additional Branches)

Article E - Section 1 (Intro)

I. This Article concerns the Branches outside of

the creation and interpretation of laws. Other
features of the nation will be Viron, a supervillain,
the ETC, and the Prude Room.

II. Amendments to this constitution may be added

if Approved by both Executive Branches and passed by a
majority of each of the three Legislative Branches. In
the event of a toxic amendment, citizens may protest
the passage of one. If enough citizens vote their
opinion (as interpreted by at least 10 LSP members),
then the amendment will fail.

III. There are three national holidays in Luna. For

each holiday, all non-essential government offices are
closed. The first is Constitution day which held
annually on the day that this Constitution is signed.

Page 34
Page 35

One free government approved liquid item will be given

to each citizen for free. The next day is Death by Cop
Day where the most creative and seemingly impossible
Death by Cop is awarded burial into the Grand Death by
Cop cemetery. Death By Cop Day is celebrated on the
day of a Lunar Eclipse. The final holiday is Iron day,
celebrated 400 days apart starting on the day after
the first Constitution day. On Iron day, all flags are
taken down and placed in the grand Iron coffin. This
Iron coffin is launched at the Sun.

IV. This Constitution will be required to have 10

main official public copies displayed. The original
draft will be held in the Archives Vault, not to be
opened for 1000 years. All future references or
readings of the Constitution will have to be done from
one of the original 10 official copies. It is
forbidden to create a copy of the Constitution for
private use. Any copies must be publicly displayed.

Article E - Section 2 (Viron - Villainy Branch)

I. Viron will be the name of a supervillain that

lives in a cave anywhere outside the official borders
of Luna. Automatically Viron will be considered a full
citizen. Viron is allowed to do any and commit any
crime they desire as long as they wear the signature
green and dark red jumpsuit. This is to give the
people a collective enemy to root against. Viron may
be brought in or caught by police, however they cannot
spend time in Prison. If caught, they are instantly
released and a coverup is created to make it appear
that they escaped.

Page 35
Page 36

II. The only way that Viron can be stopped is if

someone officially assassinates them. The person who
kills Viron will become Viron. They will be given the
keys and ownership to anything that the old Viron
possessed. If Viron has not committed a crime in over
a year, the police will attempt to find and leak the
whereabouts of Viron. This is to allow a more truly
evil person to assassinate and take over the role.

III. If a citizen desires to end Virons reign

without being forced to replace them, they instead can
become a Superhero with the purpose of stopping Viron.
They may be allowed to break laws with the intent of
preventing Viron from committing a worse crime. If
specifically a Superhero catches Viron, they may be
able to lock them away forever. This Viron loses the
title Viron.

IV. When there is no Viron or when the last one

loses their title without a new claimant, criminals
may attempt to catch the title. After 10 years there
will be public vote to see which major uncaught
criminal deserves the title. The criminal with the
second most votes will become the new Viron.

Article E - Section 3 (ETC - Financial Branch)

I. The Extreme Tax Collection (ETC) is in charge

of ensuring taxes are collected each year. Their
headquarters is in a series of twelve large vans to
allow for mobile inspection. Each van has a Tax Driver
and nine Tax Hoodelers. The Tax Driver is in charge of

Page 36
Page 37

driving the Tax Van in and out of trouble as deemed

fit, while the Tax Hoodelers are in charge of making
sure taxes have been paid. The Grand Tower is
responsible for creating the tax policies.

II. A citizen does not have to pay any taxes for

the year if they have stayed indoors in a Tax Shelter.
A Tax Shelter is a building with less than 5 windows
and less than 2 doors. It must be painted black on the
outside and windows cannot take up more than 30% of
the exterior. It is illegal to have more than eight
adults in one Tax Shelter.

III. Any expenses spent on original creative art

will be granted a tax deduction. In order for it to
qualify it must be shown to a Tax Hoodeler and they
must see the artistic value. If an artist wants to
challenge the Tax Hoodeler in the event that the art
is seen as unoriginal or worthless, they may call upon
a LSP to cast a verdict. In the event that the LSP
also finds the art to be unworthy of a tax break, the
artist will be jailed for a minimum of one week for
wasting government resources.

IV. If someone has never paid taxes and is over

the age of 25, they will be jailed. They may pay a
special Tax-Absence Tax in order to be released. They
could avoid being jailed by filing Proof of
Homelessness. However if one files a Proof of
Homelessness, they will be banished from the Nation.

Article E - Section 4 (Prudes - Restriction Branch)

Page 37
Page 38

I. The Prude Room is a space station that orbits

Luna. They will detect for illegal electronics.
Robots, Non-Governmental Transportation Machines,
Virtual Reality Pods, and Laser Weapons are all
considered illegal electronics. Gunsprinters will
confiscate and remove these illegal objects.

II. Robots are outlawed and shall be hunted down

by Gunsprinters. A Robot will be defined as any
electronic machine that resembles a humanoid body and
can move independently. If a citizen has more than 50%
electronic parts, they will be classified as a Robot.
If a citizen is found to be manufacturing or repairing
Robots, they will have their brain implanted into one
of their Robots and then hunted down by a Gunsprinter.

III. There is no postal service and providing one

is illegal. A postal service counts as anyone being
paid to transport something that is not a human from
one place to another. When mail needs to get from one
location to another, it is transported using a
teleporter. Everything but living things are allowed
to be teleported. In the event that a teleporter has
been found to teleport a living thing, the teleporter
will be destroyed by a Gunsprinter.

IV. The sale of bottled or canned liquid is

considered illegal. Instead a company is allowed to
install a Liquid Line pipe to run parallel with water
lines and sell liquids by the gallon to customers.
These Liquid Lines can be installed in private or
public buildings. Citizens may bottle and can the
liquid bought from a Liquid Line.

Page 38
Page 39

V. The Prude Room will have a radar that can

detect mass protests. Any protest involving more than
12 people will be banned unless it takes place within
a protest square. Protest Squares may be build by
local governments with at least one CENTRAL Protest
Square being planned in addition. The Protest Square
will be a giant flat LED lit square with sides at
least 10 meters long. The Protest Monitor will ensure
that all protesting is done within the bounds of the
square. Anything is allowed in the square to protest
or meet any cause except for assault. If a person
desires to leave the square but is being blocked or
trapped, the Protest Monitor will be required to help.
There will be a wireless jamming device installed in
the Protest Square to cover the entire area.

VI. If the square ground detects three separate

humans samples of fresh blood, the Protest Square will
change from light green to dark red. This will warn
local authorities that the square has turned overly
violent. When a Protest Square turns red, everyone
must leave the square. All protesting must stop and
any protest gear must be dropped inside the square.
The protest will be allowed to begin again in exactly
one hour. If the sounds from the Protest Square begin
to gravely affect business of the surrounding area, a
soundproof wall will pop up and enclose the square
until the sounds halfen their volume. In the event
that the people inside do not get quiet enough to
lower the walls within 8 hours, food and water laced
with tranquilliser will be dispensed from the inside
of the walls.

Page 39
Page 40

VII. If there is a video, billboard, sign, jingle,

or any promotional tie in that talks about a specific
company, brand, or product in any context, it is
considered a Legal Promotion (LP). Any possible
advertisement is considered a Legal Promotion as well.
If an LP is paid by the company or individual itself,
this is called a Self Promotion. Self Promotions are
only allowed as part of Telejudge courts or in a store
or office that sells the product itself. (Example:
food products may have Self Promotions in a grocery
store, a lawyer may have Self Promotion in their own
office). It is illegal to feature Self Promotions
outdoors in any context. If it is necessary to inform
about a product then it must be done in plain black
font on a white background without images to avoid
being labeled as a Self Promotion.

VIII. If an LP is paid by a company or

individual that has no monetary involvement with the
company or individual owning product, then it is
considered a Sabotage Promotion. The Prude Offices
will be tasked to create this Sabotage Promotion. They
will ask for the money upfront in order to retain
total control over the Sabotage Promotion. They are
tasked to insert their bias and opinions as long as
they make the end product as unpleasant as possible.
It will feature in small text the company that paid
for the LP.
