1. The Division of Negros Occidental, through the Curriculum Implementation Division (CID)
and in cooperation with Science Educators Association of Negros Occidental, will hold the
4th Division Scilympics on the following dates and venues:

2. This activity aims to:


a. promote science and technology consciousness among the youth;

based on Science Curriculum standards and competencies; and
c. select the most creative and innovative Science Investigatory Projects and the best
student - researchers who will represent this Division to higher level competitions.

5. Official participants to the Division Scilympics are the Science Department Heads, Science
Coordinators, Science Teachers, coaches and winners in the different contest events and
categories.

6. For the Elementary Level, participants should be the District Level winners that will be
properly endorsed by their respective Public Schools District Supervisor. For the
Secondary Level, participants are the School Level winners with the endorsement of their
respective School Head. Signed Registration Forms will be submitted upon the registration
of the participants. However, Pre-registration should be submitted on or before September
16, 2016 (Secondary) or September 30, 2016 (Elementary) at the following:

7. Participants travel expenses and registration fee to cover contest materials, certificates,
trophies, medals, honoraria of the Board of Judges (BOJs) and expenses of the host
schools relative to the conduct of this activity shall be chargeable against MOOE, LSB and
local funds, subject to the usual accounting and auditing rules and regulations. The
registration fee for the different events are:

Guidelines and Mechanics for the 4th Division Scilympics

The Scilympics aims to enhance minds-on, hands-on, and hearts-on science learning
among elementary and secondary learners. This science activity is composed of four (4) phases:
Phase 1 - Science Fair (Science Investigatory Project);
Phase 2 - Mega Quiz;
Phase 3 - Create, Show, & Tell; and
Phase 4 - Science Expo.

The participants to the different phases of the Scilympics are bona fide pupils and students
of both public and private schools they represent for SY 2016 2017. To maximize the
participation of learners, they are only allowed to join one contest or event for the Division
Scilympics. Coaches and advisers should be the subject teacher/s of the contestants.

The Phases of Scilympics


Phase 1 - Science Fair (Science Investigatory Project). The Science Fair is a
nationwide research competition that aims to promote S & T culture and consciousness among
science learners. Moreover, it intends to identify the most creative and the best Science student
researchers who will represent the division in the Regional Science & Technology Fair 2016-2017.
As such, research plan and scientific research paper must follow the format based on ISEF Rules.

The softcopies of the International Rules for Pre-college Science Research: Guidelines
for Science and Engineering Fair 2016-2017 and required forms are available at

Phase 2 - Mega Quiz. The Mega Quiz is a content based academic quiz competition
that is open to all bona fide elementary (Grade 4 - Grade 6) and high school (Grade 7 - Grade 11)
learners. This is an Individual and Team Competition which aims to enhance development of
critical science thinking skills.

The coverage of the quiz is based on the DepED Science Curriculum Guide. It shall
include the following: Content, Content Standards and Learning Competencies of the 1st and 2nd
Quarter, NAT Least Learned Skills and Science Updates.

Phase 3 - Create, Show, & Tell. The Create, Show, & Tell is a practical and experiential
contest that is open to all bona fide elementary (Grade 3 Grade 6) and high school (Grade 7 -
Grade 10) learners. This is a Team Competition composed of four (4) members coming from each
grade level. The participating teams will compete in 'events' pertaining to
various scientific disciplines, including earth science, biology, chemistry, physics, and
engineering. These events will give them opportunities to design something out of the given
materials and justify the created product afterwards.

Phase 4 - Science Expo. The Science Expo is a hands on and evidence based event
that will showcase the learners scientific and technological skills based on the Science
Curriculum Performance Standards. This is open to all bona fide elementary (Grade 3 Grade 6)
and high school (Grade 7 - Grade 10) learners. This is a Team Competition composed of four (4)
members, each grade level will have a separate category in this event

A set of standards-based challenges will be given to the competing teams to perform or


to produce. At the end of the allotted time, the contestants should present and explain their output
to the Board of Judges. For every challenge, each team will be evaluated according to their
Scientific Exhibition and Exposition of the expected performance or product.

The Competition Levels & Point System


There will be two levels of competitions in every Phase of the Scilympics, namely, School
Level and Division Level. Winners in the School level advance to the Division and Division winners
to higher level competitions. For Elementary schools, there will be a District Level before the
Division Level.

The equivalent points garnered by the schools in the four phases (Science Fair (SIP),
Mega Quiz, Create, Show & Tell, and Science Expo) of the Scilympics will be added to determine
the overall ranking, where Top 5 Districts/ Schools (Champion, 1st, 2nd, 3rd, & 4th runners-up) will
be taken. The following point system will be used to determine the ranking of the participants in
the phases of the Scilympics:

Semi Finalists 1 point
All non-winning participants - 0.5 point

The Awards
In every Phase and Level of the Scilympics, corresponding winners will be announced and
be given certificate of recognition. However, the Overall Champion will be declared after all the
points of the official participants from the different phases of the Division Scilympics are given
equivalent scores and added up. The school which garnered the highest points in the Division
Scilympics will be declared as the Overall Champion. The First Fourth Runner Up will also be
determined based on the overall ranking results.

The Division Scilympics perpetual trophy will be awarded to the overall Champion and will
remain in the winners possession as long as no new winner will be declared. As soon as the new
champion will be declared in the next school year, the same trophy will be awarded to the new
winner. The winning school could only be awarded the same kind of trophy if it is declared as
Scilympics Champion for three consecutive years. The First to Fourth placers will be given
Certificates of Recognition.

SCIENCE FAIR RULES AND REGULATIONS

1. The following are the contest categories and fair divisions for the Science Fair:

2. Only the first place district winners of every category in the Elementary Level will be
accepted in the Division Scilympics. For the Secondary Level, the Top 5 school winners
for every category will proceed to the division level.
3. Elementary SIP participants may have maximum of four (4) members in their team while
the Junior High School may have a maximum of three (3) as stipulated in DepEd
Memorandum 117, series of 2015. Researchers should be wearing their official School
Uniform during the Pre-Judging and Oral Defense.
4. Three (3) copies of the manuscript shall be submitted on or before September 19, 2016
(Secondary) or September 30, 2016 (Elementary) with the proper format, certification and
endorsement by the School Head.
5. Entries should be submitted at the Curriculum Implementation Division (CID), Division of
Negros Occidental. Pre registration is required to be submitted at the URL stated in the
Memorandum. No on site registration for Science Fair will be accepted.

7. All guidelines and mechanics of the International Science and Engineering fair (ISEF) and
National Science and Technology Fair (NSTF) shall be applied in the competition.

8. Scientific fraud and misconduct are not condoned at any level of research or competition.
Such practices include plagiarism, forgery, use or presentation of other researchers work
as ones own and fabrication of data. Fraudulent projects will fail to qualify for competition
in affiliated fairs or the ISEF.

9. Installation and putting up of exhibits should be done before the Public Viewing and Pre
Judging. The project display using sets of any paper or board summarizes the research
project. Tarpaulins will not be used in support of the environmental advocacy of the
government in reducing the consumption of non biodegradable or non recyclable
materials. The dimensions of the display board are as follows:

10. All Pupil/ Student Researchers should be with their Display Boards at their respective
Exhibit Venues while the Pre Judging is on going.
11. After the Pre Judging, the Board of Judges will convene to deliberate for the Top 6
Projects of every category.
12. Project Advisers, Adult Sponsors and Consultants may observe the pre- judging and oral
defense. However, they are not allowed to participate in the said processes.
13. The Top 6 Projects will undergo the Oral Defense. Each finalist is given two minutes to
present his/her/their study. A maximum of four (4) minutes shall be given for the
interrogation between the Board of Judges and the Researcher/s.
14. The Researchers and Project Advisers of the Top 6 Projects will receive a Certificate of
Recognition. Grand Awardees of every category will receive a Certificate of Merit. The
following are the Special Awards: Best in Technical Paper, Best Poster and Best Projects
in the different fields of study.
15. Decision of the Board of Judges is final and irrevocable.

MEGA QUIZ RULES AND REGULATIONS
INDIVIDUAL AND TEAM CATEGORIES

1. There will be two contest categories: Individual and Team Categories. For the
Individual Category, there should be one contestant per grade level. For the
Team Category, there should be three (3) members for elementary and four
(4) members for secondary. Team members are composed of representatives
coming from each grade level.
2. The coverage of the quiz is based on the DepED Science Curriculum Guide. It
shall include the following: Content, Content Standards and Learning
Competencies of the 1st and 2nd Quarter, NAT Least Learned Skills and
Science Updates.
3. For Senior High School, the Mega Quiz would be Grade 11 - Individual
Category only. The quiz will cover the learning competencies of the Life and
Earth Sciences subject only.
4. Contestants are expected to wear their official School Uniform. Every
participant is expected to bring his/her own marking pen.
5. All contestants will answer the same set of questions in writing. Before a
question is read, the contestants must raise their markers. Answer Sheets will
be provided by the Event Coordinator.
6. Questions will be read twice by the Quizmaster.
7. After the second (2nd) reading, the Quizmaster shall say "go" --- only then will
the contestants be allowed to write their answer. Automatically, the ten (10)
second time - limit will begin with the word "go" by the Quizmaster.
8. After the time limit and the buzzer sounds, the contestants must stop writing
and raise their answer boards.
9. The Quizmaster shall read and verify the contestants' answer.
10. There are four (4) rounds in each competition namely: Easy, Average, Difficult
and Clincher. The Clincher round takes place only if there is a tie.
11. In the Easy Round, three (3) questions will be asked; in the Average Round,
three (3) questions; in the Difficult Round, four (4) questions, and in the
Clincher Round, as many questions as needed.
12. Points are assigned for each question answered correctly: Easy question - 1
point, Average question - 2 points, and Difficult question - 3 points.
13. After the fourth (4th) question in the Difficult Round, the total number of points
of each contestant is tabulated.
14. The contestant who gets the highest number of points is automatically declared
the Champion; and the second (2nd) highest --- the Runner - up.
15. Should there be a tie among the contestants getting the highest score or the
second (2nd) highest score, the contest continues to the Clincher Round to
determine the Champion or the Runner - up as the case may be.
16. The total number of points of the tied contestants will revert back to zero (0).
17. In the Clincher Round, the Sudden Death Scheme will be followed. The
contestant who first (1st) gets the correct answer is declared the Winner.
18. In case the Champion is unable to compete in the next contest level, the duly
certified Runner - up will take the place of the Champion.
19. The duly registered teacher - coach of the contestant is the only person
authorized to make a protest provided a published reference is presented.
20. All protest should be referred to the Board of Judges immediately, before the
Quizmaster reads the next question.
21. The Board of Judges shall be in complete control of the contest. Their decision
shall be final in all questions/ protests.

CREATE, SHOW AND TELL (CST) RULES AND REGULATIONS

General Rule:
This is a Team Competition composed of four (4) members coming from each grade level. There
will be three rounds in CST: Elimination, Semi-Finals and Finals. For the Elimination Round, all
registered participants are expected to join but only the Top 20 Teams will proceed to the semi-
finals. These teams will undergo another elimination in the semi-finals and the Top 10 Teams will
proceed to the final round.

For the final round, there will be three (3) games. Winners in this phase will be determined using
the overall rank of the participants. Games in the final round are unannounced and the mechanics
and materials will be prepared by the Board of Judges.

Contestants should wear their Science Club Tshirt or any official School Shirt, jeans and any
comfortable footwear. Coaches are not allowed to participate in the construction of products nor
in the presentation and justification of outputs.

An orientation will be conducted before the start of each round or game. After the orientation, the
Event Coordinator shall say Go - only then the team can officially start in creating their output.
A buzzer or bell will signify the end of the construction. All participants shall clear their working
area for the judges to evaluate their output.

4th DIVISION SCILYMPICS
CREATE, SHOW AND TELL (CST) Elimination and Semi - Finals

Elementary Level:
1. Elimination Round: (Wind Beneath my Feather!)
a. Materials: 4 feathers, Timer
b. Each member shall blow his/ her feather upwards and ensure that it wont touch
the ground.
c. All four members shall launch their feathers at the same time. The Event
Coordinator shall say Go - only then the team can officially launch their feathers.
d. Each member should support the flight of his/ her feather. Exchange or
interchange of feathers will eliminate the team.
e. The member who can support the longest flight of the feather will be the official
team score. Timer will start from the launching and will end when the last feather
of the team touches the ground.
f. The Top 20 Teams with the longest flight will proceed to the Semi Final Round.

2. Semi Final Round: (Egg Drop)


a. Materials: Egg, Masking Tape, Scissors, Newspaper, Cotton Balls, Cardboard
(Chipboard), Gluestick, Gluegun
b. Each Team will be provided with the same set of materials and will be assigned to
their respective work area.
c. Thirty (30) minutes will be given for each team to design and construct a container
that is capable of hitting the ground without injury to its passenger, one egg. Pre
testing of the container is not allowed.

d. When constructing the container, the team may use as much or as little of the
material as they find necessary.
e. It must be built using only the materials provided. Using additional materials would
disqualify the team from moving to the Final Round.
f. The passenger cannot be glued into the container and must be clearly visible when
opened.
g. The container will be dropped from an elevated height of 2 3 meters. The
container cannot exceed 12 cm x 12 cm x 12 cm.
h. The Team Leader will take charge in dropping the container. The Board of Judges
will check the condition of the egg after dropping.
i. Cracks in the egg may be accepted. However, if a break occurs, the team will be
eliminated. If the liquid leaks from the egg, it is considered broken.
j. The Top 10 Teams whose container hits the ground without the passenger being
broken will proceed to the Final Round.
k. If more than 10 teams are successful on the first drop, the drop height can be made
higher and the containers tested again to determine the Final 10.

CREATE, SHOW AND TELL (CST) Elimination and Semi - Finals

Secondary Level:
1. Elimination Round: (The Paper Ramp)
a. Materials: Three (3) pieces of Short Size Bondpapers (Substance 20), Glue,
meterstick, 3 pieces of 15-g marble, 3 pieces papercup, 2 pairs of scissors.

distance the papercup can be and have the marble land on it will be recorded.

2. Semi Final Round: (Card Tower)


a. Materials: 140 Cards, Scissors
b. Each team will be provided with
the same set of materials. No

for each team to build a free-
standing structure made of 140
cards or less.
d. Glue, tape or other fastening
materials are not allowed.
Scissors may be used to cut the
cards.
e. The Area to build the tower is 100 cm length and 100 cm in width.
f. The card tower should be free standing until the end of the evaluation. Falling
towers will be eliminated from the semi-finals. Team members are not allowed to
stay near the output after the working time. Waiting area will be provided to the
participants.
g. The highest point of the structure will be measured.
h. The Top 10 Teams with the highest tower will proceed to the Semi Final
Round.

SCIENCE EXPO RULES AND REGULATIONS

General Rule:
This is a Team Competition composed of three (3) members. There will be a separate category
for every grade level. Team members should come from the same grade level. A set of standards-
based challenges will be given to the competing teams to perform or to produce. Challenges are
pre-determined and discussed in the next sections, however, the specific details will be given by
the Board of Judges.

Contestants should wear their Science Club Tshirt or any official School Shirt, jeans and any
comfortable footwear. Coaches are not allowed to participate in the construction of products/
performance nor in the presentation and justification of outputs.

Elementary Level
There will be one challenge per grade in the Elementary Expo. Materials should be provided by
the participants. Product or Performance will be evaluated using the Scientific Exhibition and
Scientific Exposition criteria of the rubrics with 70% and 30% weights, respectively. The team will
present their output to the Board of Judges and is given a maximum of 2 minutes for the
explanation or justification.

Secondary Level
There will be two rounds in Secondary Expo: Elimination and Finals. For the Elimination Round,
all registered participants are expected to join but only the Top 20 Teams will proceed to the
finals. Materials for the elimination round should be provided by the participants. Worksheets will
be given to the participants where questions or problems should be answered by the team in
performing the challenge. Product or Performance will be evaluated using the Scientific Exhibition
criterion and Worksheet Accuracy with 70% and 30% weights, respectively.

For the final round, materials will be provided by the Event Coordinators. Final Round Product or
Performance will be evaluated using the Scientific Exhibition and Scientific Exposition criteria with
60% and 40% weights, respectively. The team will present their output to the Board of Judges
and is given a maximum of 2 minutes for the explanation or justification. Winners in this phase
will be determined using the overall rank of the participants.

INFORMATION GUIDE

A. What to bring:
Science club or any official School T-shirt, jacket, rubber shoes, slippers, jogging pants
and sleeping wear, mosquito lotion, parents permit, personal belongings (glass, plates, spoons
and forks, flashlight, medicines), a small tent just in case the room is not enough. Classrooms
shall be used as sleeping quarters but delegates have to provide mats, blankets, and pillows with
cases. Big delegations shall provide tents if they could not be accommodated in the rooms. Every
delegation shall bring at least five sacks or black garbage bags for proper disposal of garbage.

B. Meals:
Participants may avail catering services. The Information Desk will provide list of Caterers.
There are many restaurants nearby the venue. Strictly NO cooking is allowed in the quarters.

C. Facilities:
Classrooms of the Host School/s will be used as quarters and other facilities as contest
venues.

HOUSE RULES
1. The management and the host school will not be held liable for any loss of valuables
during the event. Hence, everyone is advised to bring with them their personal belongings/
valuables. Rooms must be locked or secured. Cleanliness must be maintained. There are
teacher facilitators assigned to monitor the cleanliness of every quarter. Loss or damage
of facilities that occurred during the duration of the stay in the room will be charged to the
delegates; hence, utmost care is requested.
2. Wearing of ID must be done at all times for your own safety and security.
3. All participants shall depart on the last day, after the Awarding and Closing Ceremonies
and will receive their Certificate of Appearance and Certificate of Participation. Clearance
must be secured first from the Room Inspection/ Clearance Committee before leaving the
quarter.
4. For delegations that will be arriving to the venue a day before the event, the Science
Coordinator is expected to coordinate with the host school for the accommodation:
