3.1 FUNCTIONAL STRUCTURE

Energy Department is headed by Principal Secretary to Government and assisted by couple of

other officers and supporting staff. The functional structure of the organisation is given below:

3.2 ROLE OF EACH OFFICER:

Role & responsibility of each of the above mentioned officers is given below.

PRINCIPAL SECRETARY
Principal Secretary to Government is the overall incharge of the Department - Energy, Coal
and Boilers - in the State and assists the Council of Ministers in taking policy decisions in
the above subjects. He is responsible for the effective implementation of various schemes of
Government of India and State Government like Rural Electrification, promotion of non-
Conventional Energy etc., He is responsible for the careful observance of the Business
Rules and Secretariat Instructions in the transaction of business in his Department. He
exercises general supervision and control over the staff under him and he is responsible for
ensuring that the members of the staff attend to the work allotted to them efficiently and
expeditiously. He is assisted by one or more Additional, Joint, Deputy or Assistant
Secretaries and such other officers subordinate to him as the Government may determine.
ADDITIONAL SECRETARY

The Additional Secretary assists the Prl. Secretary (Energy) with regard to subjects dealt in
the Department. The Prl. Secretary /Secretary of the Department remains responsible for the
subjects allotted to the Addl. Secretary. The latter consults the Prl. Secretary on cases
dealing with important questions of Principal or any other cases which he considers to be of
special importance.

ASSISTANT SECRETARY

The Department is organized under different sections and the Assistant Secretary exercises
control over specific sections i.e., Power-I, Power-II, Power-III, Power-IV and OP sections.
Various subjects (within the power, coal and boilers) is allocated among these sections and
the Assistant Secretary supervises the functioning of these sections, besides remaining
responsible for all administrative activities in these sections. All the files are routed through
Assistant Secretary from the sections to the Additional Secretary.

SECTION OFFICER

The section plays key role in conduct of business in the Department. The Section Officer
(S.O) is the incharge of the section. Currently, there are 9 sections dealing with various
subjects under the purview of Energy Department. The S.O is assisted by a certain number
of Asst. Section Officer and other supporting staff. S.O is responsible for all files relating to
various subjects allotted to A.S.Os under him. He is directly responsible for officers under
whom he works for the efficient and expeditious dispatch of business in all stages of the
section.

ASSISTANT SECTION OFFICER

S.O is assisted by one or more Assistant Section Officer (A.S.O) and their main duty is to
deal with various matters pertaining to their section. A.S.O initiatives the process of file
circulation and provides all the necessary information in the file.
 PRIVATE SECRETARY/STENO

Private Secretaries to Prl.Secretary/Addl. Secretary attend to various works of Prl.Secreary/

Addl. Secretary to Govt. and the Stenographers of Special /Senior/Junior category do short
hand work for Addl Secretaries/ Joint Secretaries/Deputy Secretaries/Assistant Secreataries
respectively and such other items of work as are entrusted to them.
