EXECUTIVE ORDER REORGANIZING THE MUNICIPAL COUNCIL FOR

CULTURE AND THE ARTS (MCCA)

WHEREAS, the Municipal Government of Claveria recognizes the important

role of Culture and the Arts in shaping the Municipalitys history;

WHEREAS, the steadfast development of the Municipality of Claveria into

flourishing local government unit today is influenced by its cultural heritage, its
history, and the artistry and ingenuity of its people;

WHEREAS, the preservation and enrichment of our cultural heritage can be

achieved through collaborative efforts of all stakeholders

WHEREAS, the Local Government Code (R.A. 7160) mandates among others
the creation of a Local Council for culture and the arts which shall undertake
measures to promote culture and the arts;

WHEREAS, DILG MC No. 2002-81 dated May 17, 2002, as amended by DILG
MC No. 2017-133 dated September 29, 2017 provides for the creation of Local
Council for Culture and Arts.

NOW THEREFORE, I, CELIA T. LAYUS, Municipal Mayor of Claveria, Cagayan by

the virtue of power vested in me by pertinent laws and rules, do hereby order the
following:

SECTION I. COMPOSITION

The Municipal Council for Culture and the Arts shall be composed of the following:

Section 2. FUNCTIONS.
0The MCCA, through the leadership of the Municipal Mayor shall:

a. Prepare an annual plan on culture, arts, and cultural heritage consonant with
the Philippine Development Plan for Culture and the Arts, to be integrated in
the local development plan and considered in the annual appropriation
ordinances;
b. Formulate programs and recommendations and develop and sustain local
cultural and artistic talents, cultural industries, traditional and contemporary
arts and crafts, and their processes;
c. Coordinate with the appropriate affiliated cultural agencies of the National
Commission for Culture and the Arts (NCCA) for the conservation and
monitoring of national cultural properties found in the LGU;
d. Conduct cultural events such as cultural festivals, competition, lectures,
seminars and symposia;
e. Identify such other programs and activities for the promotion of local cultural
heritage and arts;
f. Ensure the protection, preservation, conservation and promotion of the local
cultural and historical heritage;
g. Declare and maintain Local Heritage Zones;
h. Establish a Local Registry of Cultural Property;
i. Acknowledge the importance of traditional folk artist as singular conduit
between skills of the past and the future;

j. Revitalize a communitys artistic tradition thereby protecting a valuable fact

of Philippine culture;
k. Provide mechanisms for identification and assistance for qualified traditional
folk artists to transfer their skills to the community; and;
l. Create opportunities for popularizing their works locally.
m. Formulate the implementing rules and regulations of related ordinance.

SECTION 3. SECRETARIAT The Secretariat composed of the following is hereby

designated to provide administrative and technical support to the Council

SECTION 4. EFFECTIVITY.

This Order shall take effect immediately
