The District

The closest school district to Baltimore, Maryland is the Baltimore City Public School
System. There are about 186 schools and programs in this district. This district is considered one
of the largest school districts in the country. Baltimore City has 34 charter schools. Baltimore
City Schools serve about 84,976 students grades ranging from pre-kindergarten to 12th grade.
There are 83.7% of students enrolled in free and reduced lunch. There are 4.5% English language
learners. There are 15% of students with disabilities. The percentage of students ethnicity are
the following 82.7% are African Americans, 7.4% Hispanic and or Latino, 8.0% are white. There
are 5, 2623 teachers employed with the Baltimore City school system. This school district
opened their first public school in 1829 and only 269 students enrolled. The Baltimore City
school district was established under the authority of the City of Baltimore but in 1997 they were
operated under partnership of the city, state, Baltimores mayor and Maryland governor. City
Schools strives to ensure that students will prepare with necessary strategies to graduate and be
ready to achieve in higher education and also in the global workforce. With so many schools in
this district most schools have access to either computers, smart boards, Chromebooks, or
Nooks. Some schools have computers in their classroom while other have computers in their
libraries and computer labs. In most grades in city schools students have a computer/technology
class. This district follow the Common Core curriculum and in addition they have also
implemented a program called STEM. STEM stands for Science, Technology, Engineering, and
Mathematics. This program is geared for college and career readiness.

The Problems
Schools in the Baltimore City area offer a select amount of technology to teachers and
students. One of the biggest problem in these schools is the lack of technology. Not every
classroom have the same technology tools and many schools do not have the adequate amount of
technology tools for all students. Many teachers have technology tools such as laptops but not all
are effectively working or are reliable. A high school teacher from a Baltimore City school stated
that many of the laptops are missing keys to the keyboards or some laptops do not stay charged.
Not all of the laptops or computers in the classrooms have the necessary testing applications or
learning software installed on them. When City schools have to do standardized testing, they use
laptops and because there may not be enough it takes longer to get testing done. In some of the
elementary schools a teacher may only have one laptop for an average of 21 students in a
classroom. Many teachers are not receiving professional developments on how to utilize the
technology in their schools. If a teacher does not teach a computer/technology based class then
they would not receive a professional development on the technology tools. Therefore, if a
teacher wishes to use technology in their classroom they would have to learn on their own how
to use the different software or learning programs. Many teachers, after polling them all say that
there may be a lack of funding to properly accommodate for technology tools for all students.

The Needs
In most City schools the schools are equipped with technology but many teachers do not
know how to implement them with their specific subject besides standardized testing. Teachers
need more direct training on how to utilize laptops for all subject and grade levels. Since a key
factor in learning in the 21st century is implementing technology educators should receive
professional development on technology to help improve learning. When asked about technology
3

usage a high school science teacher stated that in science classes we only utilize a projector
daily because thats what we have been trained to use. The same question was asked to a high
school math teacher and they specified that at professional development they receive technology
training on the program Agile Minds because that the primarily software that is used in math
classrooms. After compiling responses it is evident that the school district need to make more
professional development training on technology for all educators whether their subject is geared
to technology or not.

The following survey https://www.surveymonkey.com/r/6MVPYCH was given to a few

teachers that currently teach in Baltimore City schools. The survey asked teachers what kind of
technology do they utilize, how often and suggestions for professional development training. It
asked specifically about the technology they have in their classrooms such as Laptops,
Computers, Projectors, and or smart boards. It also asked what kind of technology do the
students use and how often they utilize it for learning. Most of the teachers say they utilize the
projector daily but only utilize laptops for testing.

1. Training on how to implement laptop or desktop computers into learning

2. Training on different software or programs that are equitable to learning
3. Professional development strategies to help teachers implement more technology in
classroom
4. Training on how to apply laptops into learning for each subject
5. Training on how to apply laptops into learning for all age groups
6. Training on how to utilize smart boards and resources to assist with using them for teaching
7. Training on how to utilize laptops as a source for teaching
8. Training on how to create technology strategies to help with creating lessons and learning
activities
9. Professional development for administration on the technology programs that they have to
utilize for reports
10. Professional development on Microsoft Office, PLN, and Infinite Campus
11. Training on learning to use laptops for all technology knowledge levels

Since there is no existing training on the following needs, I will be establishing Professional
development training sessions to help teachers and staff in the Baltimore City School find the
most efficient ways on implementing technology in the classroom. Many schools in the
Baltimore City district are equipped with laptops but most educators do not know how to
effectively use them. Teachers in the Baltimore City area will be able to attend these training
sessions and collaborate with other schools in their surrounding area to learn about the most
useful strategies in executing 21st century learning skills.

The Audience
This District Technology Training Plan will be granted to all teachers and administrative staff in
the Baltimore City School district. There will be different sessions and will be separate for
different subjects and different grade levels. Also there will be different sessions specifically for
administration. All educators and staff will be able to learn about technology skills that will be
beneficial to them and their specific job roles. Not all teachers have the same knowledge on
utilizing technology in the classroom. Some educators in this district may be new to teaching
4

while other may be considered veteran teachers. The training sessions will definitely try to
accommodate all educators technology levels. Since laptops and computers is the most
commonly used technology tool used in City school classrooms, these sessions will educate
teachers from all technology levels, beginner to advance. There will be training specifically
designed to teach educators about different software that will be geared to each specific school
subject: Math, Science, foreign languages, language arts, technology and Social Studies. The
training sessions will have training on some technology applications that some teachers would
already have knowledge on. However, this would be ideal for those teachers to refresh the prior
knowledge of this tool and possibly help other educators who may be new to the technology tool.
No prior knowledge will be needed for the training but it will be beneficial if all teachers have
some form of computer literacy. To determine what technology levels of each teacher, they will
take a survey to show as an indicator which training sessions they should attend. All
administrators in the administration and teacher assistants will be able to take these training
classes. All educators in each school building should be able to find these trainings to help them
be successful with implementing technology in the classroom. In each training session the
audience will vary based on the level of technology knowledge of each teacher and other staff.

Field Test
This training was designed to enhance and help teacher preparation on applying effective
technology into their classrooms. Therefore, in order for the training to be successful the training
should go through a trial run and or field test. To test this workshop there will be a focus group
consisted of 5-8 teachers and administrative personnel. To ensure effect ability of this training
the focus group will be a mixture of teachers of different grade levels and subjects. All
participant of this focus group are not going to be warned about the workshop prior to the field
test. The workshop will be presented to this focus group with necessary information for specific
training and including all technology tools pertinent to the session. I will make the focus group
be a five day test. Upon completion of the session all participants of the focus group will
complete a short survey and also will be able to provide feedback. Some of the questions that
will be asked. Some of the question that will be asked are: Did you find this training useful or
helpful? Did you learn some new knowledge on technology that you can apply in your
classroom? Was all of the information that was presented clear and easy to understand? How was
the overall presentation? Was there enough time to present information? Those are just a few
questions that will be asked to receive feedback. The more feedback and comments will be the
most beneficial on making the training preparation process more efficient.

Revision
Once the professional development training is presented to the focus group, I will be able
to make revisions. Based on the focus group feedback, comments and surveys I will be able to
make necessary changes. The things that were mentioned from the focus group I will take into
consideration whether it is a timing issue or if certain information presented was not clear or if
the presentation is not big enough to see etc. I want to make sure that all negative and positive
feedback or comments are addressed. If anyone in the focus group suggested new or better ideas
I would consider changing or adding things to the district technology training. I would go back
15

through each component of the training plan for modification. The goal is to make this training
ongoing, and collaborative, to share new information with educators so making revisions to the
plan will make the overall training fundamental and momentous.

Evaluations
One of the evaluation approaches that will be used to evaluate the success of this
workshop will be surveys. Surveys are commonly used methods to evaluate the effectiveness of
training or program. Surveys can be used to test the effectiveness of a training, how the
participants enjoyed the training, if the participant learn new knowledge or if the participants
have any suggestions for future trainings. Surveys are a good source to measure the likeliness of
a participant wanting to attend or recommend others to attend future trainings. I want educators
to feel a part of the training and also find the training useful and also beneficial to them. Not all
educators attending the training will be teaching the same subjects or grade levels but regardless
the training was designed to benefit all teachers and administrators in this specific district.

Another evaluation approach that will be used will be to give out samples of quick
lessons with the implementation of technology that teachers can utilize. There will be a certain
allotted time for the teachers to use the lessons in their classroom over a time span within two
months of successful completion of the technology training. There will be a blog set up
specifically for all participants that attend these trainings. All participants will be able to share
their experience with using the sample lesson plans in their classroom and or just share their
experience with the new technology tool that they used. All participants will be asked to include
on their blog their subject area, grade level and provide a brief description of their experiences.
This will allow more feedback on how much participants retained information from the training
and how effective the information presented was relevant.

Summative Evaluations
Evaluating the overall success of the totality of the training will be the ultimate factor of
how to continue future training efforts. One of the approaches that will be done to evaluate the
entire professional development training would be to utilize surveys at the end of the training and
then also ask participants to take surveys a couple months after training. With the surveys being
taken at different times the results should reflect how the participants feel about the training and
then how they implement what they have learned from the training. The surveys will have
different questions even though participants will be take the survey twice. I would also provide a
survey for the presenters to see how effective they thought the training was from their
perspective. Evaluating the overall training every area need to be evaluated and scaled.
Throughout the different training sessions participants will be able to complete interactive
activities to test for concept mastery. In addition participants will be asked to complete blog
posts after implementing technology into their classroom. As participants respond via blog I will
be able to determine if what was taught helped and or was an enhancement. Successful
professional development training provide resources for participants. Its a great thing to learn
new information but it can be an advantage when you take what you learn and actually apply it.
Getting feedback form participants after applying the information discussed at the training can
display the participants learned skills and or abilities.

Follow Up

I plan to follow up on the training by asking all participants to provide their email
addresses when signing in for the training. Having email addresses or contact information from
participants will allow for myself and also the presenters to provide ongoing assistance to the
participants of the training. Also by keeping a contact list will also help to get feedback from
attendees to see how the training improved their teaching strategies sand also how they feel it
enhanced students learning environment. When future training are prepared having contact
information can be helpful in informing educators about trainings. Since a blog will be create
specifically for attendees of the training educators can always respond, seek advice and or
comment to others about new instructional strategies.

All presenters will be contacted consistently and when they identify new strategies that not only
inform me but inform educators via the blog. Presenters will be checked on after training to see if
they have any new information. How they can apply old information with new information for
future training classes.
