Nagpur Metro Rail Corporation Limited (NMRCL)
Nagpur Metro Rail Corporation Ltd. (NMRCL), is a Special Purpose Vehicle (SPV) of Govt. of India
and Govt. of Maharashtra registered under the Companies Act, 2013 for construction, operation
and maintenance of Nagpur Metro Rail Project.
The project has been sanctioned by Government of India (GOI) and Government of Maharashtra
(GOM) for project completion cost of Rs. 86,800 Million (Rs. 8,680 Crores). This completion cost
includes the land acquisition, rehabilitation and resettlement and all applicable taxes. The project
is sanctioned in two corridors: Alignment- 1 North South Corridor having length 19.865 Kms. And
comprising of 17 stations with 15 elevated stations and two at-ground stations. The Alignment
two is of length 18.266 Kms. Having 19 stations which are all elevated. Out of total Length about
4.6 Kms. Of North-South corridor is at-ground and remaining is elevated.
3. Project Background
3.1THE PROJECT OF DEPLOYMENT OF ERP& BIM
1. NMRCL has conceptualized the project to deploy a proven integrated ERP
(Enterprise Resource Planning) and 5D-BIM (5 Dimensional Building Information
Modeling) solution to automate its operations and integrate its processes. An
Owners Support Office shall be created which will depend on the mentioned
solutions for strategic and operational design, delivery, execution and subsequent
support.
2. The key outcome of OSO, ERP& 5D-BIM implementation are linked to service
delivery, operational excellence,transparency and compliance

a. Integration of processes for all functions like Finance, Procurement,
Materials,Project Management, HR, etc.
b. Estimation and optimum utilization of resources: Assets, Financial resources
and Intellectual resources for delivering the services
c. Quick turnaround time for financial transactions, reporting, analysis and
feedback
d. Excellence in the Deployment of facilities and resources, project planning, and
exploiting internal expertise
2. Proven solutions - With the scale and criticality of its activities in mind, NMRCL
hasclearly identified that a strong foundation of technology is essential towards
creating the best possible outcomes. Thus it is envisaged that all activities will be
carried out with help of the best of technology solutions.
3. 5D-BIM which has the become the best practice for the creation of large
infrastructure projects globally, with techniques that have been extended beyond
conventional 2D &3D modeling, the added dimensions of time and cost have been
beneficial and have resulted in on-time and within budget execution. The 5D-BIM
solution would address the following in near real-time where technically feasible:
a. Focus on design beyond 2D drafting and 3D modeling
b. Early visualization by NMRCL faster approval cycles.
c. Ease of coordination between construction documents.
d. Spatial Coordination between disciplines
e. Clash detection and conflict resolution limiting issues on-site and during
construction.
f. Extraction of intelligent data and automated schedules.
g. Ability to take-off materials and quantities.
h. Models + Projects Schedules and Construction Sequencing.
i. Projecting future construction sequence conflicts.
j. Tracking and identifying location of material and pieces on-site in a
simulated environment.
k. Transparent and realistic picture of the actual activities in the Project.
l. Visualization of construction-sites for contractors, subs and clients on-
site.
m. Integration of BIM with mobile-devices for managing construction and
commissioning / hand-over.
n. View the current cost and compare it to the estimated total target cost
of their projectas well as interim costs against design during design phases

6. Phased implementation
a. Owner Support Office should be able to work out a well-defined set of
project requirements and a sound basis for successful execution. OSO
organizational and functional framework should enable NMRCL to identify the
necessary control tools and procedures to effectively manage project risks. This
shall run as an independent project in parallel to ERP and 5D BIM.
b. With the evolving nature of operations of NMRCL, it has been decided
to implement the ERP solution in two phases, with the first phase focusing on
the basic requirements of the Metro Rail system and the second phase of the
project focusing on the operational aspects of the Metro rail.
c. The 5D-BIM project will be run in parallel to the OSO and ERP projects
with defined dependencies and Master Data exchange planned between the
systems.
d. Upon go-live all the systems need to interface with each other by
design for NMRCL to get the best possible outcomes of the project.

All submissions are to be done on the e-tendering platform only within the stipulated and
defined timeline.
Based on the EOIs received from the various Applicants (individually or in a consortium), NMRCL
will shortlist prospective Applicants who fulfill the pre-qualification criteria.
These prospective Applicants will be issued RFP to submit their detailed Technical and Financial
proposals for implementation of proposed 5D BIM & ERP Systems in NMRCL.
These prospective Applicants will also be invited to NMRCL to carry out pre-proposal study.

The Applicant shall pay EOI Application Processing Fee of INR 21,000/- (Rupees Twenty One
Thousand Only) online on the portal which will allow the applicant to download the document.
The notes below are provided as a reference as the process shall be online. Should the Applicant
have any questions or clarifications, they may be raised following the process defined later in section
5.7 in this document. For sake of clarity, the submission should include information from Agencies in
case the bid is being submitted jointly with other companies. The EOI will include the following:
a) Application in the prescribed format (Form 1 to Form 3 ) along with supporting documents as
stipulated in clause 3 (Pre-qualification Criteria)
b) Covering Letter for EOI Application ( Please refer Form 1)
c) Particulars of Applicant (Please refer Form 2)
d) Information showing that they are qualified in the field of the assignment
e) Information on the Technical and Managerial capability of the firm
f) Information on the core business and financial performance for the last 3 years
g) Brief Profile of Promoters, Board of Directors, and Management Staff
h) A write-up on the approach and methodology to be adopted for this assignment
i) Project Experience with relevant supporting documentation(Please refer Form 3).
j) EOI and all correspondence shall be written in English and shall conform to prescribed formats.
NMRCL may, at its discretion, extend the deadline for the submission of EOI, in which case all
rights and obligations of NMRCL and Applicants previously subject to the deadline shall thereafter
be subject to the deadline as extended.
Applications submitted by any other form for example via e-mail shall not be entertained and
shall be summarily rejected. Only detailed complete EOI filled onlineon or before last date and
time of EOI submission shall be taken as valid.
EOIs in which any of the particulars and prescribed information is missing or incomplete in any
respect and/or prescribed conditions are not fulfilled are liable to be rejected.
The Applicant shall bear all costs associated with the preparation and submission of their EOI and/ or
any subsequent events/activities related to this document. NMRCL will in no case be responsible or
liable for these costs, regardless of the conduct or outcome of the bidding process.
Applicants requiring any clarification on this Request for EOI document may notify NMRCLby
email before 12:00 noon on 07/08/2015. Similarly if the Applicant feels that any important
provision in the documents is unacceptable, such an issue should be raised at this stage. Queries
shall be sent by email to: md.nmrcl@gmail.com
A form (Form No. 4) has been provided in this regard so that queries received prior to 12:00
noon on 07/08/2015 may be clarified during the EOI Pre-Bid meeting. A Response to Queries
statement will be uploaded on NMRCLportal within 72 hours after the meeting. The clarification
to the queries raised and any additional amendments which may be proposed by NMRCL of its
own will be uploaded in the e-tender portal of NMRCL. Applicants are requested to check
NMRCL e-tender portal frequently for any updates.
Authorized representatives (Maximum Three) of each Applicant (in case of a consortium bid, one
representative per company of the partnership will be permitted to attend the Pre-bid meeting.
However, only primary bidders shall formally raise queries. Personal queries from individuals
shall not be entertained.
The representatives must carry authorization letter from the Applicant to attend the pre-bid
meeting.
Applicants may choose not to attend the EOI Pre-Bid meeting and this will not be a cause for
disqualification.
Except for responses to request for any clarifications on the Request for EOI document, the
Applicant shall not contact NMRCL by any means for any matter related to this Request for EOI
from the time of submission of the EOI until the Contract is awarded to and accepted by the
successful Applicant. Such actions may lead to disqualification as well as blacklisting of the
Applicant.
Notwithstanding anything contained in this Request for EOI document, NMRCL reserves the right
to accept or reject any or all EOIs at any time without assigning any reasons therefore and without
any liability or obligation for such acceptance, rejection or annulment.
EOIs, which in the opinion of NMRCL, have been completed with the improper assistance of
employees of NMRCL and ex-employees of NMRCL, or with the utilization of information
unlawfully obtained from NMRCL, will be excluded from further consideration and will be
rejected.
For the purposes of this Section, the following terms shall have the meaning hereinafter
respectively assigned to them:
(a) Corrupt practice means the offering, giving, receiving, or soliciting, directly or indirectly, of
anything of value to influence the actions of any person connected with the Bidding Process
(b) Fraudulent practice means a misrepresentation or omission of facts or suppression of facts
or disclosure of incomplete facts, in order to influence the Bidding Process;
(c) Coercive practice means impairing or harming or threatening to impair or harm, directly or
indirectly, any person or property to influence any persons participation or action in the
Bidding Process
(d) undesirable practice means establishing contact with any person connected with or
employed or engaged by NMRCL with the objective of canvassing, lobbying or in any manner
influencing or attempting to influence the Bidding Process;
(e) Restrictive practice means forming a cartel or arriving at any understanding or
arrangement among Applicants with the objective of restricting or manipulating a full and
fair competition in the Bidding Process.
A firm that has been engaged by NMRCL to provide goods, works or Assignment/job other than
consulting Assignment/job for a project or visa-versa, and any of its affiliates, shall declare the
nature of the relationship.
The Applicant will have an obligation to disclose any situation of actual or potential conflict that
impacts their capacity to serve the best interest of Client or that may reasonably be perceived as
having this effect. If the Applicant fails to disclose said situations and if NMRCL comes to know
about any such situation at any time, it may lead to the disqualification of the Applicant.
In case related parties get selected for different work with or without dependencies, each shall
be individually responsible for execution in the highest professional manner in the best interests
of NMRCL. No transfer of resources from one to the other shall be allowed for the duration of
the contract and agreement, whichever is later.
The Applicant and in case of a consortium each of the members individually and severally should not
have been Blacklisted by Government of India or any State government / PSU or any other foreign
government or foreign public sector entity (not limited to the country of registration of the
applicant) over the last five years from the last date of submission of EOI. Such Applicants would not
be eligible to submit EOI either themselves or through their associates.
6.13 Confidentiality
After the opening of EOIs/ Bids, information relating to the examination, clarification, evaluation
and comparison of EOIs/Bids, and recommendations concerning the award of Contract shall not
be disclosed to Applicants or other persons not officially concerned with such process.
No Applicant shall made unsolicited contact NMRCL on any matter relating to its EOI/Bid, from
the time of the opening of EOI till the time the Contract is awarded.
Applicants will focus their inquiries and communications, if any, to only the authorized
representative of NMRCL as mentioned in clause Address of Correspondence.
Canvassing in connection with Request for EOI is strictly prohibited. The submitted EOI of the
Applicant who resorts to canvassing is liable to be rejected. EOI containing uncalled remarks or
any additional conditions are liable to be rejected.
The Applicant shall for all purposes deemed to have independently obtained all necessary
information for the purpose of preparing his EOI. The Request for EOI document is for
information purpose only and to help the Applicant to prepare his EOI.
The Applicant shall be deemed to have examined the Request for EOI document and to have
obtained his own information in all matters whatsoever that might influence carrying out the EOI
preparation and satisfied himself to the sufficiency of his EOI.
The verbal agreement or inference from conversation with any employee of NMRCL before,
during or after the submission of the EOI shall not in any way affect or modify the terms and
obligations herein contained.
6.15 Disclaimer
This Request for Expression of Interest document (also referred as Request for EOI) is not an
agreement and is neither an offer nor commitment by NMRCL to any Applicant or any other
person. The purpose of this document is to provide information to the potential Applicants to
assist them in submitting EOI. Though this document is prepared with sufficient care to provide
all required information to the potential Applicants, they may need more information than what
has been provided. In such cases, the potential Applicant is solely responsible to seek the
information required from NMRCL, at his / her own cost. NMRCL reserves the right to provide
such additional information at its sole discretion.
