T h i s c h a p t e r d i s c u s s e s t h e phenomenon of t i d e s and t h e i r e f f e c t on a g r i c u l -
t u r a l l a n d , and i t s u g g e s t s r e m e d i a l measures t o p r o t e c t t h e s e l a n d s . It
p r e s e n t s a procedure f o r t h e d e s i g n of g r a v i t y o p e r a t e d t i d e g a t e s , g i v i n g
c o n s i d e r a t i o n t o t i d a l c y c l e s and f l u c t u a t i o n s , a n t i c i p a t e d i n t e r i o r d r a i n a g e
f l o w s , and t h e i n t e r i o r s t o r a g e a v a i l a b l e . A more d e t a i l e d and p r e c i s e pro-
cedure f o r t h e d e s i g n of t i d e g a t e s i s given i n T e c h n i c a l Release No. 1,

and t h e example p r e s e n t e d i n t h i s c h a p t e r a r e b a s e d on t h e use o f c i r c u l a r -
m e t a l t i d e g a t e s a t t a c h e d t o corrugated-metal p i p e , as t h e s e a r e commonly

i s presumed t h a t pumps, where s u g g e s t e d as s u p p l e m e n t a l f a c i l i t i e s i n l i e u o f
a v a i l a b l e s t o r a g e , w i l l b e s e l e c t e d on t h e b a s i s o f m a n u f a c t u r e r ' s s p e c i f i c a -
tions.
A g r i c u l t u r a l l a n d s i n c o a s t a l a r e a s , l o c a t e d a l o n g r i v e r s , e s t u a r i e s , bays and
t h e open s e a , a r e s u b j e c t e d i n v a r y i n g d e g r e e s t o o v e r f l o w and r e s t r i c t e d
d r a i n a g e caused by t i d a l w a t e r s . These a r e a s may range from a few a c r e s t o
thousands o f a c r e s . The e x t e n t and frequency o f overflow and d r a i n a g e impair-
ment may v a r y w i d e l y , depending on t h e e l e v a t i o n and exposure of t h e s i t e s t o
open t i d a l w a t e r . P r o t e c t i o n from o v e r f l o w u s u a l l y i s o b t a i n e d by t h e en-
c l o s u r e of such a r e a s w i t h d i k e s . Drainage may be o b t a i n e d by e s t a b l i s h i n g a
s y s t e m of i n t e r n a l d r a i n s , w i t h w a t e r d i s c h a r g e d o v e r t h e d i k e s by pumps, by
g r a v i t y flow through g a t e d s t r u c t u r e s , o r by a combination of pumps and g a t e d
structures.
A g r a v i t y - o u t l e t d i t c h w i t h a g a t e d s t r u c t u r e through a p r o t e c t i n g d i k e , pro-
v i d e s s u i t a b l e means f o r removing d r a i n a g e w a t e r s from most t i d a l a r e a s . A
g a t e d s t r u c t u r e c o n s i s t s of a box o r p i p e c u l v e r t through t h e d i k e w i t h a
g a t e p l a c e d a t t h e t i d e w a t e r end of t h e s t r u c t u r e . These g a t e s may b e c i r -
c u l a r , s q u a r e , o r r e c t a n g u l a r i n shape. U s u a l l y t h e y a r e made of c a s t i r o n
and p r o v i d e d w i t h s i n g l e o r double a c t i n g h i n g e s a t t h e t o p . Well-made g a t e s ,
when p r o p e r l y i n s t a l l e d , a r e s o f i n e l y b a l a n c e d t h a t t h e y a u t o m a t i c a l l y open
t o o u t f l o w o r c l o s e a g a i n s t backflow a t s l i g h t d i f f e r e n c e s i n head. Large

T i d a l terms and d e f i n i t i o n s
The p a t h of a p o i n t a t a p a r t i c u l a r s t a t i o n which t r a c e s t h e w a t e r s u r f a c e
e l e v a t i o n a g a i n s t time through a l u n a r o r t i d a l p e r i o d i s t h e t i d a l c u r v e f o r
t h a t s t a t i o n . The maximum e l e v a t i o n o r c r e s t reached by t h e r i s i n g limb of
t h e t i d a l c y c l e ( f l o o d t i d e ) i s c a l l e d t h e h i g h w a t e r . The maximum d e p r e s s i o n
o r t r o u g h r e a c h e d by t h e f a l l i n g limb (ebb t i d e ) i s c a l l e d t h e low w a t e r .
The a v e r a g e h e i g h t o f a l l low w a t e r s a t a s t a t i o n o v e r a p e r i o d o f t i m e i s
t h e mean low w a t e r . S i m i l a r l y , t h e a v e r a g e h e i g h t of a l l h i g h w a t e r a t a
s t a t i o n o v e r a p e r i o d o f time i s t h e mean h i g h w a t e r . The d i f f e r e n c e i n h e i g h t
between h i g h w a t e r and low w a t e r i s t h e t i d a l range. The mean t i d a l range i s
t h e a v e r a g e of d i f f e r e n c e s between a l l h i g h w a t e r s and a l l low w a t e r s . The
extreme range i s t h e maximum t h a t h a s been observed.

a u t o m a t i c gages a r e used f o r t h i s purpose. The s t a f f gage i s e s s e n t i a l l y a

of e v a l u a t i n g minor l o c a l e f f e c t s , b u t make i t p o s s i b l e t o p r o j e c t t o t h e
s i t e t h e major f l u c t u a t i o n s caused by wind t i d e s o r r i v e r f l o o d s from long-
time r e c o r d s of o t h e r gages. Adequacy o f l o c a l r e c o r d s may v a r y , b u t good
s o u r c e s a r e u s u a l l y a v a i l a b l e from n e a r b y o p e r a t i n g s t a t i o n s of t h e Corps of
E n g i n e e r s , Coast Guard and Coast and G e o d e t i c Survey. M u n i c i p a l i t i e s and
h a r b o r and p o r t a u t h o r i t i e s o f t e n have complete and a c c u r a t e r e c o r d s . I n f o r -
mation on extreme h i g h w a t e r can o f t e n b e t r a c e d t o l o c a l e v e n t s r e c o r d e d i n
o l d newspapers o r community r e c o r d s o r through i n q u i r i e s o f l o c a l r e s i d e n t s .
I f t h e e l e v a t i o n o f e i t h e r o r b o t h low and h i g h w a t e r s and t i d a l ranges a r e
known, and e f f e c t s o f l o c a l d i s t o r t i o n s t o t h e f l o o d o r ebb t i d e a r e i n s i g n i f -
i c a n t , a r e a s o n a b l y a c c u r a t e s i t e curve can o f t e n b e s e l e c t e d from t h e theo-
r e t i c a l c u r v e s shown i n F i g u r e 9-3. Table 9-1 i l l u s t r a t e s t h e r e c o r d f o r an
o b s e r v e d s e m i - d i u r n a l t i d a l c y c l e o b t a i n e d by an o b s e r v e r from watch and
s t a f f - g a g e r e a d i n g s t a k e n a t h o u r l y i n t e r v a l s . T h i s d a t a p l o t t e d on F i g u r e 9-4,

Topographic s u r v e y s
A s pointed out i n the previous discussion, the usual drainage plan f o r drain-
a g e of t i d a l l a n d s i n v o l v e s a d i k e , t i d e g a t e s t r u c t u r e s and a l a n d s i d e
s t o r a g e r e s e r v o i r , which i s t h e f o r e b a y a r e a , t h e d r a i n a g e c h a n n e l s and any
o t h e r low a r e a s connected w i t h t h e d r a i n a g e system. For d e s i g n purposes i t
i s n e c e s s a r y t o r e l a t e t h e s t a g e and volume of t h e s t o r a g e a r e a t o t h e s t a g e
of t h e t i d e and t o t h e e l e v a t i o n of t h e d i k e and t i d e g a t e o r g a t e s . For
t h i s r e a s o n i t i s n e c e s s a r y t o have complete topography f o r t h e s t o r a g e a r e a
and t h e s i t e of t h e d i k e . Topographic s u r v e y s must b e on t h e same datum a s
t i d a l o b s e r v a t i o n s . The t o p o g r a p h i c s u r v e y c o v e r i n g t h e s t o r a g e a r e a should
b e c a r r i e d up t o t h e high-water e l e v a t i o n a t h i g h t i d e o r t o some p r e d e t e r -
mined e l e v a t i o n which i s t h e maximum p e r m i s s i b l e w a t e r l e v e l f o r a g r i c u l t u r a l
operations.
Subsurface i n v e s t i g a t i o n s
Dikes used i n c o n n e c t i o n w i t h t h e d r a i n a g e of t i d a l l a n d s a r e b a s i c a l l y no
d i f f e r e n t t h a n d i k e s used f o r o t h e r purposes. Subsurface explorations a r e
n e c e s s a r y t o determine t h e f o u n d a t i o n c o n d i t i o n s and t o l o c a t e s u i t a b l e f i l l
m a t e r i a l . Dikes a r e c l a s s i f i e d a s c l a s s I , 11, o r 111, i n accordance w i t h
t h e v a l u e of c r o p s o r p r o p e r t y t o b e p r o t e c t e d and t h e hazard t o l i f e . Refer
t o T a b l e 6-1, Chapter 6 , f o r a d e t a i l e d c l a s s i f i c a t i o n of d i k e s . Dikes used
i n c o n n e c t i o n w i t h t h e d r a i n a g e of t i d a l l a n d s u s u a l l y c o n t a i n t i d e g a t e s and
t i d e - g a t e s t r u c t u r e s . The d i k e and t h e g a t e s t r u c t u r e s a r e b u i l t a s i n t e g r a l
p a r t s and a r e i n t e r d e p e n d e n t . I f t h e d i k e s h o u l d f a i l , t h e r e i s a good
chance t h a t t h e g a t e s t r u c t u r e would f a i l o r b e washed o u t a l s o . For t h i s
reason, dikes containing g a t e s t r u c t u r e s a r e usually constructed t o higher
standards than dikes without gates.

A s t a g e - s t o r a g e c u r v e f o r t h e r e s e r v o i r a r e a , s i m i l a r t o t h e one
shown on F i g u r e 9-5. The v e r t i c a l s c a l e f o r s t a g e o r e l e v a t i o n must
b e on t h e same datum a s t h e t i d e c u r v e and t h e h o r i z o n t a l s c a l e f o r
s t o r a g e should b e i n a c r e f e e t . The r e s e r v o i r a r e a i n c l u d e s t h e
f o r e b a y , d r a i n a g e c h a n n e l s , and any o t h e r c o n n e c t i n g low a r e a s t h a t
would b e a p a r t of t h e s t o r a g e r e s e r v o i r . The s t a g e - s t o r a g e c u r v e
s h o u l d extend t o high-water e l e v a t i d n a t h i g h t i d e , o r t o a pre-
v i o u s l y e s t a b l i s h e d maximum w a t e r s u r f a c e e l e v a t i o n i n t h e forebay.
The f o l l o w i n g d e s i g n procedure f o r a t i d e - g a t e i n s t a l l a t i o n i s a s i m p l i f i e d
g r a p h i c a l s o l u t i o n , based on t h e u s e of a t i d e c u r v e and a s t a g e - s t o r a g e curve
p r e p a r e d f o r t h e s i t e . The example i s f o r a s i t e s u b j e c t t o s e m i - d i u r n a l
t i d e s ; however, t h e same g e n e r a l procedure i s a p p l i c a b l e t o d i u r n a l t i d e s . I n
view o f t h e f a c t t h a t t h i s i s a g r a p h i c a l method u s i n g a t i d e c u r v e and a
s t a g e - s t o r a g e curve p r e p a r e d f o r t h e s i t e , t h e s e curves s h o u l d b e p r e p a r e d a s
a c c u r a t e l y a s p o s s i b l e and on a s c a l e s u i t a b l e f o r i n t e r p o l a t i o n , c o n s i s t e n t
w i t h t h e a c c u r a c y of t h e d a t a p l o t t e d . The example g i v e n h e r e i n i s n e c e s s a r i l y
b a s e d on t h e u s e of s m a l l s c a l e c h a r t s s u i t a b l e f o r i n c l u s i o n i n t h i s handbook.
In a c t u a l p r a c t i c e t h e s e c h a r t s s h o u l d b e drawn on a much l a r g e r s c a l e t o per-
m i t more a c c u r a t e i n t e r p o l a t i o n .
The f o l l o w i n g s t e p by s t e p e x p l a n a t i o n of t h i s p r o c e d u r e , w i t h example, i s
b a s e d on t h e assumption t h a t a t i d e c u r v e , F i g u r e 9-4, and a s t a g e - s t o r a g e
c u r v e , F i g u r e 9-5, have been p r e p a r e d ; t h a t t h e d r a i n a g e i n f l o w t o t h e system
h a s been d e t e r m i n e d ; and t h a t t h e maximum w a t e r s u r f a c e e l e v a t i o n f o r t h e f o r e -
bay and r e s e r v o i r a r e a h a s been e s t a b l i s h e d . For t h e f o l l o w i n g example i t w i l l

and s i z e o f a t i d e g a t e o r g a t e s . The example given i s a c o n t i n u a t i o n of t h e

Supplemental Pumping

t h e l a n d b e i n g p r o t e c t e d , e s t a b l i s h t h e maximum and minimum s t a g e s f o r t h e
r e s e r v o i r . These s t a g e s w i l l e s t a b l i s h t h e gate-open and g a t e - c l o s u r e t i m e s
on t h e t i d e c u r v e and t h e g a t e - c l o s e d t i m e can b e computed.
T h i s s i m p l e d e t e r m i n a t i o n , t o e s t a b l i s h w h e t h e r o r n o t pumping w i l l b e re-
q u i r e d , may determine t h e f e a s i b i l i t y of t h e p r o j e c t w i t h o u t proceeding
f u r t h e r t o c a l c u l a t e t h e t i d e g a t e c a p a c i t y and s i z e .

a m a n i f o l d and pump.
An o u t l e t s t r u c t u r e i s u s u a l l y n e c e s s a r y t o p r o t e c t t h e g a t e and c o n n e c t i n g
p i p e from s c o u r and f l o a t i n g d e b r i s . T r e a t e d t i m b e r s t r u c t u r e s , a s i l l u s t r a -
t e d i n t h e s t a n d a r d d e s i g n , F i g u r e 9-8, have proven v e r y p r a c t i c a l and econom-
i c a l t o i n s t a l l . T h i s t y p e s t r u c t u r e can b e p r e f a b r i c a t e d i n whole o r i n p a r t ,
depending upon t h e s i z e , and s e t i n t o p l a c e by d r a g l i n e f o r a t t a c h m e n t t o
p r e s e t p i l e s t h a t have been d r i v e n o r j e t t e d i n t o t h e f o u n d a t i o n . Cast i n
p l a c e c o n c r e t e o r masonry i s n o t u s u a l l y s a t i s f a c t o r y f o r t h i s k i n d of s i t e

s e p a r a t e u n i t s . U s u a l l y , a s h o r t o r s t u b s e c t i o n of c o n d u i t i s f a b r i c a t e d
t o t h e g a t e and j o i n e d t o t h e p i p e a f t e r b o t h a r e p l a c e d . Camber s h o u l d b e
p r o v i d e d i n t h e e x c a v a t e d t r e n c h bed t o a l l o w f o r c o n s o l i d a t i o n and unequal
l o a d i n g by t h e superimposed d i k e . Conduit and g a t e must b e s e t t r u e t o Line
and grade i f t h e s t r u c t u r e i s t o o p e r a t e a s designed. P r e f a b r i c a t e d c a s t
i r o n f l a p g a t e s , u s u a l l y c a l l e d t i d e g a t e s when used f o r t i d a l i n s t a l l a t i o n s ,
have b r o n z e b u s h i n g s and a r e coated w i t h w a t e r - r e s i s t a n t r u s t p r e v e n t a t i v e
compound a t t h e f a c t o r y and have a l o n g l i f e even under b r a c k i s h w a t e r .
