INCIDENT COMMAND SYSTEM (ICS) - Bomb threat in KL Central KTM ticket counter

Upon being appointed as an advisor, the first priority is to set up an incident command
team which consists of a chief, safety officers as on-scene commander and off-scene
commander, liaison officer, spokesperson, information officer and personnel to control
finance, logistics, operations, and planning (draw the flow chart in slide 46). On scene
commander will remain in the base as the hub to process all incoming information. Also, this
ensure the commander’s decisions will not be affected by the situation of the site. Once the
magnitude of the incident is acquired, hazard evaluation will be done and the incident will be
ranked. In this case, the incident will be ranked as MKN level 1.

Then the site planning comes next. The ticket counter (Figure 1) that suffered direct
hit from the bomb will be zoned as ‘Hot’ zone which its perimeter is the KL Central building.
1 km surrounding the ‘Hot’ zone will be marked as ‘Warm’ zone. The on-scene commander
will monitor the ‘Hot’ zone from a site set in this zone. Area outside of ‘Warm’ zone is safe
and hence declared as ‘Green’ zone. This area will have strict control of entrance and exit.
Only authorized personnel are permitted to enter. The area will only have one entrance and
one exit for better control.

The building surrounding will be divided into 8 sections. Namely, on-scene


command, rescue, medical treatment, police, bomb disposal team, investigator, goods supply
and lost and found. An on scene command team and investigator and bomb disposal team
will be set at the empty spaces just outside of ERL Arrival Hall. Police and fire departments
have their sites outside of the south entrance. Where else the space outside of ERL Departure
Hall will accommodate the sites of medical team, goods supply, and lost and found site.

On scene command team needs the help of the particular building management
personal to know the site thoroughly, such as locations of exits, stair case, hydrant, and
electric switch. All trains, transits and buses must be stopped immediately. Separate
emergency response team must be sent to the location where the vehicles stop to check for
potential threats and evacuation.

Rescue team is a very important element in ICS. The team is responsible for
maintaining the building structural integrity and removing potential hazard. These tasks must
be done to prevent further damages that could inflict harm to the rescue team and retard
incident growth. The rescue team removes obstacles, bring in searching equipments (life
detecting probe), rescue equipment (jack, ladder, cutting tools), and rescue dog to help
perform their job better. They will co-operate with the bomb disposal team if they found any
potential bomb. Also, they will help the medical team to reach the victim trapped in the
debris.

Medical team will classified victim into 4 groups, which are dead, severe, moderate,
and light injury. The decease will be moved to a temporary mortuary. The priority of the
medical team is to treat the severely wounded victims who need immediate medical attention.
The moderately wounded ones will be sent to hospital for further treatment. Lastly, lightly
wounded victims are advised to go to the nearest clinic to take care of their injury. Generally,
the medical team will face 3 types of victims. The majority will be wounds and burns. Some
would suffer respiration difficulty and lastly is shock or hysteria. Blood supply, oxygen
supply, medicines and medical equipments are the most important aspects that have to be sent
to this section.

Police and the building security guard are responsible for maintaining order at the site.
They will lead the evacuation, escort VIP, and maintain security to prevent another hit to
occur. Traffic polices are needed to set road blocks to allow smooth passage for fire engines,
ambulances, and VIP vehicles.

Bomb disposal team must be ready at all times in case of more threats are found. They
should be equipped with safety clothing and bomb disposing equipments. Investigator will be
asked to enter the site once it is declared safe by the rescue team. They need to collect
evidences from wreckage and CCTV, take photos and interview with witnesses and victims.

Goods supply section will accommodate the supply goods and the helpers. They could
be volunteers from St. John Ambulance, or the Red Crescent. The supply goods include food
(biscuit), portable drinking water, clothing, blankets, tents, phone services, chair, table, wheel
chair, fan, shower and washing site, mobile toilets,

Last but not lease, the lost and found section, where people can meet their lost family,
friends and properties or belongings.

The rescue operation will continue for 72 hours since it is the most valuable period to
rescue the trapped survivors.
