Summary

Performs complex engineering work in the provision of office and engineering support and field
engineering support for environmental, water, sewer, roads, and other Public Works projects and
programs ensuring technical competence and compliance with all current codes and criteria; serves
as a Project Manager. This position is governed under the Town of Reading Department of Public
Works Engineers Union.

Essential Functions

1. Reviews private project development plans for compliance with codes, regulations, and standards,
adequacy of applications for permits and compliance with approved plans.

2. Assists in the development or update of the Town Transportation Improvement Program (TIP),
Storm water Management Program, National Pollutant Discharge Elimination System (NPDES)
Phase II MS4 Permit, Comprehensive Sewer Plan, Comprehensive Water Plan, the Capital
Improvement Program, and other plans involving the municipal infrastructure.
3. Determines applicable codes, regulations, and requirements for assigned projects.

4. Coordinates the preparation of, or develops, engineering plans and specifications, coordinates
required advertising for bids, reviews construction bids and makes necessary recommendations
based on lowest and best bids, competency of vendors and consultants, and the selection criteria.

5. Provides project management for the construction of the municipal public works
projects. Oversees assigned projects to ensure contractor compliance with time and budget
parameters for the project.

6. Coordinates the preparation of, or develops, reviews and updates the sanitary sewer, water, storm
drainage, and street system maps, databases, comprehensive plans, and Geographic Information
System (GIS).

7. Maintains the engineering library and infrastructure records.


8. Maintains and updates Town subdivision and public works standards. Assures as-built records of
projects, and documents necessary changes for the operation and maintenance programs.
9. Responds to public or other inquiries relative to engineering procedures on specific projects and
other information.
10. Reviews utility permits, street use permits, franchise utility permits, etc.

11. Maintains regular contact with consulting engineers, construction project engineers, Town, County,
State and Federal agencies, professional and technical groups and the general public regarding
division activities and services.
12. Assists in the evaluation of transportation and traffic impacts of development proposals, permits,
rezones, plats, etc.

13. Prepares traffic, utility and other studies and reports.


14. Provides intersection signal and channelization design, and traffic signal maintenance.

15. Develops and maintains a pavement management system.

Peripheral Duties

1. Coordinates sidewalk inspection, maintenance and enforcement programs.

2. Assists in the training of other Town personnel in public works design and construction techniques.
3. Serves as a member of various employee committees, as assigned.
4. Serves as a member of the survey crew as needed.

5. Serves on employee committees as required.

Supervisory Responsibility

This position may exercise general supervision over temporary or other staff as needed and assigned.

Work Environment

This job operates in both a professional office environment and is exposed to outdoor weather
conditions. This role routinely uses standard engineering office equipment such as computers,
plotters, scanners, phones, photocopiers, fax machines and utilizes the typical office storage
equipment such as file cabinets, shelving, desks, etc. The employee must occasionally lift and/ or
move up to 25 pounds. The employee is also exposed to moving mechanical equipment and in high,
precarious places, occasionally exposed to weather and or humid conditions, fumes or airborne
particles, toxic or caustic chemicals, risk of electrical shock and vibration. The noise level can be
quiet to moderate.
Tools and Equipment Used
Personal computer, including Microsoft Office, computer-aided-design software (AutoCAD), Geographic
Information System (GIS), and HydroCAD; standard drafting tools; surveying equipment including level, total
station, Global Positioning System (GPS), and electronic distance measuring devices; motor vehicle; phone;
tablet; mobile radio.

Physical Demands
While performing the duties of this job the employee is frequently required to stand; walk; use hands to finger,
handle, feel or operate objects, tools or controls; and reach with hands and arms; sit climb or balance; stoop,
kneel, crouch, or crawl; talk, hear; and smell. Specific vision abilities required by this job include close vision,
distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. The employee
must occasionally lift and/or move up to 50 pounds. The noise level in the work environment is usually quiet
to moderate with the exclusion of outside construction conditions. While performing the duties of this job, the
employee occasionally works in outside weather conditions. The employee occasionally works near moving
mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions,
fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, vibration, and high traffic areas.

Work Hours
This is a full time position with typical 40 hours per week, between the hours of 7:30 AM to 5:30 PM
Monday, Wednesday, and Thursday, and 7:30 AM to 7:00 PM on Tuesday.
Minimum Qualifications
1. Graduation from a four-year college or university with a Bachelor of Science (B.S.)degree in civil
engineering or a closely related field; and Bachelors Degree in civil engineering or a closely
related field;
2. Minimum of four years previous professional civil engineering public works related experience; or
Minimum of four years previous professional civil engineering experience including at least two years
in a supervisory capacity;
3. Professional License in Civil Engineering (required)or the ability to obtain one within one year;

4. Any equivalent combination of education and progressively responsible experience, with additional
work experience substituting for the required education on a year for year basis.

Special Requirements
1. Must possess a valid State driver's license or have the ability to obtain one prior to employment;

2. Registration as an Engineer in Training (EIT);


3. Must be physically capable of moving about on construction work sites and under adverse field
conditions.

Additional Knowledge, Skills and Abilities:


1. Knowledge of civil engineering principles, practices and methods as applicable to a municipal setting

2. Knowledge of applicable Town policies, laws, and regulations affecting Division activities;
3. Considerable skill in arriving at cost estimates on complex projects

4. Ability to produce cost estimates on complex projects;


5. Ability to communicate effectively, orally and in writing, with employees, consultants, other
governmental agency representatives, Town officials and the general public; ability to conduct
necessary engineering research and compile comprehensive reports.
6. Skills in computer-aided-design software; standard drafting tools; surveying equipment including
level, total stations, GPS,, and electronic distance measuring devices;
