17TH EXECUTIVE COMMITTEE MEETING OF HMDA


HELD ON 25-09-2013

The 17th Executive Committee meeting of HMDA was held at Tarnaka


on 25-09-2013 under the Chairmanship of Sri Neerabh Kumar Prasad, IAS,
Metropolitan Commissioner, HMDA; Sri Mukesh Kumar Meena, IAS,
Collector (Hyderabad District); Sri M.C. Lal, Joint Collector (R.R. Dist.) and
Officials from HMWS&SB, APIIC, APHB, APSRTC, Collector Office (Nalgonda
Dist.) attended the meeting apart from Member Environment, Secretary,
HMDA.

The Executive Committee approved the following proposals.

1. To take up development of Hyderabad Habitat Centre (HHC) in HMDA


land at Khanamet (11 Acres), on the model of India Habitat Centre,
Delhi, to promote Heritage & Artof Hyderabad and the region. The
estimated project cost is about Rs.266.00 Crores as a chief promoter
HMDA will contribute land and seed capital to the SPV to develop and
operate the facilities of Hyderabad Habitat Centre.

2. To takeup exclusive Automated Multilevel Parking facility at Ameerpet


(1648 Sq.yds) it will provide parking facility for about 200 four wheeler
vehicles and 190 two wheeler vehicles. The tentative estimate land at
a tentative cost is Rs.27.30 crores also to takeup Automated Multilevel
Parking com retail in HMDA land 2.24 Acres at Saroornagar.

3. Annual accounts for the years 2010-11 & 2011-12 and rectification
entries for the financial years 2002-03 & 2003-04 accounts approved.
Permission was accorded for depositing of HMDA amounts in P.D.
A/c.

4. The contract period of TDS consultant is extended for one year.

5. As proposed by the Committee under the Chairmanship of Project


Director, ORR re-organisation of Zonal Offices were approved for
effective supervision and public convenience. The Zonal Offices will
receive the applications from the public, identify un-authorised
constructions and to take action on the un-authorised constructions,
observe the deviations on the approved permissions / layouts. The
applications received by Zonal Offices will be submitted to the Head
Office for process as per the time schedule and for issue of
permissions directly issued to applicants. The Land Acquisition Units
will be strengthen by utilising the services of the Dy.Collector who
were working as Zonal Officers.

6. The contract period of Sri A.V. Bhide, Urban Planning Consultant is


extended for one year. Appointment orders issued to Sri
B.Purushotham Reddy, Retd., DTCP, as Sr. Consultant, PFU & LP on
contract basis.

7. The Executive Committee has approved Advertisement Guidelines


which are prepared first time in the history of HUDA/ HMDA by which
all Rules & Regulations, Terms & conditions are clearly specified
without ambiguity and the revenue collection will also be improved
and the HMDA will also get opportunity to get advertise policies and
programmes of Government & HMDA of 30 days in a year at free of
cost.

Lease of Lands, Short term / Long term:

Evolved new Policy on leasing of HMDA lands. The lease will be short
term for 3 to 5 years. The lease rentals will be 10% of the prevailing market
value per annum. All the Genuine leases proposals will place before E.C.
and for final approval of the MC. Long term lease proposals will be
submitted to Govt., after approval of the E.C. The enhancement escalation
will be 10% of the lease amount for every five years in long term leases.
