This TRF Manual has been prepared by the I ECEE CMC TRF Working Group and approved by the
Certification Managem ent Com m ittee (CMC) of the I ECEE
Part 1 General introduction to the TRF procedures
1 .1 Scope
This Operational Docum ent (OD) addresses various stages of Test Report Form (TRF)
developm ent, distribution, m aintenances and use. It also includes various exam ples to illustrate
the requirem ents.
1 .2 Purpose
For the m ost part, this OD has been prepared to address the needs of TRF originators, TRF
users and TRF adm inistrators. The purpose of this OD is to provide instructions to all parties
involved in the TRF procedures and to address the certification, data exchange and other I ECEE
comm unity needs, as appropriate.
1 .3 Definitions
For definitions of TRF, TRF Originator and CB Test Report, see Docum ent I ECEE Definitions.
1 .4 Structure of OD-2020
The OD consists of six Parts and ten Annexes, which com plem ent each other and together
describe the com plete TRF process. I ndividual Parts m ay be used to serve a specific purpose, for
exam ple, Parts 4 and 5 address the needs of CB Test Report com pilers.

Part 2 Assignment and distribution process


2.1 Request for a TRF
The request for a TRF is basicall y m ade by an I ECEE m em ber, which has presum ably received
an application for testing and certification of product(s) falling under a determ ined standard. The
requ est shall be addressed to the I ECEE Secretariat in writing to the following em ail address:

Upon receipt, the I ECEE Secretariat checks whether the requested TRF is:
- Already available;
- Available bu t requ iring u pdates;
- In process of being orig inated/updated by an assigned I ECEE m em ber;
- Not available.
2.1 .1 I f the requested TRF is already available or in process of being originated/updated, the
requ esting I ECEE m em ber is notified by the Secretariat.
2.1 .2 I f TRF is not available or an update is needed but not available:
a) In case the requested TRF is an u pdate and has been previousl y assigned to or prepared by
other m em ber, the IECEE Secretariat will consult with that m em ber prior to m aking an y additional
inquires am ong participating N CBs.
b) In case the originator is not able to update the TRF within a defined tim e fram e, or there is
no assigned originator for the TRF, the requesting I ECEE m em ber will be asked to orig inate the
relevant TRF. However, as a pre-condition, the requesting m em ber m ust have been accepted to
issue CB Test Certificates based on the relevant I EC standard.
c) In case when m ore than one m em ber is willing to originate the TRF, the developm ent of new
TRF is assigned to the Organization that offers the best tim efram e su bject to being accepted for
the standard for which the TRF will be based on.
d) If the requesting m em ber is not prepared to develop the TRF, the I ECEE Secretariat
imm ediatel y starts a form al consultation am ong other m em bers seeking an N CB willing to
originate the m issing TRF.
NOTE: I t is assum ed that the NCB, which has got the appl ication for certificati on purpose, will u ndertake th e
responsibil ity of origi natin g the TRF, shou ld th e consu ltation m ade by the I ECEE Secretariat am ong th e I ECEE
m em bers lead to a no-offer. I n case no origi nator can be found, th e requestin g m em ber is expected to drop the TRF
request.

2.2 Appointment of TRF Originator


The I ECEE Secretariat will form all y appoint an I ECEE m em ber as a TRF Orig inator according to
a), b) or c) above, as appropriate.
The orig inator will develop the assigned TRF following the requ irem ents in Part 3.
2.3 TRF Distribution of new and modified TRFs
Once the appointed orig inator com pleted the TRF, the orig inator forwards the relevant TRF in MS
Word form at to the I ECEE Secretariat via em ail. See Annex H.
The TRF orig inator shall advise the I ECEE Secretariat whether the TRF should be distributed via
reg ular or via sim plified procedure (See Annex G and clause 6. 3 of this OD for details).

2.4 TRF Trial and Comment Period


New TRFs that are not distributed via sim plified procedure can be used on a trial bases for three
to six m onths. I ECEE distributes the TRF to m em bers and publishes on the I ECEE Website as a
provisional TRF.
During the trial and comm ent period, users are expected to provide feedback to the I ECEE
Secretariat (See Part 6) . I ECEE Secretariat inform s the TRF originator abou t the findings and
requ ests that com m ents be addressed, when appropriate.
For new or updated TRFs, the I ECEE Secretariat will verify the correct Test Report Reference
Num ber, layout, editing, etc. prior to publishing the TRF in the relevant areas of both, the I ECEE
Web Site for the m em bers and the I EC Web Store for ou tsiders, or return to the orig inator for
corrections.
The I ECEE Secretariat inform s the I ECEE m em bers about the pu blication through e-m ails each
tim e a new TRF(s) are posted on the I ECEE Web Site and I EC Web Store.
Part 6 of this OD describes the process addressing users requests for m odifications to the

2.5 Simplified procedure for TRF distribution
The sim plified procedure for TRF distribution is described in Clause 6.4 and in Annex G.
2.6 Procedure for the circulation of TRFs to TC/SC Officers
A weekly e-m ail is sent by the I ECEE Secretariat to the I EC Central Office Technical Departm ent,
the Technical departm ent then forwards the TRFs, excluding Group and N ational Differences
extracted from the provided zip file. The I EC Technical Departm ent sends the TRF files to the
IEC TC/SC officers responsible for the standard.
Furtherm ore, an e-m ail addressed to the I EC TC/SC Secretary and Assistant Secretaries, where
applicable, with copies to the I EC TC/SC Chairm an and I EC CO TO is also sent.

3. 1 G en e ra l ru l e s

The orig inator shall always use the latest TRF tem plate available on the I ECEE Website
(http://www. iecee. org/cbschem e/htm l/cbtrep.htm ). This applies to the TRF itself and to the
National and Group Differences TRFs.
As a basic ru le, the starting point is to develop a TRF covering I EC requirem ents. For the

National and Grou p Differences, if relevant, separate TRFs shall be developed in accordance
with Clause 3. 5.
3. 1 . 2 The Group Differences TRFs shall be developed by the originator located within the reg ion
were the Group Differences are applicable. This m ay result in a different originator for the I EC
TRF and for the Group Differences TRF.

3. 1 . 3 In general, a separate TRF shall be prepared for Part 1 and for each Part 2 standard.
However, the orig inators m ay choose to prepare a TRF for a com bined Part 1 and one or m ore
Part 2 standards (Exam ple: I EC 60335 and I EC 60598 Series). For uniform ity of all TRFs in a
particular series of standards, the originator shall always start with the approved Part 1 TRF,
when available, and incorporate into it Part 2 requ irem ents (See also Clause 3. 8.3) .

A Test Report Form m ust be easy to fill in and shall not inclu de m acros, except for the Test
Report N um ber and the page num bers. Check boxes m ay be used as allowed by the TRF
tem plate. The originator m ay add protected fields but onl y if necessary. See instructions in
Annex A.
A blank Test Report consists of four sections as specified below. The Testing Laboratory always
com pletes the first four sections inclu ding the critical com ponents (section four) . (See Annex E
and clause 3. 4. 4) .
If National Differences are included during product investigation (see clause 3. 5.1 ) then an
attachm ent covering National Differences shall also be com pleted.

The first section is a cover page (applicable to all Test Reports) that contains the general
inform ation, such as the nam e and address of the Applicant/Client, Report reference num ber,
standard used, TRF num ber, product nam e and product rating, tradem ark and other inform ation.

Pages that follow the cover page (norm all y fou r or m ore pages) contain specific inform ation
related to testing procedure and testing locations, list of attachm ents, product under testing,
investigated National Differences, general tests and sam ples inform ation.

additional verdict N /E (N ot evaluated) , which is tem poraril y perm itted for Collateral standards that
can be excluded from the I ECEE CB Schem e investigation. See also OD-2044.
3.4.3 Measurement section (Section 3 of the TRF)
This section contains tables with the m easured values, specific test conditions, test rem arks and
additional testing inform ation.
All m easurem ent tables shall have supplem entary inform ation field at the bottom of the table to
provide room for clarification of test param eters or test conditions.

3.4.4 Critical components and/or materials section (Section 4 of the TRF)


A table describing critical com ponents and/or m aterials is an integral part of each TRF.
The Critical Com ponents and Materials table shall be the last section after the m easurem en t
section to assist in prom pt identification of com ponent inform ation in the Test Report. This table
has only the title and does not require a num ber. I t can have two styles of rows. The first style
has six colum ns:
a) Object / part N o. => N am e of com ponent or identifier, for exam ple m ains switch, T1 0, C3, F1
(ID of the com ponents on schem atics, wiring diagram s, and sim ilar), m ain enclosure, bottom
plate, term inal pins .
b) Manufacturer/tradem ark => the m anufacturers nam e shall be specified, except for som e
m aterials (for exam ple m etal plate, heat sink, term inal pins) or for generic com ponents
specified in CTL Decisions, such as PWB.
c) Type / m odel => When applicable, a designation that allows identification of the com ponent

3.5 Standardized attachments


3.5.1 National Differences (when applicable)
a) This attachm ent is used for National Differences requ irem ents. The N ational Differences Test
Report Form s are structu red as described in Clause 3.4.2 except a u nique cover page is used
for National Differences TRFs. A m easurem ent section m ay also be included in the National
Differences TRFs (as in clause 3.4. 3) when needed to record specific m easurem ents.
NOTE: By Nati onal Differen ces it is m eant N ation al Di fferences, Group Differences an d Special Nati onal
Con ditions. N orm all y, th e N ati onal Differences TRFs are provided by Mem ber Bodies at the tim e of the Acceptance

Provided exam ple is based on the I EC 60950(ed. 3).
The stan dard calls for a fl ammability test an d al lows repeati n g that test or runn ing an altern ate test i n case of a fail ure.

In case the TRF originator feels that for the clarity of the overall Report, the Delta TRF shou ld
contain clauses that are already included in the new edition TRF, the following wording m ay be
used when com pleting the Delta TRF:

3.8.1 .4 TRF identification:
The Delta TRF is identified by suffix delta added to the TRF reference num ber according to
Clause 3. 3.

version B of th e correspondin g editi ons of the I EC standard.

3.8.2 Generating integrated TRFs covering two (or more) different standards
3.8.2.1 This type of product com bination TRF benefits particular segm ents of som e industries
where there is a need to have an identical device com pl ying with m ore than one I EC standard.
NOTE: An exam ple withi n the m edical industry inclu des power su ppli es, which often n eed to com ply wi th two safety

3.8.2.2 Product com bination TRFs are su pplem ents to the existing TRFs based on a product
and not on a single I EC standard; they m ay be developed across various categories.
3.8.2.3 When creating a product com bination TRF, one standard is selected as the m ain
standard. The selected m ain standard shall cover the m ajority of the required tests.
EXAMPLE 2: I EC 60950-1 selected as m ain standard and suppl em ent TRF for com bination with I EC 60065, or I EC
60601 -1 , or I EC 61 01 0-1 .
3.8.2.4 TRF Originator shall identify the m ost severe requ irem ents in all applied standards
and elim inate Clauses that are not applicable to the investigated product.
3.8.2.5 The originator shall identify comm on requirem ents to avoid duplication in th e
supplem entary TRF.
3.8.2.6 An y additional requirem ents that address the use (for exam ple: outdoor use, hig h
altitude use, hospital environm ent or other application considerations) are to be identified and
included in the com bination TRF.
3.8.2.7 The com bination TRFs shall be so designed that the supplem ental Annex can onl y be
used for a specific product it has been prepared for and together with the m ain standard TRF.
3.8.2.8 Using cross-references, as in the exam ple below, is acceptable.

the table using the portrait orientation due to the large size, the table m ay be designed and
printed in the landscape form at. An exam ple of a TRF pag e in landscape orientation is shown in

In case of the landscape orientation the m arg ins shall be as follows:
3 cm from the top of the table and 2 cm from the bottom , and

The following shall be taken into account when com pleting a test report form (TRF):
The standard identified on the first page of TRF inclu ding edition and am endm ents shall m atch
the standard on the CB Certificate to be issued. For exam ples of com pleted Test Report pages
and instructions on how to com plete Test Reports refer to Annex E.
The latest TRF version inclu ding the latest TRF Master date shall be used. There is a 6 m onths
grace period before the m andatory use of the latest TRF.
4. 1 M o d i fi c ati o n s to th e TR Fs

The Test Report Form s shall not be m odified.


Adding text in the footer, including waterm arks across the pages, adding additional test on each
page that is not part of the TRF and can be confusing or annoying when reviewing the reports is
consider a m odification to TRFs and is not perm itted.
However; to protect the environm ent when com piling and printing hard copy of the Test Report,
the whole paragraph with all clauses m ay be om itted if it is not applicable to the investigated
product. See Annex E.
4. 2 Com p l eti n g TR Fs

4. 2. 1 When com pleting each su b-clause of the TRF, comm ents indicating wh y the particular item
passed, failed or is not applicable shall be inclu ded as necessary for clarity. The Report shall
provide sound, sufficient inform ation to grant the certification without the necessity to conduct
additional evaluation or testing. Additional specific requirem ents on how to com plete Test
Reports are provided in Annex E.
NOTE: Whenever possibl e an d available, th e Test Report should also be accom panied by additi on al inform ati on, such
as schem atics, insulation di ag ram , test configuration, detail ed com ponent i nform ation and report on com pliance with
National Differences.

I n addition to identifying the printed nam e of the signatory, CB Test Certificates and Test

Reports shall always be signed by the authorized person(s).


Electronic signatures on the CB Test Report are acceptable provided there is a provision to track
internall y who is responsible for placing the signature on the CB Test Report. Providing just a
printed nam e does not fulfil the accepted u nderstanding of an electronic signature.

Testing Laboratories shall com plete, as a m inim um , the required four sections (See 3. 4). The
Test Report shall include photos (see CTL-OP 1 07) . The Report m ay also contain additional

4. 4 Fi rst secti o n of th e TR F

4. 4. 1The first section (general inform ation) includes a cover page that contains the general
information, such as nam es and addresses of Testing Laboratory and Applicant/Client, testing
location, standard used, and copyright and g eneral disclaim er. This page shall be always
com pleted.
On the top of the cover page is the I EC/I ECEE logo and room for the NCB logo or nam e.

4.4.4 When using the LTR program , the following cases m ay appl y:
- When the LTR is associated onl y with the N CB or when LTR is part of a CBTL, the appointed
tutor CBTLs address shall be used on the TRF signature section (as opposed to the private
address of the LTR or its responsible Local Entity) . See OD-2034, Clause 4. 3. 2d.

4.5 Second section of the TRF
4.5.1 The com pliance checklist is the second section of the Test Report form atted into 4
colum ns. The first two colum ns titled: Clause and Requirem ent-Test are provided for
reference onl y and shall not be m odified by the Testing Laboratory. For the com plete text of the
requirem ent, testing engineers shall refer to the standard. In case of an y discrepancy between
the standard and the TRF, the standard text shall prevail.
4.5.2 The next colum n, called Resu lt, needs to be com pleted as part of the investig ation. I n
this colum n a m easured value or an explanation shall be typed; an ything that results from the
requirem ent in colum n two. The fourth colum n confirm s the com pliance, states non-com pliance or
declares the particu lar clause as not applicable. The verdicts can be Pass (P), Fail (F) or
N/A. See also TRF template.
4.5.3 Since there are different test case types in a TRF, the Testing Laboratory shall pay special
attention to the type of the clause in order to correctl y com plete the TRF.
4.6 Third section of the TRF
4.6.1 The third section contains tables and m ay contain special rem arks.
Tables are provided to record the actual m easurem ents taken during the test. It is not allowed to
use statem ents such as OK, m eets the standard, m ore than, less than, or sim ilar instead of
the m easured value.
However, CTL agreed with the following alternative report m ethod. I n case the m easured
m inim um or m axim um value is exceeding or is below the lim it value by m ore than 30%, the value
g iven in the TRF shall be >[m inim um required value + 30%] or shall be < [m axim um required
value - 30%] and the accuracy of the used instrum ents shall be in line with CTL DSH 251 B (or
the latest version) or better.
4.6.2 Tables also provide room for inform ation about test conditions (supplem entary inform ation
field). When com pleting m easurem ent tables, traceability of m easurem ent m ust be ensured.
When necessary table rows can be m ultiplied, however, adding new tables or rem oving tables is
not allowed.

4.7 Fourth section of the TRF


4.7.1 The fourth section contains a table describing critical com ponents and/or materials.
4.7.2 The inform ation to be included in the critical com ponents and m aterials table shall be
based on the following:
a) The CTL clarification: A safety critical com ponent can onl y be determ ined upon a prelim inary
exam ination/evaluation of the electrical diagram /design/construction. When the design of the
product is such that a determ ined com ponent, in case of failure, can com prom ise the safety
aspect, this com ponent is defined as safety critical.
b) Com ponents, which have specific requirem ents in the end product standards.
c) Com ponents, which have requirem ents in the N ational Standards inclu ded in the evaluation

d) Materials, which are critical to m aintain com pliance with the standard (such as corrosion
requ irem ents, flam m ability)
e) Professional j udgm ent of the CBTL/N CB.

4.8 Test Equipment List u sed for CTF Stag e 1 or 2


A com pleted list of test equ ipm ent used shall be provided in the CB Test Reports when a
Manufacturer Testing Laboratory CTF Stag e 1 and Stage 2 has been u tilized.
The TRF tem plate and Annex E show an exam ple of the equ ipm ent list. Other form s with a
different layou t but containing corresponding inform ation are also acceptable.
NOTE: The list of test equ ipm ent is opti on al for CTF Stag e 3/Stage 4 procedu res, where qu ality system , verifi ed by th e
NCB du ri ng the assessm ent, ensures appropri ate docum ent control system in place.

4.9 Attachments to th e CB Test Reports


4.9.1 A com plete Test Report shall contain an attachm ent with photos of the product taken
according to Annex C, G uide on Use of Photographs in CB Test Reports.
4.9.2 An attachm ent addressing National Differences m ay be com pleted when requested by the
Applicant. The National Differences attachm ent shall have its own num bering of pag es with a
total num ber of pag es indicated. An exam ple of a com pleted ND TRF is provided in Annex E.
The Sum m ary of com pliance with N ational Differences field in the TRF shall onl y contain the list
of countries for which National and/or Group Differences have been addressed.
Optional com pliance statem ent referring to the national or reg ional standard m ay also be used:
The product fulfils the requirem ents of _________ (insert standard num ber and edition and
delete the text in parenthesis).
4.9.3 According to I ECEE 02:201 2, Clause 3. 2.2, Test Reports m ay contain additional
attachm ents, such as product description and other inform ation necessary for identification of the
product, additional test data, schem atics, com ponent licenses, and sim ilar.
4.9.4 All attachm ents shall be listed in the List of Attachm ents. The attachm ents m ay be
m erged into one docum ent and renum bered according l y.

An Am endm ent Report can onl y be issued to the original CB Test Report. The Am endm ent shall
state that it is not valid without the orig inal CB Test Report. The orig inal Test Report reference
num ber shall be clearl y identified in the Am endm ent to allow for log ical tracking of product
changes.
Am endm ent Reports to the original CB Test Report can be issued to chang e or include but not
lim ited to the following:
a) applicant nam e/address changes;
b) m anufacturer nam e/address chan ge;
c) factory location nam e/address changes (PAC Decision PAC/1 61 9/DSH);
d) changes in m odel/type desig nation;
e) addition of the sim ilar new m odels/types; - (if none or lim ited testing is required)
f) changes/corrections to electrical rating; - (if none or lim ited testing is required)
g) product m odifications; - (if none or onl y lim ited testing is requ ired)

are lim ited to m axim um three, after which a new CB Test Report (and CB Test Certificate) shal l
be issued. This shall not preclude issuing a new CB Test Reports and Certificates for every
technical m odification, if the NCBs and the Applicant wish to do so.
NOTE 1 : I t is recomm ended, h owever, that for extensive product m odifications requi rin g testing, a new CB Test Report
be issued, even if less than three techn ical m odifications were previ ousl y processed.
NOTE 2: Th e allowed th ree techni cal m odifications are rel ated to the Test Report an d not to th e i ndi vidual m odels
covered by the sam e Report. The restriction to n ot all ow m ore th an th ree techn ical m odificati ons is due to di ffi culties
with review of reports coverin g considerabl e n um ber of chang es when reports are subm itted for Recogn ition.

Engineering judgm ent can be used regarding the issue of a new CB Test Report versus an
Am endm ent Report; however, u pgrading a CB Test Certificate and Report from an old edition of
the standard to a newer edition of the standard requires issuing a new CB Test Certificate and a
new CB Test Report. The appropriate TRF, m atching the new edition or am endm ent of the
applied standard, shall be used. An Am endm ent Report is not allowed in this case.

5. 2. 2 Am endm ent Report due to adm inistrative m odification


Typicall y, Am endm ent Reports address changes as specified in 5. 1 , item s a) , b), c), d) or sim ilar
where no engineering judgm ent about product com pliance is required. There is no lim it on the
num ber of allowed Adm inistrative m odifications.
5. 2. 3 Corrections
Corrections can cover m isprints and typo errors. They are not used to address technical
m odifications to the product or adm inistrative modifications. Once corrections are processed
client/applicant m ay sim pl y replace the affected pages in the original Test Report. (I n order to be
traceable, the corrections shall have the date of correction typed on the corrected page) . There
is no lim it on the num ber of allowed corrections.

5. 5. 2. The inform ation abou t the source of the original test data shall be provided in the section
Summ ary of testing. The date when sam ple was received for construction review shall be
recorded in the Date of receipt of test item field. Additional clarification m ay also be provided in
the General Product I nform ation section.

Part 6 Requ ests for modi fi cati ons to TRFs


6. 1 G en eral
The use of the m ost recent TRF tem plate is com pu lsory for all newl y developed TRFs.
Previousl y prepared TRFs for standards that are frequentl y used by the CB Schem e shall also be
updated using the new tem plate, however; there is no need for an imm ediate update of those
TRFs that are infrequ ently u sed, unless specifically requested by m em bers.
6. 2 M od i fi cati on s req u i red d u e to an u pd ated TRF Tem pl ate
6. 2. 1 Most of tem plate m odifications are adm inistrative in nature and sim ply reflect new CMC
decisions. When the TRF tem plate is m odified, the I ECEE Secretariat shall request the
originators of TRFs to incorporate these m odifications within the specified tim e fram e. I f this is
not practical, the I ECEE Secretariat shall allow non-originators to m ake the updates based on
tem plate chang es (See clause 6.2. 3) . I n either case, the TRFs need to be form all y re-distributed
to m em bers.
NOTE: The u pdates of TRFs m ay also be used by the I ECEE Secretariat to rem ove from the list of TRFs those form s
that are obsolete and no l ong er in use. (See also clause 6. 4).

6. 2. 2 When the orig inator is not able to provide the updated TRF in the tim e fram e requested by
the Secretariat, and there is an urgent need for the updated TRF, another m em ber appointed by
the Secretariat can m ake the updates; however, the process shall be as follows:
- IECEE Secretariat always sends request to the originator after a new tem plate is approved by
the CMC and specifies the tim e fram e for com pletion of the updates.
- If the orig inator is not able to m ake that u pdate, the I ECEE Secretariat follows clause 6.2. 3
and the adm inistrative update path in Annex G.
6. 2. 3 Rules for adm inistrative TRF changes:

- No reim bursem ent for adm inistrative m odifications to the TRFs


- The originator rem ains the sam e, since this is an adm inistrative u pdate only, unless
otherwise agreed with the I ECEE Secretariat
- No technical changes to the TRF allowed when update is based on a new tem plate
- New TRF version (suffix letter) is assigned
- Distribution according to Annex G (all correspondence with a copy to the originator)

6. 3. 1 After a new TRF has been developed, the TRF is published on the I ECEE websi te and

6. 3. 2 The comm ent period is m axim um 6 m onths depending on the com plexity of the TRF an d
based on originators recomm endation. All com m ents are to be sent to the I ECEE Secretariat
using Annex I m odification form .
6. 3. 3 During the com m ent period all m em bers can use the TRF without restrictions; however, all
users shall be prepared to replace the TRF in their system , should the TRF be m odified due to
comm ents received from m em bers and incorporated in the TRF.
6. 3. 4 Following the 6-m onths com m ent period, the originator shall incorporate received
comm ents in the TRF. In case the provided comments cannot be included, the originator inform s
m em bers and provides an explanation. I n case of a disagreem ent, m em bers can appeal to WG 9
and ETF, as appropriate. See flowchart in Annex G for details.

6. 3. 6CB Test Certificates issued in conjunction with Test Reports based on the prelim inary
version of TRFs shall be accepted as equ ivalent to the certificates provided with the final version
of the TRFs.
6. 3. 7The Master TRF date shall be the TRF pu blication date. The publication date will be
different for the TRFs published on the I ECEE website under comm ents and the final version
TRFs. Once the TRF is finalized, the publication date is replaced with the new date, which
designates the final version.
6. 4 R eq u e s t s f o r c o rre c t i o n s t o p u b l i s h e d T R F s

6. 4. 1 When changes are m ade to the Test Report Form s by the orig inator to correct m istakes
which are not related to new editions or am endm ents of the Standard, the originator m aking
corrections m ust provide a copy of the corrected TRF, which inclu des Track Changes. This
m arked up copy should be provided with a clean Test Report Form during the weekl y TRF
distribution by I ECEE Secretariat.
It is the responsibility of the TRF orig inator to keep track of all corrections until the new TRF
version is published.
6. 4. 2 The Test Report Form Num ber stays the sam e until the editions or am endm ents of the
Standard have changed however; the Master TRF date m ust be changed with each correction.

6. 5 S i m p l i f i e d p ro c e d u r e fo r T R F d i s t ri b u t i o n

The sim plified TRF distribution procedure is used when either onl y the adm inistrative changes to
the TRF were m ade or when TRF updates are du e to a sim ple Am endm ent or reissue of the I EC
standard. The m ain difference between the regular and sim plified distribution procedure is th e
need for 6-m onths trail and comm ent period. In case of the sim plified TRF distribution procedure,
the TRF is imm ediately published as the final TRF. The TRF orig inator shall advise the I ECEE
Secretariat whether the sim plified TRF distribution process is applicable. See also Annex G.
6. 6 U pd ates of th e I E CE E l i st o f TR Fs

Onl y TRFs that are based on standard editions currentl y in the scope of the CB Schem e shall
rem ain on the I ECEE list of TRFs.
Old versions of the TRFs shall be identified as archived on the I ECEE Website. Allowing access
to old versions of TRFs is for reference onl y (due to previousl y issued CB Test Reports that m ay
be still valid in som e countries). The archived TRFs shall not be used to generate new Test
Reports.
TRFs shall be m oved to the archives according to the ru le that if there are less than three (3)
m em bers using the old edition of the standard, the I EC standard is no longer operational in the
CB Schem e.

CB test reports shall include photographs of the test sam ple. Photographs are requ ired for
m odified reports onl y when the photographs provided with the original test report are no longer
representative of the product covered by the addendum report. Sufficient photographs shall be
taken to clearl y identify the test sam ple and its com ponents as well as safety relevant desig n
details. The photographs shall be su itable to fulfil also the requirem ents of OD-4002 (PI D) and
shall show the finall y certified sam ple as reference for the factory inspection.
The CB test report shall clearl y identify the product shown in the photographs (m anufacturer,
m odel num ber, type designation, etc.) by either labelling the photographs with the product
identification or inclu ding the product identification in references to the photographs in the text of
the report.
C.2 Specific requirements
The num ber of photographs will depend on the com plexity of the test sam ple. A m inim um num ber
of 2 exterior and 2 interior photog raphs is preferred, where practical.
If printed in a test report, the preferred form at is not m ore than 2 photographs on each page.
The quality of the photographs and prints shall be such that all necessary features can be clearl y
identified.
The photographs m ay include a ruler to show proportion.
Note: Scalin g of dim ensions from photog raphs shoul d n ot be don e.
It is recom m ended that the background is a colour that contrasts with the featu res of the test
sam ple.
It is recom m ended that the cam era be tripod m ounted.
Lighting should be arranged to m inim ise shadows.
Colour photographs are requ ired with a m inim um resolution of 800x600 dpi.

The photographs shall clearl y identify the tested product including the safety critical com ponents
listed in the CB test report.

Amendment 1 Report:
The original Test Report Ref. No. TR-1 2345, dated 201 5 May 1 8 was modified on 201 5 May 28 to include
the following changes and/or additions:
New models added:
The two new Models AP1 39 and AP1 54 are identical to the previous Model AP-1 23, except for minor
variations in the SELV circuitry and markings. After construction review and verification of electrical spacing,
no additional tests were considered necessary.

Amendment 2 Report:

The original Test Report Ref. No. TR-1 2345, dated 201 5 May 1 8 was additionally modified on 201 5 June 26
to include the following changes and/or additions, which were considered technical modifications:
All three models AP1 23, AP1 39 and AP1 54 have changes to electronic com ponents and circuitry.
Due to changes in the com ponent layout, the m odified u nits have reduced size casing.
Additional testing was conducted as reported under Summ ary of testing.
A photo of modified printed wiring board with new component layout was added in this Amendment Report.

Additional pages (a total of x pag es, such as additional test tables for conducted tests,
com ponent table) or pag es from the orig inal Report that are affected by the product
m odifications shall follow pages shown above. A photo-docum entation needs be also attached
to this Am endm ent Report.
NOTE 2: The exam ple shows Am endm ent No. 2 Report issu ed due to the technical m odification to th e product (critical
com ponents were added an d case size chang ed) with lim ited testing. However, the origi nal Test Report was al ready
m odified once by Am endm ent 1 Report, which has been issued because new m odels were added. I n this case, after
engi neeri ng review of the differences and sim ilarities between ori gin all y tested m odel and n ew m odels, no tests were
considered n ecessary. I n the provided exam ple, the history of all chan ges and th e reasons wh y the Am endm ent
Reports h ave been issued i s cl early docum ented. The enti re history of chang es m ay be repeated in each Am endm ent
Report as il l ustrated in th e above exam ple.

Annex H - Distribution of TRFs


The I ECEE Secretariat m aintains a list of com pleted TRFs and TRFs in preparation, which
includes the expected com pletion date.
The assigned TRF Orig inator shall always inform the I ECEE Secretariat on com pletion of the
relevant TRF(s). The com pleted Master TRF(s) shall be sent by e-m ail to the I ECEE
Secretariat in G eneva for distribution.
