IRR 1.0 BACKGROUND

IRR 1.1 The National Federation - Junior Philippine Institute of Accountants

(NFJPIA) is an organization which aims to be an advocate in building the


greater community a better place through leadership empowerment and

by promoting academic excellence. Through its practices towards the


advancement of well-roundedness, the CPA Review Scholarship Grant

called Auxilium: The Federation Scholars will provide a one-time


financial assistance to four (4) students enrolled as Bachelors of Science in

Accountancy with good academic and leadership standing who are


financially challenged and will pursue the CPA licensure. This is in line

with the accomplishment of the socio-civic program of the Federation.

IRR 2.0 OBJECTIVES

IRR 2.1 To extend financial assistance to marginalized but deserving students in

the field of Accounting;

IRR 2.2 To enable students who excel in both academics and leadership succeed in
higher education;

IRR 2.3 To help students with aspirations towards entering the field of Accounting;

and

IRR 2.4 To encourage accounting students to pursue career as Certified Public

Accountants.

IRR 3.0 QUALIFICATIONS

IRR 3.1 The CPA Review Scholarship Grant is open for application to students who

are eligible to take the CPA Board Examination, and are bona-fide
members of the National Federation F.Y. 2017 2018.

IRR 3.2 The applicant must be an ultimate or graduating student of a 4-year or 5-

year Accounting course who will be reviewing for CPA Licensure


Examinations of the year 2018.

IRR 3.3 The applicant must not have any failing grade or any disciplinary cases
inside and outside his/her respective university or college.

IRR 3.4 The applicant must have good leadership standing. This is to be evaluated

based on the applicants submitted requirements.

IRR 4.0 REQUIREMENTS

IRR 4.1 Each applicant must send the following requirements:

IRR 4.1.1 Duly accomplished application form

IRR 4.1.2 Resume using the NFJPIA format (in pdf)

IRR 4.1.3 Certificate of Good Moral Character issued by the


university/college where he/she is currently enrolled

IRR 4.1.4 Certificate of grades or temporary transcript of record

(certified true copy and/or signed by the Dean) ending at


least most two (2) semesters from the current semester

where the applicant last enrolled, with respective grading


scale of the university/college

IRR 4.1.5 Latest certificate of registration from the college/university in


which s/he is enrolled

IRR 4.1.6 One (1) recent 2x2 colored ID picture in corporate attire

IRR 4.1.7 One-page letter of intent to apply for the scholarship grant

addressed to the National Federation.

IRR 4.2 All requirements must be zipped into one file (.zip or .rar) and shall be sent

to auxilium.nfjpia@gmail.com on September 4 29, 2017.

IRR 4.3 The file shall be saved using the following filename format:

<Hub>_<Surname>_<Local Chapter Initials>

Example: Mindanao_Lamorena_NDMU

IRR 4.4 The subject line of the e-mail must follow the format:

Hub <Surname>,<First Name>

Example: Mindanao Lamorena, Reynaldo Jr. D.

IRR 4.5 Only shortlisted applicants will be notified for an interview, through any
means be it virtual or online, whichever is deemed appropriate by the

independent jury appointed by the National Federation.

IRR 4.6 The shortlisted applicants will also undergo an examination (covering all

the CPA Board Examination subjects), to be given by NFJPIA. This


examination will be aided and conducted by the National Vice-Presidents

for Communication, and/or the different Regional Councils.

IRR 5.0 ANNOUNCEMENT OF GRANTEES

IRR 5.1 Four (4) Auxilium grantees, one from each hub (composed of Luzon,
Visayas, Mindanao, & NCR), will be awarded of the CPA Review

Scholarship Grants for the May 2018 Licensure Examinations.

The above-mentioned grant is only applicable to the awarded grantee

and is non-transferable.

IRR 5.2 Auxilium Grantees will be contacted upon finishing all interviews for
shortlisted applicants. They will be notified of the scholarship grant and its

further steps.

IRR 5.3 The names of the Auxilium Grantees will be posted on the official

Facebook page of NFJPIA.

IRR 6.0 ENFORCEMENT OF THE IMPLEMENTING RULES AND


REGULATIONS

IRR 6.1 It shall be the primary duty of the National Vice President for Academics
and the National Executive Officers to effectively enforce the provisions of

this Implementing Rules and Regulations. The Executive Officers also have
the sole right to interpret the contents of this Implementing Rules and

Regulations and their decision will be binding and irrevocable.

IRR 6.2 The National Adviser or his duly designated representative shall act as

legal adviser to the National Vice President for Communications (NCR,


Luzon, Visayas, and Mindanao) and the National Executive Officers and

shall render legal assistance as may be necessary in carrying out the


provisions of this Implementing Rules and Regulations.

IRR 7.0 AMENDMENTS OF REVISIONS

IRR 7.1 The National Executive Officers shall be vested with the exclusive power to

revise and amend the Implementing Rules and Regulations.

IRR 7.2 Any amendments to or revisions to this Implementing Rules and

Regulations may be proposed by any member of any regional council


upon a written request of such member, stating the reasons thereto.

IRR 7.3 Any request for amendments and revisions as well as proposed

amendments must initially be reviewed by the National Vice Presidents for


Academics then to be forwarded to the National Executive Officers for

discussion, editing and final approval and to be noted by the National


Adviser.

IRR 7.4 The National Executive Officers shall have the right to debunk any
proposed revisions and amendments, submitted to them by the National

Vice President for Academics which are deemed unnecessary. The final
decision on any inclusions and exclusions to this Implementing Rules and

Regulations must be determined by a majority vote of all National


Executive Officers in which the Vice Presidents for Academics is included.

IRR 7.5 Amendments to particular provisions in this Implementing Rules and

Regulations shall be allowed provided that such amendments will be


communicated to stakeholders at least two weeks before it could take

effect.

IRR 8.0 SEPARABILITY CLAUSE

IRR 8.1 If any clause, provision, paragraph or part of this Implementing Rules and

Regulations shall be declared unconstitutional or invalid, such judgment


shall not affect, invalidate, or impair any other part hereof, but shall be

merely confined to the clause, provision, paragraph or part directly


involved in the controversy in which such judgment has been rendered.

IRR 9.0 REPEALING CLAUSE

IRR 9.1 Any rule and regulation or resolution or part/s thereof inconsistent with

the provisions of this Implementing Rules and Regulations are hereby


repealed or modified accordingly.

IRR 10.0 EFFECTIVITY

IRR 10.1 This Implementing Rules and Regulations shall take effect immediately

after its presentation and approval from the National Executive Board.
