IRR 1.0 BACKGROUND

The clauses of Section 7 and 8 of the NFJPIA Constitution and By-


Laws state the authorities and duties of the elected National Vice

Presidents for the different hubs.

Section 7. The Vice-President for Communications-NCR shall have


the following authorities and duties, which include the following

aside from those assigned by the Executive Board: a. To act as the


OIC of the Public Relations and Communications Committee; and b.

To perform other duties inherent to the position.

Section 8. The Vice-President for Communications - Luzon/ Visayas/


Mindanao shall have the following authorities and duties, which

include the following aside from those assigned by the Executive


Board:

a. To disseminate information in their respective geographical

jurisdiction; and

b. To perform other duties inherent to the position

However, there is a necessity to establish a communication system


to ensure that information is properly cascaded to the most basic

units of the organization.

IRR 2.0 OBJECTIVES

2.1. To establish a clear and efficient communication system from


the National Federation;

2.2. To protect the image of the National Federation, as well as the


welfare of the Regional councils when it comes to releasing

statements backed by information that is duly recorded and


well disseminated;

2.3. To have an empowered system of communications that


actively involves everyone from the National Executive Board,

Regional Councils and Local Chapters.

IRR 4.0 UNIFORMITY OF NOTICES/ANNOUNCEMENT/MEMOS

The announcements from the National Executive Officers shall be

uniformly prepared by the National Vice Presidents for


Communications. Such announcements shall be reviewed and

verified by the OIC of the Public Relations and Communications


Committee or the National Vice President for Communications.

After which, the National Vice President for Communications

NCR/Luzon/Visayas/Mindanao shall disseminate the information to


their respective geographical hubs.

2. Duties of the National Vice Presidents for Communications


a. Respond to Facebook messages

b. Respond to the queries of the Regional Councils


c. Disseminate information and make sure that the

information goes down to the Local Chapter


level

d. Send a copy of the information disseminated to

the National President and to the National

Secretary-General.

IRR 5.0 COMMUNICATION SYSTEM FOR SPECIAL CASES

A communication line for national events shall be established


through SMS and a post in a closed Facebook group per hub (or

any other effective means of communication) for every national


event. The closed Facebook group shall only include the National

Vice-President for Communications, Regional Council President,


and the Regional Vice-President for Communications.

Key Persons

Academic Activities. The following shall be members of the created


group chat:

a. National Vice President for Academics;


b. Regional Presidents;

c. Regional Vice Presidents for Academics;


d. National Vice Presidents for Communications; and

e. Regional Vice Presidents for Communications

Non-Academic Activities. The following shall be members of the


created group chat:

a. National Vice President for Non-Academics;

d. Regional Vice Presidents for Communications; and

Protests/Awards. The following shall be members of the created

IRR 6.0 ROLES OF NATIONAL/REGIONAL OFFICERS IN THE

COMMUNICATION SYSTEM

a. NATIONAL EXECUTIVE OFFICERS: To give information/specific


tasks of the event to their regional counterpart;

b. NATIONAL VICE PRESIDENT FOR COMMUNICATIONS: To


make a summary of the details of the event; in case of conflict

with the disseminated information, they shall serve as final


arbiter,

c. REGIONAL VICE PRESIDENT FOR COMMUNICATIONS: To


make a summary or minutes of the specifics delegated by the

Project Head of the event; this will be disseminated to the

Regional Council Presidents, in case he/she is not present in the

conduct of the meeting;


d. REGIONAL COUNCIL PRESIDENTS: To be aware of the

specifics of respective events or concerns of the National


Federation;

IRR 7.0 GENERAL CONCERNS


In case of urgent announcements, reminders or other concerns, the

OIC of the concerned Committee (e.g. NVP for Membership for


Membership Matters) shall communicate such to his or her

respective Regional counterpart and to the Regional Council


Presidents; he/she shall send copies to the following:

Secretary General

National Vice President for Communications


(NCR/Luzon/Visayas/Mindanao)

IRR 8.0 ARBITRATION

IRR 8.1 The National Vice Presidents for Communications shall always be
the final arbiters in any conflict, with the expectation of being

unbiased when it comes to arbitrating cases between the National

Executive Officers.

IRR 8.1.1 The OIC of the Implementing Rules and Regulations shall keep their

authority in interpreting their IRRs.

IRR 8.2 The reports of the National Vice Presidents for Communications
and Regional Vice Presidents for Communications shall be

considered the official documents in resolving the issue.

IRR 8.3 In case of an information mismatch, the following reconciliation


shall be made:

a. In the case of NEBM: The Minutes of Meeting of the


Secretary General will be considered the final and irrevocable

statement to be used in resolving the conflict.

b. In the case of online meeting: The Official Group Chat where


the meeting was held shall be considered the final and true

statement to be used in resolving the conflict.

IRR 8.4 Appeals to be made by the regional councils for National Events
should be made (3) days before the Event proper; Appeals made

after shall be resolved by consulting the IRR concerned, otherwise


considered void and without bearing.

IRR 9.0 VIOLATIONS OF THE COMMUNICATION SYSTEM AND
RESPECTIVE SANCTIONS

IRR 9.1 The following are considered as violations of the communication


system:

By-passing the Communication flow;


Disseminating false information;

Falsification of source documents; and


Non-acknowledgment of arbitrary decisions

IRR 9.1.1 Violations that are filed will be sent to the Public Relations and
Communications Committee, if the case involves a Regional Council

or Regional Council Officer.


IRR 9.1.2 Violations that are filed will be sent to the National President, if the

case involves a National Executive Officer.


IRR 9.2 Should any violation be committed; the Public Relations and

Communications Committee (In the case of violators being


Regional Councils and; the National Executive Board (In the case of

violators being National Executive Officers) to apply the following


sanctions:

a. 1st Offense: Warning


b. 2nd Offense: Warning

c. 3rd Offense: A letter of Apology to the Public Relations and


Communications Committee (In the case of violators being Regional

Councils and; the National Executive Board (In the case of violators being

National Executive Officers).

d. 4th Offense: Removal of Voting Power in the next board votation.

IRR 10.0 ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS

IRR 10.1 It shall be the primary duty of the National Vice President for Academics
and the National Executive Officers to effectively enforce the provisions of

this Implementing Rules and Regulations. The National Executive Officers


also has the sole right to interpret the contents of this Implementing Rules

& Regulations. Their decision shall be binding and irrevocable.


IRR 10.2 The National Adviser or his duly designated representative shall act as the

legal adviser to the National Vice President for Academics and the
National Executive Officers and shall render legal assistance as may be

necessary, in carrying out the provisions of this Implementing Rules and


Regulations.

IRR 11.0 AMENDMENTS OR REVISIONS

IRR 11.1 The National Executive Officers shall be vested with the exclusive power to
revise and amend this Implementing Rules and Regulations, both for

purposes of the current & future NCAG.


IRR 11.2 Any amendments to or revisions to this Implementing Rules and

Regulations may be proposed by any member of the Regional Councils


upon a written request, stating the reasons thereto.

IRR 11.3 Any request for amendments and revisions, as well as proposed

amendments, must initially be reviewed by the National Vice President for

Academics then to be forwarded to the National Executive Officers for


discussion, editing, and final approval and to be noted by the National

Adviser.
IRR 11.4 The National Executive Officers shall have the right to debunk any

proposed revisions and amendments, submitted to them by the National


Vice President for Academics, which are deemed unnecessary. The final

decision on any inclusions and exclusions to this Implementing Rules and


Regulations must be determined by a majority vote of all the National

Executive Officers in which the National Vice President for Academics is


included.

IRR 11.5 Amendments to particular provisions in this Implementing Rules and


Regulations shall be allowed provided that such amendments will be

communicated to stakeholders at least two weeks before it could take


effect.

IRR 12.0 SEPARABILITY CLAUSE

IRR 12.1 If any clause, provision, paragraph or part of this Implementing Rules and
Regulations shall be declared unconstitutional or invalid, such judgment

shall not affect, invalidate, or impair any other part hereof, but shall be
merely confined to the clause, provision, paragraph or part directly

involved in the controversy in which such judgment has been rendered.

IRR 13.0 REPEALING CLAUSE
IRR 13.1 Any rule and regulation or resolution or part(s) thereof inconsistent with

the provisions of this Implementing Rules and Regulations are hereby


repealed or modified accordingly.

IRR 14.0 EFFECTIVITY

IRR 14.1 This Implementing Rules and Regulations shall take effect immediately
after its presentation to and approval from the National Executive Board.
