Madam Speaker, through you I would like to assure the honourable member as well as entire

house that the government has taken certain interim measures for providing relief to the flood
victim.
Madam speaker flood is a natural calamity which makes it very difficult to predict its
oncoming and its intensity thus demanding a constant change in the schemes and policies for
such situation.
However coming to the first parts of the question raised by the honourable member that what
measures the government has taken to providing relief to the victim. I would like to inform the
house that the central government in cooperation with the respective state government have
already taken up relief efforts to bring the situation under control. We have already deployed
the army, the three branches of rescue forces namely NDRF, SDRF, and DRF for rescue
operations. Food camps and relief camp have been set up for the people already rescued. In
collaboration with various NGO and FCI and with the help of IAF food packages are being
dropped to the people still stuck in those areas. Cleaned drinking water which is an
indispensable element and which became very scarce during floods are also made available to
the people by set up of low cost water purification techniques. The chief secretary of all the
concerned department and all DMs has been sent to access the situation.
Now coming to the second question as to what measures the government has taken for tackling
the problem of flood in near future.
I would like to inform the house about various schemes the government has decided to taken
up:-
Procurement of motorboats and other necessary accessories like life jackets, Mahajals,
tents, etc.
To improve the response mechanism and tackle the impact of natural disaster
effectively, we have planned to make local people as stakeholder in our all schemes and
we will trained them in rescue operation at primary level.
Numbers of warehouses will be constructed to store the relief and rescue material safe
and utilised it in flood time.
Establishment of Emergency Operation Centre (EOC) in all flood prone areas to carry
out the rescue operation effectively without any interruption or obstruction.
Since the communication system often becomes dysfunctional, procurement and proper
maintenance of communication systems has been taken into account. Satellite phones,
GPS instruments, hand packs, walkie talkies will be procured.
An effective Early Disaster Warning System is to be established.
A plan has been prepared to generate awareness among the masses about the ways and
means of mitigating the risk of disaster.
Flood water disposal system will be improved.
The solar power will be encourage to make communication always available in time of
floods smoothly.
A number of structural measures can be taken up in the state:
Detention Basins: The state area has a number of depressions locally called chaurs
which act as detention basins. These chaurs absorb a considerable amount of water of
the first flood of the season. No man made detention basins or improvements in natural
chaurs has been done.
Embankments: All the rivers have been embanked strongly. The maintenance and
repair of these embankments must be taken into account.
All the river have been connected with canals so that the layer of water during rainy
season would be reduced by making their flow in canals and it will utilised for various
purpose in future.
We are also working of the making of artificial reservoir to reserve the rains water and
used it for irrigation purpose.
