PEKAN POWER STATION BY HZL BUMI ENGINEERING SDN BHD

For your info, this is a Fast Track Project which undertaken by a State Government which is liaising
with the Federal Government to implement the 2 x 660 Ultra Super Critical in the Pekan, Pahang.
Peninsula Malaysia.

A site of 600 Acres and the Right of Way have been approved by the State Government for the
development of the Grid Interconnection into the Peninsula rid System via the 275 KV double circuit
transmission Line.

Pre- feasibility studies ( Paper 1 and 2 ) have been completed , we have also finalised and prepared
the Financial Techno Model as well As The Technical proposal for any interested who wants to
participate in this development of the project: We offer the following:

1. As the Funder / Investor providing the 100 % Investment Loan.

2. As the Funder / Investor as well being the appointed EPCC which is to be agreed by all Parties.
3. As the Funder / Investor cum EPCC and Equity Shareholder up to 60 % which cost about USD 70
MILLION (UNITED STATE DOLLAR SEVENTY MILLION)

Kindly note the above is negotiable. Based on the Financial model our proposed LTR (LEVELIZED TARIFF
CHARGE) is 8.25 USD/ kwr. Our DSCR is 1.65. We are using CV 4600 kcal/kg coal to be imported from
Kalimantan Indonesia. We need to identify all the contractual Parties involved in the development of
the said Plant.

And for any Interested Party to get involved in this Project, preliminary works need to be undertaken
amounting to RM30 MILLION (RINGGIT MALAYSIA THIRTY MILLION) for the procurement of the
Conditional approval from the Malaysia Energy Commission who is the Authorised Entity in Malaysia
for IPP. This is the compulsory preliminary works to be undertaken as required by the EC and the
Statutory Act.

Failure to comply this requirement, the offer is null and void. Kindly note that this project is State and
Federal Government requirement and direct negotiation basis.

The shareholder is as follows:-

PAHANG TECHNOLOGY RESOURCES + HZL BUMI ENGINEERING SDN BHD

(owned by the State Government - 100 %) (owned by DR. Engr. MOHAMD ARIFF OSMAN (PhD))
Equity : 20 % : 80 %

The SPV will be known as PEKAN POWER STATION SDN BHD

Plant : 2 x 660 MW USC Coal fired power plant

Site : 600 Acres + RoW ( Land Acquired )

HZL - 80 % share can be diversified' and the normal PPA in Malaysia is 25 (Twenty Five) years.

its current status.
