Title of the Bill: Computer Science Included in Secondary Education Act

BE IT ENACTED BY THE MORRISON CONGRESS

1 SECTION 1: Findings
2 Congress makes the following findings:
3 1) Job growth increased in the field of IT by 36% (i)
4 2) Only schools offer computer programming, yet, 9/10 parents want their
5 kids to learn computer programming (ii)
6 3) Shortage computer science professionals (iii)
7 4) More than half of high school seniors attend schools that dont offer computer
8 science (iv)

10 SECTION 2: Purpose
11 The purpose of the bill is to promote computer science as a part of the mandatory
12 secondary education.

SECTION 3: General Provisions

Students enrolled in secondary education will have a better understanding of how
15
computers work. Similar concepts as Algebra is mandatory for all students to
16 receive the high school education diploma, computer science should be made
17 mandatory. All public schools are to establish a computer room for students to
18 use. In order for students to have modern education, computers in the computer
19 rooms should be replaced every 10 years. High schoolers are to at least take one
20 year of mandatory computer science class taught by teacher with computer
21 science education qualification. Especially for low income area, there should be
22 extra resources for students to use for free.

24 SECTION 4: Definitions
25 Mandatory: necessary to graduate
26 Public school: federal or state funded schools.
27 Low income area: Defined by the government officials.
