Title of the Bill: Underage Consuming Alcohol Act

BE IT ENACTED BY THE MORRISON CONGRESS

1 SECTION 1: Findings
2 Congress makes the following findings:
3 1) Excessive drinking is responsible for more than 4,300 deaths among
4 underage youth each year, and cost the U.S. $24 billion in economic costs in
5 2010.
6 2) The 2015 Youth Risk Behavior Survey, found that among high school
7 students, during the past 30 days, 20% rode with a driver who had been
8 drinking alcohol.
9 3) An estimated 88,0008 people (approximately 62,000 men and 26,000
10 women) die from alcohol-related causes annually, making alcohol the third
11 leading preventable cause of death in the United States. The first is tobacco,
12 and the second is poor diet and physical inactivity. (2)
4) In 2010, alcohol misuse cost the United States $249.0 billion. (2)

SECTION 2: Purpose

To prevent underage drinking by making the person who supplier responsible.

17 SECTION 3: General Provisions
18 In order to decrease the usage of alcohol by minors, this bill shall make the adults
19 who bought the alcohol for them reliable. Law enforcements have the right to ask
20 the underage alcohol users who they got the alcohol from. As a result in the
21 arrest of the adults who bought the alcohol. Anyone under 21, should not be
22 consuming alcohol. DUI occurs but statically more accidents happen when a
23 minor commits DUI as their skills in perhaps drinking is not as mature as a older
24 adult. By making the supplier reliable, cuts a part of the supply chain off.
