Title of the Bill: Police Training Act

BE IT ENACTED BY THE MORRISON CONGRESS

1 SECTION 1: Findings
2 Congress makes the following findings:
3 1) Police have killed 1,079 people this year in the U.S (1)
4 2) Black people were 26% (279) of those killed despite being only 13% of the
5 population (1)
6 3) In the United States, only a small fraction of the over 17,000 law enforcement
7 agencies actually track officers misconduct reports (2)
8 4) On average, in the United States, a police officer takes the life of a citizen
9 every 7 hours. (2)
10 5) Cops are indicted in less than 1% of killings, but the indictment rate for
11 Citizens is 90%.(3)

13 SECTION 2: Purpose
In order to prevent police brutality, it is important to hold police accountable when
14
police brutality is practiced, provide extra classes and tests in martial arts (eg.
15
judo or jiu-jitsu) as a result police can limit the use of weapons and arrest the
16
suspects alive.

18 SECTION 3: General Provisions
19 Police brutality has been a hot topic for a long time. Many suspects could just been
20 arrested instead of killed. Police should be ordered to take more lessons and feel
21 more confident by arresting the suspects in a strategic and tactical manner, not just
22 by brutality and force. Police should be held accountable when a suspect is killed
23 when they couldve been simply arrest. Trainings will provide the police officers with
24 confidence when the situation becomes hostile but when the suspects have not
25 shown a weapon, police should only be able to use the same level weapon as the
26 suspect. If a police kills a suspect, when they couldve been taken down or just a
27 shot at the leg, then the police should be held responsible for the murder of the
28 suspect.
29 This is the only way to make sure that cops with less confidence can boost their
30 confidence level by trainings but also make the police, who regularly draw their
31 weapons, instead of trying to minimize the casualty hold responsible by their actions.
32 The trainings should be provided for by hiring professional coaches and on a weekly
33 basis set up a scenario in order to provide the police for the simulation of the
34 situations.

37 SECTION 4: Definitions
38 Same level weapon: gun to gun, burton to burton, hand combat to hang combat
39 Police brutality: use for force at unnecessary time.
