Title of the Bill: Highway Speeding Algorithm Act

BE IT ENACTED BY THE MORRISON CONGRESS

1 SECTION 1: Findings
2 Congress makes the following findings:
3 1) As of 2016, 40,000 people died in motor vehicles crashes last year, a
4 6% rise from 2015. If those numbers bear out, it would be a 14%
5 increase in deaths since 2014, the biggest two-year jump in more than
6 five decades. (1)
7 2) An estimated 4.6 million roadway users were injured seriously enough
8
to require medical attention in 2016, and estimated cost to society was
9
$432 billion.(2)

3) The typical car on the road in the U.S. is a record-high 11.5 years old,

12 according to a new IHS Automotive survey. (3)
13 4) The average car on the road is about 11 years old, and the average
14 car is driven about 15,000 miles per year. Multiply those figures
15 together and youve got a fairly average car with something like
16 165,000 miles on it. (4)

18 SECTION 2: Purpose
19 To increase the efficiency of catching speeding cars, all license plates that
20 enter and exit the highways should be logged.

22 SECTION 3: General Provisions
23 Fatal car crash accidents are increasing statistically. There are currently
24 cameras that take pictures when cars pass the speed limit, however, any
25 car can slow down right before the camera. In order to prevent this,
26 everyone who speeds on the highway will be fined using a new system.
27 This system requires all license plates to be scanned when they enter and
28 exit the highway. Depending on the distance and time the driver travelled,
29
the system will calculate an average speed. If the average speed the
30
driver was moving at was faster than the standard speed, this car owner
31

will be fined. This system will fine everyone who speeds passes the
33 average speed limit. One of the benefits of this system is not only to
34 prevent people from speeding, but also increase the revenue of the
35 government from fining people that break the speed limit. This act can
36 ensure that all cars that get on and get off the the highway will be logged
37 and to be able to catch everyone who goes over the speed limit. The fact
38 that all cars are logged but not searched, unless a speeding ticket is filed,
39 means that it does not violate privacy.
