(a). Disabled Persons are those suffering from restriction of different abilities, as
a result of a mental, physical or sensory impairment, to perform an activity in the
manner or within the range considered normal for a human being;
(b). Impairment is any loss, diminution or aberration of psychological, physiological,
or anatomical structure of function;
(c). Disability shall mean
(1) a physical or mental impairment that substantially limits one or more
psychological, physiological or anatomical function of an individual or
activities of such individual;
(2) a record of such an impairment; or
(3) being regarded as having such an impairment;
National Council on Disability Affairs - Disability refers to any restriction or lack of
ability (resulting from impairment) to perform an activity in the manner or within
the range considered normal for a human being. Impairment associated with
disability may be physical, mental, or sensory motor impairment such as
Partial or total blindness
Low vision
Partial or total deafness
Oral defect (deaf-mutes)
Having only 1 hand/no hands
One leg/no legs
mild or severe cerebral palsy
retarded
mentally ill
metal retardation
multiple impairment
2. What is the proof of entitlement for the privileges?
(i) An identification card issued by the city or municipal mayor or the barangay
captain of the place where the PWD resides;
(ii) The passport of the PWD concerned; or
(iii) Transportation discount fare Identification Card (ID) issued by the National
Council for the Welfare of Disabled Persons (NCWDP).
4. Who are those Qualified Individual with a Disability? are they entitle the
same term and condition with other employee?
Persons with disability, if qualified, are entitled to the same terms and
conditions of employment and the same compensation, privileges, benefits, fringe
benefits, incentives or allowances as qualified able-bodied persons.
Qualified Individual with a Disability shall mean an individual with disability
who, with or without reasonable accommodations, can perform the essential
functions of the employment position that such individuals holds or desires.
However, consideration shall be given to the employers judgment as to what
functions of a job are essential, and if an employer has prepared a written
description before advertising or interviewing applicant for the job, this description
shall be considered evidence of the essential functions of the job. (Section 1, Rule 1,

9. Are PWDs entitled for 20% discount on fare on Grab, Uber or even in LRT?
Yes, Sec 1 of R.A. No. 10754 as expanding benefits and privileges provided in
Sec 32 of R.A. No. 7277
At least twenty percent (20%) discount and exemption from the value-added
tax (VAT), if applicable, on the following sale of goods and services for the exclusive
use and enjoyment or availment of the PWD on actual fare for land
transportation travel; which shall apply to actual fare for land transportation
travel such as, but not limited to, public utility buses or jeepneys, taxis, Asian Utility
Vehicles (AUVs), shuttle services, public railways including Light Rail Transit, Metro
Rail Transit and Philippine National Railways and Transportation Network Vehicle
Services (TNVS) such as Grab, Uber and the like.
Provided that person entitled with discount present ID issued by barangay or
password or Transportation discount fare Identification Card (ID) issued by the
National Council for the Welfare of Disabled Persons (NCWDP).
No, Sec 1 of R.A. No. 10754 as expanding benefits and privileges provided in
Sec 32 of R.A. No. 7277 that only fare for domestic air and sea travel; For
promotional fares, the Section on No Double Discounts should apply.
