RATIONALE:

Youth comprised big size of our current population in our community. The Department of Social Welfare and
Development Office is mandated to care, protect, rehabilitate and empower the socially, economically and physically
disadvantaged sectors. Hence the youth welfare of DSWD develop a program of services that will bring into reality there
are new developments concern which have surface, namely: child rights, adolescent, sexuality and health, gender
awareness and environment. This contemporary issues need to be incorporated in the present program for out-of-school
youth and other disadvantaged youth aging 15-24 13-29 years old, single. The Pagasa Youth Association of the
Philippines Federation of different levels serves as a strategy that provides forum to discuss youth issue and concerns
related to their projects and come up with solutions/recommendations addressed to both the youth and other system
involved in program planning and implementation. These services would greatly help our young people to become self,
economically productive and socially responsible.

OBJECTIVES:

To encourage, facilitate and create opportunities for self- expression and attainment of proper attitude and behavior
among the youth for self-fulfillment and social and social awareness

To provide training and for them to be exposed in the social problems that the community is facing.
To engage the youth in various activities that will promote their social and economic development through various
trainings and seminars wherein they will become the new faces of the future.

To strengthen basic social, moral and cultural values, enhance social functioning, develop expandability of the youth for
the betterment of his/her family and community for him/her to be a role model

To maintain a program of collaboration and cooperation with government and non-government organization for the
youth in all sectors and at all levels in the community.

To be able to sustain projects and activities in both barangay and municipal level.

To be able to reorganize/organized young people especially OSY in the barangay and municipal level.

RECOMMENDATION/EVALUATION:
There are increasing issues and problems concerning youth in our community today. To minimize these rising number
there should be continuous and sustainable development programs for them in order to guide them to become
economically productive, self-reliant, and socially responsible. Producing this kind of young people will continue the
vision of our municipality in the future wherein they will become a role model to their co-youth.
