BE IT ENACTED BY THE MORRISON CONGRESS

1 SECTION 1: Findings
2 Congress makes the following findings:

4 1) California has the largest number of illegal immigrants in the United States,
5 with an estimated 2.4 million unauthorized immigrants making up about 6.3
6
7 percent of the states total population.
8 2) 40,000 children between 3 and 17-year-olds are undocumented.

10 3) African American students missed 10% or more of the school year at almost
11 four times the rate of all students. Some suggests that these students may
12
encounter a number of issues that make it hard to go to school, such as
13
14 health, transportation, and family income problems.

4) Truancy rates for students from low-income backgrounds were
16
17 disproportionately higher than for their more affluent peers during the 2013-
18 14 school year.

20 5) About 1 in 5 students were truant in the year 2014.
21 6) Of all students with severe attendance problems, defined as missing 36 days
22
23 or more, about 90% were low-income.
24 7) In California, there are about 2,572,327 people with no high school degree.

26 8) In 2013, 55 percent of students in California public school were low income.

28 SECTION 2: Purpose

30 We plan to have more government spending on creating better, accessible, and
31 higher quality education for all people in America in public institutions. To do this we
32 plan to use government spending on creating more, quality online schools where the
33 cost will be cheaper than private institutions.

38 To ensure no students are discriminated against and limited from learning.
39 To ensure that students of all races are given the quality education they need.
40 To ensure even students from low income families are provided same quality
41 education.
42 To ensure that public institutions are provided with the best education possible.
