Wayne State Club Rugby


RISK MANAGEMENT PLAN:
1. Head Coach/Instructors: Wayne State Club Rugby Team will be have a Head Coach along with
additional volunteer coaches
1. Qualifications for a coach / instructor
Head coach will have to have completed USA Rugbys certification course, including
both the level 100 certification as well as the level 200 coaching certification course to
be listed as an active coach. The coach on top of being certified should assume the
responsibility of developing and improving the skills along with promoting fair
play/conduct of the club rugby team members.
Assistant/volunteer coaches will have to at least be either level 100 certified or in the
process of becoming certified by seasons end. All coaches will need to have CPR
certification as well.

2. SAFETY MEASURES: What steps will the clubs take to provide a safe practice and competition
environment (i.e. pre activity checklists)
1. What is your role with facility inspections during club practice?
Prior to practice or any form of competition the playing field on the campus of Wayne
State University will be walked in order to inspect field conditions. The goalpost
padding will be inspected to ensure there are no dead spots where the padding may
have deteriorated.
2. Will weather ever prevent practice or games? If so who notifies members and other teams?
In the case where rain has flooded the natural grass field on campus to the point where
the risk of injury is elevated, the Head coach will check with athletic department to see
about availability of Tom Adams Field. When situations like these arise, the Head coach
will notify his number #1 assistant coach as well as team captains to notify teammates
through a chain of command. A Wayne State Club Rugby Twitter page will also be
employed for such announcements.
3. Is there any equipment needed to ensure safety?
Goalpost padding will be needed to be attached to the legs of the goalposts to increase
safety of players that come into contact of posts.
Forward players along with players who have a concussion history will be recommended
to wear a scrum caps to protect them when knocking heads during practice and
competition. Scrum caps will be available to all players.
Metal cleats will not be allowed to be worn at any times. Only approved rubber cleats
will be permitted to be worn.

3. SPECIAL RISKS: How will the club address special risks associated with their sport?
1. Address risks associated with the sports
With the dangerous nature of the sport of rugby, there are many risks that are taken
while participating. No matter how proper the form of tackling that is taught, injuries

do and will arise. Probable risks during rugby include muscle strains/contusions,
sprained ankles, concussions, injuries to clavicle, and head/facial injuries.

Where is the nearest AED?


When on outside grass/turf playing fields the nearest AED can be found inside of the
Tom Adams Football Building.
o If access is not available AED can be found inside of Matthaei center

How would you call 911? -Coaches would contact Campus Recreation to notify of situation
before calling 911 for EMT

4. EMERGENCY ACTION PLAN: What is the club emergency action plan for practice, game, travel, and
severe weather emergencies?
For practice during severe weather emergencies practice will be moved to one of the
basketball courts at the Matthaei or the Multipurpose Indoor Facility based on
availability. In these cases practices will become a non-contact practice where
fundamentals and other aspects of the game will be the focus. For both home
competitions as well as away/travel games, the club will refer to Campus Recreation
who reserves the ultimate power to make decision on play during inclement weather
conditions.
1. Response to an accident within practice facility
In terms of an accident during a practice in one of the various indoor facilities on the
Campus of Wayne State University, the team will evacuate the facility to a safe outside
area.
2. Address weather emergencies
Tornado (while traveling and while playing) In the case of a tornado warning
occurring during play teams will report to the basement level of the Matthaei Building
immediately until cleared. Competition will be cancel/postponed depending on pattern
of the storm. During travel for an away competition, drivers for team whether
commercial or personal vehicles will be advised to drive to safe location with the use of
radio/internet/smart phones for weather updates.
Snow Emergency- In the case of a snow emergency, team will first be in accordance with
the University. If the University closes due to snow, all team activities will be postponed
to a later date. If the university remains open the discretion will be left to the Head
Coach who will make the final decision based off of ability of players to get to and from
on-campus athletic facility safely.

5. TRAVEL POLICY: What will be the clubs travel policy?


For travel/away games club team will use allocated funds from fundraising and player
fees to rent two/three extended (10 passenger) vans by commissioning the Universitys
relationship with Enterprise Rental per travel game that will be driven by head coach
and /or assistant/volunteer coaches. Coaches will have to have valid drivers license
with no outstanding driving charges. Coaches are required to provide proof of
insurances, while complete training to operate a 10-passenger vehicle. Team must stay

in accordance with state laws by abiding by the capacity limits of the vehicle. Team will
meet at one location prior to departing for competition in order to load vans for
departure.

When team has to travel for a weekend in addition to being over 350 miles away, team
will rent a single bus from Trinity Transportation of Detroit Motor Coach. Team will stay
in hotel with rooms decided by coach and approved by club sports director. For such
trips, Itineraries will be created and provided to assistant coaches/players after being
first approved by club sports office.

! Before traveling of any distance, a travel roster must be completed and submitted to
club sports office !
6. SUPERVISION: What type of medical supervision or additional safety measures will the club have
for practice and games?
1. Practice Supervision
Certified CPR/AED coaches will be present at all team practices and work-outs
2. Practice Safety Measures
In addition to having a fully stocked first aid kit, a folder will be attached that includes
emergency contact cards of every player as well as injury reports to be filled out
accordingly.
3. Game Supervision
Along with the clubs team coaches who are CPR/AED certified, the officiating officials
of the competition will be able to assist in reasonable cases.
4. Game Safety Measures
Along with a stocked first aid kit, emergency contact cards, and injury reports, coaches
will carry cell phone in order to call 911 in case where EMS is needed. Home club team
will be responsible for supplying water and ice for both hydration purposes along with
responding to possible injury.

7. INCIDENT RESPONSE: What is the clubs response to incidents?


1. Alcohol/Drugs
Definition A person is under the influence of, or in possession of, alcohol or drugs or
alcohol containers/drug paraphernalia is found.
Policy: The Club Rugby team has a zero tolerance policy when it comes to alcohol in an
on-campus setting.
Clubs Response: Incidents will be reported immediately to the Program Coordinator of
Club Sports. Head coach will have decision to remove those who fail to abide by policy.
2. Sexual Harassment or Discriminatory Harassment:
Definition: Conduct that has the purpose of foreseeable effect of unreasonable
interfering with an identifiable individuals work or academic performance or of
creating an intimidating, hostile, or offensive work or learning environment for that
individual.

Policy: The Club Rugby Team will abide by state and federal laws in regards to
harassment situations. Failure to do so will result in case being reported to local law
officials.
Clubs Response: Incidents of harassment will be reported immediately to the Program
Coordinator and will comply fully with law officials.
3. Hazing:
Definition: Generally means any act which endangers the mental or physical health or
safety of a student, for the purpose of initiation, admission into, affiliation with, or as a
condition of continued membership in a group or organization.
Policy: The Club Rugby Team has a zero tolerance policy when it comes to hazing.
Clubs Response: Incidents of Hazing should be reported immediately to the Club Sports
Office. Individuals in question are subject to immediate removal from club

4. Theft or Vandalism
Definition: Taking or damaging someone elses property, without their permission
Policy: Theft or Vandalism of any kind is prohibited by Wayne State Club Rugby Team
Clubs Response: Wil first be attempted to be held internally. Will next be reported to
Club Sports Office, then to local law officials if need be.

8. PERSONAL SAFETY REMINDERS: What are personal safety measures that the clubs membership
will take?
1. Accident and Incident Response
Identify- Identify if there has been accident or injury that has taken place
Evaluate- Evaluate the degree of the accident/injury
Treat- Decide/seek best possible treatment and response to the accident/injury that
has taken place
Implement- Execute plan of action
2. Club Sport Schedule
Give practice and game schedule to a family/friend/roommate
Use buddy system when leaving late night practices/games while on-campus. Notify
teammate when arriving back to housing unit by system set-up by club to ensure
everyone is accounted for when returning home from events.
Navigate in safest possible routes and pay special attention to surroundings.
If need be, find and use 1 of the 176 Blue Light emergency phones that are located
outside around Wayne State Campus
9. FIRST AID KIT: What will constitute an appropriate first aid kit and who will be responsible for its
upkeep and availability?
First aid kit will include all the essentials that are included in a typical first aid kit into
additional pieces that have and emphasis on rugby injuries. This includes dressings on
bandages, variety of bandages for different cuts/lacerations, swabs, waterproof
plasters, skin closure strips, wound cleansing wipes, eyewash, instant ice packs, first aid
scissors, foil heat blanket, gloves for treating, disposable bags, variety of tape,
resuscitation face shield.

Coach and assistant coaches will monitor the upkeep of first aid kit and be responsible
for making sure it is present at all team functions.

10. EQUIPMENT: What are disease prevention measures that the club will take regarding any
equipment or personal items.
Personal Care: Cleaning of personal practice equipment will be the responsibility of each
member.
Club Equipment: Goalpost pads will be wiped down with alcohol wipes by first year
players on a rotational basis. Uniforms will be treated and washed by assistant coaches.
Players will have ability to use University athletic department Sani Sport sanitizing
machine to sanitize their scrum caps on a weekly basis when available.
