In March 2007, the new "sub-region" adopted an allocation methodology. It designated the City/County Association of Government of San Mateo (C/CAG) to facilitate the housing needs allocation process and in 2007 it added a new layer of bureaucracy by creating a Policy Advisory Committee (PAC), comprised of 20 elected city council members, representing all 20 cities of San Mateo County and one County supervisor representing the unincorporated County. San Mateo County is the only county in the Bay Area that took part in the sub-regional allocation process during the last RHNA period.
PAC members met approximately 12 times to negotiate the number of residential units allocated to each city and the unincorporated parts of the county.
