Minutes from December 14, 2006 meeting were approved.

3 Example Methodology Implementation Calculation

• 2007 numbers are derived from 2005-2010 change broken down by straight line.

• Penalized for production?

• Does the unincorporated number in 2007 Projections include spheres of influence numbers?

• Opportunities for changes?

• ABAG methodology comment period ends before Sub-Regional process may be agreed to?

• San Carlos has concern over weighted share.

• Sub-Regional Study Area - includes unincorporated numbers applied to city that has sphere of
influence.
- City spread sheet does not

• Daly City concerned over proposed methodology.


- To be acceptable it will need to look at current jobs/housing balance or perhaps Daly City may
withdraw from Sub-Region.

• Tabulate different options for TAC and distribute prior to next meeting (on methodology).

• Redwood City has concern over water issue.

• Two Factors
• Existing housing.
• Increased job growth.

• Were numbers run on what could be provided versus need?


• Should be a standard format with deadline for responses.
- Including weighting measures acceptable to city.

• Each city should determine the factors that they deem important.

• Recommend that we take some license with breakdowns (now is the time) as per San Carlos.

• Law not specific in relation to affordability category.

• San Mateo County would still keep regional average numbers for affordability.

• Will leave percentages the same and will emphasize the fact that the unincorporated numbers will
remain unincorporated , i.e. → will not go to sphere of influence.

• Friday, January 26, deadline to submit.

• Submit via email to Duane Bay.

• PAC meeting minutes to be distributed to TAC if needed prior to submission.


- Forward PAC agenda to TAC members.

• ABAG report
- Draft methodology for RHNA.

• San Mateo County will receive per capita share.


- All COG’s create projections with fairly similar methods.
- ABAG based on most likely to occur reason for comparison to DOF
- DOF is a more unconstrained forecast.

• February 8th is the next meeting.
