risk of extinction
Critically endangered species or subspecies
that is facing extremely high risk of extinction in the
wild in the immediate future

In 1999, Philippines was identified further as one of 25 global


hotpots* (3rd for threatened birds, 8th for threatened mammals)
On a per unit area basis, the Philippines is the hottest of the hot spots

*HOT SPOT -an area where there is high probability of species extinction.

SPECIFIC GUIDELINES

- All activities shall be authorized by the


Secretary upon proper evaluation of best
available information or scientific data
showing that the activity is not detrimental to
the species or subspecies involved and/or
their habitats (Sec. 6 of the Act)

Collection (Sec 7 & 23):


- appropriate and acceptable wildlife collection
techniques shall be employed
- collection by indigenous people may be allowed for
traditional use and not primarily for trade
-collection of wildlife by IP shall not cover threatened
species
- collection of threatened species shall be allowed only
for scientific or breeding/propagation purposes

Possession (Sec. 8, 26):


no person or entity shall be allowed possession of
wildlife unless such person or entity can prove
financial and technical capability to maintain said
wildlife
persons/entities shall have all threatened species
collected and exotic species imported registered with
the DENR within the set period

SPECIFIC GUIDELINES
Possession, registration (Sec. 8, 26; DAO 2004-58, as
amended):
Possessor shall be issued CWR
After the registration period has lapsed, threatened
wildlife species not registered shall be confiscated in
favor of the government
CWR does not confer holder to collect plants/animals
from the wild or acquire from illegal sources unless
granted a permit
Wildlife acquired from legal sources shall also be
registered anytime, subject to proof of acquisition

Possession, registration (DAO 2004-58, as amended):

After issuance of CWR, no further collection/acquisition


of fauna from the wild or not to purchase, receive from
illegal sources
All progenies bred shall be reported one week after
birth
All disposition and mortalities, including all progenies
shall be reported quarterly
All progenies and parental stock should have marking

CWR holder to submit acquisition report within 15 days


upon acquisition of new stock; production report
within 30 days from the birth/hatching; mortality report
with necropsy report within 30 days from animal death;

Commercial breeding/propagation (Sec. 17):

Subject to WFP
Subject also to WCP (if collection of parental stock is
necessary)
Only progenies and unproductive stock shall be utilized
for trade
For non-Filipino individuals/entities, WFP shall only be
issued if parental stock are either captive-bred or
obtained through importation

Transport (Sec. 10, Rule 10.1):


Local transport of wildlife, by-products or derivatives
collected or acquired in accordance with the Act & its IRR
shall be allowed
Subject to LTP, QVHC or PC

- verification by the CENRO
Section 27. Illegal Acts
A. Killing and destroying wildlife species,
