Written Report in the

Topic: Legal Bases of Guidance Internationally and in Philippines (Part 1)

The guidance program has a broad base upon which all the specialized services of the program
should rest. It is the frame work within which all elements of guidance service are interrelated and
inter independent. The different bases identified in the unit give impetus in the strengthening of the
guidance program in the educational system.

Guidance program is very important in educational system. In my report, I will tackle about the
Legal Bases of Guidance in the Philippines. Where did it start, what is it purpose and Why do the
legislative think that Guidance program is necessary in Educational System.

LEGAL BASES OF GUIDANCE IN THE PHILIPPINES

The legal foundation of guidance in the Philippines has its own beginning in 1951 when the
Joint Congressional Committee on Education, in its report to Congress, stated that:

there should be established in every secondary school a functional guidance and counseling
program to help the students, to guide them in their work in school and at home and to help them solve
their problems

The report of Joint Congressional Committee on Education in the Congress in the year 1951, it
stated that every secondary school needs a guidance and counseling program to help the students, to
guide the students in their work in school and at home and to help the students to solve their program.
So the main purpose of the guidance and counseling program is to help the students, to guide them
and to be there when the student is in trouble.

To give more impact on the role of guidance in the Philippine educational system, section 4 of
Batas Pambansa Blg. 232 or the Education Act of 1982 states that the educational system shall aim to

provide for a broad general education that will assist each individual, in the peculiar ecology of
his own society, to: a) attain his potentials as a human being: b) enhance the range and quality of
individual and group participation in the basic functions of society, and c) acquire the essential
educational foundation of his development into a productive and versatile citizen

In the year 1982 they give more impact on the role of guidance in the Educational system. In
the Batas Pambansa Blg. 232 also known as the Educational Act of 1982, it states that educational
system shall provide for a broad general education that will assist each individual. So one of the
purposes of education is to assist each individual so my interpretation in this is that educational
system or the guidance program shall assist the students, the parents, the school officials and the
community. Just like in my former school, Krus Na Ligas High School, they are helping the community
to eradicate the problem on the illegal drugs by founding a club organization called LINK Club. The
other purpose of education is to attain his potentials as a human being. So from the word Guide, the
purpose of guidance and counseling is to Guide the students in their potentials. To help them know
what they want and how to improve himself as a human being. The third purpose of the guidance and
counseling program is to enhance the range and quality of individual and group participation in the
basic functions of society. For me, it means that an individual need to participate in every basic
function of a society. A simple following of an ordinance is participation on the society. And lastly,
acquire the essential educational foundation of his development into a productive and versatile
citizen for me, it means that the guidance and counseling program is preparing the student not only
for the academic excellence but also for the life after school. Preparing the student for a outside world
and making sure that they will become a productive citizen.

The realizations of these objectives are stipulated under section 3; article XIV of the 1987
Constitution to wit:

All education institution shall indicate patriotism and nationalism, foster love of humanity,
respect for human rights, appreciation of the role of national heroes in the historical development of
the country, teach the rights and duties of citizenship, strengthen ethical and spiritual values, develop
moral character and personal discipline, encourage critical and creative thinking, broaden specific and
technological knowledge and promote vocational efficiency

Article XIV section 3 of 1987 constitution means that all educational institutions shall teach the
students the importance of nationalism and patriotism, the importance of the sacrifices of our heroes
for us to have the freedom that we are enjoying. We should teach the students the rights and duties of
being a citizen of the Philippines and the world.

It can be gleaned upon that the 1987 Constitution enjoins all school to set up an organization to
realize its stipulated objectives. And rightfully, the only office that can effectively discharge the services
needed in order to attain the goals embodied in the constitution is the Guidance office hence, the need
for strengthening the guidance programs of every school.
BASES OF PRESENT GUIDANCE APPROACH

Many early attempts at helping individuals discover their potentialities, analyze their
personalities, or predict their future life experiences were crude and based on superstitions. However,
as life becomes more complex and dynamic more recent guidance practices and approaches are
discovered, paving the way for a more specific methods of helping people find themselves. These
methods are based on research in the natural and social sciences attained to our present condition to
make it more effective and efficient.

In this part of my report, I will tackle the introduction about the bases of present guidance
approach. The types of researches that was made before and how it improved as the time passed by.
