Reorganization of the Philippine Government during the Japanese Occupation

General Masaharu Homma released an order to establish the PHILIPPINE EXECUTIVE COMMISSION that was
headed by JORGE VARGAS.

Philippine Executive Commission established as TEMPORARY CARE TAKER OF THE PHILIPPINES.


- It was the government of Manila and eventually of the whole Philippines.

Central Administrative Organization agencies led by Filipinos that were APPOINTED BY Jorge Vargas and were
approved by the Japanese Empires Commander in chief.

B. Finance by Antonio Delas Alasa
C. Justice Jose P. Laurel
D. Agriculture and Commerce Rafael Alunan
E. Education, Health and Public Welfare by Claro M. Recto
F. Public Works and Communication by Quintin Paredes

FOUNDING OF THE KALIBAPI


- Japan continued to draft a government that would obliterate (demolish) any trace of American Power in the
Philippines.

KALIBABI
Means Kapisanan sa Paglilingkod sa Bagong Pilipinas.
Formed December 4, 1942 and was released to the Public December 8, 1942
Became the PROPAGATOR OF JAPANESE POLICIES in the country.
Had a slogan PHILIPPINES FOR FILIPINOS

Contributions of the KALIBAPI


1. Established a preparatory commission for Philippine Independence.
2. Ratification of the 1943 Constitution
3. Election of the members of the assembly
4. Promotion of FILIPINO as the national language
5. Became an instrument to the appointment of President Jose P. Laurel as the Philippine
president.

PREPARATORY COMMISSION FOR PHILIPPINE INDEPENDENCE


To prove that the Japanese was sincere in giving independence to the Philippines in order to earn the Filipinos
trust, the Japanese thought of appointing a Filipino, who the citizens will obey and believe in. It was offered to
Manuel Roxas at first however he turned it down.
Established June 20, 1943.
Jose P. Laurel became the elected leader of the commission while Benigno Aquino Sr and Ramon Avancea
became vice presidents.
The main DUTY of the PCPI was to DRAFT A CONSTITUTION FOR THE NEW REPUBLIC that will be established.

JOSE P. LAUREL the leader of the Preparatory Commission and became the President
of the Philippines during the Japanese colonization of the country.
