FOREWORD

In line with its commitment to provide at least 200 million USD annually, as made
public by our Honorable President Recep Tayyip ERDOAN, Turkey has donated
456 million to the LDCs in 2015. Indeed, between 2011 and 2015, Turkey has
donated over 1.5 billion USD to the LDCs far exceeding what it has pledged.

The Turkish Cooperation and Coordination Agency (TKA) plays an essential role in the
realization and reporting of Turkeys aid for development. TKA undertakes the role of
coordinating development cooperation efforts between all related public bodies and
institutions, and works diligently with its 56 Program Coordination Offices across 54
countries to more effectively reach out to those in need and to directly supervise projects
and programs under implementation.

With each passing day, the architecture of international development cooperation gets more and
more complex in terms of both the agents involved and practices deployed. At the same time, the
responsibilities and obligations of global agents, especially the developed affluent nations, has been
rising with regard to humanitarian aid due to escalating problems around the world.
In 2015, Turkey, taking full account of its responsibility, reached out to over 150 countries in the spirit
of justice, fairness and truthfulness and lent the helping hand of the Turkish state to those in need
regardless of culture, religion or ethnic background.
Our country, taking strength and inspiration from its civilizational values, has been advocating a
stance that demands global justice for the problems of the contemporary world. In this respect,
Turkeys projects, meant to address real and immediate problems of people around the world, are
praised by the international community.
Recent crises reflect how mainstream models of development aid, being so implemented in narrow
frameworks which tend to be unfair, patronizing and mechanistic have caused existing problems
to become deeper and more chronic rather than ensuring welfare and peace to the people. Turkey,
a fierce opponent of such models, has developed its own unique framework called the Turkish
Development Assistance Model. It incorporates cooperation with the establishment of ties of
affection through concrete projects delivered in Somalia, Iraq, Afghanistan and several other brother
countries in light of principles which prioritize people.
Our country, in rejecting models which reproduce unequal global power structures, offers all its
experience and know-how to brother countries and friendly nations around the world, regardless of
distance, in order to increase their human and institutional capacity, especially in terms of education
and health, through projects in cultural, economic and business realms.
The Fourth UN Conference on Least Developed Countries (LDC-IV) was hosted by Turkey in Istanbul
in 2011. Between 2011 and 2015, Turkey has donated over 1.5 billion USD to the Least Developed
Countries (LDCs) far exceeding the 200 million USD committed annually as made public by our
Honorable President Recep Tayyip ERDOAN. In 2015 alone, this number was 456 million USD .
Unfortunately, the war and humanitarian crisis in Syria, raging since 2011, are still far from being
resolved. Our country has not remained indifferent to the crisis, and has mobilized its resources
to ease the pain of the displaced Syrian people. Syria was the biggest recipient of Turkish Official
Development Assistance (ODA) in 2015, as was the case for the three consecutive years prior.
The Turkish Cooperation and Coordination Agency (TKA) plays an essential role in the realization
and reporting of Turkeys aid for development. TKA undertakes the role of coordinating development
cooperation efforts between all related public bodies and institutions, and works diligently with its 56
Program Coordination Offices across 54 countries to more effectively reach out to those in need and
to directly supervise projects and programs under implementation.
I would like to congratulate all public institutions and bodies, beginning with TKA, for their meaningful
efforts in helping extend the reach of development cooperation projects around the world and to
thank all TKA personnel for the preparation of this years Turkish Development Assistance Report.

PREFACE

Our country has continued to rise as a donor of development assistance with


increasing pace each year. Official Development Assistance (ODA) provided
by Turkey, which was 85 million USD in 2002, has reached 3.919 billion USD
in 2015, representing a forty-five-fold increase.

Turkey ranked as the second largest donor country in the world in 2015 with a total
ODA of 3.2 billion USD. Moreover, Turkey has been declared the most generous
donor country in the world in terms of its GNI/humanitarian aid ratio.

Turkey has been working without any expectations of visibility or reward to deliver development and
humanitarian assistance to those in need throughout the world, while at the same time struggling to
liberate global development assistance from being dominated by pragmatist realpolitik mentalities.
It thus advocates a high-spirited perspective based on global justice.

Despite the departure of formal colonialism, its clear that its repercussions are still at work as
seen in the unfair global relationships and current disequilibrium between developed and developing
nations. That several geographies such as Africa and the Middle East, possessing the most abundant
resources in the world, have been suffering severe humanitarian, political and economic catastrophes,
is not a mere coincidence.

Turkey has been putting into practice a development assistance approach which does not focus solely
on national income levels of countries and does not regard them as underdeveloped as regards to
their low national income, but rather shows respect to their deep-rooted cultures and values and
concentrates on their needs. Turkey defends the right of the just use of local wealth in the host
country for its own people, and regards the opposite as the continuation of exploitation.

Today around 220 million children and youth are deprived of access to education a basic human
right. Over 60 million people live as refugees and over 25,000 people die every day due to starvation
and related conditions. Turkey, despite being only the 18th largest economy in the world, has not
remained silent in the face of these humanitarian crises and has become the most generous country
in terms of humanitarian assistance, whereas several developed nations tend to turn a blind eye to
this burden.

Further, our country has continued to rise as a development assistance donor with increasing pace
each year. Official Development Assistance (ODA) provided by Turkey, which was 85 million USD in

In this regard, public bodies and institutions, as well as Turkish NGOs have continued to work hard to
further advance Turkeys development cooperation efforts in 2015.

As a result of this, Turkey ranked as the second largest donor country in the world in 2015 with a total
ODA of 3.2 billion USD. Moreover, Turkey has been declared the most generous country in the world
in terms of its ratio of GNI to humanitarian aid.

ODA provided by Turkey has increased by 9% in 2015 as compared to the preceding year. This is
well above the average increase of 6.9% in ODA among OECD/DAC member countries. Moreover,
if development assistance provided by DAC members to refugees and asylum seekers in their own
countries is excluded, the rate of increase would descend to 1.7%.

On the occasion of the release of the Turkish Development Assistance Report of 2015, I hereby
congratulate and thank TKA, which undertakes an essential role in the implementation of numerous
development cooperation projects in different sectors and across a wide range of countries; all
related public institutions and bodies along with their personnel; NGOs and their personnel who
strive to reach out to across the world wherever help is needed regardless of distance; private sector
representatives who support us in our efforts to maintain development cooperation and humanitarian
assistance efforts; and last but not least, the TKA Strategy Development Department which has
worked diligently to collect our countrys development and humanitarian assistance data and prepare
this years report.

In 2015, Turkey, with an aid amounting to 3.2 billion USD, ranked
second in the world for the provision of humanitarian aid, and
earned the title of The Most Generous Donor country in the light
of its GNI to humanitarian aid ratio of 0.37%.

Turkeys Development Assistance


Examining Turkeys distribution of total development aid over the years reveals a record breaking thirty-four-fold increase
from 2002 when this amount was just 144 million USD to 2015 during which this number reached a sum of 5.105 billion USD.
To break this down further, Turkeys ODA has increased an impressive 45 times from 85 million USD in 2002 to 3.919 billion
USD in 2015.

The most important component of total development assistance is Official Development Assistance (ODA). This figure is used
as a benchmark for international monitoring and evaluation. Turkeys ODA has increased 9% from 3.591 billion USD in 2014
to 3.919 billion USD in 2015.

The United Nations Conference on Least Developed Countries (LDCs) is held every ten years. The Fourth United Nations
Conference on LDCs was hosted by our country in Istanbul in 2011. We have exceeded our commitment to provide at least
200 million USD annually to the LDCs as pledged by our President, His Excellency Recep Tayyip ERDOGAN, with a total of 2.45
billion USD distributed between 2008 and 2015, and of which 456 million USD was provided in 2015 alone.

Turkey drills water wells in water-scarce countries with a particular focus on Africa and the Middle East

Water is among the most fundamental needs for human survival. Global
warming, pollution of resources, unplanned growth and diminishing water
sources makes it harder to access tap and potable water. Our country, which
built some of the largest dams in the world and connected continents with water
channels, emerges as a hope for African nations suffering from a lack of water.

The 2015 earthquake in Nepal, one of the poorest countries in Asia, had catastrophic
consequences given a combination of factors including landslides, bad weather, and inadequate
infrastructure.
As a result of the earthquake, 8,000 people died while 19,000 others were injured. According
to UN data, more than 8 million inhabitants were affected by the earthquakes in the affected
regions, and about 70,000 homes were destroyed.
The cost of reconstruction of the destroyed buildings has been estimated to be about 5 billion
USD. Against this background, various humanitarian aid activities have been carried out by
relevant institutions and organizations in Turkey for the relief of those affected in Nepal.

In Kathmandu, a dermatome device and a baby
incubator were donated to a hospital. Four truck-loads
of humanitarian aid were also distributed among 1,300
families in the Nuwakot earthquake zone, and two
other affected villages. In addition, 800 school bags and
stationery materials were distributed to students.

Under the coordination of AFAD, search and rescue and
humanitarian operations were carried out by the Turkish
team which consisted of 81 people, including 10 from the
Ministry of Health National Medical Rescue Squads (UMKE),
40 from Red Crescent, and an additional 31 personnel from
Turkish NGOs.

Turkey is one of 22 countries that sent search and rescue


teams to Nepal following the earthquake.
To help mitigate the consequences of the earthquake,
16 tons of humanitarian aid material including packages
consisting of food, medicine, and hygiene and other medical
