have withdrawn since the material was compiled,
and not every candidate listed will appear on every ballot.
PLEASE NOTE: Candidates’ answers in this Guide appear as submitted. If
answers exceeded the specified word limitation, additional words were cut
from the end of the candidate’s statement. In keeping with the League of
Women Voters policy, this material is presented by the candidates. Thus, some
misspellings and typing errors may occur.

FACTS FOR PRIMARY ELECTION VOTERS
Voters registered as Democrats may vote only for Democratic candidates.
Voters registered as Republicans may vote only for Republican candidates. You
may check off your choice of candidates on this Voters’ Guide and take it into
your polling place.
IMPORTANT: This year nonpartisan Board of Education candidates are
running to represent Councilmanic Districts A, B, and D. EVERY registered
voter in these districts is eligible to vote for the candidate of his/her choice. The
two top vote getters in each district will face each other in the General Election.
Districts C, E, and F will elect their Board members beginning in 2014.
Sample ballots will be posted at polling places.
EARLY VOTING: Early voting will take place from Friday, September 3, 2010 to
Thursday, September 9, 2010 at the Bel Air Library, 100 Pennsylvania Avenue,
Bel Air (closed Sunday, September 5). Poll is open from 10 a.m. to 8 p.m.
Transportation to the poll will be provided by Harford Transportation Link.

ABSENTEE VOTING: Any registered voter may apply for an absentee ballot by
requesting an Absentee Ballot Application from the local Board of Elections
web site listed below or from www.elections.state.md.us/voting/absentee.html.
The request for the absentee ballot must be received by 8 p.m. on Tuesday,
September 7 if the request is mailed. If faxed, the application is due by 11:59
p.m. on September 7. Return the completed, signed application. An absentee

PROVISIONAL BALLOT: A provisional ballot
must be issued to the voter if the voter’s name is not on the polling place
register; if the voter moved from the address listed on the polling place register
more than 21 days before the Primary Election; if the voter is required to show
identification and does not have it; if the register indicates that the voter was
issued an absentee ballot or has already voted. The determination as to whether
to count the provisional ballot is made after Election Day.
Voters are not obligated to answer questions about how they voted. You may

will not be repeated in the General Election Guide.

OFFICES
Governor/Lt. Governor
Vote for one pair
The Governor is the chief executive officer of
the state of Maryland and appoints the heads of
statewide departments and judges to the state courts.
The Governor also makes other appointments as
provided by the Maryland Constitution or by law
and proposes the annual operating and capital
budgets to the legislature. The Governor may veto
legislation passed by the legislature.
SALARY: $150,000.
TERM: Four years, limit of two consecutive terms.
HOW ELECTED: Elected statewide as a team with
the Lt. Governor.
The Lieutenant Governor assists the Governor
and is elected jointly on a ballot with the
gubernatorial candidate. The Lieutenant Governor
fills the office of Governor in case of death,
resignation, or disability and carries out specific
duties assigned by the Governor.
SALARY: $125,000.

RUNNING MATE’S QUALIFICATIONS: Class
President and Valedictorian Great Mills High School,
MD. University of Maryland 3 masters degrees in
Computer Science, Psychology and in Advanced

ENERGY: To increase the use of nuclear power and
wind power generation and decrease petroleum fuel
usage. We could try to start getting our Maryland
petroleum fuels from other American States.
EDUCATION: I would be open to new ideas and
new strategies. The State could allocate resources by
the individual Counties criteria. We can gain school
funding by the reforms for the Child Support and
Custody laws and by releasing such non violent
prisoners throughout Maryland.
ECONOMY: Maryland economy is already
stimulated a plenty, and the latest reports show
Baltimore as the #15 in ranking of American cities
which is well placed for our largest city. So we could
create new legislation requiring employers to hire
more and to lay off less as that is the bottom line.

QUALIFICATIONS: I’m a political science teacher
involved in a movement to end corruption in
Maryland politics and replace it with ETHICS.
Ethical politicians shouldn’t deal with corrupt
lobbyists and shouldn’t accept campaign
contributions because they’re disguised bribes. I’ll
serve free, one term only.
RUNNING MATE’S QUALIFICATIONS: My running
mate has been a teacher and library media specialist
since 1966. Her ethics and principles are the same as
mine.
ENERGY: We must encourage our corporations to
explore new energy resources throughout the U.S.
This means more government cooperation and less
government interference. We have to stop being
prisoners of the Middle East dictatorships and
become energy independent.
EDUCATION: The best thing that government can
do (whether it’s federal, state, local) is let parents
or guardians assume major responsibility for their
children’s education. The less interference from
government, the better off we’ll be. What we need is
moral leadership, not government interference.
ECONOMY: The General Assembly should butt
out and go on vacation for the next 3 years. Let
private enterprise take its natural course.

QUALIFICATIONS: Martin O’Malley is a fearless,
intelligent public servant who always puts people
before politics. As Governor, Martin O’Malley has
a proven record of delivering results for our small
businesses and families. And with him in office, we
will Move Maryland forward.
RUNNING MATE’S QUALIFICATIONS: Anthony
Brown has a distinguished career in public service.
After serving our country as an army Colonel, he
was elected to the state house and served as House
Majority Whip. Now, Anthony is the highest
ranking elected official in the nation ever to have
served a tour of duty in Iraq.
ENERGY: To move forward, we must conserve our
existing resources while investing in alternative energy.
That’s why I set a goal for energy savings of 15% by
2015, implemented a tax exemption for residential
solar installations and asked the federal government
to remove barriers to off-shore wind production.
EDUCATION: Education is key to moving us
forward and that’s why my administration has
fully funded Thornton, investing $5.7 billion this
year alone and a record $1.3 billion for school
construction. We need to build on this progress with
smart investments and reforms to keep our schools
ranked #1 in the nation.
ECONOMY: Our focus is on creating, saving
and maintaining jobs. With strategic tax cuts for
small businesses, public-private partnerships and
investments in the new economy, we will emerge
from the national recession faster than most states.
But we must continue to move forward by investing
to create jobs.

QUALIFICATIONS: I led Maryland out of a
recession and a budget deficit once and I will do it
again. I have 3 simple priorities: more jobs, lower
taxes, and less spending. As a state lawmaker, U.S.
Congressman, and Governor, I have always believed
in being honest with the citizens I serve.
RUNNING MATE’S QUALIFICATIONS: Mary Kane
is a working mother, a small business advocate, and
a former prosecutor. As the daughter of immigrants,
she has a unique understanding of the unlimited
possibilities available to families if government
serves the interests of the people.
ENERGY: I have three goals. First, ensure that
energy supplies are affordable and reliable. Second,
diversify energy supplies so that we are less dependent
on foreign oil. Third, enact policies that encourage
local energy companies to create jobs, including in
our wind, solar, and nuclear energy sectors.
EDUCATION: As Governor, I increased public
school funds by a record $1.4 billion. As a result,
high school AP scores were 2nd best in the U.S.
and the achievement gap continued to close among
African-American and Hispanic students, and
students living in poverty. I will continue fully
funding public schools.
ECONOMY: I will treat small businesses as a
source of new jobs, not a source of new taxes. I
will repeal my opponent’s 20% sales tax hike, which
hurts low and middle income families. I will improve
Maryland’s business climate, which currently ranks
45th in the nation, according to the Tax Foundation.

the state, responsible for collecting, managing and
planning for revenue to support the state budget.
The Comptroller collects and administers the

corporate), retail sales and use taxes; motor vehicle
fuel tax, road tax on motor carriers; state tobacco
tax, Maryland estate tax and excise taxes on beer,
wine and liquor. The Comptroller serves on the
Board of Public Works along with the Governor
and the state Treasurer, who is appointed by the
General Assembly.

MARYLAND GENERAL
ASSEMBLY
DUTIES: State Senators share responsibility with
Delegates for enactment of the State’s laws as
provided for in the Constitution of the State of
Maryland.
SALARY: $43,500 annual base (This is the current
salary. A proposal by the Governor’s Salary
Commission to raise the salary in 2013 and 2014 was
rejected by the legislature in 2010)
TERM: Four years, no term limit.
HOW ELECTED: The State of Maryland is divided
into 47 legislative districts that are redrawn every ten
years after each census. Each district elects one State
Senator. Some districts are further divided into three
sub districts (A, B, C). Each sub district elects one
member to the House of Delegates, and each district
elects three delegates in all, for a state total of 141
Delegates.

TRANSPORTATION: Continue the funding of
BRAC (Base Closure and Realignment) at Aberdeen
Proving Grounds. When completed in 2011, it
is estimated that there will be 10,000 personnel
transferred to APG and 40,000 jobs created. This
program is very important to the Harford County
area.
BUSINESS TAXES: Yes. Additional tax credits
are necessary for small businesses to help them to
survive. Currently the large mega stores are eating
many up of them. The small businessmen and
women helped build our communities.

business to this State. We can’t make any changes
until we get the State’s budget in balance and
reduced to allow for these changes. When budget is
in check, I support lowering sales tax back to 5% &
corporate taxes.

reduced. We have put MD at a disadvantage and

sales tax, reduce the corporation tax and revisit the
unemployment insurance tax. Our increased tax
burden is taking dollars that otherwise could go for
employee payroll.

of the Bargaining Committee of UAW Local 239,
I’ve worked very hard at building the working
Allison Transmission plant in White Marsh. I’ve also
assisted with negotiations that led to 200 new jobs at
the Allison plant.
PRIORITIES: My priorties will focus on creating
new jobs that enable families to earn a comfortable
living. I believe in improving our educational system
for students and educators. I’m also driven toward
utilizing the wisdom and experience of our senior
citizens.
TRANSPORTATION: I believe we should have more
hybrid transportation in service, as funding affords.
BUSINESS TAXES: Yes, Maryland still needs to
become more business friendly. I will accomplish this
by advocating a more “tax friendly” environment for
businesses.

PRIORITIES: In addition to the ones below: I will
fight against layoffs of education and public safety
employees and to protect their pensions, while taking

private sector must work together to get us on track.
TRANSPORTATION: I ride the MARC train to work
each day and believe O’Malley is on the right track.
Along with the GBC and the Greater Wash. Board
of Trade, I agree we need to expand and improve our
rail system as a large part of a comprehensive transit
system. We may need to incentivize with tax credits
for riders.
BUSINESS TAXES: No one wants to increase taxes,
but no one wants to layoff police or teachers either.
So we need to carefully review if there are unfair
loopholes that can be closed so that everyone pays
a fair share. We may need to index some fees to
inflation, which could also avoid a tax increase.

TRANSPORTATION: We require safe, efficient mass

efficient, consumer friendly systems are self-funding.

require outside funding, they are self-sustaining.
BUSINESS TAXES: We must return the corporate
income tax rate to a more competitive 7% and
decrease the state sales tax to 5%. We are not
competitive at these current rates. We are driving
businesses from our state and with them, jobs.

rating near the top in education. Adequate,
accessible, affordable, health care. Incentives for

jobs. Immigrants should be documented, be here

TRANSPORTATION: Transportation needs are to
address our congested highways in some cases with
additional lanes and overpasses. We should practice
Smart Growth measures to cut back on sprawl.
Mass transit services should be expanded and made
more efficient, i.e., MARC. Funds provided by tolls

BUSINESS TAXES: When it comes to business
taxes corporations should pay their fair share. I do
support “combined reporting”. Some corporations
are based outside of Maryland and do the majority
of their work here. True they create jobs but they
also put a burden on our infrastructure which we
pay for with our taxes.

appreciate our heritage and history. As a father
of 3 young children, I know that our protecting
our future requires action now. I have a personal

PRIORITIES: The legislative priorities for the next
General Assembly must be focused on improving
Maryland’s economy and aggressively supporting

deteriorating roads and bridges, and unfulfilled rail

return highly skilled patrol deputies back to what

experience concerning the difficulties facing public
education. My previous career in the Baltimore
Police Department, including supervisory, unit

responsibilities of a school board member.
PRIORITIES: The top priority would be to address
the continuing issues facing children in our schools,
improving test scores, better school facilities, and
hiring and retaining the best classroom teachers
available. This is best accomplished by involving all
stakeholders working together to meet our common
goal of providing a quality education.
REDISTRICTING: The public and parents in
particular should be involved. School boundaries are
a major factor when deciding where to live. On such
critical decisions all stakeholders must have a place
at the table. Having a voice does not guarantee all
parties will be satisfied but all need to be heard.

customers and must be involved in the redistricting
process from start to finish. Building occupancy
rates and transportation are important variables.

BACKGROUND: I am a lifelong resident of
Harford County. I am also a graduate of the
Harford County Public School system who
overcame a severe learning disability. I will use my
experiences to ensure that the students currently
enrolled have the same educational opportunities as
I had.
PRIORITIES: My priority is making sure that
the teachers in Harford County are given all the
resources that they need in order to be able to teach
effectively. Being a teacher is a more-than-full time
job and we should be thinking how we can help
Harford County Public School teachers.
REDISTRICTING: I believe the public should
have full access to the redistricting process. I
believe parents should have a say in where their
children attend school. I also believe the Board of
Education should use any means to ensure that the
public is made aware of the process and encourage
participation.

PRIORITIES: Each school to be staffed by highly
qualified teachers (HQT) and administrators
providing academic excellence. Review HCPS
layered organizational structure. Provide greater
transparency of school operations to county
residents. Implement priorities by review of current
policies/operations through interviews, education
and decision analysis.

allowed to participate in the process. Their concerns
and input will be considered, but the final decision

PRIORITIES: The Board needs to listen, actively
seek advice and input from parents and teachers,
determine best fund use, and require thorough
answers to concerns before making decisions. I will
ask the difficult questions. I know what works and
what doesn’t work in the education of our children. I
have the experience.
REDISTRICTING: Parents and the public should
be encouraged to submit their own ideas, concerns
and plans for solutions to the problem before any
decision is made. If the Board listens and carefully
considers these ideas before coming to a conclusion,
the resulting plan should be as fair and equitable as
possible.
