A. LEGALBASES

Section 397-(b) of Republic Act No. 7160 or the Local Covernment Code of 1991, mandates
that "the barangay assembly shall meet at least twice a year to hear and disruss the
semestral report of the barangay concerning its activities and finances as well as problems
affecti ng the barangay."

Proclamation No. 250, dated 30 $eptember 2011 declares the last Saturday of March and
the second Sunday ofOctober as Barangay Assembly Days.

B. PURPOSE

This Memorandum Circular provides guidance to the barangays on the activities to be

undertaken before, during and after the barangay assembly day. Further, it enjoins all LCEs
and directs rhe DILC Field Officers to ensure compliance and maximum participation of all
barangays in their areas ofjurisdiction.

C. BARANGAY ASSEMBLY DAY PROPER

The Barang'ay Assembly Day for the Second Semester of CY 2017 is set on October 8,2AL7,
with the theme "{Vaglrakaisang Bamngay: Lakas ng Kompanya Konara sa lligal na
Drogq Krimen at Katiwalian Makiisa! Makilahok! Makialam!'

On the assembly day, every barangay is eajoined to undertake the following activities:

1. Deliver the State of Barangay Address {S0BA), with emphasis on: {a) Accomplishments
for the 1st Semester ofCY 2017; (b) Financial Report for the 1st Semester ofCY 201?,
including the utilization ofthe Sangguniang Kabataan Funds for FY 201-7; {3) tJpdates on
CY 2017 programs and proiects.

2. Discuss barangay compliance on national laws and issuances such as:

 2. DILG Field Offices

All DILG Regional Direcrcrs and the ARMM Regional covernor are directed to:

a) Advwate tbe conduct of barangay assembly by displaying streamers in strategir

locations r.vithin their oflices premises, and at}er activities that would generare
in[erest amcng the general public to attend the assembly;

b) Provide the concerned local chief exefftives particularly the Punong Barangay wi[h
a copy of Barangay Assembly tarpaulint design and the suggested Programrne of
Activities?;

cl Ensure compliance thereof by the local government units {LCUsJ within their
respective iurisdictians;

dl Be available for television and radia Buestings and print interviews to discuss the
conduct of barangay assernbly;

e) Identifu one il) barangay in your jurisdiction preferably showcasing the following:
{1) ftevitalized BADAC particular}y with Cpmmittees or Oprations and Advocacy
and BADAC Auxiliary Team; {?J MASA MASID Team; i3l Allocated a subsranfial
porfion ofbarangay's annual budget for anti-illegal drugs programs, projects and
activities; {4) Organized house clusters (5J Established Rehabilitation Referral Desk
with designated Duty 0fficer and [6J Not included in the Jist of drug affected
barangays of PDE&

The name of the showcase barangay shall be submi*ed not later than Septeqber
