STATEMENT OF WORK AND TERMS OF REFERENCE
Media production company/organization to lead a fresh and dynamic approach which will
include the development, marketing and distribution of a feature length movie aimed to
entertain audiences; documentary, videos and multimedia content; short radio skits and 3
TV/Video spots; jingles for Northern audience; and develop messages for current and
emerging social media platforms.
The UNICEF Nigeria Country Office works to protect and uphold the rights of children in
Nigeria, focusing on reaching the most marginalised children and women. This initiative will
be led by the Abuja-based Communication for Development and WASH Sections, working
closely with colleagues in the Zonal and field offices in the six states of of Bauchi, Katsina,
Kaduna, Benue, Jigawa and Zamfara.
2. BACKGROUND INFORMATION
Globally Nigeria ranks fourth among countries in terms of people practicing open
defecation (UNICEF/WHO JMP Report 2013). The country has over 11 million stunted
children (Nigeria Demographic and Health Survey (Nigeria: 2013), only 50.3% of children in
Nigeria are immunized and just about 30% of the under-5 population is registered (NDHS,
2013). As a consequence, Nigeria is among the 5 countries that contribute half of the
global under-5 deaths (UNICEF 2014). Improving WASH services contributes significantly to
realizing the child’s right to survival and development. It is expected that a greater impact
on child survival can be achieved by integrating WASH interventions with services like
immunization, ante-natal care, malaria control, nutrition and birth registration.
Poor and improper water, sanitation and hygiene have a complementary and
interdependent causal relationship. The impact of poor sanitation and hygiene falls
disproportionately on children, women and other vulnerable groups. Each year, 194,400
children under the age of five die in Nigeria due to diarrheal diseases. As part of its
contribution, UNICEF recognizes the need to raise awareness and sensitize the majority of
the population including decision makers, social mobilizers and primary participants
(especially mothers and care-givers) on the importance of good hygiene practices in saving
lives.
UNICEF-Nigeria WASH program is one of the largest development programs for UNICEF
globally (UNICEF Annual Report 2013). It currently intervenes in 22,000 communities
spread across 70 Local Government Areas (LGA) in 21 states (out of 36) covering the six
geographical zones. The Sanitation, Hygiene and Water Supply in Nigeria (SHAWN) is an
integral component of UNICEF WASH interventions in Nigeria and has provided an opening
for child survival and other development interventions in these communities.
SHAWN II aims to create access to and use of improved sanitation and water supply in 70
Local Government Areas in six states - Bauchi, Katsina, Kaduna, Benue, Jigawa and Zamfara
states in northern Nigeria. SHAWN II with a time frame of 2014 - 2018 is implemented by
UNICEF and the Federal Government of Nigeria with funding of GBP 92.6 Million from the
UK Department for International Development (DFID). The key Partners are the Federal
Ministry of Water Resources, National Planning Commission, Federal Ministry of
Environment at the national level, the State Rural Water Supply & Sanitation Agencies and
Local Government Authorities (LGA). Other partners include the State Ministries of Water
Resources, the State Planning Commission and NGOs.
This assignment is part of efforts to promote SHAWN community led total sanitation in
Nigeria for northern and southern audiences. The assignment is to
a. Develop appropriate script for a short documentary and short format jingles for
promotion of community led total sanitation;
b. Develop appropriate scripts for radio skits and TV video spots on Sanitation
Marketing and benefits of Smart Toilets
c. Produce the documentary and short format jingles with a cast of popular actors and
celebrities within the Nigerian movies industry;
d. Promote, and distribute the documentary and short format jingles for the purposes
of raising awareness about open defecation.
The assignment will cover the development of scripts followed by the field production with
cast and crew of a short documentary and three (3) short format jingles (skits) for
northern and southern audiences in Hausa for Northern audiences and six in English. A
strong promotion and distribution plan will accompany the production.
4. SCOPE OF WORK

Under the supervision of Communication for Development Specialist and WASH Specialist
based in UNICEF Abuja and in collaboration with Federal Ministry of Water Resources and
partners under SHAWN project, the innovative film production company/organization (the
vendor) will be responsible for the following tasks for the 3 months duration of this project;
● Training
Provide training to:
i. Kannywood writers, directors, producers and actors in conveying
(WASH/SHAWN II) messages through entertainment;
ii. Celebrities to serve as spokespeople for raising awareness on importance
WASH/SHAWN good practices and to sustain long term engagement for
behavior change (online and offline) in the region
● Design
-Collaborate with UNICEF to identify relevant story-lines based on WASH/SHAWN II barriers
to be addressed, C4D plans, targeted WASH/SHAWN II messaging.
● Production
-Produce feature length documentary, videos and multimedia content including images and
design assets for distribution on multiple platforms (as detailed below)
-Produce 5 short radio skits and 3 TV/Video spots for promotional purposes of SanMark and
Smart Toilets
-Produce 03 jingles for the WASH campaign (all 03 for a Northern audience)
-Casting of additional women characters to role model and carry SHAWN II messaging
-Crafting of compelling SHAWN II focused storylines
-Oversee all elements of Production, including:
Creation of Creative Plan.
Note that creative plan report will be submitted while other components will also be
documented during implementation.
● Implementation
Oversee distribution of WASH content via conventional distribution of TV
Broadcast, DVD release to ensure broad reach
These are key measurable components especially the Association of Free downloaders,
viewing centres and online platforms that would be created for the distribution. TV stations
airing will be key platforms that can be monitored.
● Mobilization
Launch interactive social media engagement campaign
Host live screening events with key Kannywood/Nollywood celebrities to echo and amplify
SHAWN II messages in content
5. UNICEF RESPONSIBILITIES
The Vendor will work under the direct supervision of the Communication for Development
Manager, UNICEF Abuja, with support from the WASH Specialist, in the WASH Section. The
assignment is being conducted in collaboration with Federal Ministry of Water Resources
and partners under SHAWN project. The team will supervise, guide, monitor and, where
appropriate, support the planning, implementation, monitoring and documentation of this
initiative.
The main products will be the Digital short format documentaries (10 copies), 3 jingles
series on SHAWN II with distribution plan to over 17,000 download agents, in over 10,000
viewing centers, television broadcast on over 10 channels, and broadcast online via Iroko TV,
YouTube, Facebook and additional relevant websites. The distribution will provide a clear
picture of the key pictures and their distribution. The essence is to create a positive social
environment for SHAWN/WASH related issues through the movie industry
(Nollywood/Kannywood).
The idea is to harness local talent to produce a feature length documentary and 3 short
format jingles on SHAWN II related issues. The organization should have a proven record in
relevant production in Nigeria. The programme is NOT looking for an event management or
media placement/advertising agency or an NGO to produce this type of product.
LANGUANGE COMPETENCIES:
Fluency in English is required and ability to lead in translation of developed materials in
major local languages spoken in the geopolitical zones desirable.
8. DURATION:
Support will be required for a period of approximately three months after signing the
contract. Estimated time of the innovative film production company/organization and
deadline for submission of end product: 6 Months: October to February 2018.

The technical proposal should address all aspects and criteria outlined in this Request for
Proposal.
b. Price Proposal
The price should be broken down for each component of the proposed work, based on an
explicitly stated estimate of time allocation.
The total number of points allocated for the price component is 30. The maximum number
of points will be allotted to the lowest price proposal that is opened and compared among
those invited firms/institutions which obtain the threshold points in the evaluation of the
technical component. All other price proposals will receive points in inverse proportion to
the lowest price; e.g.:
The price proposal should provide a cost breakdown against the deliverables described in
Section 6.
*Travel
Please note, any necessary travel to or within Nigeria will be decided based on agreements
with UNICEF and contractor. For agreed country visits, the contractor will be responsible in
administering its own travel. Travel expenses will be reimbursed separately upon
presentation of receipts based on actual cost or as per UN rates
(http://icsc.un.org/rootindex.asp), whichever is lower.
Travel expenses shall be calculated based on economy class travel, regardless of the length
of travel and ii) costs for accommodation, meals and incidentals shall not exceed applicable
daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service
Commission (ICSC).
Number of travelers, duration, dates and locations of travel will be agreed upon by UNICEF
and the contractor prior to being arranged, undertaken and expensed.
Any variation in reimbursable travel should be authorized in writing by UNICEF through the
Contract Manager.
**Payment Provisions
UNICEF's policy is to pay for the performance of contractual services rendered or to effect
payment upon the achievement of specific milestones described in the contract. UNICEF's
policy is not to grant advance payments except in unusual situations where the potential
contractor, whether a private firm, NGO or a government or other entity, specifies in the bid
that there are special circumstances warranting an advance payment. UNICEF will normally
require a bank guarantee or other suitable security arrangement.
Payment will be made in three instalments, as described below, as set out in Section 6
above:
Any request for an advance payment is to be justified and documented, and must be
submitted with the financial bid. The justification shall explain the need for the advance
payment, itemize the amount requested and provide a time schedule for utilization of said
amount. Information about your financial status must be submitted, such as audited
financial statements at 31 December of the previous year and include this documentation
with your financial bid. Further information may be requested by UNICEF at the time of
finalizing contract negotiations with the awarded bidder.

Technical Proposal

with the requirement set out in each section of this Request for Proposal.

Financial proposal

UNICEF will accept no responsibility for the premature opening of a Proposal which is not
properly addressed or identified.
Validity
Proposals shall remain valid for a period of ninety (90) days from the date of closing of the
Proposals.
Inquiries received less than three (3) working days prior to the Proposal closing date cannot
be guaranteed any response. Only written inquiries will receive an answer. All inquiries and
answers will be provided to all invitees in writing, regardless of the source of the inquiry.
Subcontracting
Bidders shall identify on their offer, any services, which may be subcontracted to another
firm. A Technical Proposal as described hereafter must be submitted for all subcontractors
and will be considered as being part of the bid.
Rights of UNICEF
UNICEF reserves the right to accept any proposal, in whole or in part; or, to reject any or all
proposals. UNICEF also reserves the right to negotiate with the Bidders. UNICEF shall not be
held responsible for any cost incurred by the Bidder in preparing the response to this
Request for Proposal. The Bidder agrees to be bound by the decision of UNICEF as to
whether her/his proposal meets the requirements stated in this Request for Proposal.
UNICEF reserves the right to award the agreement to one or more contractor(s).
Property of UNICEF
This Request for Proposal, inquiries and answers and the Proposals are considered the
property of UNICEF. All materials submitted in response to this Request shall remain with
UNICEF.
Language of Proposal
The proposals prepared by the Bidder as well as all correspondence and documents relating
to this document shall be written in the English Language. Any printed literature furnished
by the Bidder written in another language will only be considered if accompanied by
accurate English translation of the relevant passages for purposes of interpretation.
Proprietary Information
Information, which the Bidder considers proprietary, must be marked clearly "proprietary"
next to the relevant part of the text, and UNICEF will then treat such information
accordingly.
