20th Year of Service JANAKALYAN: An Institution for Innovation Integrated Inspiring Interventions 2
to the rural India
From Director’s Desk
Janakalyan, initiated its journey of rural development with
customized innovative ideas on 2nd July 1997, has completed
the journey of 20 long years today and this report is presented
to its stakeholders, to add another marvelous year to the
history of Janakalyan.

All these 20 years have not been very smooth going; every step, though, was planned
systematically, but many a time, had to face extreme obstacles from the very communities, whose all
round development is its prime objective. Nevertheless, the cooperation and wholehearted participation
of the larger share of the target communities helped us to learn, achieve and reach this stage today.

The journey of these 20 years was not so easy but was a ‘battle’ for Janakalyan team; a battle with the
problems / issues of its target communities, a battle to uproot the unhealthy societal norms, a battle with
the anti-social elements, a battle with the very target communities, a battle with systems and mechanisms
prevailed within the society and outside society and also a battle within. At time, we felt we will lose the
battle and thus situation compelled us to decide to quit. But, it was the “divine trio” (Sri Ramakrishna,
Srimata Saradadevi and Swami Vivekananda) and their ideologies put us back on the track again and
thus reached this stage today.

The criticism, frustration, defame, etc. cannot be avoided if one wants to learn and achieve something in
developmental field is what we learnt in these 20 years. If one wants to do good for others, should be
ready to accept criticism from the same person(s) is our other learning.

Despite repeated advise of my mother, I continued serving my own communities after completion of my
B.Tech., though I had vast opportunities before me for my career; this decision was not to make money
but to serve those communities, who had contributed Rs.720 for my post metric education in 1992.
Although, thereafter, the entire education expenses was taken care by the daily wages of my mother
(worked in agriculture field) and my younger brother, who dropped his education at class 3 to support my
education. However, the backing of Sri Shanti Ranjan Das, the founder secretary of Janakalyan cannot
be ignored. Therefore, in order to serve those communities (who helped my education) and support Sri
Shanti Ranjan Das, my inner cell did not allow me to chose a career for my personal and family benefit.

But, after completion of 20 long years of my (earning) life and also when neither Sri Shanti Ranjan Das
nor my mother is around me, a question arouse in my heart, “did I took a wrong decision by choosing to
serve my own community?” What have I gained today? My own community member does not recognize
my selfless service; neither, they value the 20 long years of my life. They do not realize the contribution I
made to make their families happy through economic, educational, social and empowerment
interventions,

Today, I am father too; she is just 2½ years old. I have a responsibility of her education and career. I
don’t have any bank balance, neither earning any salary as all the projects of Janakalyan closed a year
back. However, my community members think that I am a millionaire. I am happy that at least in the mind
of my community, I am a millionaire but practically don’t know how to survive tomorrow? But still
thriving to do something for my community and pray the “divine trio” give me strength to achieve
something in my lifetime.

mployment – doubling farmers income through multi-tier cropping
E Bunch of Crops in Inch of Land

Agriculture alone can absorb the unemployed youths of the country, Janakalyan believes. All other
sectors have saturation limit s while agriculture, if planned systematically with technological backup, can
provide employment along with food security to whole nation. Janakalyan has such a tested model and is
proved replicable in 2 different contexts. The model is introduced way back in 2001 with the support of
Sir Dorabji Tata Trust and experimented with the financial support of Hivos, NABARD and such other
donors with following farmers.

Though, we have withdrawn from the area after creating these 66 model water banks but hundreds of such
water banks have come up with the investment of the farmers themselves. In addition, bankers are also
coming forward to finance such water banks. Today, the every farmer have multiple sources of income
from the same piece of land viz.
a) Vegetable cultivation for daily income and family consumption
b) Fodder with milch animals for monthly income and family consumpt ion
c) Fish cultivation in the water bank for seasonal income
d) Fruits crops on the bunds for long term income

nvironment – ensure irrigation, the farmers will feed the nation
E More Crop Per Drop

Irrigation water is at acute shortage is most part of the country. Janakalyan has initiated an intervention
viz. “ More Crop Per Drop” model in southern part of the country in 2001. It is a tested replicable model
as tested in 2 different climatic conditions. It can be adopted by all farmers with or without minimum
customization. Though the journey began way back in 2001 in Raichur district, it is tested in Gadag
district since 2010 with the support of Give2Asia, USA (Deshpande Foundation Fund). The model says-
1) Build ‘Water Bank’ for your children than a ‘House’; house is for urban communities while Water
Bank for peasants.
2) Provide water to the farmers, they will feed the nation with innovative/ indigenous cr op practices.
3) Water Banks assures critical irrigation and reduces fear of crop failure due to irrigation completely.

While our farmer Smt Shila Sikdar had already rewarded as Best Woman Farmer by UAS, Raichur in
2011-12, the University of Agricultural Sciences, Dharwad did not lag behind to recognize our farmers
during current year. Our farmers bagged Best Farmer, Best Woman Farmer and Best Youth Farmer
Award 2016 from UAS, Dharwad. Janakalyan is extremely happy and congratulates the farmers for this
great achievement. It is widely covered in almost all the leading Kannada newspapers including T imes of
India.

1) Education kit (Reaching the Unreached): Many students drop out as their parents cannot provide
those items which are not provided by Government in the schools. Janakalyan identifies such
potential victims of drop out and support them with an education kit containing a school bag, note
books, pen, pencils, sharpener, water bottle, geometry box, scale, etc. which are essential items but
not provided by any other agencies.
2) Scholarship (Be ti Bachao Beti Padao): The students passing out from schools (10th standard) are
potential victims of child marriage/labor. We identify such children and provide one-time support of
Rs.2000 to get admission in 11 th standard for post metric education.
3) Stipend (Beti Bachao Beti Padao): Those who continue their post metric education, we provide
them a monthly support of Rs.400 towards meeting the education expenses.
4) Artisan kit (Rural Skill Improvement): T each how to fish instead of giving fish is an established
theory. In order to continue the education of these girls, we have initiated an intervention based on
this theory. We provide artisan tool kits to the parents so that they start earning to invest in their
children education.

Many of these children are perusing their graduation and other professional courses today; however, still
there is a long way to go to bring all such children under the umbrella of post metric education.

nergy – small interventions can mitigate climate change & global warming
E Climate Change & Global Warming

Global warming is an alarming phenomenon today directly affecting all of us; it is thus the responsibility
of all of us to mitigate it to the extent possible. Though, Janakalyan does not have any funding support to
run a program on it, but still advocating the climate change mitigating methods to its target communities.
Janakalyan has come up with some strategic interventions which it proposes to government to initiate in
order to mitigate the global warming effects as listed below-
a) Like kerosene, natural gases (fuel) shall be rationed with a per capita ceiling limit; anything

Jan Raksha
nsuring health – Not only construction of toilets but its usage in rural India is important
E Swacch Bharat Abhiyan

While construction of toilets is a civil engineering job and is easier but making the same use by the rural
Indians is social engineering tasks and is extremely difficult. Janakalyan, having vast experience of
promoting construction of toilets in rural India since 2005 with the support of UNICEF, Government,
Infosys Foundation, etc. has moved now to its social engineering parts with the support of GiveIndia.org.

Efforts have been put to understand why the toilets are mostly not been used by rural Indians. It is opined
by them that maintaining hygienic condition is difficult by them. Further exploration concluded that lack
of cleaning tools Financial Years 2010-11 2011-12 2012-13 2013-14 2014-15 2015-16 2016-17 Total

cleaning tools to the families having toilets to inculcate the habits so that later they continue the practice.
Commencing from 2010-11, Janakalyan has reached to 363 families by now.

Impact Assessment
Impacts on primary target group of Janakalyan – the refugees

This chapter is earmarked for documenting long term impacts of our interventions on our primary target
groups i.e. the rehabilitated Bengali communities. These impacts are not of the immediate interventions
but of the efforts of several years.

Citizenship: Mere political decision of partition devastated lives of millions of Bengali families. About
727 victims of this partition were rehabilitated in Sindhanur Rehabilitation Project in 1970 -71 by
Government of India with 5 acres of land in compensation what they offered to Pakistan to get
independence to India. It was those, who left their ancestral properties soon after the partition line was
drawn but several others did not cross this border as
Government of India assured them that their
deserved status would be given whenever they cross
the border. But political scenario changed over the
time on both sides of the border. Those, who
adhered to their ancestral properties, were
compelled to leave Bangladesh but Government of
India did not provide them the rehabilitation
facilities, as promised earlier. Many such families
are also residing here without any government
facilities and also without Indian citizenship. Janakalyan
has initiated a process at national level through Nikhil Bharat, an
unregistered forum, to fight for the rights of these
communities and government has now realized its
necessity and assured for appropriate action.
Government of India has introduced T he Citizenship
Amendment Bill 2016 to Parliament to provide
citizenship to these communities. Several rounds of
meeting with Union Home Minister Sri Rajnath Singh
and Union Parliamentary Affairs Minister Sri Anant
Kumar and MPs have made it possible. Meeting held
with Sri B S Yadiyurappa, former CM of Karnataka,
Sri Prahlad Joshi, Sri Sanganna Karadi, Sri Shobha Karandlaze,
Sri Basavaraj Patil Sedam, Sri Sriramulu, etc. to support the bill in
Parliament. In addition, as a temporary relief, Ministry of Home Affairs has also published Gazette

Notification and
an Executive Order on 23.12.2016 to provide
citizenship to these communities.

20th Year of Service JANAKALYAN: An Institution for Innovation Integrated Inspiring Interventions 16
to the rural India
Scheduled Caste Status: Namasudra, Pod/Poundra and Rajbansi are some of the castes, which are
scheduled in eastern states of India like Assam, Manipur, Mizoram, Tripura, Orissa and West Bengal. Our
communities belong to these castes and are originally from eastern part of undivided India. Due to
partition, they have been forced by Government of India to resettle in other parts of India and one of them
is Karnataka. The rehabilitated communities of Sindhanur Rehabilitation Project have not voluntarily
come but been rehabilitated without any choice. In the process, siblings of same parents have been
rehabilitated in different states. Now, one rehabilitated in those eastern states are enjoying the scheduled
caste status and its benefits while one who have been rehabilitated in Karnataka is deprived off the same.
Whose fault is this?

The struggle started with inception of Janakalyan in 1997 and a file bearing No SWD 157 SAD 2009 was
created in 2009. Continuous efforts of Janakalyan and thereafter through Nikhil Bharat after 2011
compelled Government of Karnataka to form a 4-members high level committee headed by Additional
Chief Secretary of Karnataka was constituted on 26.03.2013. A detailed study was conducted by the team
and final recommendation was submitted by the High Level Committee on 11.07.2014 with a
recommendation to submit the proposal to Government of India. During the year, several representations,
delegation and meeting with Secretariat and Ministry has yielded marginal result.

Mother Tongue : Mother tongue education is a constitutional right but the Bengalis rehabilitated in
Sindhanur were in dark all these years. However, with constant efforts of a year, Government of
Karnataka has
already issued
an order to
recruit Bengali
teachers in all
government
schools vide

31.12.2012 but
yet the
department is
ensuring the
Bengali
teaching
through
temporary
teachers. The efforts are initiated through NiBBUSS to ensure recruitment of permanent Bengali teacher
posts immediately.

Land Rights: It was at the cost of the land and ancestral properties of these rehabilitated communities,
India got freedom. In lieu of their ancestral properties, they have been provided with 4 -5 acres of land
during their rehabilitation but yet they are not the owners of the land. An effort initiated and government
has now decided to transfer them the entitlements and already initiated the survey of the land. T he survey
of R H Colony No.4 and R H Colony No.5 is already completed during the year. However, remaining
three colonies are yet to be completed.

Ideas in Incubation
Journey ahead to Janakalyan – support seeking from donor communities
20 years of continuous efforts of Janakalyan brought many changes amongst the target groups. During this period,
we have also proved many hypothesis and come up with many replicable and scalable models for the deserving
target groups. These models along with many other useful ideas/ interventions have been planned for the rural India
for 2017-18 and we seek generous support from the donor communities. One of our interventions has also received
approval of National Committee on Social and Economic Empowerment, Department of Revenue, Ministry of
Finance, New Delhi for Rs.9.76 crores under its Gazette Order No. S.O. 3303 (E) dated 07.12.2015.
Janakalyan proposes to achieve the following in the years to com e assuming similar supports and cooperation from
its stakeholders in future too….
1. Beti Bachao Beti Padao: The refugee-communities reside more than 20km away from the taluk headquart er
and thus almost all the girls drop their education after matri culation and become vi ctims of child marri age. The
Maa Sarada Pre University College started by Janakalyan must cater to these needs of refugees .
2. Rural Skill Improvement: Land fragmentation and child marri ages/ labors are the reasons for disguised
employment in agriculture. To tap the biggest potential available within the rural artisans, we need Community
Training Center which Raichur district lacks and Janakalyan wishes to establish a full fl edge capacity
enhancement cum knowledge center for the rural artisans on all aspects of rural lives and livelihoods.
3. Rehabilitated Community Issues: Issues related to rehabilitated refugees in India are many and peculiar which
demands special qualities to understand and address. Janakalyan began its development journey through these
refugees and acquired expertise in handling their issues. There is a great demand for bringing all refugees of
India under a common umbrella and Janakalyan believes that it is the single agency in India which can
strategically address their valid issues in due course of time.
4. Replication of Proven Model: The proven models of Janakalyan like Water Banks for livelihood
improvement of tail end farmers, Wage Earners (WE) Groups, Agriculture Int erest Groups (AIG),
Neighborhood Groups (NHG), GNAN (Garibi Nirmoolan Avart an Nidhi), etc. shall be replicat ed in other parts
of the state and across the country.

The Annual Action Plan of Janak alyan for 2017-18 approved by General Board includes the following major
activities, which seeks your support in translating them on field.

Footsteps of Janakalyan…………….
2 Decades in the service of mankind

20th year (2016-17) was fully meant for refugees. In addition to the government of India supported Nai

Year of Trimming

continued during the year. Although, there was a setback in terms of financial growth and accordingly
2016-17

the staff strength was also trimmed out. However, meeting with high level dignitaries like Union Home
Minister, Parliamentary Affairs Minister, Former Chief Minister of Karnataka, s everal MPs, MLAs,
IAS officers of topmost ranks continued to obtain the citizenship rights, social reservation, land rights,
mother language education rights, etc.
th
19 year (2015-16) was a meaningful year for the target groups of Janakalyan. We realized that the concepts,

Janakalyan completed 18th year of operation in 2014-15! Whole efforts were concentrated in ensuring post-
metric education to rural children through its own institute to avoid child marriage / child labor. In addition,
Rural Education

scholarship @ Rs.2000 pa, monthly stipend of Rs.400 pm, artisan tool kits to supplement family income to

language education through government schools was another effort. Government of Karnataka recommended
to consider Bengali communities to consider as SC in Karnataka. In addition, the regular initiatives
continued.
The year 2013-14 being 17th year of Janakalyan, it is termed as year of Paradigm Shift; shi ft is seen in
diversi fication of activities within its programmatic fram ework of 7Es (Environment, Education,

Employment, Entrepreneurship, Empowerment, Energy and Ensuring health for all living being) by taking
2013-14

up research activities with the support ICSSR, leadership training to minority women with the 1 st ever GoI
fund to J anakalyan, entrepreneurship among leprosy affected beggars and many more. However, more time
was also spent for refugee rights during the year while more investment was on the education institute
initiated by Janakalyan. It has also integrated payment gateway for online donation.
The year 2012-13 is 16th year of Janakalyan existence! It was earmarked for fighting for the rights of its
primary target groups, the Bengali refugees. Accordingly, succeeded to ensure Bengali teaching in

Disaster Management
The year (2009-10) marked completion of 13 years in the sector of rural development; in its history of these
13 years, never entered into emergency management activities. Janakalyan initiated gradual phasing out from
Raichur district during previous year but due to an em ergency call of the nature in the operational area,
2009-10

Janakalyan had to initiate disaster managem ent activities in the flood affected villages of Sindhanur on
humanitarian ground. The intervention concentrat ed on ensuring rights of children and women in flood
affected villages and success fully implemented in 10 villages.
The year (2008-09) is the 12th year of operation in Raichur district and at this juncture Janakalyan board felt
that Janakalyan needs to compress its activities in Raichur and move in some other area. It started trimming

its staff-size from the beginning of the year as well as programs. Study in other districts of Karnataka as well
2008-09

as research on potential donors started during the year. Janakalyan also done major surgeries to its
operational strategi es, amended its byelaws, changed its board structure and composition and many more. To
sum up, it could be said that Janakalyan took new birth with new spirit.
The year (2007-08) is the year of expansion both in terms of area of operation as well as its role change.
UNICEF appointed J anakalyan as the nodal agency for its programs in Raichur district and the prestigious

national flagship program viz. Total Sanitation Campaign (TSC) implementation through the NGOs was
assigned to Janakalyan. Janakalyan implemented the TSC in 300 villages of all 5 taluks of Raichur district
