Marine Emergency Preparedness

Liaison Officer (MEPLO) Team
FEMA Region IX (CA/AZ/NV/HI)
Marine Corps Air Station Miramar Flight Line – Oct 2003
The fire line nears a Scripps Ranch development.
National Response Plan
„ Signed into law in Nov 05, supersedes federal
response plan
„ Lead Federal Agencies – situation dependent
„ Requires compliance to National Incident
Management System (NIMS)
„ NIMS is essentially ICS (incident cmd system,
ref SEMS in California)
„ Military also must be NIMS compliant
„ All-Hazards focus (HSPD 5 & 8)
DoD Civil Military Policy

„ Immediate response authorities for local commanders

„ Request for assistance formally processed
„ DSCA versus MSCA
„ Asset of last resort…last in first out
„ In support role…not in charge
„ TACON remains with Title 10 commander

„ Commander works “in support of” civil authority

„ DoD will support Lead Federal Agency for HLS

„ DoD is LFA for HLD role
„ Within the law and approved protocols

„ USNORTHCOM and PACOM

Commander’s call…
Commander’s ultimate responsibility
DSCA and the Marine Corps
„ “We are Expeditionary Warfighters – it’s not really
our mission”

„ The National Guard does that…

„ We have other commitments around the world that

precludes Marine assets from being employed…

„ Where are the Army and National Guard that are

normally on Hawaii?
Department of Defense

operations.

„ Note: A BSI may also be designated as a Federal

provide logistical support for DoD and other Federal
agencies.

Deployment Considerations by BSI Commanders

Life and property in immediate danger, no commercial asset available, all

local and State assets have been exhausted, State has requested
Federal/DoD assistance, length of mission, cost reimbursement and a
current MOU is in place – or as directed…
• National Response Plan (NRP) operates in accordance
with the Incident Command System (ICS) and NIMS

• All DoD installations/bases must be in compliance

with NRP/NIMS

• The Fed Response Plan (FRP) Provides the mechanism for coordinating the
delivery of Federal assistance and resources to augment the efforts of State and
local authorities overwhelmed by a major disaster or emergency
